The Weisfeiler-Leman (WL) dimension is a standard measure in descriptive complexity theory for the structural complexity of a graph. We prove that the WL-dimension of a graph on $n$ vertices is at most $3/20 \cdot n + o(n)= 0.15 \cdot n + o(n)$. The proof develops various techniques to analyze the structure of coherent configurations. This includes sufficient conditions under which a fiber can be restored up to isomorphism if it is removed, a recursive proof exploiting a degree reduction and treewidth bounds, as well as an analysis of interspaces involving small fibers. As a base case, we also analyze the dimension of coherent configurations with small fiber size and thereby graphs with small color class size.

In this work, we use the global electromagnetic and electrostatic gyro kinetic approaches to investigate the effects of zonal flows forced-driven by Alfv\'en modes due to their excitation by energetic particles (EPs), on the dynamics of ITG (Ion temperature gradient) instabilities. The equilibrium of the 92416 JET tokamak shot is considered. The linear and nonlinear Alfv\'en modes dynamics, as well as the zonal flow dynamics, are investigated and their respective radial structures and saturation levels are reported. ITG dynamics in the presence of the zonal flows excited by these Alfv\'en modes are also investigated. We find that, the zonal flows forced-driven by Alfv\'en modes can significantly impact the ITG dynamics. A zonal flow amplitude scan reveals the existence of an inverse relation between the zonal flow amplitude and the ITG growth rate. These results show that, forced-driven zonal flows can be an important indirect part of turbulence mitigation due to the injection of energetic particles., Comment: 13 pages, 10 figures

While international alliances among research universities are relatively well established, the challenges for the small liberal arts college to execute a meaningful global collaboration can be much more difficult, due both to the much smaller size of the institution, its more limited resources, and its smaller and more intimate culture centered on undergraduate teaching and learning. A new alliance of liberal arts colleges known as the Pacific Alliance of Liberal Arts Colleges (PALAC) was established in 2021 with the purpose to better articulate the global components of liberal arts education, and to collaborate on key projects that will build collective capacity for student-centered liberal arts education that engages with the world's most pressing problems. PALAC contains nine of the best liberal arts institutions from across the Pacific Region, including institutions in China, Hong Kong, Vietnam, Canada, and the United States. This essay describes the origins, motivations, and context of the creation of PALAC, its member institutions, and some of the initial projects planned by the new organization, and goals for global impact for PALAC.

The success of machine learning (ML) has been accompanied by increased concerns about its trustworthiness. Several jurisdictions are preparing ML regulatory frameworks. One such concern is ensuring that model training data has desirable distributional properties for certain sensitive attributes. For example, draft regulations indicate that model trainers are required to show that training datasets have specific distributional properties, such as reflecting diversity of the population. We propose the notion of property attestation allowing a prover (e.g., model trainer) to demonstrate relevant distributional properties of training data to a verifier (e.g., a customer) without revealing the data. High-bandwidth signals are needed in many applications like radar, sensing, measurement and communications. Especially in optical networks, the sampling rate and analog bandwidth of digital-to-analog converters (DACs) is a bottleneck for further increasing data rates. To circumvent the sampling rate and bandwidth problem of electronic DACs, we demonstrate the generation of wide-band signals with low-bandwidth electronics. This generation is based on orthogonal sampling with sinc-pulse sequences in N parallel branches. The method not only reduces the sampling rate and bandwidth, at the same time the effective number of bits (ENOB) is improved, dramatically reducing the requirements on the electronic signal processing. In proof of concept experiments the generation of analog signals, as well as Nyquist shaped and normal data will be shown. In simulations we investigate the performance of 60 GHz data generation by 20 and 12 GHz electronics. The method can easily be integrated together with already existing electronic DAC designs and would be of great interest for all high-bandwidth applications.

Cyberspace is a fragile construct threatened by malicious cyber operations of different actors, with vulnerabilities in IT hardware and software forming the basis for such activities, thus also posing a threat to global IT security. Advancements in the field of artificial intelligence accelerate this development, either with artificial intelligence enabled cyber weapons, automated cyber defense measures, or artificial intelligence-based threat and vulnerability detection. Especially state actors, with their long-term strategic security interests, often stockpile such knowledge of vulnerabilities and exploits to enable their military or intelligence service cyberspace operations. While treaties and regulations to limit these developments and to enhance global IT security by disclosing vulnerabilities are currently being discussed on the international level, these efforts are hindered by state concerns about the disclosure of unique knowledge and about giving up tactical advantages. This leads to a situation where multiple states are likely to stockpile at least some identical exploits, with technical measures to enable a depletion process for these stockpiles that preserve state secrecy interests and consider the special constraints of interacting states as well as the requirements within such environments being non-existent. This paper proposes such a privacy-preserving approach that allows multiple state parties to privately compare their stock of vulnerabilities and exploits to check for items that occur in multiple stockpiles without revealing them so that their disclosure can be considered. We call our system ExTRUST and show that it is scalable and can withstand several attack scenarios. The PICOSEC Micromegas precise timing detector is based on a Cherenkov radiator coupled to a semi-transparent photocathode and a Micromegas amplification structure. The first proof of concept single-channel small area prototype was able to achieve time resolution below 25 ps. One of the crucial aspects in the development of the precise timing gaseous detectors applicable in high-energy physics experiments is a modular design that enables large area coverage. The first 19-channel multi-pad prototype with an active area of approximately 10 cm$^2$ suffered from degraded timing resolution due to the non-uniformity of the preamplification gap. A new 100 cm$^2$ detector module with 100 channels based on a rigid hybrid ceramic/FR4 Micromegas board for improved drift gap uniformity was developed. Initial measurements with 80 GeV/c muons showed improvements in timing response over measured pads and a time resolution below 25 ps. More recent measurements with a new thinner drift gap detector module and newly developed RF pulse amplifiers show that the resolution can be enhanced to a level of 17~ps. This work will present the development of the detector from structural simulations, design, and beam test commissioning with a focus on the timing performance of a thinner drift gap detector module in combination with new electronics using an automated timing scan method.

The PICOSEC Micromegas (MM) detector is a precise timing gaseous detector consisting of a Cherenkov radiator combined with a photocathode and a MM amplifying structure. A 100-channel non-resistive PICOSEC MM prototype with 10x10 cm^2 active area equipped with a Cesium Iodide (CsI) photocathode demonstrated a time resolution below 18 ps. The objective of this work is to improve the PICOSEC MM detector robustness aspects; i.e. integration of resistive MM and carbon-based photocathodes; while maintaining good time resolution. The PICOSEC MM prototypes have been tested in laboratory conditions and successfully characterised with 150 GeV/c muon beams at the CERN SPS H4 beam line. The excellent timing performance below 20 ps for an individual pad obtained with the 10x10 cm^2 area resistive PICOSEC MM of 20 MOhm/sq showed no significant time resolution degradation as a result of adding a resistive layer. A single-pad prototype equipped with a 12 nm thick Boron Carbide (B4C) photocathode presented a time resolution below 35 ps; opening up new possibilities for detectors with robust photocathodes. The results made the concept more suitable for the experiments in need of robust detectors with good time resolution.
