This research was motivated by the main problems faced by Small and Medium Enterprises (SMEs) is lack of capital. Refer to Regulations No. 20 of 2008, the Ministry of Cooperatives and SMEs was responsible for empowering SMEs which is through Start-Up Capital Assistances Program for startup Entrepreneur. The aim of the research to analyze and describe the program implementation as well as supporting and inhibiting factors based on the Van Meter and Van Horn e policy implementation models. This type of research uses a description method using the qualitative approach . This paper analyzes the role of networks in access of women entrepreneurs to start-up capital and firm performance in Eswatini, a country with one of the highest female unemployment rates in Africa. The paper first shows that higher initial capital is associated with better sales performance for both men and women entrepreneurs. Women entrepreneurs start their firms with smaller start-up capital than men and are more likely to fund it from their own sources, which reduces the size of their firm and sales level. However, women with higher education start their firms with more capital than their less educated counterparts. Moreover, women who receive support from professional networks have higher initial capital, while those trained in financial literacy more often access external funding sources, including through their networks.

In this paper, we focus on how female entrepreneurs in Jordan finance the establishment and early growth of their technology-based ventures. Previous research exploring the experiences of female entrepreneurs, undertaken primarily in Western, developed countries, had emphasised their early reliance on informal capital, sourced via personal networks, acquaintances, friends and family. Little was known, however, about the experiences of women in developing economies, such as the Middle East, where they represent a growing proportion of the educated and entrepreneurial populations, albeit from a small base. The study discussed here investigated the entrepreneurial journey of the female founders of 16 technology-based firms in Jordan, adopting a network perspective to explore how they accessed sources of finance and investigate the dynamic nature and characteristics of their financial ties, from start-up through to early growth. Our findings show how, compared with their western counterparts, these Jordanian women adopt a very different approach to venture funding from the start, relying more heavily on formal sources and networks. In securing funds from formal business networks ties, they leverage benefits from connections established via formal events and networking platforms to facilitate development of their financial network ties at a very early stage.

This study explores gendered lending and marketing practices of start-up capital to women entrepreneurs in South Africa. A multi-method research design, comprising of 6 in-depth interviews with experts, and a survey of 50 women entrepreneurs was adopted using convenience and snowball sampling techniques, respectively. The findings revealed that women entrepreneurs are experiencing gendered discriminatory practices embedded in lending practices used by financial institutions, thereby discouraging them to venture into non-traditional industries. Whilst financial providers may know their products well, many emerging women entrepreneurs in South Africa may find it difficult and costly to obtain information on the thousands of financial products available. Hence, women entrepreneurs resort to taking greater risks than necessary in order to get their businesses off the ground. Educating women on financial matters is extremely important if South Africa is to benefit fully from the untapped entrepreneurial talent that women possess. The study adds voice to the discriminatory lending practices faced by women entrepreneurs in developing countries. Future research could explore the feasibility of establishing a financial institution which caters specifically for the needs of women.

This study uses data from the new Kauffman Firm Survey to explore gender differences in the use of start-up capital and subsequent financial injections by new firms. We find that, consistent with previous studies, women start their businesses with significantly lower levels of financial capital than men. A new finding from this research is that women go on to raise significantly lower amounts of incremental debt and equity in years two and three. These results hold even controlling for a variety of firm and owner characteristics, including the level of initial start-up capital and firm sales. Our findings also reveal that women rely heavily on personal rather than external sources of debt and equity for both start-up capital as well as follow-on investments. Our findings have implications for further research into gender differences in financing sources and strategies and business outcomes.

This paper examines gender differences in entrepreneurial performance and their links with start-up capital utilizing a search model and empirical analysis of survey of entrepreneurs from Swaziland. The results show that entrepreneurs of both genders with higher start-up capital record better sales performance than those with smaller amounts of capital. For women entrepreneurs, formal finance sources of start-up capital are also associated with higher sales. However, as in other developing countries, women entrepreneurs in Swaziland have smaller start-up capital and are less likely to fund it from formal sources than men. Among women entrepreneurs, those with college education and confident in their skills tend to start their firms with higher amounts of capital. Professional support also matters, as women with such support are more likely to fund their start-up capital from the formal financial sector.

Проаналізовано основні джерела формування капіталу та фактори, які впливають на формування початкового капіталу підприємства. The article is devoted to the research of the theoretical foundations of the formation of initial capital of small business enterprises in the regions. Approaches to concepts of "capital" and "initial capital" are considered. The main sources of capital formation and factors influencing the formation of the initial capital of the enterprise are analyzed. Статья посвящена исследованию теоретических основ формирования начального капитала предприятий малого бизнеса в регионах. Рассмотрены подходы к понятиям «капитал» и «начальный капитал». Проанализированы основные источники формирования капитала и факторы, влияющие на формирование первоначального капитала.

