This report is the 10th of a suite of STECF EWG reports dedicated to the evaluation of the implementation of the Western Mediterranean Sea Multi-Annual management Plan (hereafter, MAP), following EWG reports 18-09, 18-13, 19-01, 19-14, 20-13, 21-01, 21- 13, 22-01 and 22-11. The group was requested to continue the development of socio-economic indicators to be used in the evaluation of management measures for the West Med MAP in both West Med management units (EMU1 and EMU 1) (TOR1). Two roadmaps were discussed, a short term approach and a long term approach which would consider the expansion of all the mixed-fisheries bio-economic models to both management units. As a first step, the group focused on the proposal of harmonizing the economic indicators across the models implemented (TOR2). The group was than requested to further develop the approach implemented during EWG 22-01 to identify persistence hotspots of the six target species of the West Med MAP using scientific survey data (MEDITS) in combination to commercial spatial data (VMS joined with logbooks), to test existing and additional closure areas (TOR 3). The group was also requested to revise Article 8 of the 2023 fishing opportunities for the West Med MAP (COUNCIL REGULATION (EU) 2023/195), which lists the compensation mechanisms that MSs can implement within the West Med MAP to obtain additional fishing days in 2023 (TOR 4). For TOR 1 a roadmap was discussed and proposed on how to organise the work on socio-economic assessments for the West Med MAP in 2023. The Scientific, Technical and Economic Committee for Fisheries held its 73rd plenary from 10 to 14 July 2023.

In 2021, the EU fishing fleet numbered 71 628 vessels with a combined gross tonnage of 1.31 million and engine power of 5.2 million kW. Based on data submitted by Member States under the EU MAP, there were 54 213 active vessels in 2021 offering direct employment to 121917 fishers, corresponding to 81747 FTEs; on average earning EUR 26 042 in wages, annually. The EU fleet spent 5.5 million days-at-sea and consumed 1.81 billion litres of fuel to land 3.56 million tonnes of seafood with a reported value of EUR 6 billion. The Gross Value Added (GVA) and gross profit were estimated at EUR 3.3 billion and EUR 1.19 billion, respectively. With a total net profit of almost EUR 0.51 billion in 2021, 8.2% of the revenue was retained as profit. These results should be read in a context of an increase of fuel cost in 2021 compared to 2020. Overall indicators display an improvement compared to 2020 while nowcast estimates suggest the performance of EU fishing fleet will be severely deteriorated in 2022, especially driven by the fuel prices increase, although this deterioration will not be as severe as that one predicted in the AER 2022. This is because the fuel cost in the second half of 2022 showed a reducing trend compared to the first half of 2022. In 2023, an improvement is expected.

This report presents the STECF findings based on the Report of the Expert Working Group (EWG 23-08) which was held in Brussels 19-23 June 2023, to evaluate MS Annual Reports on data collection for 2022 and the Member States’ data transmission to the end users during 2022. The report of the EWG was reviewed by the STECF during its 73rd plenary meeting held in Brussels from 10-14 July 2023. This was the first submission of Annual Reports under the Data Collection Framework new EU MAP is coming into effect.

In 2020, the EU fishing fleet numbered 73 716 vessels with a combined gross tonnage of 1.30 million and engine power of 5.26 million kW. Based on data submitted by Member States under the EU MAP, there were 56 111 active vessels in 2020 offering direct employment to 124 636 fishers, corresponding to 82 272 FTEs; on average earning EUR 25 654 in wages, annually. The EU fleet spent 5.3 million days-at-sea and consumed 1.9 billion litres of fuel to land 3.9 million tonnes of seafood with a reported value of EUR 5.8 billion. The Gross Value Added (GVA) and gross profit (all excl. subsidies and fishing rights) were estimated at EUR 3.3 billion and EUR 1.16 billion, respectively. GVA as a proportion of revenue was estimated at 55% and gross profit margin at almost 20%. With a total net profit of almost EUR 0.4 billion in 2020, 7.2% of the revenue was retained as profit. These results should be read in a context of reduction in fuel costs in 2020. These results indicate a deterioration compared to 2019 while nowcast estimates suggest that the performance of the EU fishing fleet will be moderately (in 2021) and heavily (in 2022) deteriorated, specially driven by the increase in fuel prices. This publication includes: 1) a structural and economic overview of the EU fishing fleet in 2020 and trend analyses for the years 2008-2020 where possible (nowcasts for 2021 and 2022); a regional analysis of the EU fishing fleet by major sea basin, as well as, fleets operating in the EU Outermost Regions and in Other Fishing Regions; 3) a detailed structural and economic overview of each Member State fishing fleet, including qualitative economic performance assessments for 2020 and nowcasts for 2021 and 2022.

