Food insecurity is a recurrent problem in northern Ghana. Food grown during the rainy season is often insufficient to meet household food needs, with some households experiencing severe food insecurity for up to five months in a year. Flood recession agriculture (FRA) – an agricultural practice that relies on residual soil moisture and nutrients left by receding flood water – is ordinarily practiced by farmers along the floodplains of the White Volta River in northern Ghana under low-input low-output conditions. Opportunities abound to promote highly productive FRA as a means of extending the growing season beyond the short rainy season (from May to September) into the dry season and thereby increase household income and food security of smallholder farmers. This study uses an optimization modelling approach to explore this potential by analyzing the crop mix and agricultural water management options that will maximize household income and enhance food security. Results indicate that growing cowpea, groundnut and melon under residual-moisture based FRA and high value crops (onion, pepper, and tomato) under supplementary irrigation FRA maximize household income and food security. The cash income from the sale of FRA crops was sufficient to purchase food items that ensure consumption smoothing during the food-insecure months. The study concludes that the full potential of FRA will be realized through a careful selection of crop mixtures and by enhancing access of farmers to improved seeds, integrated pest management and credit and mainstreaming FRA through targeted policy interventions and institutional support.

This paper provides an in-depth account of the chili value chain in the Brong Ahafo area of Ghana, looking at the agronomic practices of producers, marketing choices by chili type, and practices of traders along different commercial corridors. Using original survey data of producers and traders, the paper addresses two questions: Are there opportunities to increase the productivity of chilies? Does the marketing system deliver a significant share of the consumer prices to producers? Chili yields are less than 1.0 mt/ha against a yield potential in Ghana of nearly 8 mt/ha. Long chili growers in the top 10 percentile by yields harvested nearly 18 bags compared to the average of 11 bags per acre obtained by all producers. These higher chili yields resulted primarily by applying higher levels of inorganic fertilizers. Many producers have adopted improved chili varieties – nearly 70 percent of long chili producers reported having planted Legon 18, the variety which is generally used for making chili powder. Producers also reported maintaining their crop in the field for unusually long periods to extend their production into leaner production periods. Prices vary geographically by day and by marketing channel. The margins earned by traders on the sale price of their chilis range from 20 to 100 percent under different conditions. The chili value chain is short. The bulk of chilis produced reaches consumers with only one intermediary between producer and consumer. Fresh and dry chilies are marketed differently. Nearly 80 percent of dry chili producers sell at their farm gate, where they tend to obtain prices that are higher than those received by producers who take their dry chilies to markets. The reverse is true for fresh chili producers, however. It is plausible that producers choose between producing dry long or fresh round chilies depending on their marketing ability. Social networks influence the choice by producers of what traders to engage with, suggesting that producers with stronger ties to traders obtain higher prices.

This research was designed to understand better the patterns of agricultural intensification and transformation occurring in Africa South of the Sahara using the Ghanaian case. The paper examines changes in farming systems and the role of various endogenous and exogenous factors in driving the conversion of arable lands to agricultural uses in four villages within two agroecologically distinct zones of Ghana: the Guinea Savannah and Transition zones. Using essentially historical narratives and land-cover maps supplemented with quantitative data at regional levels, the research shows that farming has intensified in the villages, while farmers have increased their farm size in response to factors such as population growth, market access, and changing rural lifestyle. The overall trend suggests a gradual move toward intensification through increasing use of labor-saving technologies rather than land-saving inputs — a pattern that contrasts with Asia’s path to its Green Revolution. The findings in this paper provide evidence of the dynamism occurring in African farming systems; hence, they point toward a departure from stagnation narratives that have come to prevail in the debate on agricultural transformation and intensification in Africa South of the Sahara. We conclude that it is essential for future research to expand the scope of this work, while policies should focus on lessons that can be learned from these historical processes of genuine change.

