'Runners' at the New York Stock Exchange (NYSE), those employees who deliver messages for brokers on the floor, are being replaced by computer technology and cellular telephones. The NYSE, facing increased competition from automated exchanges such as NASDAQ, is making the changes as part of a two-year, $125-million plan to upgrade its computer and communications systems. Replacing runners, along with other technological implementations, has increased the trading capacity of the 'Big Board' to 1.4 billion shares per day, which is more than twice the level of its busiest day ever. Runners and other employees, however, bear the human cost of modernization; operations staff has shrunk by 300 since the program began, and NYSE officials say most of the exchange's 140 workers will be phased out as well. Some who do remain on staff will be redeployed or retrained for other specialties. The job of a runner used to be a common springboard to career position at the exchange, but now it seems education is a major factor in landing an entry-level position.

Missouri securities officials claim an unlicensed broker used Prodigy to tout the stock of Europa Cruises Corp, falsely saying that wealthy celebrity Donald Trump was a silent investor. Texas officials are investigating the case of a Texas retiree who sent an unlicensed out-of-state investment broker $10,000 to invest in a commodities future pool. The broker, who contacted the retiree through Prodigy, kept the money for himself.

The federal deadline has been imposed in part to mitigate the threat that the delays inherent in finalizing a paper transaction might allow investors to back out in the event of a market collapse. The five-day grace period is to be reduced to three days after the deadline. While the government sees a high risk of a major credit failure, many brokerage executives see the move to electronic trading as a burdensome imposition. Most agree that the new system will all but do away with paper stock certificates, which brokerages will start charging for.