This paper contributes to closing a knowledge gap on gender, entrepreneurship and development by linking the entrepreneurial productivity to start-up capital and skills. The empirical analysis of a survey of entrepreneurs in Swaziland confirmed the importance of start-up capital for sales. Women entrepreneurs have smaller start-up capital and are less likely to fund it from the formal sector than their men counterparts, pointing to a possible room for policy interventions. Further, business training is positively associated with sales performance of men entrepreneurs, but has no effect on women. However, this does not call for abolishing training programs for women entrepreneurs. Instead their design and targeting should be revisited.

Disertacijos tyrimo objektas yra valstybinis rizikos kapitalas, kaip rizikos kapitalo rinkos skatinimo, pradedančio veiklą inovatyvaus verslo finansavimo ir valstybės politikos priemonė, padedanti spręsti netobulos/neefektyvios rinkos situacijas, kuriose privatus rizikos kapitalas pasiekia ne visus rinkos dalyvius. Tyrimo tikslas yra atskleisti valstybinio rizikos kapitalo reikšmę šalies rizikos kapitalo sektoriui ir poveikį ekonomikai bei, remiantis kitų Europos šalių patirtimi, sukurti hipotetinį valstybinio rizikos kapitalo plėtros modelį Lietuvoje. Siekiant tyrimo tikslo, disertacijoje yra apžvelgti teoriniai valstybinio rizikos kapitalo aspektai, išanalizuotos užsienio šalyse įgyvendintos valstybinio rizikos kapitalo priemonės, įvertintas rizikos kapitalo temos išnagrinėjimo lygis Lietuvos autorių mokslo darbuose, išanalizuota Lietuvos inovacijų kūrimo ir finansavimo bei rizikos kapitalo sistemų būklė bei suformuotas hipotetinis valstybinio rizikos kapitalo plėtros modelis, kurį galima įgyvendinti Lietuvoje. Purpose of the research is to reveal the importance of public venture capital to the national venture capital sector, its impact on the economy and, based on the experience of European countries, to create a hypothetical model of public venture capital development in Lithuania. In order to meet this purpose theoretical aspects of public venture capital in foreign authors’ scientific works were overviewed; public venture capital tools, that have been implemented in foreign countries, were analyzed; the level of study of public venture capital topic in Lithuanian authors’ scientific works was evaluated; the state of Lithuanian innovation development and financing and venture capital systems was analyzed, and a hypothetical model of public venture capital development, which could be implemented in Lithuania, was created.

The lord’s resistance army (LRA) has inflicted enormous suffering on millions of civilians in several countries of the Great Lakes and Central African regions since it began operating in the 1990s in Northern Uganda. In March 2008, after months of intensive efforts by regional and international stakeholders to bring the conflict to an end, representatives of the Government of Uganda and the LRA finalized the final peace agreement. The military operations have significantly reduced the strength and operational capacity of the LRA over the past three years. Despite the relative success of the joint military operations, the group continues to pose a serious security threat to civilians due to the limited capacity of the national security forces in the affected countries. The LRA’s indiscriminate attacks on civilians constitute serious violations of international humanitarian and human rights laws and have caused a serious humanitarian crisis in the affected countries. The main purpose of this paper is to outline the context and rationale for interventions in LRA affected areas, to briefly describe the pilot with its regional dimension, and to present lessons learned as well as recommendations for strengthening design and implementation of support to socio-economic associations in LRA affected areas.

An appropriate rural investment climate (RIC) is essential for rural businesses to be successful and generate employment and income in their communities. Improving the investment climate could facilitate income-generation activities in both farm and nonfarm sectors, thus reducing rural poverty. Nonfarm sector focused growth, combined with agricultural growth, and has been shown by Delgado et al. (1998) to have a significant impact on the local economy through the generation of employment and income. This study is the first to focus on both farm and nonfarm enterprises in its 2010 surveys of RIC in Yemen, Burkina Faso, Nigeria, and Mozambique unlike six previous RIC assessment (RICA) pilot projects that focused only on nonfarm enterprises. This report assesses the weaknesses and strengths of all RIC components in farm and nonfarm enterprises of the four countries surveyed, and recommends measures to address the weaknesses. The report identifies similar business obstacles for farm and nonfarm enterprises and four critical areas of the RIC to be improved. The results of the RICA are based on analyses of obstacles perceived by rural entrepreneurs and on assessments by RIC indicators, enterprise entry and exit, and enterprise performance. To have maximum synergy effects, farm and nonfarm enterprises should be promoted together.

