Abstract

Over the years, energy saving and climate change have sparked a challenge in developing innovative spatial and urban planning tools, methods, and approaches for urban areas and territorial management. This challenge has pointed out a gap in the traditional planning framework in tackling energy and climate issues, highlighting the need for renovated spatial planning practices. The current effective measures carried out by the complex network of stakeholders (public and private) are fragmented, and the role of city networks in shaping decisions and interventions has emerged. In particular, among the approaches for urban and territorial planning and the development of climate-responsive measures, this research adopts a specific focus on voluntary planning. The authors, through a literature review and an analysis of nine city networks, investigated how this approach addresses energy and climate issues and how it is linked to the city networks in designing investments and interventions within the urban context. From the authors' perspective, city networks are the operative component in designing local experiences and applications, contributing to achievement of the global energy and climate targets according to the current policies. In this context, successful results with respect to climate and energy challenges is expressed in the degree of the awareness and the commitment achieved by the local communities. Moreover, reaching the climate and energy goals is a representation of the outcome of the interaction between the (public or private) actors involved and the degree of a city's climate-responsiveness, rather than from a normative constraint or an institutional framework. Abstract

The voluntary-based initiative Covenant of Mayors (CoM) focused on the active role of local authorities and increased its targets by 2016, through the Sustainable Energy and Climate Action Plans (SECAPs) in terms of GHG reduction from 20% to 40% by 2030. In actual fact, the SECAP, intended as an urban planning tool, has the potential to improve the resilience of the EU Municipalities to climate-change, developing adaptation/mitigation actions and increasing the 'environmental awareness' of the involved actors. From a planning point of view, we affirm that the CoM started a new season of urban planning in Europe that covers the planning demand in the domain of implementing sustainable territorial development objectives. It unlocks the current ineffective planning systems and represents a remarkable practice promoting feasible framework projects for public and private investments. This paper proposes a methodological proposal to exploit this spread of SECAPs in the EU, including the systemic strategic planning approach in the process of SECAP design and ensuring an integrated vision of city development over the list of actions per sector required by the Global CoM procedures. 38. The contribution of small Municipalities in achieving European 2050 neutrality commitment

Abstract

The National Recovery and Resilience Plan, together with the European Green Deal and the new Leipzig Charter on sustainable cities, has set the "green" transition as a reference for implementing interventions aimed at reducing carbon emissions. This transition was further strengthened in 2022 by REPowerEU, which includes measures on energy savings, diversification of energy supplies, and an accelerated roll-out of renewable energy to replace fossil fuels in homes, industry, and power generation. In response, large cities with populations over 50’000 have accelerated their transition by implementing adaptation and mitigation actions to climate change, in line with the European vision of achieving "net-zero emissions by 2050". However, the contribution of small municipalities (i.e., those with populations below 10’000) towards achieving this vision has only been partially considered. This research aims to highlight the role of small municipalities in achieving the net-zero emissions vision through the European initiative of the Covenant of Mayors for Climate and Energy (CoM). In this research, the actions developed by the small Italian CoM municipalities were analyzed, remarking some relevant best practices. The proposed evaluation highlights the effectiveness of the actions in reducing carbon emissions and promoting sustainable development. The findings of this research represent a contribution in supporting the implementation of decision-making process and identify best practices that can be replicated in other small municipalities.

41. Multiple components in GHG stock of transport sector: Technical improvements for SECAP Baseline Emissions Inventory assessment

Abstract

The issue of the greenhouse gas emission is one of the main targets for the Covenant of Mayors initiative within the structure of the Sustainable Energy and Action Plans (SECAP). The computation of CO2 emissions for SECAP transport sector was tackled in practice through several methods producing not comparable results and even not reliable scenarios. Considering SECAP as a voluntary planning tool suitable for the management of ecological transition in small municipalities, in this work a computational proposal for transport sector emissions is proposed. The methodological proposal represents an operative guideline, providing accurate results based on easy-accessible data customized for the XS Municipalities. Such approach is characterized by the analysis of two components of emissions stock: a fixed one connected with the vehicles’ fleet of resident population; a variable one depending on the tourism flows generated by specific environmental/cultural attractors. The case study of Castelsaraceno Municipality (Italy) is discussed highlighting the robustness of the proposed approach compared with existing Municipal SEAP evidences and additional checks based on unconventional information sources. Abstract

The Covenant of Mayors (CoM) launched in 2008, is a voluntary initiative supporting the development of energy efficiency and climate-change responsive strategies, oriented to the achievement of the EU climate neutrality by 2050. Every CoM Signatory outlines its commitments into practical measures and projects by a Sustainable Energy and Climate Action Plan (SECAP). Among these measures, good practices (successful examples) developed by Signatories, have been selected as effective results of their interventions. The work focuses on the CoM Small Municipalities, highlighting the main features from their SECAPs and good practices, and selecting the suitable ones for the case study proposed of Castelsaraceno Municipality.

Abstract

The proposed framework aims to evaluate the effectiveness of the NBS small-scale interventions on five densely urbanized sub-catchments located in the urban area of the Municipality of Potenza. Starting from the definition of the hydrological response of each basins the SCS curve number method was applied in different CN scenarios modeled through geospatial analysis. The results allowed to quantify the reduction in peak flood that reaches the ponding area due mainly to the part of precipitation retained temporarily at the ground surface as interception brought by more permeable soils in urban context.
