Despite the relatively uncontested importance of promoting school attendance in the policy arena, little evidence exists on the causal effect of school absence on long-run outcomes. We address this question by combining historical and administrative records for cohorts of Swedish individuals born in the 1930s. We find that elementary school absence significantly reduces contemporaneous academic performance, final educational attainment and labour income throughout the life cycle. The findings are consistent with a dynamic model of human capital formation, whereby absence causes small immediate learning losses, which cumulate to larger human capital losses over time and lead to worse labour market performance.

Children's experiences during early childhood are critical for their cognitive and socioemotional development, two key dimensions of human capital. However, children from low-income backgrounds often grow up lacking stimulation and basic investments, which leads to developmental deficits that are difficult, if not impossible, to reverse later in life without intervention. The existence of these deficits is a key driver of inequality and contributes to the intergenerational transmission of poverty. In this article, we discuss the framework used in economics to model parental investments and early childhood development and use it as an organizing tool to review some of the empirical evidence on early childhood research. We then present results from various important early childhood interventions, with an emphasis on developing countries. Bringing these elements together, we draw conclusions on what we have learned and provide some directions for future research.

In this paper, we study the evolution of age-group- and gender-specific mortality and mortality inequality in England between 2003 and 2016, by comparing small geographic areas ranked by deprivation and grouped into bins of similar population size. We show that across all age groups, but especially in the older age groups (65+), there has been a clear and significant reduction in rates of mortality since 2003. In spite of these improvements, we continue to see significant inequalities in mortality across most age groups in 2016 and evidence of rising inequalities among women in the 65+ and men in the 80+ age groups. Furthermore, we see a striking stalling of the downwards trend in mortality and mortality inequality observed between 2003 and 2010 during the years of economic austerity in the aftermath of the 2008 financial crisis in England between 2010 and 2016. Analysis of specific causes of death among adults aged 20–79 allows us to examine the drivers and dynamics of these trends in more depth, as well as to consider scope for, and types of, interventions that would be appropriate at different ages.

This paper combines novel data on the time use, home‐learning practices and economic circumstances of families with children during the COVID‐19 lockdown with pre‐lockdown data from the UK Time Use Survey to characterise the time use of children and how it changed during lockdown, and to gauge the extent to which changes in time use and learning practices during this period are likely to reinforce the already large gaps in educational attainment between children from poorer and better‐off families. We find considerable heterogeneity in children's learning experiences – amount of time spent learning, activities undertaken during this time and availability of resources to support learning. Concerningly, but perhaps unsurprisingly, this heterogeneity is strongly associated with family income and in some instances more so than before lockdown. Furthermore, our analysis suggests that any impacts of inequalities in time spent learning between poorer and richer children are likely to be compounded by inequalities not only in learning resources available at home, but also in those provided by schools.

We examine the channels through which a randomized early childhood intervention in Colombia led to significant gains in cognitive and socio-emotional skills among a sample of disadvantaged children aged 12 to 24 months at baseline. We estimate the determinants of parents’ material and time investments in these children and evaluate the impact of the treatment on such investments. We then estimate the production functions for cognitive and socio-emotional skills. The effects of the program can be explained by increases in parental investments, emphasizing the importance of parenting interventions at an early age. (JEL I24, I28, J13, J24, O15)

Although there is a large gap between Black and White American life expectancies, the gap fell 48.9% between 1990 and 2018, mainly due to mortality declines among Black Americans. We examine age-specific mortality trends and racial gaps in life expectancy in high- and low-income US areas and with reference to six European countries. Inequalities in life expectancy are starker in the United States than in Europe. In 1990, White Americans and Europeans in high-income areas had similar overall life expectancy, while life expectancy for White Americans in low-income areas was lower. However, since then, even high-income White Americans have lost ground relative to Europeans. Meanwhile, the gap in life expectancy between Black Americans and Europeans decreased by 8.3%. Black American life expectancy increased more than White American life expectancy in all US areas, but improvements in lower-income areas had the greatest impact on the racial life expectancy gap. The causes that contributed the most to Black Americans’ mortality reductions included cancer, homicide, HIV, and causes originating in the fetal or infant period. Life expectancy for both Black and White Americans plateaued or slightly declined after 2012, but this stalling was most evident among Black Americans even prior to the COVID-19 pandemic. If improvements had continued at the 1990 to 2012 rate, the racial gap in life expectancy would have closed by 2036. European life expectancy also stalled after 2014. Still, the comparison with Europe suggests that mortality rates of both Black and White Americans could fall much further across all ages and in both high-income and low-income areas.

