Abstract

We present a simple stochastic mechanism which generates pulse trains exhibiting a power law distribution of the pulse intervals and a $1/f^\alpha$ power spectrum over several decades at low frequencies with $\alpha$ close to one. The essential ingredient of our model is a fluctuating threshold which performs a Brownian motion. Whenever an increasing potential $V(t)$ hits the threshold, $V(t)$ is reset to the origin and a pulse is emitted. We show that if $V(t)$ increases linearly in time, the pulse intervals can be approximated by a random walk with multiplicative noise. Our model agrees with recent experiments in neurobiology and explains the high interpulse interval variability and the occurrence of $1/f^\alpha$ noise observed in cortical neurons and earthquake data., Comment: 4 pages, 4 figures

We show that the dynamical behavior of a coupled map lattice where the individual maps are Bernoulli shift maps can be solved analytically for integer couplings. We calculate the invariant density of the system and show that it displays a nontrivial spatial behavior. Abstract

Linear control theory is used to develop an improved localized control scheme for spatially extended chaotic systems, which is applied to a Coupled Map Lattice as an example. The optimal arrangement of the control sites is shown to depend on the symmetry properties of the system, while their minimal density depends on the strength of noise in the system. The method is shown to work in any region of parameter space and requires a significantly smaller number of controllers compared to the method proposed earlier by Qu and Hu. A nonlinear generalization of the method for a 1-d lattice is also presented., Comment: 4 pages, 4 figures

Abstract

Until 1965 there was little or no planning in the universities and technical institutes of university standing in the Federal Republic of Germany, and virtually no electronic data processing, so university statistics were inadequate. Since that time, West German universities have been increasingly pressured to provide statistics to substantiate their financial claims. Four trends emerged: (1) planning staffs and data processing were established in a number of universities; (2) a number of states have included university planning in their legislation and established long-range planning schemes; (3) a statutory framework has been established for university planning at the federal and state levels; and (4) cooperative planning is provided at the institutional, state, and federal levels. An inventory of planning offices and integration of planning functions, by institution, is included. (Author/MSE)

Abstract

Courses and study programs in the United States designed for initial or continuing training for all levels of management and administration in higher education are analyzed and compared with similar studies in the Federal Republic of Germany. It is concluded that there would be little advantage in simply transferring methods and ideas from American programs to German ones, but that successful programs should be observed first hand. A training program for top-level higher education administrators is proposed. (Editor/MSE)
