3. The limits of parametric reforms in sustaining the Algerian retirement system in a context of population ageing.

Accelerated population ageing in Algeria threatens the financial sustainability of its pay‐as‐you‐go retirement system. Reform is a necessity, with options ranging from simple parametric reforms to important systemic changes. Prior to undertaking systemic reforms, it is worthwhile to investigate whether parametric reforms can place the system on a financially sustainable footing. In this article, we used a multi‐scenario analysis that crosses the possible reform actions with possible socioeconomic scenarios. The results show that when using the most favourable scenarios, the financial balance of the Algerian system will remain negative in the short and long term. Implementing major parametric reforms can only help reduce the deficit and make it stable over time. Thereafter, systemic reforms will have to be implemented. [ABSTRACT FROM AUTHOR]

This study analyses the expected changes in survivors' pensions resulting from the permanent rules of the 2019 pension reform in Brazil. Actuarial annuities are used for representative worker profiles. The dispersion in the replacement rate values decreases, except for the highest income level. The rates needed to finance survivors' pensions decrease relatively more than do the rates for old‐age pensions. The internal rates of return significantly decrease. There is a heterogeneous change in the distributive aspects of the pension system. The reform shall affect the adequacy and intragenerational equity of old‐age and survivors' pensions. 13. Extending access to contributory pensions: The case of Uruguay.

Since the 1980s, many Latin American countries have tightened access to contributory pensions, with financial sustainability being a main concern. Studies suggest that a sizable share of contributors would not be able to comply with stricter access conditions, since observed contribution densities were low. While most Latin American countries lack complete work history records, the observed density of contributions offered strong evidence of short contribution histories, in particular for low‐income workers and women. In the last decade these facts drove a new wave of reforms, in the form of less demanding eligibility requirements to access pensions and the need for a gender perspective. Uruguay took part in both processes, increasing vesting period conditions in 1996, then lowering them and granting childcare credits in 2008. In this article, we analyse the effects that less strict eligibility requirements would have on pension entitlements in Uruguay, estimating complete contribution histories using administrative records. Work history records have been kept since April 1996 only, meaning there are still no complete work histories. The study finds that pension rights would increase, in particular for women. The main effect would be driven by the lower contribution requirement. In addition, childcare credits would further reduce the gender gap in terms of access to benefits. The case of Uruguay is relevant in the regional context, as most Latin American countries are ageing rapidly and can learn from the Uruguayan experience, a country with vital statistics closer to those of developed countries. 17. Social inequality in working life expectancy in Sweden.

Background: In Sweden there is a socioeconomic divide between white and blue collar workers with respect to the risk for premature exit from working life. Disability pension has long represented a major reason behind early exits.Objective: The present investigation aimed at studying the effect on socioeconomic groups of new guidelines issued by the Swedish government in 2006, limiting the possibilities for applicants to be granted pension on medical grounds.Material and method: The study was based on register data comprising the prevalence of disability pension and premature age pension in different occupations in the age group 55-64 years, comparing the years 2006 and 2011.Results: It was found that in 2011 under the new guidelines, newly approved disability pensions had dropped by 70%. Women were affected more than men. The drop in disability pensions affected applicants within the two most prevalent diagnosis groups, mental disorders (a drop by 58%) and musculoskeletal disorders (a drop by 87%). In the same time period, the percentage in the age range 55-64 years choosing premature age pension more than doubled. An increase in the number of premature age pensions was more common in blue collar occupational groups than in white collar workers. Occupation had a higher impact on working life expectancy than country of birth.Conclusion: There are strong indications that many applicants, particularly blue collar workers, who had been unable to be granted disability pension under the new operational guidelines, instead choose premature retirement, a costly alternative for many individuals with already low pension benefits. The results indicate a tendency of passing on the societal costs of early labor market exits to various economic compensation arrangements, as well as to the individuals themselves. This study investigates how institutional and normative characteristics affect grandparents’ labour market participation. Previous studies indicate that providing regular grandchild care reduces labour market participation, and this linkage varies between European welfare states. Yet the underlying mechanisms remain unclear, and no study has systematically disentangled cultural from institutional influence when investigating grandparents’ work–care reconciliation. Based on two mechanisms, needs and obligations, we investigate how (grandparental) support norms and childcare infrastructure jointly shape the labour market participation of active grandparents. We use six waves from the Survey of Health, Aging and Retirement in Europe (SHARE), investigating variation across 91 subnational regions in 18 countries. The results indicate that the regular provision of grandchild care increases the risk of exiting the labour market for both men and women. This linkage is stronger in contexts with stronger support norms, but also depends on the childcare infrastructure in contexts where norms are weaker.

