One major feature of recent global environmental changes is the increasing number of local environmental conflicts throughout the world. However, there remains a lack of a comprehensive and dynamic framework to capture the socio-political transformations that place-based environmental resistance movements produce. Indeed, these conflicts are most often considered by dominant actors as a manifestation of the NIMBY (Not In My Backyard) phenomenon. In order to advance a framework capable of capturing the complexity of the socio-political effects of local environmental resistance movements, the goal of this paper is to further pursue the development of the concept of “enlightened resistance”, which analyzes place-based struggles through four types of capital–social, knowledge, patrimonial and political–each with societal implications. This goal is mainly achieved through new conceptual and methodological developments in the framework which evolves towards an “enlightening resistance” framework, and through its application to three case studies from a comparative perspective. The authors develop a set of criteria in order to compare their case studies according to the four types of societal transformations that characterise the enlightening resistance framework. They argue here that this dynamic framework may be useful to the environmental justice movement to strengthen its capacity to assess the socio-political impacts of local environmental resistance movements. Highlights: The new framework proposed goes beyond the NIMBY concept and provides a comparative analysis for case-studies. Criteria are developed for identifying the socio-political transformations produced by place-based conflicts. The criteria and the concept of enlightened resistance may help environmental justice actors to build reflexivity. New indicators "beyond GDP" have increasingly sparked interest among various actors, whose status, objectives and visions are very different. While the pioneer reflections on economic growth and GDP were first limited to environmentalist and activist movements, civil society and local policies, they have progressively entered national and international institutional spheres. The diversity of theoretical approaches and normative positions regarding the opportunity and motives of going "beyond GDP" makes it hard to clearly identify the stances of the actors and the power balances ruling the debates. We therefore ask: what does the current interest of institutional actors in "beyond GDP" issues mean? Are they a new rhetoric liable to elude a confrontation with the structural problems resulting from the crisis? Are they an opportunity window for relaunching societal debates that are hardly raised elsewhere? Or are they a real driver toward a paradigmatic change? We try to answer that question by analyzing the discourses of institutional actors (politicians, administration, technicians) involved or not in "beyond GDP" initiatives. We show that, at the institutional level, beyond GDP debates, while raising new societal issues, do not contribute to erode the central role of economic growth. Pragmatism dominates the debates, in that dominant interests are focused on short-term constraints and objectives where GDP growth remains pivotal. This article examines the various roles that indicators, as boundary objects, can play as a science-based evidence for policy processes. It presents two case studies from the EU-funded POINT project that analyzed the use and infl uence of two highly different types of indicators: composite indicators of sustainable development at the EU level and energy indicators in the UK. In both cases indicators failed as direct input to policy making, yet they generated various types of conceptual and political use and infl uence. The composite sustainable development indicators served as "framework indicators", helping to advocate a specifi c vision of sustainable development, whereas the energy indicators produced various types of indirect infl uence, including through the process of indicator elaboration. Ecological disturbances force us to inquire, at both global and local levels :how to live together ?or more precisely, how to decide together ?On this aspect, we show that negotiation theories reveal their weaknesses when confronted to absent actors and u'eafc actors, two entities playing an important role in environmental issues. In order to facilitate an environmental negotiation in a multi-actor context, we have elaborated a model entitled :the Actor in 4 Dimensions (A4D). Tested on various case studies of which 2 in France (Adour, Forez), this conceptual model originates from a multidisciplinary approach and aims at apprehending the stakeholders' dynamicson a territory by studying the interactions between social relations and environmental practices. We can identify weak and absent actors on an area and we highlight the fact that a consensus among strong actors can lead to environmental degradations. We also present 4 types of attitudes toward the idea of participation. In Hoboken, the suburb of Antwerp where UPMR (Umicore Precious Metals Refining) currently runs the world’s largest precious metals recycling unit, the link between pollution and health is intriguing. The former de-silvering plant has implemented