The aim of this article is to examine the reasons for participation in courses that are offered by public education centers within the scope of lifelong learning, and the level of satisfaction of trainees, focusing on Hozat Public Education Center. Since the study aims at determining the reasons why trainees take part in the courses as well as their levels of satisfaction objectively, it was designed on the basis of relational survey model which is a quantitative research model. The population of the research consists of 767 trainees that participated in the courses between the educational term of 2021-2022 (those courses were offered between 01.01.2022-30.06.2022), and the sample consists of 352 trainees some of whom were reachable, and the others that could be selected by simple random sampling method. The data was collected through "Trainee Satisfaction Questionnaire" and "Questionnaire on Reasons for Course Participation" that the Ministry of National Education offers to the trainees in public education centers. As the measurement scores demonstrated normal distributions, parametric tests were used to analyze data. Pearson's correlation coefficient was used to determine the relationship between scores from the surveys on the reasons for participation in courses and satisfaction levels of trainees. Analysis showed that there was a low level of positive correlation between the scores of surveys on participation reasons and satisfaction levels of the trainees (Crobach's Alpha=0.29). There was not a meaningful correlation between the scores of the trainees' satisfaction with the courses and the reasons for attending the courses and trainees' sex, educational levels, professions, or occupations. According to the findings, men and women participate in courses that the Public Education Center offers at a similar rate. However, the satisfaction levels of men and women with the courses, and their thoughts on participation reasons are slightly below average. This finding clearly indicates that public education centers should be enhanced and supported in line with their aims.

It is known that gifted individuals have existed for centuries and have played important roles in the development and progress of societies. In recent years, there has been a need for education systems that provide the environment and conditions in which gifted children can express themselves easily, that can help them overcome the problems and incompatibilities they are exposed to in their formal education, and that can reveal and develop their superior talents and capacities in creativity under the guidance of teachers specialised in the education of gifted children. BILSEMs are the most systematic among the educational activities carried out in this field in Turkey. In this study, the purpose, organization, process and climate dimensions of the organizational effectiveness of Science and Art Centers that provide education to gifted children in Turkey; It is aimed to examine and evaluate according to the opinions of administrators, teachers, parents and students. In other words, it was aimed to determine the effectiveness level of Tunceli Haci Bektas Veli Science and Art Center (BILSEM) according to the perceptions of administrators, teachers, parents and students. This research is a descriptive study conducted in the scanning model. The universe of the research consists of the administrator teacher (n:9) working in BILSEM in Tunceli, the teacher-student (n:40) continuing education in BILSEM and the parents of these students (n:29) in the first semester of the 2022-2023 academic year. consists of. In addition to the demographic information form, the BILSEM Organizational Effectiveness Manager-Teacher Scale (57 items) was applied to the administrators, the BILSEM Organizational Effectiveness Student Scale (38 items) to the students, and the BILSEM Organizational Effectiveness Parent Scale (31 items) to the parents, in addition to the demographic information form. In order to carry out the research, ethics committee approval was obtained from the Munzur University Ethics Committee before starting the research. Participants included in the study were included in the study on a voluntary basis. As a result of the study, it was observed that there was a significant negative correlation between the average scores of the "BILSEM Organizational Effectiveness Manager-Teacher Scale" and the average scores of the "BILSEM Organizational Effectiveness Student Scale" and "BILSEM Organizational Effectiveness Manager-Teacher Scale" (p <0.05). It was observed that there was a negative, strong and significant relationship between the average scores of the "BILSEM Organizational Effectiveness Student Scale" and the average scores of the "BILSEM Organizational Effectiveness Parent Scale" scales (p <0.05). According to BILSEM administrators and teachers, BILSEMs are effective institutions in terms of purpose (X=3.81) and climate (X=4.50). It was observed that the least effective dimension was the process dimension (X=3.61). According to BILSEM parents, BILSEMs climate, purpose and process sub-dimensions are highly effective. The less influential dimension is the organizational dimension. According to this research, Tunceli Haci Bektas Veli Bilsem is an effective school, according to perceptions of teacher-administrator, parents and student. What needs to be done is a strong cooperation between relevant institutions and organizations and parents for higher-level effective BILSEM.

ÖZ: Bu çalışmada, Tunceli’de kadının siyasetteki yeri ve önemi yine Tuncelili kadınların algısına göre belirlenmek istenmiştir. Bu amaçla, kendilerini siyasetin neresinde gördükleri, görmek istedikleri yerde olup olmadıkları ve siyasette kadının gereken yerde olmamasına engellerin neler olduğunu kapsayan yarı yapılandırılmış sorulara verilen cevaplardan elde edilen bulgulara göre saptanmıştır. Basit tesadüfî örneklem yöntemiyle Tunceli merkezde 18 yaş üstü 195 kadından veri toplanmıştır. Bulgulara göre Tunceli kadını kendisini, seçilmiş olarak siyasetin kısmen de olsa kenar ya da kıyısında görmekte, buna karşılık, siyasi nitelikli etkinliklere katılım bakımından ise oldukça içinde ve ilerisinde bir yerlerde görmektedir. Büyük çoğunluğu Alevi Kızılbaş inancında olan Tunceli’de kadınlar, bu inancın kendilerini özgür hissetmelerine ve siyasete katılımlarına olumlu katkı sağladığına inanmaktadırlar. Siyasette seçilmiş biri olma noktasında, kadınların çoğunluğu kendilerini milletvekili olarak görmek istediklerini belirtmişlerdir. Yine bu araştırma ile Tunceli’de kadın- erkek arasında ciddi bir ayrımcılık yaşanmadığı halde, ülke genelinde mevcut siyasal yapılanmanın Tunceli’ye de yansıdığı, bu nedenle Tunceli’de kadının bir şekilde siyasetin nesnesi olmaktan kurtulamadığı yargısına varılmıştır. Sonuç olarak, kadının dünya ve Türkiye genelinde olduğu gibi Tunceli’de de siyasetin nesnesi olmaktan çıkarak öznesi durumuna gelmesi bir demokrasi sorunu olarak ele alınıp çözümü ile mümkün görünmektedir. Anahtar Kelimeler: Tunceli, Kadın, Siyaset, İnanç. ABSTRACT: This study has attempted to determine the place and importance of women in politics in Tunceli as perceived by women in Tunceli. For this purpose, the study has determined that where women see themselves in politics, where they want to be and the obstacles to women’s participation in political life by collecting data through semi-structured questions. Data have been collected from 195 women of 18 years and over from Tunceli by using the random sampling method. According to the findings, women in Tunceli do not see themselves as playing a significant role to get elected, but participating in political events. It has been concluded that women in Tunceli where majority of people identify themselves as Alevi/Kızılbaş believe that this identity has a positive impact on their freedom and participation in political life. Many women in Tunceli stated that they would like to participate in politics as a parliamenter. This study has arrived to the conclusion that in Tunceli even though there is no discrimination between genders, the current political situation in Turkey affects Tunceli therefore women cannot get rid of being the object of the politics. This study has arrived to the conclusion that women in Tunceli as well as in Turkey and all over the world may get rid of being object of the politics and become a subject only if it is considered as a democratic problem to be solved.
