AT&T appeared to be defeated after its monopoly was broken up in the 1980s, but after acquiring cable company TCI, Ma Bell is becoming a force in the telecommunications industry. C. Michael Armstrong, AT&T's new chairman, announced a joint venture with Time Warner that would allow his firm to use the coaxial cables in 12 million homes for telephone service.