Had improvements continued at the 1990 to 2012 rate, the racial gap in life expectancy would have closed by 2036. COVID-19 has uprooted many aspects of parents' daily routines, from their jobs to their childcare arrangements. In this paper, we provide a novel description of how parents in England living in two-parent opposite-gender families are spending their time under lockdown. We find that mothers' paid work has taken a larger hit than that of fathers', on both the extensive and intensive margins. We find that mothers are spending substantially longer in childcare and housework than their partners and that they are spending a larger fraction of their paid work hours having to juggle work and childcare. Gender differences in the allocation of domestic work cannot be straightforwardly explained by gender differences in employment rates or earnings. Very large gender asymmetries emerge when one partner has stopped working for pay during the crisis: mothers who have stopped working for pay do far more domestic work than fathers in the equivalent situation do.

Instructional time is seen as an important determinant of school performance, but little is known about the effects of student absence. Combining historical records and administrative data for Swedish individuals born in the 1930s, we examine the impacts of absence in elementary school on short-term academic performance and long-term socio-economic outcomes. Our siblings and individual fixed effects estimates suggest absence has a moderate adverse effect on academic performance. The detrimental effect fades out over time. While absence negatively correlates with final education, income and longevity, we only find robust evidence that it lowers the probability of employment at age 25–30.

The COVID-19 pandemic has dealt a monumental blow to the education of English school children. Over the past 18 months, English school pupils experienced two long periods of nationwide school closures. The first round of universal school closures lasted 10 weeks (from 23 March to 1 June 2020); some pupils were not able to return to school until the start of September that year. This unprecedented action was repeated at the start of 2021, with pupils across England sent home for 9 weeks (from 5 January to 8 March 2021). Even when schools were open outside these periods, in-school provision was hampered by social distancing protocols, staff shortages and self-isolation. There is growing evidence that disruption during the pandemic has undermined children's education and increased inequalities between those from disadvantaged backgrounds and their better-off peers. So far, most of the evidence focuses on the initial period of school closures in Spring 2020. But as teachers and pupils start a new academic year, understanding how children's experiences changed over the course of the pandemic - and how these experiences differed for those from different backgrounds - will be an important step in assessing the extent of learning loss, and what can be done to help pupils to catch up.

Despite the introduction of childcare subsidies in many countries, the cost of childcare is still thought to hinder parental employment. Many governments are considering increasing the generosity of their childcare subsidies, but the a priori effect of such a policy is ambiguous and little is known empirically about its likely impact. This paper compares the effects on parents' labour supply of offering free part-time childcare and of expanding this offer to the whole school day in England using an empirical strategy which, unlike previous studies, exploits both date of birth discontinuities and panel data. We find that the provision of free part-time childcare has little, if any, causal impact on the labour market outcomes of mothers or fathers. Increasing the number of hours of free childcare to cover a full school day, however, leads to significant increases in the labour supply of mothers whose youngest child is eligible, with impacts emerging immediately and increasing over the months following entitlement.

The COVID-19 school closures forced children and parents to make unprecedented changes to their daily routines. Including the summer holidays, most children will have had a five-and-a-half-month break from physically attending school by the time they returned in September. There has been considerable discussion of the challenges that home learning presents for some children, and the inequalities that it could lead to (Burgess and Vignoles, 2020; Education Endowment Foundation, 2020; Eyles, Gibbons and Montebruno, 2020). In this report, we present analysis of some of the first data on children's lives during the lockdown and how home learning during the lockdown worked in practice. Between 29 April and 20 June 2020, we interviewed over 5,500 parents with at least one child entering Reception in September 2020 or a child in school aged 4-15. We asked parents about their employment circumstances, as well as how they and their children spent their time during a weekday. We also asked about the resources (both from their schools and at home) that school-age children had available for home learning. We collaborated with an online survey company to ensure that our respondents came from a mix of genders, regions, and social and economic backgrounds. We then reweighted our data to ensure that they are as representative as possible of families with school-aged children in England.