In economies characterized by low labor demand and high rates of youth unemployment, entrepreneurship training has the potential to enable youth to gain skills and create their own jobs. This paper presents experimental evidence on a new entrepreneurship track that provides business training and personalized coaching to university students in Tunisia. Undergraduates in the final year of licence appliquee were given the opportunity to graduate with a business plan instead of following the standard curriculum. This paper relies on randomized assignment of the entrepreneurship track to identify impacts on labor market outcomes one year after graduation. The analysis finds that the entrepreneurship track was effective in increasing self-employment among applicants, but that the effects are small in absolute terms. In addition, the employment rate among participants remains unchanged, pointing to a partial substitution from wage employment to self-employment. The evidence shows that the program fostered business skills, expanded networks, and affected a range of behavioral skills. Participation in the entrepreneurship track also heightened graduates optimism toward the future shortly after the Tunisian revolution.

Doing business sheds light on how easy or difficult it is for a local entrepreneur to open and run a small to medium-size business when complying with relevant regulations. It measures and tracks changes in regulations affecting 10 areas in the life cycle of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency. In a series of annual reports doing business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 183 economies, from Afghanistan to Zimbabwe, over time. This economy profile presents the doing business indicators for European Union. To allow useful comparison, it also provides data for other selected economies (comparator economies) for each indicator. The data in this report are current as of June 1, 2011 (except for the paying taxes indicators, which cover the period January December 2010).

This investment climate analysis reviews the experiences of over 3000 surveyed business owners in 26 states of Nigeria about the aspects of the business climate that affect their businesses. It complements a similar study in 2007 that covered 11 other Nigerian states. The survey asks business owners about both their perceptions and the actual costs of selected constraints. The analysis benchmarks Nigeria against comparator countries, and provides detailed data for each state. Nigerian firms have low productivity, as measured by their output in relation to their labor and capital inputs. Firms in Kenya are about 40 percent more efficient, firms in Russia almost twice as productive, and firms in South Africa almost four times as productive. Nigerian firms that export are about 90 percent more productive than non-exporters. Although labor in Nigeria is inexpensive, it is not inexpensive enough to compensate for this low productivity. The poor performance of Nigerian firms reflects many factors. This study focuses on constraints in the business climate and the serious costs they impose on Nigerian firms. Taken together, the total indirect costs of poor quality infrastructure, crime and security, and corruption amount to over 10 percent of sales for Nigerian firms. This is twice as high as in South Africa, Brazil, Russia and Indonesia. Microenterprises firms with fewer than five workers face similar constraints as larger firm's unreliable power, limited access to finance, corruption, and transportation bottlenecks. But the consequences for their businesses are far more severe. For instance, most microenterprises cannot afford generators, so power outages are more likely to shut down their operation. Lacking collateral, almost no microenterprises have access to formal external financing.

Nonfarm sector development in rural Ethiopia is central to generating employment and income and thereby reducing poverty. The improved investment climate could facilitate investments in farm and nonfarm sectors by contributing directly and indirectly to the generation of additional employment for women and men. Ethiopia Industrial Development Strategy 2003 involved efforts to create an enabling environment for the private sector to be a driving force for economic development. The sectoral focus of the strategy is on the development of agro-based industries and on strengthening nonfarm sector. The sustainable support system for rural women entrepreneurs is based on five main components: (i) women's economic empowerment, (ii) market development, (iii) access to markets, (iv) business management support services, and (v) access to credit. Necessary conditions to support nonfarm economic activities, such as physical market development, feeder roads, and transport, will also benefit agriculture and create a virtuous circle of increasing farm and nonfarm income. Women are more likely to be involved in and benefit from nonfarm enterprise activities. Although the system proposed could be targeted at men and women, women could be the main beneficiaries of the support system. This sustainable system is new and innovative in directly supporting the rural poor and women by building the capacity of entrepreneurs and supporting institutions linked to the existing projects. This system may derive maximum synergy effects by integrating with the Agricultural Growth Project (AGP) and the Household Assets Building Program (HABP) of the Productive Safety Nets Project (PSNP) in a complementary relationship.