This report is the ninth of a suite of STECF EWG reports dedicated to the evaluation of the implementation of the Western Mediterranean Sea Multi-Annual management Plan (hereafter, MAP), following EWG reports 18-09, 18-13, 19-01, 19-14, 20-13, 21-01, 21- 13, 22-01. The group was requested to implement mixed fisheries bio-economic models to run a number of scenarios up to 2030 with varying parameters, to evaluate a fishing effort reductions for trawlers, longliners and netters in association to vessel number reductions for trawlers, increase in mesh size for trawlers, existing closure areas and catch limits for deep water shrimps (ARA and ARS) through five scenarios and draft a mixed fisheries advice. For all mixed fisheries models applied during the EWG (TOR 3), the data from the DCF official data calls and from the western Mediterranean stock assessments, were updated using data from EWG 22-09 (Western Mediterranean stock assessments) and EWG 22-10 (FDI datacall). The same set of updated data were also used to answer TOR 1 and TOR 2. The exploration of effort data time series (TOR 1) highlighted that in GSA7 the French OTB fleet >18m showed a decrease in fishing days counteracted by an increase of the corresponding fleet segments of French OTT which could be potentially due to a shift in gear use, although experts did not suggest specific causes that would drive this shift. The comparison of fishing days for trawlers (OTB, OTM, OTT, PTB, PTM and TBB as per EU regulation 2019/2236) declared in the FDI official datacall and reported in the 2020 and 2021 regulations were reported this year

In accordance with Article 11 of the Data Collection Framework (DCF) Regulation (EU) 1004/2017 which requires Member States to submit to the Commission an annual report (AR) on the implementation of their national work plans (WPs) and requires STECF to evaluate, EWG 22-07 is requested to: 1. Evaluate Member States’ AR on the implementation of their WPs in 2021, submitted to the Commission by 31 May 2022. 2. Evaluate the data transmission issues (DTi) reported by end users for data calls launched during the year 2021. 3. For each MS and each region, evaluate Covid-19 consequences for the data collection in 2021, based on information provided in the AR., Conformément à l'article 11 du règlement (UE) 1004/2017 relatif au cadre de collecte des données (DCF), qui impose aux États membres de soumettre à la Commission un rapport annuel (RA) sur la mise en œuvre de leurs plans de travail nationaux (PT) et impose au CSTEP de procéder à une évaluation, il est demandé à l'EWG 22-07 de : 1. This report deals with the finalisation of templates and guidance for DCF Work Plans and Annual Reports for 2022 onwards, as well as assessment grids and criteria for their evaluation. In addition, the comments of the European Commission on previous Member States’ Work Plans were reviewed.

EWG 20-16 met to (i) evaluate amendments in Member States’ national Work Plans under the Data Collection Framework (DCF) for the year 2021, (ii) evaluate two test Regional Work Plans and (iii) comment on the preparation of revised Work Plan/Annual Report templates & guidance. In 2020, several STECF EWGs using DCF data (provided by data calls) were postponed due to the Covid-19 pandemic, and for this reason, the EWG did not evaluate Data Transmission Issues as in previous years., Le GTE 20-16 s'est réuni pour (i) évaluer les modifications apportées aux plans de travail nationaux des États membres dans le cadre de la collecte de données (DCF) pour l'année 2021, (ii) évaluer deux tests de plans de travail régionaux et (iii) commenter la préparation de modèles et de guides révisés pour les plans de travail/rapports annuels. The EWG 19-12 was asked to: - with regard to the EU-MAP: (i) critically assess if the basic principles of the DCF recast and the major recommendations by STECF have been taken into account in the draft EU-MAP and suggest amendments, where necessary; (ii) produce a draft EU-MAP incorporating the revision recommendations of RCGs, end users, etc., validated by STECF experts. Where a recommendation has not been taken up, the EWG is requested to provide an explanation in the final report on the reasons why, while taking into account cost/benefit considerations, (future) data needs for the scientific support of the CFP, possibility to further define data collection at regional level, among others; (iii) give advice on items which should not be in the future EU-MAP but still must be put into the WP or, for voluntary collection, elsewhere (e.g. Guidance document); - with regard to the WP template: (i) critically assess the draft WP template and guidelines stemming from the work of the dedicated contract and improve it where necessary. The assessment shall be done taking into account the need to align the new WP template with the draft revised EU-MAP as well as end-user needs; (ii) produce a draft WP template (standard tables) and guidelines to be assessed by the STECF plenary; (iii) produce complementary documents to further elaborate on the structure of the template, namely: description of possible links between the different tables of the template; an explanatory note justifying and explaining the inclusion/exclusion of tables in the WP template. The EWG should produce the following: 1. An overview of the assessment and overall evaluation of Annual Reports (AR), including performance of Member States, major issues and recurring issues across many Member States. 2. A review and approval of AR evaluation grid and guidance, produced by March 2020 ad-hoc contracts, and used by the pre-screeners; a feedback on the documents used in the evaluation process by EWG 20-08, in view of the upcoming EWG 20-18 work on AR/WP templates. Per Member State: (i) an evaluation of the annual report in the grid provided by the Commission, pre-filled with the pre-screening exercise results (ii) Member State-specific issues relating to data collection. In particular, an evaluation of the observers coverage for highly migratory stocks fisheries and is compliance with current legal obligations. 3. An overview of the assessment and overall evaluation of data transmission issues, including performance of Member States, main issues per end-user and recurring issues across many Member States. 4. The aim of this EWG was: 1. To evaluate the amended national Work Plans (WP) submitted by Member States and the regional Work Plans submitted by RCMs/RCGs respectively, by 31st October 2018, in terms of conformity, scientific relevance of the data and quality of the methods and procedures. 2. To schedule the Annual Report template and on data transmission failure reporting, building on the outcomes of previous STECF work. 3. To preliminary assess the outcomes of a contract on the state of play of the EU-MAP and of potential recommendations for revision since the entry into force of the 2017-2019 EU-MAP., L'objectif de ce groupe de travail était le suivant 1.
