Brain research has in recent years indisputably entered a new epoch, driven bysubstantialmethodologicaladvances and digitallyenabled data integration and modeling at multiple scales –from molecules to the whole system. Major advances are emerging at theintersection of neurosciencewith technology and computing. This new science of the brain integrates high-quality basic research,systematic data integration across multiple scales, a new culture of large-scale collaboration andtranslation into applications. A systematic approach, as pioneered in Europe’s Human Brain Project(HBP), will be essential in meeting the pressing medical andtechnological challenges of the comingdecade. The aims of this paper are To develop a concept for the coming decade of digital brain research To discuss it with the research community at large, with the aim of identifying points of convergence and common goals To provide a scientific framework for current and future development of EBRAINS To inform and engage stakeholders, funding organizations and research institutions regarding future digital brain research To identify and address key ethical and societal issues While we do not claim that there is a ‘one size fits all’ approach to addressing these aspects, we areconvinced that discussions around the theme of digital brain research will help drive progress in thebroader field of neuroscience. Research, development, and innovation (RDI) are often carried out in public funded, multidisciplinary projects, which can be defined as complex. RDI projects depend on and involve various stakeholders that shape the framework conditions or are part of the project consortia. Unsurprisingly, the perceptions of stakeholders regarding, for example, the relevance of team diversity, and to which extent and how leaders should be made accountable for collaborative practices will differ. In this paper we provide a novel framework applying complexity research to identify challenges in RDI projects that impact the implementation of Equality, Diversity and Inclusion (EDI). We thereby refer to equality in line with the European strategy towards gender equality and to inclusion as the attempt of actively involving and welcoming individuals and groups who may have been traditionally excluded or marginalised. We conclude with suggestions for three different types of involved organisations: research funding organisations (RFOs), research performing organisations (RPOs) and project consortia (PC). Neuroscience research has been expanding, providing new insights into brain and nervous system function and potentially transformative technological applications. In recent years, there has been a flurry of prominent international scientific academies and intergovernmental organizations calling for engagement with different publics on social, ethical, and regulatory issues related to neuroscience and neurotechnology advances. Neuroscientific activities and outputs are value-laden; they reflect the cultural, ethical, and political values that are prioritized in different societies at a given time and impact a variety of publics beyond the laboratory. The focus on engagement in neuroscience recognizes the breadth and significance of current neuroscience research whilst acknowledging the need for a neuroethical approach that explores the epistemic and moral values influencing the neuroscientific agenda. The field of neuroethics is characterized by its focus on the social, legal, and philosophical implications of neuroscience including its impact on cultural assumptions about the cognitive experience, identity, consciousness, and decision-making. Here, we outline a proposal for neuroethics engagement that reflects an enhanced and evolving understanding of public engagement with neuroethical issues to create opportunities to share ideation, decision-making, and collaboration in neuroscience endeavors for the benefit of society. We demonstrate the synergies between public engagement and neuroethics scholarship and activities that can guide neuroethics engagement.