Das späte Erwachsenenalter ist durch eine Vielfalt an Übergängen und (Un-)Ruheständen gekennzeichnet. Dies bedeutet, dass der Ruhestandseintritt nicht mit einem Rückzug aus sozialen, familialen und wirtschaftlichen Lebensbereichen gleichzusetzen ist. Potenziale älterer Menschen sind Ergebnis einer Förderung über den gesamten Lebenslauf hinweg und müssen somit als politische Querschnittsaufgabe verstanden werden. Geschlechtergerechtigkeit am Arbeitsmarkt und eine verbesserte Vereinbarkeit zwischen beruflichen und familialen Tätigkeiten begünstigen die Potenziale des späten Erwachsenenalters. Die Beseitigung von Barrieren, die einer gesellschaftlichen Teilhabe entgegenstehen, ermöglicht ein selbst bestimmtes Altern. Dies gilt besonders für ältere Erwachsene mit niedriger Bildung, geringem Einkommen oder gesundheitlichen Nachteilen.

Der Anteil an Paaren jenseits der 50, bei denen beide Partner erwerbstätig sind, ist in der Vergangenheit stark gestiegen und wird voraussichtlich auch zukünftig weiter steigen. Derzeit sind bei mehr als der Hälfte aller Paare zwischen 50 und 69 Jahren beide Partner erwerbstätig (1996 waren es nur 25 Prozent) und bei jedem vierten Paar in diesem Alter sind beide voll erwerbstätig. In Ostdeutschland liegt dieser Anteil sogar bei knapp 40 Prozent. Der gemeinsame Übergang vom Beruf in den Ruhestand wird daher für immer mehr Menschen zu einem Lebensprojekt. Dies gilt insbesondere für Paare mit einem großen Altersabstand. Die Synchronisierung des Renteneintritts zwischen Partnern kann zu Abweichungen vom Regelalter des Renteneintritts führen und ist daher auch sozialpolitisch relevant.

25. The Influence of Marital Status and Spousal Employment on Retirement Behavior in Germany and Spain

This article analyzes the impact of marital status and spousal employment on the timing of retirement in Germany and Spain. Retirement behavior is examined by means of event–history models, with a competing risks framework being used to distinguish between voluntary and involuntary work-exit transitions. To take account of the role of social policies, we adopt a comparative approach. Data are drawn from a 2006 special retirement module implemented analogously in national labor force surveys. The results show that spousal labor market participation plays a large role in work-exit transitions, even when retirement is involuntary. This finding questions the widespread belief that coretirement is exclusively due to preference for joint retirement shared among spouses. Moreover, widows and widowers tend to retire prematurely in Germany, whereas no such effect could be found in Spain. This finding is explained by reference to specific economic incentives arising from national pension legislation.

26. Labour Market Exit and Social Stratification in Western Europe: The Effects of Social Class and Gender on the Timing of Retirement

This paper analyses social variability in retirement timing. It draws on a social stratification perspective, which arguably provides a richer theoretical framework than one-dimensional pull or push approaches. The first objective is to establish how class membership influences both the timing of retirement as well as the degree of accessibility to different pathways to retirement. The second objective is to elucidate the interplay of gender and class in work-exit dynamics. The empirical analysis uses data from the Survey of Health, Ageing and Retirement in Europe (SHARE) to estimate a series of event-history models for a sample of respondents from 11 Western European countries. The results show that social class exerts a strong influence on retirement processes, over and beyond other socio-economic characteristics, and especially on the risk of involuntary retirement. Employment constraints (push factors) and economic incentives (pull factors) affect workers in different class positions in markedly different ways. While there exist significant gender differences in retirement behaviour, these appear to be largely driven by women’s lower class positions. The article concludes that ill health and unemployment remain heavy obstacles to prolonging working life in contemporary Western Europe.

