Abstract

The article explores the preemption of police reform as a roadblock to racial justice in the U.S. It provides an overview of intergovernmental administration of criminal justice and discusses trends that characterize preemption of local policing including municipal budgeting, police accountability and management of police departments. It explains the importance of local discretion over police reform in criminal justice administration and meeting the needs of communities of color.
