Long-term, collaborative practitioner–researcher partnerships offer many benefits to police agencies and research institutions, generating systematic evidence that enables agencies to become learning organizations and expands the base of knowledge. We reflect on our experiences with five such partnerships to discuss the scope, operation, and structure of collaboration. Given their skills and independence, researchers can perform functions that serve valuable purposes, and that probably could not be performed as well by equally well-trained personnel in the police chain-of-command. Research partnerships need not be limited to ‘policy’ research, as researchers can shed light on a wide range of topics that have practical and theoretical significance. They need not confine themselves to randomized controlled trials, and partnerships need not conform to any prescribed structure, as they will be shaped by the joint characteristics of the agency and the researcher(s). They confront challenges that stem from the political environment, which may also afford opportunities.

Background Unbiased assessment of the risks associated with acquisition of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) is critical to informing mitigation efforts during pandemics. The objective of our study was to understand the risk factors for acquiring coronavirus disease 2019 (COVID-19) in a large prospective cohort of adult residents in a large US metropolitan area. Methods We designed a fully remote longitudinal cohort study involving monthly at-home SARS-CoV-2 polymerase chain reaction (PCR) and serology self-testing and monthly surveys. Results Between October 2020 and January 2021, we enrolled 10 289 adults reflective of the Boston metropolitan area census data. At study entry, 567 (5.5%) participants had evidence of current or prior SARS-CoV-2 infection. This increased to 13.4% by June 15, 2021. Compared with Whites, Black non-Hispanic participants had a 2.2-fold greater risk of acquiring COVID-19 (hazard ratio [HR], 2.19; 95% CI, 1.91–2.50; P < .001), and Hispanics had a 1.5-fold greater risk (HR, 1.52; 95% CI, 1.32–1.71; P < .016). Individuals aged 18–29, those who worked outside the home, and those living with other adults and children were at an increased risk. Individuals in the second and third lowest disadvantaged neighborhood communities were associated with an increased risk of acquiring COVID-19. Individuals with medical risk factors for severe disease were at a decreased risk of SARS-CoV-2 acquisition. Conclusions These results demonstrate that race/ethnicity and socioeconomic status are the biggest determinants of acquisition of infection. This disparity is significantly underestimated if based on PCR data alone, as noted by the discrepancy in serology vs PCR detection for non-White participants, and points to persistent disparity in access to testing. Medical conditions and advanced age, which increase the risk for severity of SARS-CoV-2 disease, were associated with a lower risk of COVID-19 acquisition, suggesting the importance of behavior modifications. These findings highlight the need for mitigation programs that overcome challenges of structural racism in current and future pandemics.

Efficacy beliefs and communication are key constructs that have been targeted to develop task cohesion. This study’s purpose was to (a) examine whether collective efficacy, team-focused other-efficacy, and team-focused relation-inferred self-efficacy are predictive of task cohesion and (b) evaluate the possibility that communication mediates efficacy–task cohesion relationships. British university team-sport athletes (N = 250) completed questionnaires assessing efficacy beliefs, communication (i.e., positive conflict, negative conflict, and acceptance communication), and task cohesion (i.e., attractions to group, group integration). Data were subjected to a multigroup path analysis to test mediation hypotheses while also addressing potential differences across males and females. Across all athletes, collective efficacy and team-focused other-efficacy significantly predicted attractions to group and group integration directly. Positive conflict and acceptance communication significantly mediated relationships between efficacy (team-focused other-efficacy, collective efficacy) and cohesion (attractions to group, group integration). Findings suggest that enhancing athletes’ collective efficacy and team-focused efficacy beliefs will encourage communication factors affecting task cohesion.

Longitudinal clinical studies traditionally require in-person study visits which are well documented to pose barriers to participation and contribute challenges to enrolling representative samples. Remote trial models may reduce barriers to research engagement, improve retention, and reach a more representative cohort. As remote trials become more common following the COVID-19 pandemic, a critical evaluation of this approach is imperative to optimize this paradigm shift in research. The TestBoston study was launched to understand prevalence and risk factors for COVID-19 infection in the greater Boston area through a fully remote home-testing model. Participants (adults, within 45 miles of Boston, MA) were recruited remotely from patient registries at Brigham and Women’s Hospital and the general public. Participants were provided with monthly and “on-demand” at-home SARS-CoV-2 RT-PCR and antibody testing using nasal swab and dried blood spot self-collection kits and electronic surveys to assess symptoms and risk factors for COVID-19 via an online dashboard. Between October 2020 and January 2021, we enrolled 10,289 participants reflective of Massachusetts census data. Mean age was 47 years (range 18–93), 5855 (56.9%) were assigned female sex at birth, 7181(69.8%) reported being White non-Hispanic, 952 (9.3%) Hispanic/Latinx, 925 (9.0%) Black, 889 (8.6%) Asian, and 342 (3.3%) other and/or more than one race. Lower initial enrollment among Black and Hispanic/Latinx individuals required an adaptive approach to recruitment, leveraging connections to the medical system, coupled with community partnerships to ensure a representative cohort. Longitudinal retention was higher among participants who were White non-Hispanic, older, working remotely, and with lower socioeconomic vulnerability. Implementation highlighted key differences in remote trial models as participants independently navigate study milestones, requiring a dedicated participant support team and robust technology platforms, to reduce barriers to enrollment, promote retention, and ensure scientific rigor and data quality. Remote clinical trial models offer tremendous potential to engage representative cohorts, scale biomedical research, and promote accessibility by reducing barriers common in traditional trial design. Barriers and burdens within remote trials may be experienced disproportionately across demographic groups. To maximize engagement and retention, researchers should prioritize intensive participant support, investment in technologic infrastructure and an adaptive approach to maximize engagement and retention.