Erwerbstätigkeit im Ruhestandsalter hat im öffentlichen, politischen und akademischen Diskurs in den letzten Jahren an Bedeutung gewonnen. Die Beschreibung des Entscheidungsprozesses für oder gegen eine fortgeführte Erwerbstätigkeit über die Grenzen des Ruhestandsalters hinaus ist für Deutschland bisher nur lückenhaft vorgenommen worden. Als Grundlage für die Analyse dieses Entscheidungsprozesses verwendet dieses Buch eine Heuristik, die auf dem Rubikon-Modell der Handlungsphasen beruht. Neben der Beschreibung spezifischer Konstellationen formeller und informeller Tätigkeiten in einzelnen Phasen werden auch die sozialen, ökonomischen und gesundheitlichen Bedingungen in den Blick genommen, die das gewünschte oder notwendige Arbeiten von Menschen im Ruhestand fördern oder einschränken. Dies ermöglicht eine differenzierte Sichtweise auf den Prozess der Grenzgänge zwischen Erwerbsarbeit und Ruhestand und kann dadurch eine Orientierung für die politische, gesellschaftliche und insbesondere für die individuelle Gestaltung des jungen Alters bieten. 28. Gendered work-family life courses and financial well-being in retirement

How are gendered work-family life courses associated with financial well-being in retirement? In this article we compare the cohorts born 1920-1950 in West Germany and Switzerland, whose adult life courses are characterized by similar strong male-breadwinner contexts in both countries. The countries differ in that Switzerland represented a liberal pension system, whereas Germany represented a corporatist protective pension system when these cohorts retired. We therefore assess how gendered work-family life courses that developed in similar male-breadwinner contexts are related to financial well-being in retirement in different pension systems. Using data from the SHARELIFE survey we conduct multichannel sequence analysis and cluster analysis to identify groups of typical work-family life courses from ages 20 to 59. Regression models estimate how these groups are associated with the individual pension income and household income in retirement. Results show that women who combined motherhood with part time work and extended periods out of the labour force have even lower individual pension income in Switzerland compared to their German peers. This relative disadvantage partly extends to lower household income in retirement. Findings support that male breadwinner policies earlier in life combined with liberal pension policies later in life, as in Switzerland, intensify pension penalties for typical female work-family life courses of early motherhood and weak labour force attachment. We conclude that life course sensitive social policies should harmonize regulations, which are in effect earlier in life with policies later in life for specific birth cohorts.

29. Women and Pensions in Italy: Gender Imbalances and the Equalization of Retirement Age

This paper examines the age at retirement for men and women in Italy. Despite the expansion of women’s educational attainments, they still display lower employment rates, are frequently engaged in involuntary part-time jobs and have more fragmented careers. As a consequence, the mean age at which women receive a pension is higher than that of men. Using Labour Force Survey (2006 and 2012), the authors test the hypothesis that women’s higher age at retirement is determined by a selection bias towards more educated and work oriented women. A Heckman selection model has been developed. Results show that the main disadvantage is suffered by women with medium and low levels of education who show the highest estimated age at retirement, whereas higher educated women retire on average before men with the same level of education. The authors argue that pension policies, without interventions in the field of work-life balance policies, end up penalizing women with lower levels of education.