V1 is fundamentally grouped into columns that descend from layers II-III to V-VI. Neurons inherent to visual cortex are capable of adapting to changes in the incoming stimuli that drive the cortical plasticity. A principle feature called orientation selectivity can be altered by the presentation of non-optimal stimulus called 'adapter'. When triggered, LGN cells impinge upon layer IV and further relay the information to deeper layers via layers II-III. Using different adaptation protocols, neuronal plasticity can be investigated. Superficial neurons in area V1 are well acknowledged to exhibit attraction and repulsion by shifting their tuning peaks when challenged by a non-optimal stimulus called 'adapter'. Layers V-VI neurons in spite of partnering layers II-III neurons in cortical computation have not been explored simultaneously toward adaptation. We believe that adaptation not only affects cells specific to a layer but modifies the entire column. In this study, through simultaneous multiunit recordings in anesthetized cats using a multichannel depth electrode, we show for the first time how layers V-VI neurons (1000-1200 μm) along with layers II-III neurons (300-500 μm) exhibit plasticity in response to adaptation. Our results demonstrate that superficial and deeper layer neurons react synonymously toward adapter by exhibiting similar behavioral properties. The neurons displayed similar amplitude of shift and maintained equivalent sharpness of Gaussian tuning peaks before and the following adaptation. It appears that a similar mechanism, belonging to all layers, is responsible for the analog outcome of the neurons' experience with adapter.

From lagging well behind most European countries in the early 1990s, the UK is now one of the highest spenders on the under-5s in Europe (OECD, 2014). One of the biggest programmes for this age group is Sure Start. It offers families with children under the age of 5 a "one-stop shop" for childcare and early education, health services, parenting support, and employment advice, with the aim of improving children's school readiness, health, and social and emotional development. Sure Start has had a turbulent history. The programme was first introduced in 1999 as Sure Start Local Programmes, targeted at highly disadvantaged neighbourhoods. Five years later, the 10-Year Strategy for Childcare called for "a children's centre in every community", transforming the initiative into a universal service. At its peak in 2009-10, Sure Start accounted for £1.8 billion of public spending (in 2018-19 prices), about a third of overall spending on programmes for the under-5s (Belfield, Farquharson and Sibieta, 2018). But in the decade since, the context has been one of funding cuts, consolidation and centre closures, with funding falling by two-thirds to £600 million in 2017-18. Despite its rapid expansion and the subsequent cuts, evidence on the impact Sure Start has had on the health of children and their families is still relatively scarce. The initial evaluation of the programme focused on the earliest years of Sure Start and found some health benefits for children living in neighbourhoods with access to the earliest Sure Start Local Programmes. A subsequent evaluation centred on describing and assessing different patterns of family use in the early 2010s and found little evidence of a link between more frequent use of services and children's health. In this report, we take a step back to consider the overall impacts on health of the Sure Start programme as a whole between its inception in 1999 and its peak in the late 2000s. Our focus on health outcomes is motivated by the fact that, while Sure Start's services were multifaceted and varied between centres and over time, one of its objectives was to improve children's health and an important component of its offer was health services. These include both direct provision of new services (e.g. baby-weighing clinics) and outreach to signpost parents to existing healthcare.

Gamma oscillations are ubiquitous in brain and are believed to be inevitable for information processing in brain. Here, we report that distinct bands (low, 30-40Hz and high gamma, 60-80Hz) of stimulus-triggered gamma oscillations are systematically linked to the orientation selectivity index (OSI) of neurons in the cat primary visual cortex. The gamma-power is high for the highly selective neurons in the low-gamma band, whereas it is high for the broadly selective neurons in the high-gamma band. We suggest that the low-gamma band is principally implicated in feed-forward excitatory flow, whereas the high-gamma band governs the flow of this excitation.

Visual neurons coordinate their responses in relation to the stimulus; however, the complex interplay between a stimulus and the functional dynamics of an assembly still eludes neuroscientists. To this aim, we recorded cell assemblies from multi-electrodes in the primary visual cortex of anaesthetized cats in response to randomly presented sine-wave drifting gratings whose orientation tilted in 22.5° steps. Cross-correlograms revealed the functional connections at all the tested orientations. We show that a cell-assembly discriminates between orientations by recruiting a 'salient' functional network at every presented orientation, wherein the connections and their strengths (peak-probabilities in the cross-correlogram) change from one orientation to another. Within these assemblies, closely tuned neurons exhibited increased connectivity and connection-strengths compared with differently tuned neurons. Minimal connectivity between untuned neurons suggests the significance of neuronal selectivity in assemblies. This study reflects upon the dynamics of functional connectivity, and brings to the fore the importance of a 'signature' functional network in an assembly that is strictly related to a specific stimulus. It appears that an assembly is the major 'functional unit' of information processing in cortical circuits, rather than the individual neurons.