Objectives: The group based violence intervention model is predicated on the assumption that individuals who are delivered the deterrence message spread the message to the remaining group members. We focus on the problem of who should be given the initial message to maximize the reach of the message within the group. Methods: We use social network analysis to create an algorithm to prioritize individuals to deliver the message. Using a sample of twelve gangs in four different cities, we identify the number of members in the dominant set. The edges in the gang networks are defined by being arrested or stopped together in the prior three years. In eight of the gangs we calculate the reach of observed call-ins, and compare these with the sets defined by our algorithm. In four of the gangs we calculate the reach for a strategy that only calls-in members under supervision. Results: The message only needs to be delivered to around 1/3 of the members to reach 100% of the group. Using simulations we show our algorithm identifies the minimal dominant set in the majority of networks. The observed call-ins were often inefficient, and those under supervision could be prioritized more effectively. Conclusions: Group based strategies should monitor their potential reach based on who has been given the message. While only calling-in those under supervision can reach a large proportion of the gang, delivering the message to those not under supervision will likely be needed to reach 100% of the group.

In early 2016, Albany police launched its law-enforcement-assisted diversion (LEAD) program, providing for discretionary prebooking diversion for low-level offenders whose offending was driven by drug addiction, mental illness, homelessness, or poverty. We examine the exercise of officers’ discretion in making LEAD diversions by analyzing eligible incidents to estimate the effects of offense-, suspect-, and officer-related variables on discretionary decisions, and by analyzing semistructured interviews with officers. We find that in the first year of LEAD, diversions were few in number, and the individuals diverted to LEAD were not generally people with a high level of previous justice involvement. Officers’ attitudes toward diversion and toward LEAD were mixed, and those attitudes influenced the exercise of their discretion. Overall, we find evidence of the same kinds of challenges that have confronted the implementation of new programs in many police agencies, particularly challenges to “pluralized” drug control.

People who file complaints against the police tend to experience objectively unfavorable outcomes, for most complaints are not sustained. But features of citizen oversight might be expected to enhance the procedural justice of the complaint review process and, hence, provide positive subjective experience despite the outcomes. Using data collected through interviews with complainants about their experience with complaint review in a city that provides for citizen oversight, we examine the factors associated with complainants’ subjective experiences. We find that complainants’ subjective experiences are shaped mainly by outcomes, while features of the process that might be expected to enhance its procedural fairness have little or no effect on complainants’ judgments.

Purpose The purpose of this paper is to review the “state of the art” in research on police legitimacy. The authors consider two bodies of theory and empirical research on police legitimacy: one rooted in social psychology and concerned with individual attitudes, and the other based on organizational institutionalism. The authors contrast the theories, discuss the methods with which propositions have been examined, and take stock of the empirical evidence. The authors then turn to a direct comparison of the theories and their predictions. Design/methodology/approach Critical review and comparison of two bodies of literature. Findings Police legitimacy is a phenomenon that can be properly understood only when it is addressed at both individual and organizational levels. A large body of social psychological research on police legitimacy has been conducted at the individual level, though it has dwelled mainly on attitudes, and the empirical evidence on the relationships of attitudes to behavior is weak. A much smaller body of research on organizational legitimacy in policing has accumulated, and it appears to have promise for advancing our understanding of police legitimacy. Originality/value The understanding of police legitimacy can be deepened by the juxtaposition of these two bodies of theory and research.

Consumption of raw cow&rsquo, s milk (RCM) is increasing in popularity in developed countries despite the associated foodborne disease risks. While previous research has focused on consumer motivations for drinking RCM, there is limited research on how consumer handling practices may impact the microbiological safety of RCM. In this study, consumer handling practices associated with transport, storage, and freezing and thawing were simulated to investigate the impact of time and temperature variables on the concentrations of either Escherichia coli O157:H7 or Listeria monocytogenes in RCM. We found that the type of storage during simulated transport had a large (&eta, 2 = 0.70) and significant (p &lt, 0.001) effect on both pathogens. The refrigeration temperature also had a large (&eta, 2 = 0.43) and significant (p &lt, 0.001) effect on both pathogens during refrigerated storage. The interaction between pathogen species and initial pathogen inoculum level had a large (&eta, 2 = 0.20) and significant (p = 0.012) effect on the concentration of the pathogens during ambient temperature storage. We found that freezing and thawing practices did not have a significant effect on the pathogens (p &gt, 0.05). However, we were able to recover L. monocytogenes, but not E. coli O157:H7, from RCM after freezing for 365 days. The results from this study highlight that consumer transport and storage practices can have significant effects on the growth of E. coli O157:H7 and L. monocytogenes in RCM. Consumer food handling practices should be considered when developing public health strategies aimed at reducing the risks of RCM consumption.

The procedural justice that citizens subjectively experience with the police affects police legitimacy. The procedural justice of policing is typically not measured in police agencies, nor is it an outcome for which managers are held accountable. We examine whether and how the measurement of procedural justice would affect its management. Survey-based measures of subjective procedural justice in police contacts were reported to two departments’ command staffs on a monthly basis in Compstat meetings. The impacts of thusly measuring performance were estimated. We also analyzed an indicator of procedural justice that was based on systematic observation through video and audio recording of police-citizen encounters, and we interviewed patrol officers and supervisors about supervisors’ efforts to manage procedural justice. Neither indicator of police performance revealed consistent changes. However, a modest improvement on one platoon was detected. We discuss the implications for enhancing police legitimacy.