30. Pathways to retirement: Are they related to patterns of short- and long-term subjective well-being?

We examine the association between pathways to retirement and patterns of subjective well-being in Germany. We argue that short-term development of subjective well-being is related to social status changes while long-term development of subjective well-being is related to resources and changes in life circumstances. Importantly, we expect that how a person's social status changes and his/her access to resources post-retirement both depend on the person's specific pathway to retirement, resulting in distinct patterns of subjective well-being post-retirement. Based on data from the German Socio-Economic Panel, we categorized people as retiring from employment, short- or long-term unemployment, labour market inactivity or due to disability. We then used dual-change score models to compare trajectories of life satisfaction ten years before to ten years after the retirement transition. For people retiring from employment, life satisfaction did not change in the short term but developed more positively in the long term. In comparison, people retiring from unemployment or due to disability experienced a short-term increase in life satisfaction but had more negative long-term trajectories of life satisfaction. We found no retirement-related changes in life satisfaction for people retiring from inactivity. The findings suggest that different pathways to retirement are related to distinct patterns of subjective well-being and highlight the importance of late-life employment biographies for quality of life post-retirement.

This article proposes a 'Swedish' type actuarial balance sheet (ABS) for a notional defined contribution (NDC) scheme with disability and minimum pension benefits. The proposed ABS splits the pension system in two parts: the pure NDC part and the redistributive part, which includes the assets and liabilities originating from non-contributory rights. The article contains a numerical example that sheds light on the real applicability of our proposal. The model has practical implications that could be of interest to policy-makers, given that it integrates actuarial and social aspects of public pensions and discloses the real cost of redistribution through minimum pensions. Die Variablendokumentation dient der Übersicht aller Variablen in Deutsch und in Englisch, die bisher in den sechs Befragungswellen des Deutschen Alterssuryveys (DEAS) von 1996 bis 2020/21 erhoben wurden. Anhand einer Zuordnung der einzelnen Variablen in verschiedene Themenblöcke wird so eine übersichtliche Dokumentation der bisher verwendeten Variablen erreicht. Die Variablendokumentation soll dem DEAS-Datennutzer als Übersicht über alle abgefragten Variablen und Skalen der verschiedenen Wellen dienen. Damit soll der Zugang und der Vergleich von Variablen im Längsschnitt und mit anderen Datensätzen vereinfacht werden. Als Grundlage für die Erstellung dienten die einzelnen Fragebogen, wobei die vierte Welle im Jahr 2011 als Referenz genutzt wurde. Folgende Informationen werden in der Variablendokumentation abgebildet: Alle Items der Variablen werden in Deutsch und in Englisch aufgelistet, die jeweilige Codierung dieser sowie die dazugehörigen Variablennamen und die Information, wo sich diese Variable befindet (CAPI/Drop-off und Welle) werden in einer Tabelle ersichtlich. Items einer Skala, die umkodiert wurden, um der Richtung der Skala zu entsprechen, wurden mit einem (*) gekennzeichnet. Zudem sind Referenzen für die eingesetzten Skalen aufgelistet. Im zweiten Kapitel der Variablendokumentation befindet sich eine Übersicht über alle eingesetzten Skalen des DEAS. Neben Kurzinformationen zu der jeweiligen Skala wird weiterhin die Welle aufgeführt, in der sie Verwendung findet. Weiterhin befindet sich in Kapitel drei der Variablendokumentation eine Übersicht über die generierten Konstrukte. Die Konstrukte sind Variablen, die nicht direkt dem DEAS-Fragebogen entnommen sind, aber mit Hilfe abgefragter Variablen gebildet werden, um dem Nutzer bei bestimmten thematischen Fragestellungen die Datenarbeit zu erleichtern. Zudem gibt es Konstrukte, die dem DEAS aus anderen Datenquellen hinzu gespielt werden, um für bestimmte Fragestellungen eine tiefergehende Analyse zu ermöglichen. Die tabellarische Darstellung der Konstrukte basiert auf der Welle 2011 und enthält eine Beschreibung des Konstrukts sowie die dazugehörige Codierung. This paper examines the age at retirement for men and women in Italy. Despite the expansion of women’s educational attainments, they still display lower employment rates, are frequently engaged in involuntary part-time jobs and have more fragmented careers. As a consequence, the mean age at which women receive a pension is higher than that of men. Using Labour Force Survey (2006 and 2012), the authors test the hypothesis that women’s higher age at retirement is determined by a selection bias towards more educated and work oriented women. A Heckman selection model has been developed. Results show that the main disadvantage is suffered by women with medium and low levels of education who show the highest estimated age at retirement, whereas higher educated women retire on average before men with the same level of education. The authors argue that pension policies, without interventions in the field of work-life balance policies, end up penalizing women with lower levels of education.

