The actual opening of government data is done by civil servants operating within their institutional environment. As such, the institutional environment and their behavior towards the opening of data is key to increase the quality and quantity of open data. However, few studies have analyzed the behavior of government professionals towards open data policy. The objective of this paper is to review the existing literature to find the factors that influences civil servants behaviors towards open data. To identify the drivers and barriers, a literature review was performed listing the most cited papers with "open government data"and "barriers"focusing specific at the behavioral related factors. Even with the increasing of research on the topic of open data, still most of the papers focus on user drivers and barriers rather than on provider challenges. Even less studies focus on the civil servants' individual level of factors influencing their support to the release of governmental data. Most barriers found in the literature are related to infrastructural or technical issues. Whereas some individual level behavioral barriers could be found, including culture, lack of individual incentives and misunderstanding the impact of opening data, broader discussions on social norms, lack of education and experience are still missing in the literature. This paper contributes to the need for deeper understanding of the behavioral factors that influences the civil servants to support the opening of data.

274 σ., Αντικείμενο αυτής της διατριβής είναι η διατύπωση μιας στοχοκεντρικής προσέγγισης για την υποστήριξη της διοίκησης έργων ΗΔ και η σχεδίαση, υλοποίηση και εφαρμογή ενός ολοκληρωμένου εργαλείου που επαληθεύει την παραπάνω προσέγγιση και υποστηρίζει αποτελεσματικά την οργάνωση, διοίκηση και επαναχρησιμοποίηση όλων των τμημάτων της διαδικασίας διοίκησης έργου ΗΔ. Στόχος της διδακτορικής διατριβής στην οποία βασίζεται η μεθοδολογία και το σχετιζόμενο σύστημα που αναπτύσσεσαι, είναι η συμβολή στην αναγνώριση όλων των παραμέτρων του προβλήματος της διοίκησης έργων στο χώρο της ηλεκτρονικής διακυβέρνησης και τελικά η διαμόρφωση της κατάλληλης προσέγγισης που θα τα αντιμετωπίζει με σκοπό την επιτυχή υλοποίηση έργων ηλεκτρονικής διακυβέρνησης. Αφού εντοπισθούν και τεκμηριωθούν ερευνητικά οι ιδιαιτερότητες που διαφοροποιούν τη διοίκηση των έργων ΗΔ σε σχέση με τα υπόλοιπα έργα πληροφορικής, τόσο σε επίπεδο διοίκησης όσο και σε επίπεδο υλοποίησης πληροφοριακών συστημάτων στη συνέχεια εξετάζονται οι σημαντικότερες προσπάθειες και στρατηγικές διοίκησης έργων ΗΔ σε διεθνές επίπεδο καθώς επίσης και οι περισσότερο συχνά χρησιμοποιούμενες μέθοδοι και τεχνικές διοίκησης έργου. Αποτέλεσμα αυτής της έρευνας είναι ο εντοπισμός συγκεκριμένων κενών στη διοίκηση έργων ΗΔ. Η προτεινόμενη διοικητική προσέγγιση eGTPM (e-Government Transformation Project Management) επιχειρώντας να αντιμετωπίσει αποτελεσματικά το πρόβλημα επιτυχούς διοίκησης και ολοκλήρωσης έργων ΗΔ βασίζεται σε τέσσερεις θεμελιώδεις έννοιες: • Στοχοκεντρική σχεδίαση και διοίκηση έργου • Αντιμετώπιση πολλαπλών διαστάσεων • Επαρκής μοντελοποίηση και διοίκηση εμπλεκομένων • Μεταφορά και αξιοποίηση γνώσης και εμπειριών Επίσης, σχεδιάστηκε και υλοποιήθηκε εξειδικευμένη διαδικτυακή πλατφόρμα υποστήριξης της προτεινόμενης στοχοκεντρικής διοικητικής προσέγγισης και παρουσιάζεται ο τρόπος κάλυψης των χαρακτηριστικών της προτεινόμενης προσέγγισης. Με τη χρήση του υλοποιηθέντος υποστηρικτικού συστήματος, πραγματοποιείται η εφαρμογή της προτεινόμενης προσέγγισης σε δύο έργα ηλεκτρονικής διακυβέρνησης, αναλύονται τα αποτελέσματα τους και προτείνονται μελλοντικές ερευνητικές προοπτικές., Objective of this thesis is the formulation of a goal-driven approach in order to support the management of e-Government projects and the design, implementation and application of the essential platform who validates and supports efficiently the processes of organization, management and knowledge reuse during the project management procedure. Aim of this doctoral thesis, on which the methodology and the related developed system are based, is the contribution in the recognition of all parameters of e-Government project management problem and finally the configuration of the suitable management approach that will face them aiming at the successful materialization of e-Government projects. After the study and the recognition of the specific management characteristics of e-Government projects, compared to the rest of information technology projects, the most important national e-Government programmes and project management methods and techniques are examined. After are located and argued inquiringly the particularities that differentiate the administration of work [ID] concerning the remainder work of information technology, so much in level of administration what in level of concretization of informative systems afterwards are examined the more important efforts and strategies of administration of work [ID] in international level as well as the more often used methods and techniques of administration of work. The result of the above study is the detection of specific gaps in the area of e-Government project management existing approaches. The proposed management approach eGTPM (e-Government Transformation Project Management) attempting to face efficiently the issue of successful management and implementation of e-Government projects is based on four fundamental concepts: • Goal driven project planning and management • e-Government Multiple dimensions • Adequate modeling and management of stakeholders • Knowledge and experience reuse Also, a specific web e-Government project management platform has been designed and implemented in order to support the proposed goal driven approach and it has been used in managing two specific e-Government projects. The results are analyzed and future research perspectives are proposed.