Neural correlations (noise correlations and cross-correlograms) are widely studied to infer functional connectivity between neurons. High noise correlations between neurons have been reported to increase the encoding accuracy of a neuronal population; however, low noise correlations have also been documented to play a critical role in cortical microcircuits. Therefore, the role of noise correlations in neural encoding is highly debated. To this aim, through multi-electrodes, we recorded neuronal ensembles in the primary visual cortex of anaesthetized cats. By computing cross-correlograms, we divulged the functional network (microcircuit) between neurons within an ensemble in relation to a specific orientation. We show that functionally connected neurons systematically exhibit higher noise correlations than functionally unconnected neurons in a microcircuit that is activated in response to a particular orientation. Furthermore, the mean strength of noise correlations for the connected neurons increases steeply than the unconnected neurons as a function of the resolution window used to calculate noise correlations. We suggest that neurons that display high noise correlations in emergent microcircuits feature functional connections which are inevitable for information encoding in the primary visual cortex.

In the cortex, demarcated unimodal sensory regions often respond to unforeseen sensory stimuli and exhibit plasticity. The goal of the current investigation was to test evoked responses of primary visual cortex (V1) neurons when an adapting auditory stimulus is applied in isolation. Using extracellular recordings in anesthetized cats, we demonstrate that, unlike the prevailing observation of only slight modulations in the firing rates of the neurons, sound imposition in isolation entirely shifted the peaks of orientation tuning curves of neurons in both supra- and infragranular layers of V1. Our results suggest that neurons specific to either layer dynamically integrate features of sound and modify the organization of the orientation map of V1. Intriguingly, these experiments present novel findings that the mere presentation of a prolonged auditory stimulus may drastically recalibrate the tuning properties of the visual neurons and highlight the phenomenal neuroplasticity of V1 neurons.HighlightsProlonged application of sound shifts preferred orientation of neurons in area 17 of cats.Orientation tuning shifts in the individual neurons in supra- and infragranular layers of V1.Supra- and infragranular layers of V1 operate together but also as distinct compartments following sound adaptation.Visual cortex is specifically and dynamically impacted by non-visual stimuli.Sound adaptation certainly modifies the organization of orientation maps in V1.

This report presents a detailed overview of the baseline data collection activities as part of the project "Improving early childhood development in rural Ghana through scalable low-cost community-run play schemes''. The project is collaboration between The Institute for Fiscal Studies (UK), Lively Minds (UK, Ghana) and Innovations for Poverty Action (Ghana), and is funded by the Jacobs Foundation and Global Innovation Fund (GIF). The intervention is implemented by award-winning charity Lively Minds, and targets those in kindergarten in rural Northern Ghana, aged 4 and 5. It focuses on unlocking the potential of caregivers, both volunteer mothers and teachers, training and empowering them with the knowledge, skills and confidence to run educational Play Schemes within kindergarten and provide better care and stimulation at home, using local materials. A key feature of the programme is its scalability; it is low cost and requires only locally available human and physical resources and infrastructure for implementation. Having developed, trialled and refined the programme content and training materials, Lively Minds are focusing on adapting implementation to a model in which the Ghana Education Service (GES) and teachers themselves take key roles in ensuring the success of the programme. The Institute for Fiscal Studies (IFS) has partnered with Innovations for Poverty Action in Ghana (IPA) to implement a rigorous evaluation of the impact of the Lively Minds programme. The evidence provided by this evaluation will be crucial for determining whether there is value in mainstreaming the programme across Ghana and replicating it in other countries. Further, we aim to generate evidence which will contribute more broadly to the state of knowledge on the development and scaling of ECCE interventions in low-income remote rural contexts.

There is a large gender gap in the likelihood of taking maths and physics at A-level, even among high-achieving pupils. Among pupils who achieved grade A or A* (equivalent to grades 7-9) in GCSE maths in 2010, 36.5% of girls compared to 51.1% of boys took maths A-level. Among those who achieved grade A or A* in GCSE physics, just 13.2% of girls compared to 39.3% of boys took physics A-level. By contrast, there is almost no gender gap in the likelihood of taking chemistry A-level amongst those who score highly in the subject at GCSE, and girls are actually more likely to take biology A-level than boys. In partnership with the STEM Skills Fund, we conducted a study to understand the barriers that stop girls from taking maths and physics at A-level. This took the form of a small-scale randomised control trial in which girls in Year 11 who were predicted to achieve at least grade 7 (equivalent to at least grade A) in maths, physics or combined science GCSE were offered financial support in return for applying to study physics or maths A-level. As part of this trial, we surveyed 266 girls, as well as a senior staff member across 40 schools, about girls' A-level subject choices and what drives them. We also conducted four focus groups with 6-8 girls in schools in Bolton, Hull, Birmingham and Portsmouth to discuss these reasons in more detail.