The United Arab Emirates (UAE), while exhibiting one of the highest shares of migrant workers in its national work force globally, has very restrictive immigration policies. As a standard procedure, work visas for migrants are curtailed after the age of 65. The UAE is therefore a key site for understanding transnational inequalities premised on citizenship and social security in the Global South. The influx of labour migration to the UAE having begun in earnest only in the 1970s, the ageing of its migrant population is critically advancing. Today, these migrants' children, who were born in the UAE, are engaged in the workforce there. Tax-free salaries, or "end-of-service benefits" offered to migrants in the UAE, however, are not adequate to provide a decent life after retirement for most. This is particularly challenging for those who lack the necessary resources to keep their older family members in the host countries, and for those who originate from socio-economically and politically unstable countries, where the question of "return" after retirement is much less feasible. Prolonging residency after retirement is possible; in fact, most migrants desire it, as they want to be surrounded by their children, grandchildren, and community into old age. Although in recent years the UAE has introduced longer-term visas, including for retired people, these schemes typically target high-net-worth individuals. Yet even with adequate resources, older migrants still face uncertainty, as keeping up their residency and financial subsistence requires continual renewals and investments, respectively. Gulf policymakers should make retirement-savings schemes mandatory for its temporary migrants. This will not only financially enable some of them to envision a future in the Gulf beyond retirement but also benefit the Gulf states, which aim to attract consumers and investors. Trotz des schnellen Wachstums des Anteils der Bevölkerung in einem Alter ab 80 Jahren an der Gesamtbevölkerung (Statistisches Bundesamt, 2019), ist das Wissen über diese Bevölkerungsgruppe bislang gering. Zwar gibt es thematisch, methodisch und regional spezifische Studien, jedoch keine repräsentative Erfassung der Lebenssituation und Lebensqualität dieser Altersgruppe für den gesamtdeutschen Raum. Eine gute Datenlage ist jedoch notwendig: Zum einen, um den besonderen Unterstützungsbedarfen im hohen Alter zukünftig besser gerecht werden zu können. Zum anderen, um Lösungsansätze für sozialpolitische Herausforderungen wie der sozialen Sicherung im Alter sowie im Hinblick auf eine Generationengerechtigkeit entwickeln zu können. "Hohes Alter in Deutschland" (D80+) ist eine bundesweit repräsentative Querschnittsbefragung der hochaltrigen Menschen in Privathaushalten und in Heimen. Die Studie baut auf dem im Hochaltri-genpanel NRW80+ (Wagner et al., 2018) entwickelten Studienprotokoll und dem interdisziplinär ent-wickelten Rahmenmodell zur Erklärung von Lebensqualität im hohen Alter (Neise et al., 2019) auf. Die Studie D80+ „Hohes Alter in Deutschland“ wird vom Bundesministerium für Familie, Senioren, Frauen und Jugend (BMFSFJ) für drei Jahre gefördert und gemeinsam vom Cologne Center for Ethics, Rights, Economics, and Social Sciences of Health (ceres) und dem Deutschen Zentrum für Altersfragen (DZA) durchgeführt. Die Studie vereint Perspektiven der an den beteiligten Institutionen verorteten Disziplinen wie Soziologie, Psychologie, Versorgungswissenschaften, Gerontologie und Medizin. Aufgrund der Coronapandemie konnte eine persönliche Befragung nicht umgesetzt werden. 38. Job retention among older workers in central and Eastern Europe

We study job retention rates - the shares of workers who continue to work in the same job over the next five years - in Czechia, Hungary, Poland and Slovakia. Job retention among older workers is key to prolonging careers and increasing employment of older people which in turn is a crucial challenge for these countries. We find that the retention rates among workers aged 55-59 are low and amount to about a half of the retention rates among prime aged workers. Only in Poland the retention rates of older workers have increased for both men and women between 1998 and 2013. The individuals least likely to retain jobs after the age of 60 were women, those with lower education, working in industry, in medium or low-skilled occupations, and those living with a non-working partner. The policies aimed at encouraging job retention in Central and Eastern Europe should focus on these groups of workers.