The challenges faced by Indonesia in creating a robust Public-Private Partnership (PPP) program are similar to those faced by many other middle-income countries. This paper provides a gap analysis for Indonesia's PPP framework based on lessons learned and good practice from countries with successful PPP programs. It identifies, in particular, the need for the government to: select good projects for PPP, rather than only complex ones that are less likely to attract private partners. Establish a list of projects by a limited cabinet meeting and stick to it-issuing different lists of projects and holding showcase summits with open agendas tends to confuse the market. Keep those projects on track for PPP-allowing the contracting agencies to develop prospective projects directly, or to award them without competition leads investors to question the commitment and resolve of the government to its own PPP process. Prepare projects well, using the Ministry of Finance to provide access to: 1) a team of PPP experts to help contracting agencies develop projects; 2) project preparation funding to help pay the high costs of preparation; and 3) viability gap funding to make projects more affordable and bankable by defraying some of the capital costs.

Sri Lanka's population is still largely rural, nearly 85 percent lives outside of cities. There will probably be rural-to-urban migration in the future, which represents a potential opportunity to m-money providers. People working in cities often wish to repatriate their savings to their rural families conveniently and at a low cost. Income is fairly evenly spread across Sri Lanka s provinces, with the exception of the Western Province where Colombo, the largest city, is situated. Its GDP per capita places Sri Lanka near the average of comparable Southeast Asian countries. Malaysia is clearly an outlier with a considerably higher GDP per capita, but Sri Lanka s GDP is higher than that of the Philippines, where m-money has taken off dramatically. Poverty is less of a problem in Sri Lanka relative to countries like Bangladesh or Cambodia, where GDP per capita is much lower. The key point is that Sri Lanka is at a different stage in its economic development and is unlikely to have the same socioeconomic conditions that made m-money in Kenya accelerate so rapidly.

Tvegani kapital predstavlja kapitalske vložke v zelo tvegane začetne in razširitvene faze razvoja podjetja, ki ne kotirajo na borzi, s strani zunanjih investitorjev, ki niso neposredno ustanovitelji podjetja. Kapitalski vložek ni dolžniški vir, ki bi ga podjetje moralo vrniti, temveč predstavlja osnovni ali dodatni lastniški vir, ki v primeru propada podjetja služi za poplačilo dolgov podjetja in ga investitor ne more zahtevati nazaj. S tem investitor prevzema riziko investiranja, za ta riziko pa zahteva ustrezno visok donos na vložek. Slovenija je v različnih primerjalnih analizah, glede poslovnega okolja za delovanje skladov tveganega kapitala, na repu evropskih držav. Državni zbor Republike Slovenije je za izboljšanje stanja na tem področju, septembra 2007 sprejel Zakon o družbah tveganega kapitala, ki omogoča uveljavitev davčnih olajšav v zvezi z naložbami tveganega kapitala, ki so bile uzakonjene v okviru reforme slovenskega davčnega sistema v letu 2006. Slovenija je s tem naredila prve pozitivne korake k razvoju trga tveganega kapitala. Tako na ponudbeni strani kot tudi na povpraševalni strani obstajajo potenciali, ki bi jih morala Slovenija še izkoristiti. Venture capital represents capital investments into the companies, which are not listed on the stock exchange. Such investments are made by the extemal investors (venture capital funds), that are not direct founders of the company, but are willing to invest their own capital into a very risky initial and extension developmental stages of the company. Capital investment is not a debt source that company should return and the potential investor can not reclaim it. It represents the basic or the additional source which, in the case of downfall of the company, is used for the payment of the company's debt. In this manner the investor undertakes the investment risk and, for that risk undertaken, demands appropriate return on equity. Different comparable analyses shows that Slovenia, when it comes to the business environment for the performance of the venture capital funds, is still at the bottom of the European countries. Republic of Slovenia has on September 27th 2007 adopted the Law on venture capital companies. The law enables the enforcement of tax relief concerning investments of venture capital that were adopted within the frame of reforms of the Slovenian tax system in 2006. These will stimulate demanding and supplying side of the venture capital market. Slovenia has done some first positive steps on the way to development of the venture capital market. There certainly are potentials (on the supply side, as well as on the demand side) that Slovenia should benefit from.

Doing business in India 2009 is the first country specific subnational report of the doing business series that measures business regulations and their enforcement across India. Doing business in India 2009 covers 10 out of the 12 previously measured cities, and documents their progress. It adds 7 new locations, expanding the study to 17 locations. Comparisons with the rest of the world are based on the indicators in doing business 2009. The indicators in doing business in India 2009 are also comparable with the data in other subnational and regional doing business reports. The indicators are used to analyze economic outcomes and identify what reforms have worked, where, and why. Other areas that significantly affect business, such as a country's proximity to markets, the quality of infrastructure services (other than services related to the trading across borders indicator), the security of property from theft and looting, the transparency of government procurement, macroeconomic conditions, or the underlying strength of institutions, are not directly studied by doing business.