Neuronal assemblies typically synchronise within the gamma oscillatory band (30-80 Hz) and are fundamental to information processing. Despite numerous investigations, the exact mechanisms and origins of gamma oscillations are yet to be known. Here, through multiunit recordings in the primary visual cortex of cats, we show that the strength of gamma power (20-40 and 60-80 Hz) is significantly stronger between the functionally connected units than between the unconnected units within an assembly. Furthermore, there is increased frequency coherence in the gamma band between the connected units than between the unconnected units. Finally, the higher gamma rhythms (60-80 Hz) are mostly linked to the fast-spiking neurons. These results led us to postulate that gamma oscillations are intrinsically generated between the connected units within cell assemblies (microcircuits) in relation to the stimulus within an emergent '50-ms temporal window of opportunity'.

Cortical microcircuitry plays a pivotal role in encoding sensory information reaching the cortex. However, the fundamental knowledge concerning the mechanisms that govern feature-encoding by these sub-networks is still sparse. Here, we show through multi-electrode recordings in V1 of conventionally prepared anesthetized cats, that an avalanche of synergistic neural activity occurs between functionally connected neurons in a cell-assembly in response to the presented stimulus. The results specifically show that once the reference neuron spikes in a connected neuron-pair, it facilitates the response of its companion (target) neuron for 50 ms and, thereafter, the excitability of the target neuron declines. On the other hand, the functionally unconnected neurons do not facilitate each other’s activity within the 50-ms time-window. The added excitation (facilitation) of connected neurons is almost four times the responsiveness of unconnected neurons. This suggests that connectedness confers the added excitability to neurons; consequently leading to feature-encoding within the emergent 50-ms-period. Furthermore, the facilitation significantly decreases as a function of orientation selectivity spread.

Neurons in V1 display orientation selectivity by responding optimally to a preferred orientation edge when it is presented within their receptive fields. Orientation plasticity in striate cortex occurs either by ocular deprivation or by imposition of a non-preferred stimulus for several minutes. Adaptation of neurons to a non-optimal orientation induces shifts of tuning curves towards the adapting orientation (attractive shift) or away from it (repulsive shift). Here, we investigated the effects of the neurotransmitter serotonin and antidepressant fluoxetine (a selective serotonin reuptake inhibitor) on the modulation of adaptation-induced orientation plasticity. We show that serotonin and fluoxetine promote mostly attractive shifts. Attractive shifts augmented in magnitude towards adapter, whereas repulsive neurons reversed their behavior in the direction of the forced orientation. Furthermore, neurons which retained their original preferred orientation expressed plasticity by shifting their tuning curves after drug administration mostly towards adapter. Our data suggest a pre-eminent role of fluoxetine by inducing and facilitating short-term plasticity in V1.

In spite of the fact that the functional organization of primary visual cortices (V1) differs across species, the dynamic of orientation selectivity is highly structured within neuronal populations. In fact, neurons functionally connect each other in an organized Hebbian process, wherein their wiring and firing are intimately related. Moreover, neuronal ensembles have been suggested to be strongly implicated in sensory processing. Within these ensembles, neurons may be sharply or broadly tuned in relation to the stimulus. Therefore, it is important to determine the relationship between the response selectivity of neurons and their functional connectivity pattern across species. In the present investigation, we sought to compare the stimulus-evoked functional connectivity between the broadly tuned and the sharply tuned neurons in two species exhibiting different cortical organization for orientation selectivity: cats (columnar-organized) and mice (salt-and-pepper organization). In addition, we examined the distribution of connectivity weights within cell-assemblies in the visual cortex during visual adaptation. First, we report that the sharply tuned neurons exhibited higher synchrony index than the broadly tuned cells in the cat visual cortex. On the contrary, in mice, the broadly tuned cells displayed higher connectivity index. Second, a significant correlation was found between the connectivity strength and the difference of preferred orientations of neurons for both species. Finally, we observed a systematic adjustment of the connectivity weights within neuronal ensembles in mouse primary visual cortex similarly to the cat V1.

Since the 1970s, many countries have established free or highly subsidized education for all preschool children in the hope of improving children’s learning and socio-economic life chances and encouraging mothers to join the labor force. Evaluations reveal that these policies can increase maternal employment in the short term and may continue to do so even after the child is no longer in preschool by enabling mothers to gain more job skills and increase their attachment to the labor force. However, their effectiveness depends on the policy design, the country context, and the characteristics of mothers of preschoolers.