Der vorliegende Beitrag untersucht, inwieweit das Ausbildungsniveau der Versicherten das Rentenzugangsgeschehen beeinflusst. Informationen darüber sind aktuell insofern von Interesse, als die im Mai 2007 in Kraft getretene Initiative 50plus des Bundesministeriums für Arbeit und Soziales die Beschäftigungsfähigkeit und die Beschäftigungschancen älterer Menschen in Deutschland erhöhen möchte (vgl. BMAS 2006). Ausgehend von der Annahme, dass insbesondere gering Qualifizierte oft früh aus dem Arbeitsleben ausscheiden, soll u. a. über eine deutliche Erhöhung der Teilnahme an beruflicher Weiterbildung die "produktive Lebensphase" verlängert werden. Hohe Bildung in Kombination mit beruflicher Weiterbildung soll laut BMAS steigenden Qualifikationsanforderungen auf Zukunftsarbeitsmärkten gerecht werden. Vor diesem Hintergrund untersucht der vorliegende Aufsatz auf Basis des Scientific Use File (SUF) Versichertenrentenzugang 2006 des Forschungsdatenzentrums der Rentenversicherung (FDZ-RV), ob im Jahr 2006 Hochqualifizierte später als niedriger Qualifizierte in Rente gegangen sind. Die Befunde verweisen darauf, dass mit zunehmender Qualifikation das Rentenzugangsalter tendenziell ansteigt. Allerdings zeigt eine differenzierte Betrachtung einzelner Zugangsjahre die große Bedeutung eines vor der Regelaltersgrenze von 65 Jahren liegenden Übergangs in den Ruhestand, insbesondere bei besser gestellten Hochqualifizierten.

Background: An ageing and a shrinking labour force implies that the prevention of a premature exit from work due to poor health will become more relevant in the future. Medical rehabilitation is a health service that aims at active participation in working life. The provision of this service will be relevant for an increasing part of the ageing labour force, namely, employees with a migrant background and their different subgroups. Thus, this study examines whether first- and second-generation employees with migrant background differ from non-migrants in their utilisation of rehabilitation services and whether within the subsample of migrant employees, those persons with foreign nationality differ from those with German nationality. Methods: Socially insured employees born in 1959 or 1965 were surveyed nationwide in 2011 as part of the lidA cohort study (n=6303). Survey data of the first study wave were used to identify the dependent variable of the utilisation of rehabilitation (in- and outpatient), the independent variable of migrant status and the covariates of sociodemographic, work- and non-work-related factors. Applying bivariate statistics with tests of independence and block-wise logistic regressions, differences between the groups were investigated. Additionally, average marginal effects were computed to directly compare the adjusted models. Results: The study showed that first-generation migrants had a significantly lower likelihood of utilising outpatient rehabilitation than non-migrants (fully adj. OR 0.42, 95% CI 0.22-0.82) and that average marginal effects indicated higher differences in the full model than in the null model. No significant differences were found between the first- or second-generation migrants and non-migrants when comparing the utilisation of inpatient rehabilitation or any rehabilitation or when analysing German and foreign employees with migrant background (n=1148). 41. The contribution of health to educational inequalities in exit from paid employment in five European regions