substantial ecological modernisation since the 1970s, but 122 years of pollution has caused environmental liabilities. Soil levels of lead, arsenic and cadmium increase with proximity to the factory, as does the level of lead in the blood of toddlers and infants. Cancers are significantly more frequent in Hoboken than in Flanders or its most polluted city, Antwerp. Lung cancers, a cancer type more likely to result from the plant's activities, are double the expected amount for women. Since the early 1970s, local actors asked for cleaner air and decontamination. In 2004, the company finally paid 77 million € for a big clean-up operation and UPMR also drastically reduced emissions. However, claims of UPMRs management to have recognised the company’s historic responsibility have so far translated mostly into cleaning up surface contamination in the nearest area. This paper sets the clean-up operation of the company within a framework of the local ecological debt, calculating the minimum amount that UPMR owes to the environment and its nearby residents, with a focus on health damages and loss of capabilities. These are the major collateral damages inflicted by UMPRs direct and recognised environmental impacts. Our calculations start from the moment the company should know from scientific and official documents that their production causes hidden external costs. The best available studies on damage to health and crops in Hoboken are combined with existing and relevant calculations on the cost of illness, the value of human life and the economic value of gardening used elsewhere. L’objectif de ce travail de recherche est de familiariser des étudiants, des acteurs territoriaux ou le grand public au contexte de négociation environnementale multi-acteurs assistée par un médiateur et à la manipulation d’outils d’aide à la négociation. L’application proposée est inspirée d’un cas réel et se décline en un jeu de rôle de papier fondé sur le dialogue et en une plate-forme informatisée fondée sur l’utilisation d’outils d’aide à la négociation. Le temps de la simulation, les joueurs, ou apprenants, interprètent des acteurs territoriaux dont l’objectif est de décider ensemble, avec l’aide d’un médiateur et d’outils, de la localisation du site d’implantation d’une nouvelle gravière et de la nature de son aménagement. Le jeu de papier est facile à mettre en œuvre et fait la part belle au dialogue. Nous proposons une assise éthique au concept émergent à l’échelle internationale de « dette écologique ». Nous faisons l’hypothèse que les nouvelles générations de philosophes de l’environnement devront conjuguer la catastrophe, non pas au futur antérieur, comme le font Hans Jonas ou Jean-Pierre Dupuy, mais au conditionnel passé. Il ne s’agit plus de travailler avec la « mémoire du futur », mais de retravailler les potentialités futures du passé, de réexplorer la mémoire écologique des catastrophes en cours et passées pour refonder les normes du vivre futur. Or, la notion de dette écologique nous invite précisément à repenser l’éthique environnementale à partir des fautes du passé. L’impératif d’une responsabilité environnementale des générations présentes envers les générations futures se double de la reconnaissance inéluctable d’une dette écologique immense due aux générations présentes par les générations passées. Nous est-il dès lors possible de l’annuler, ou pour le dire plus directement, de pardonner ?Mais pardonner la catastrophe, n’est-ce pas par là même abdiquer toute responsabilité future, briser l’échange intergénérationnel et renoncer à tout espoir d’une éthique environnementale globale ?Après un rappel historique de la genèse de ce concept que l’on peut définir empiriquement comme l’ensemble des atteintes aux milieux naturels exercées par des humains dans le passé, nous explicitons un modèle de responsabilité passée contrefactuelle que nous discutons de manière théorique ainsi que de manière appliquée autour de deux exemples de dette écologique, une dette territorialisée et privée concernant des pollutions industrielles et une dette globalisée et publique impliquant l’émission de gaz à effet de serre., Numéro spécial « éthique environnementale », info:eu-repo/semantics/published

Le Kilimandjaro, plus grand massif isolé d’Afrique, est souvent présenté comme le symbole des changements climatiques, à travers la fonte de ses neiges auparavant éternelles. Qu’en pensent les principaux intéressés, à savoir les parties prenantes de la gestion des ressources naturelles ainsi que le peuple Chagga, seule ethnie vivant sur les terres volcaniques du Kilimandjaro depuis des siècles ?Une série d’entretiens a été menée auprès des acteurs territoriaux et des habitants de 5 villages d’altitude des pentes sud de la montagne. L’objectif est de cerner sur le terrain les pratiques, perceptions et connaissances associées aux changements climatiques par les acteurs d’abord concernés, au travers d’une analyse du jeu d’acteurs basée sur le modèle de l’Acteur en 4 Dimensions. Nos entretiens montrent que les paysans Chagga sont pointés du doigt par les autres acteurs du territoire pour leurs « activités perturbatrices du milieu ». On découvre alors que les premières victimes de ces changements sont souvent celles qui polluent le moins, mais qui néanmoins en payent le prix fort.
