This article analyzes the passage from de republica (de rep. 1,25,39) in which Cicero, having premised the etymological and conceptual equation of res publica with res populi, focuses on the concept of populus which defines which coetus multitudinis iuris consensu et utilitatis sociatus communion. The corresponding survey aims to reflect on the meaning of essential concepts of constitutional organization: populus, res publica, utilitas communis, ius. Cicero’s conception of the state and law, expressed in the political works of the de republica and in the de legibus, and its echoes in the legal sources (Gaius and Justinian), offer a privileged perspective for analyzing the political categories inherited from the ancient world. They, in their authentic meaning, are extraordinarily complex and current. They represent not only an essential step to understand the laboratory of ideas and concepts that the Roman constitutional world was, but they also offer themselves to the modern legal debate as still living and vital axiological models which, overcoming the contingent constitutional formalizations, propose themselves as the foundation of a community. Il contributo analizza il passo del de republica (de rep. 1,25,39) nel quale Cicerone, premessa la equiparazione etimologica e concettuale della res publica alla res populi, si sofferma sul concetto di populus che definisce quale coetus multitudinis iuris consensu et utilitatis communione sociatus. L’indagine si propone l’obiettivo di riflettere sul significato di concetti essenziali della organizzazione costituzionale: populus, res publica, utilitas communis, ius. La concezione ciceroniana dello stato e del diritto, espressa nelle opere politiche del de republica e nel de legibus, ed i suoi echi nelle fonti giuridiche (Gaio e Giustiniano), offrono una prospettiva privilegiata per analizzare le categorie politiche ereditate dal mondo antico. Esse, nel loro autentico significato, si manifestano straordinariamente complesse ed attuali. Non solo rappresentano un passaggio imprescindibile per comprendere quel laboratorio di idee e di concetti che è stato il mondo costituzionale romano, ma si offrono al dibattito giuridico moderno quali modelli assiologici ancora vivi e vitali che, superando le contingenti formalizzazioni costituzionali, si propongono quale fondamento di una comunità. Este trabalho analisa a passagem de De Republica (de rep. 1,25,39) em que Cícero, tendo como premissa a equação etimológica e conceitual de res publica com res populi, focaliza o conceito de populus que define qual coetus multitudinis iuris consensu et utilitatis sociatus communion. A pesquisa visa refletir sobre o significado de conceitos essenciais da organização constitucional: populus, res publica, utilitas communis, ius. A concepção de Estado e de Direito de Cícero, expressa nas obras políticas de De Republica e De Legibus, e seus ecos nas fontes jurídicas (Gaio e Justiniano), oferecem uma perspectiva privilegiada para analisar as categorias políticas herdadas do mundo antigo. Em seu significado autêntico, são extraordinariamente complexos e atuais. Não só representam um passo essencial para compreender aquele laboratório de ideias e conceitos que foi o mundo constitucional romano, como se oferecem ao debate jurídico moderno como modelos axiológicos ainda vivos e vitais que, superando as formalizações constitucionais contingentes, propõem-se como a fundação de uma comunidade.

The last decades have seen increased interest toward possible adverse effects arising from exposure to intense static magnetic fields. This concern is mainly due to the wider and wider applications of such fields in industry and clinical practice; among them, Magnetic Resonance Imaging (MRI) facilities are the main sources of exposure to static magnetic fields for both general public (patients) and workers. In recent investigations, exposures to static magnetic fields have been demonstrated to elicit, in different cell models, both permanent and transient modifications in cellular endpoints critical for the carcinogenesis process. The World Health Organization has therefore recommended in vitro investigations as important research need, to be carried out under strictly controlled exposure conditions. Here we report on the absence of effects on cell viability, reactive oxygen species levels and DNA integrity in MRC-5 human foetal lung fibroblasts exposed to 370 mT magnetic induction level, under different exposure regimens. Exposures have been performed by using an experimental apparatus designed and realized for operating with the static magnetic field generated by permanent magnets, and confined in a magnetic circuit, to allow cell cultures exposure in absence of confounding factors like heating or electric field components.