Objectives: The primary aim of this study was to investigate educational inequalities in health-related exit from paid employment through different pathways in five European regions. A secondary objective was to estimate the proportion of different routes out of paid employment that can be attributed to poor health across educational groups in five European regions. Methods: Longitudinal data from 2005 up to 2014 were obtained from the four-year rotating panel of the European Union Statistics on Income and Living Conditions (EU-SILC), including 337 444 persons with 1 056 779 observations from 25 countries. Cox proportional hazards models with censoring for competing events were used to examine associations between health problems and exit from paid employment. The population attributable fraction was calculated to quantify the impact of health problems on labor force exit. Results: In all European regions, lower-educated workers had higher risks of leaving paid employment due to disability benefits [relative inequality (RI) 3.3-6.2] and unemployment (RI 1.9-4.5) than those with higher education. The fraction of exit from paid employment that could be attributed to poor health varied between the five European regions among lower-educated persons from 0.06-0.21 and among higher-educated workers from 0.03-0.09. The disadvantaged position of lower-educated persons on the labor market was primarily due to a higher prevalence of poor health. Conclusion: In all European regions, educational inequalities exist in health-related exclusion from paid employment. Policy measures are needed to reduce educational inequalities in exit from paid employment due to poor health.

Von Juli bis Oktober 2019 fand die dritte Welle der Studie "Transitions and Old Age Potential" (TOP) statt. Von den 2.455 Personen, die im Jahr 2016 zu einer erneuten Wiederholungsbefragung bereit waren, lagen drei Jahre später 1.561 abgeschlossene Interviews vor. In der dritten Welle wurden zudem die Partnerinnen und Partner der Panelisten mit einem Schwerpunkt auf gemeinsame oder getrennte Ruhestandsübergänge befragt. Insgesamt konnten 576 Partnerinterviews abgeschlossen werden. Diese Stichprobe erweitert das Panel von TOP um eine dyadische Perspektive auf den Übergang in den Ruhestand. Wie bereits die beiden ersten Wellen, so wurde auch die dritte Welle vom Umfragezentrum Bonn (uzbonn) im Auftrag des Bundesinstituts für Bevölkerungsforschung (BiB) durchgeführt. Es wurden bereits im Vorfeld der Befragung Maßnahmen zur Erhöhung der Qualität der Stichproben und der methodischen Umsetzung des dyadischen Erhebungsdesigns umgesetzt. Zudem kamen längsschnittliche Gewichtungsverfahren zum Einsatz, die unter anderem für selektive Teilnahmewahrscheinlichkeiten der Panelisten in der dritten Welle adjustieren. Neben dem Vorgehen bei der Durchführung der zweiten Adress- und Panelpflege und der Feldphase der dritten Welle werden im vorliegenden Daten- und Methodenbericht unter anderem die Prüfung der Filterführung, die Kontrolle von Plausibilität und logischer Konsistenz, die Berechnung von Konstrukten sowie die Anonymisierung der Daten für den Scientific Use File (SUF) beschrieben.

43. Increases in wellbeing in the transition to retirement for the unemployed: catching up with formerly employed persons

This paper examines the extent to which wellbeing levels change in the transition to retirement depending on transitioning from being employed, unemployed or economically inactive. Whereas transitioning from employment to unemployment has been found to cause a decrease in subjective wellbeing with more time spent in unemployment, it is not clear how transitioning from unemployment to retirement affects wellbeing levels. We use the Survey of Health, Ageing and Retirement in Europe to monitor the life satisfaction of respondents who retire in between two waves. We portray wellbeing scores before and after retirement and then identify the change in life satisfaction during the retirement transition using a First Difference model. Results indicate that being unemployed before retirement is associated with an increase in life satisfaction, but presents mainly a catching-up effect compared to employed persons transitioning to retirement. These results are still significant if we control for selection into unemployment and country differences. Retirement from labour market inactivity does not lead to significant changes in wellbeing. As the wellbeing of unemployed persons recovers after transitioning to retirement, especially the currently unemployed population should be supported to prevent detrimental consequences of economically unfavourable conditions and lower wellbeing.

