The digital divide must be reduced not only by the provision of technological resources but priority should be given also to the content-forming processes that apply cutting-edge techniques to use information more efficiently, in this sense, the Information Literacy Programs design, should value the importance of insert of individual of educative and socially in a globalized and technological world. The Organisation FOR Economic Co-operation and Development (OECD) and the Programme for International Student Assessment (PISA) programs generate reports and develop policies for the welfare of the inhabitants of the planet. In 2009 for the first time, PISA assessed the competition for electronic reading. As a result of the evolution of the media, the subject of the e-book is addressed to develop reading skills to new generations of readers. Therefore, the literacy process leads us to recognize the professional skills of the information specialist of the XXI Century. Planning a proposal for information literacy program it is included in the central part of this document from the recommendations of the American Library Association (ALA). Another section of the text, addresses the issue of teaching resources, learning materials and information documents as central part of the literacy process as well as the use of hypertext, hypermedia and the hyperdocument as tools for digital reading. The same way, we consider the use of alternative assessments as a way to generate evidence to prove that competence has been achieved. Finally, the text takes the point of evaluation of educational digital content for information literacy with the issue of usability and accessibility of web sites. One way to implement a systematic evaluation it is recomended based on measuring instruments consists of 23 criteria divided into three aspects to be evaluated: recruitment, retention and literacy capacity.

This document describes the meaning to achieve all three levels of competences, the characteristics and properties to consider an Information Literacy program (Alfin) and the importance of being part of the institutional curriculum. The second section refers to the main Declarations and Models on information literacy worldwide, analizing the rules on competence for access and use of information between American Library Association/Association of College & Research Libraries (ALA/ACRL), Council of Australian University Librarians (CAUL) and Australian and New Zealand Information Literacy (ANZIL). With this activity we find the points of convergence that support the creation of information literacy programs for higher education institutions. The third issue concerns the Information Literacy in Mexico that describe the eight information competencies and the 45 derived skills to set subcompetences for information literacy programs. On the subject of planning it is considered the time frame from its historical background and evolution of information literacy. Are included the mention of the most important documents produced internationally on curricula formulated in terms of skills for an information and media literacy. The paper concludes with a extensive search of successful applications of information literacy in Spanish-speaking countries in order to identify good practices and case studies to facilitate the built of new programs or in restructuring programs according advances in the field of information.

Programa de doctorado: Literatura y Teoría de la Literatura Este trabajo nace de la lectura reflexiva de un corpus muy variado de novelas del siglo XIX; de un modo particular de las novelas contemporáneas de Benito Pérez Galdós y, en ellas, del interés científico sobre los personajes femeninos que el autor canario les otorga. Descubrir a la quijotesca Isidora Rufete en La Desheredada (1881 ), por ejemplo , y verla confundirse en el anonimato de la masa social madrileña convertida en buscona al final de su relato, despertó en mí interés creciente sobre su gestación y su plasmación en el texto, tanto durante mis estudios de Licenciatura como en mi formación de posgrado.
