This paper presents a comprehensive state-of-the-art analysis and mathematical modeling of the National Program for Smart Cities (PRONACES) initiatives in Mexico's journey towards smart city development. The focus is on examining how PRONACES integrates technological innovation with urban planning and sustainability, leveraging mathematical models to optimize and predict the outcomes of various smart city initiatives. The methodology includes a review of current literature to establish the state of the art, followed by the development and application of mathematical models to assess and forecast the effectiveness of PRONACES strategies. These models are based on a variety of parameters including urban growth, technology adoption, resource allocation, and environmental impact. Key findings demonstrate the significant role of PRONACES in transforming urban landscapes in Mexico. In this paper, we propose the application of discriminant analysis to select appropriately the algorithm that better solves an instance of the Job Shop Scheduling Problem. The discriminant analysis was used as a method of machine learning to find the relation between the characteristics of the problem (complexity indicators) and the performance of algorithms. Depression is a disorder that usually begins in early adulthood, having a duration according to the World Health Organization (WHO) from a couple of months to a couple of years, however, in approximately 20% of cases there is a chronic evolution that results in a high mortality rate by suicide due to lack of adequate treatment. Therefore, the objective of this project is to facilitate the tools for an adequate care of depression, mainly in young adults through the development of a mobile application that monitors patients. To carry out the project, the enhanced cascade model was implemented, because the feedback between the different phases of the system development life cycle is important to make the appropriate modifications. Cardiovascular diseases (CVD) are one of the leading causes of mortality worldwide. In this context, the design of accurate and efficient methods for the automated classification of electrocardiogram (ECG) signals is essential for clinical diagnosis, particularly in the detection of cardiac arrhythmias. The main objective of this project is to develop an automated classification system for cardiac arrhythmias using electrocardiogram signals. To carry out this project, the iterative cascade methodology was used, which allows modifications and improvements to be made in each development iteration. The Vehicle Routing Problem (VRP) consists of minimizing the cost of transferring resources, goods or people. There are different variants of the land transport problem, among the main ones are the location of bus terminal, convoy routing, inventory routing with time windows, school bus routing, travel planning problem, among others. The problem of vehicle routes with time windows (VRPTW) is to minimize transport costs considering restrictions in the delivery time. In this work, articles from scientific journals referring to the solution of terrestrial transport problems were reviewed, specifically, the works that develop heuristic algorithms. The objective of this work is to obtain a frame of reference for the works that apply meta-heuristics to the solution of the problem of land transport of perishable products. The result of the work is a framework that shows state of the art in the solution of VRP of perishable products and outlines the future work for the investigation based on the existing gap in this subject. The Air quality measurement is reported as micrograms per cubic meter or parts per million. In this article, we proposed a survey of the complexity on Fuzzy Logic for air quality. The traditional air quality assessment is estimated using air quality indices as mean values of selected air pollutants, where the ambient environment has given limits without considering specific local conditions and synergic relations between air pollutants and other meteorological factors. This paper proposes a new criterion for reducing the processing time of the assignment of data points to clusters for algorithms of the k-means family, when they are applied to instances where the number n of points is large. Our criterion allows a point to be classified in an early stage, excluding it from distance calculations to cluster centroids in subsequent iterations. The proposed criterion uses knowledge of the distance of a point to its two closest centroids and their shifts in the last two iterations. By computer experimentation using synthetic and real instances, we found that this criterion reduces execution time to approximately 2/100 of the time by k-means and generates solutions whose quality is approximately reduced by less than 3%. These findings suggest the usefulness of our criterion for problems like those found in Big Data. The NP-hardness of k-means motivates the use of this heuristics. [ABSTRACT FROM AUTHOR]

As part of the process to support decision making in population problems, with the aim of promoting the selection of projects with funding support for the sector of the economically inactive population, in this paper a custom multi-objective method was applied to produce a set of efficient solutions that correspond to the selection of the best grouping of geographical zones to attend those population sectors without economic activity. Each answer is a partition of geographic zones that meet geometric compactness and homogeneity in terms of the population descriptors of the economically inactive population. High levels of consumption of electrical and electronic equipment, together with the decline of their useful time of life (obsolescence), has led to a progressive growth in the generation of Waste Electrical and Electronic Equipment (WEEE), also known as e-waste. The problems involving inadequate management of these are reflected mainly in the negative impact on the environment, but it also entails a waste of opportunities for reuse of components that can still generate value.