Population ageing and increasing employment rates among women have been well known trends for many years in many countries. This latter development means that the share of couples nearing retirement where both partners are working has been increasing. Surprisingly, little attention has been devoted to studying retirement in a couple context in greater detail. This article addresses the question whether and how couples coordinate their transitions from working life into retirement and which factors to consider when examining (non-)joint retirement patterns. The aim of this article is to improve the understanding of the complex interactions taking place in couple retirement processes that touch on the work and family sphere and to promote areas of future research along these lines. It contributes to the scholarly debate by providing a comprehensive summary of research devoted to studying couple retirement patterns and its antecedents from a life course perspective. To this end, research literature from more than 25 years is taken into account and various conceptual, theoretical and empirical aspects of couple retirement processes are discussed. Objectives: The primary aim of this study was to investigate educational inequalities in health-related exit from paid employment through different pathways in five European regions. A secondary objective was to estimate the proportion of different routes out of paid employment that can be attributed to poor health across educational groups in five European regions. Methods: Longitudinal data from 2005 up to 2014 were obtained from the four-year rotating panel of the European Union Statistics on Income and Living Conditions (EU-SILC), including 337 444 persons with 1 056 779 observations from 25 countries. Cox proportional hazards models with censoring for competing events were used to examine associations between health problems and exit from paid employment. The population attributable fraction was calculated to quantify the impact of health problems on labor force exit. Results: In all European regions, lower-educated workers had higher risks of leaving paid employment due to disability benefits [relative inequality (RI) 3.3-6.2] and unemployment (RI 1.9-4.5) than those with higher education. The fraction of exit from paid employment that could be attributed to poor health varied between the five European regions among lower-educated persons from 0.06-0.21 and among higher-educated workers from 0.03-0.09. The disadvantaged position of lower-educated persons on the labor market was primarily due to a higher prevalence of poor health. Conclusion: In all European regions, educational inequalities exist in health-related exclusion from paid employment. Policy measures are needed to reduce educational inequalities in exit from paid employment due to poor health.

Mit dem Übergang in den Ruhestand sind ältere Menschen mit der Aufgabe konfrontiert, ihren Alltag und die durch den Wegfall der Erwerbsarbeit zusätzlich zur Verfügung stehende Zeit neu zu arrangieren. Dies geschieht auf vielfältige Weise, manchmal mehr, manchmal weniger zufriedenstellend. Der vorliegende Beitrag präsentiert die empirischen Ergebnisse einer qualitativen Forschungsarbeit zur Zeitgestaltung im Alter und rekonstruiert die subjektiven Deutungen von Zeitsouveränität im Ruhestandsalltag. In Orientierung an der Methodologie der Grounded Theory konnten aus dem Interviewmaterial heraus insgesamt drei Strategien des Umgangs mit der Zeitsouveränität im Alter entwickelt werden, die mit unterschiedlichen Zeiterfahrungen und -kompetenzen in Zusammenhang stehen und auf die Bedeutung der Erwerbsbiografie über den Ruhestandseintritt hinaus verweisen. Unter Einfluss der jeweiligen Kontextbedingungen neigen die Individuen entweder dazu, nach dem Übergang in die Posterwerbsphase die Zeit zu genießen, die Zeit auszufüllen oder aber ihre Zeit zu investieren. The Member States of the European Union entered the financial crisis with very different pension systems. Although the use of standard adequacy measures suggest small impacts from the crisis, alternative measures based on pension wealth estimates indicate stronger effects. While the largest continental systems were left relatively unscathed by the crisis, Mediterranean systems were cut back significantly. This should lead to considerable convergence in system generosity across countries. Despite the cuts, state pensions in the stressed economies should still be generous enough to keep the majority of pensioners out of relative poverty, but this depends on a relatively quick turnaround in labour market performance in these countries. Migration and population ageing belong to the central challenges for the current and future Europe. Since 1985, the number of inhabitants in European countries who were born outside their country of residence has more than doubled. Besides, already by 2020, a quarter of Europeans will be over 60 years old. Both developments will have substantial impacts on numerous aspects of the European society. Using data from the Survey of Health, Ageing and Retirement in Europe (SHARE), this volume investigates one of the intersections between migration and ageing by putting the focus on persons aged 50+ who migrated at some point in their life and now grow old abroad. Until now, little is known about the long-term consequences of migration. In the three studies of his thesis, Stefan Gruber investigates in how far migrants are affected by having migrated with regard to two different outcomes: subjective well-being and cognitive functioning.