This study examines interventions in two agricultural development projects in Ghana which aimed to build competitiveness of selected value chains to generate growth and reduce poverty – the Northern Rural Growth Project, implemented between 2009 and 2016, and the Market Oriented Agriculture Programme, which began in 2004 and is still in place. These projects aimed to sustainably increase rural households’ income through the development of inclusive and profitable agricultural commodity and food value chains to generate agricultural surpluses and to benefit from improved access to remunerative markets. In this study, the efficacy of four sorts of value chain interventions implemented by the two projects are examined in the context of the strengthening maize, pineapple, mango, and citrus value chains: • Facilitating interactions among value chain actors to encourage technical and institutional innovations, • Improving the operations of individual actors, such as producers, service providers, traders, and processors; • Helping develop new services for producers or initiating new producer institutions; and • Improving infrastructure. The study sought to identify how, where, and when might it be appropriate to intervene in value chains, particularly to benefit smallholders. While the lessons from this study do not comprehensively answer these questions, a better understanding is provided on the reasons behind the outcomes the projects attained in seeking to strengthen agricultural commodity value chains and some guidance is offered on how interventions aimed at doing so should be designed.

This chapter examines how farmers have adjusted their farming practices since the 1980s, especially in response to emerging land scarcities, rising wages, and changing markets. Data was collected in four representative villages in the Northern part of the country through focus group discussions and interviews, and the data was supplemented with a farm modeling analysis. It is found that farmers have successfully adapted by increasing the size of their crop areas, growing more market-oriented crops, adopting labor-saving technologies like tractors and herbicides, and by growing fewer labor-intensive crops, which collectively has allowed them to increase their farm incomes and labor productivity. But as opportunities for bringing more land into cultivation are becoming exhausted, farmers will need to shift towards more yield increasing technologies.

After reviewing recent developments in the uptake of agricultural mechanization in Ghana, and the factors that are driving the growth in farmers’ demand, this chapter discusses supply-side constraints to greater mechanization, and evaluates the government’s program of subsidized tractors through Agricultural Mechanization Services Centers (AMSECs). The chapter concludes that such interventions often lead to market distortions in machinery prices, encouraging rent-seeking behavior, and discouraging the development of private sector supply system. The program is also unnecessarily costly to the public sector. Instead, the government would be more effective in achieving its goals if it were to withdraw from the AMSEC program and instead play a more complementary and supporting role to the private sector. This might include funding appropriate mechanization research, technical training of young mechanics, and ensuring that financial institutions can provide the longer-term lending needed by private agents and farmers in the mechanization supply chain.

This chapter asks how can agricultural value chains be further developed in Ghana given prevailing market failure problems that constrain the private sector from playing a greater role. Using first the experience of public interventions in the cocoa subsector through the Ghana Cocoa Board, the chapter evaluates how interventions in three other value chains compare: pineapples, rice, and tomatoes. These latter three crops have under-exploited opportunities because of the inability of farmers to produce sufficient amounts of high-quality farm products that meet urban market, agro-processor, and export demands. This is due to a lack of better seed varieties, an absence of quality control through grading and pricing along value chains, inadequate post-harvest handling, and few large-scale agribusinesses willing or able to take the lead in developing new export markets. The findings reveal opportunities and constraints along the value chains of these commodities, identifies the roles that the public sector should ideally play and, in turn, analyzes whether it has the capacity to feasibly do so.

Many African countries have experienced unprecedented rates of economic growth in recent years, yet their economic transformations display features that could constrain their future growth prospects. Patterns of urbanization without industrialization, rapid growth of low productivity jobs in the informal economy, and a neglected agricultural sector with increased need for important foods are all areas for concern as Africa continues to develop. Using Ghana as a case study, Ghana's Economic and Agricultural Transformation: Past Performance and Future Prospects integrates economic and political analysis to explore the challenges and opportunities of Africa's transformation. It examines Ghana's overall economic performance since it went through a major Structural Adjustment Program in the early 1980s, and provides an in-depth empirical analysis of the broader economy and the agricultural sector over the last four decades. It explains why Ghana has not transformed its economy more substantially, why its agriculture sector has not played a greater role beyond cocoa production, and what must be done in the future to achieve a successful transformation. In addressing these puzzles Ghana's Economic and Agricultural Transformation considers what the rest of the world can learn from Ghana's experience.

This article examines the role of the capital service market in increasing the use of mechanical technology in smallholder agriculture. Custom hiring services have been essential to the widespread use of agricultural machines in many countries where small farms predominate. In the past, some governments in Africa south of the Sahara (SSA) had attempted to supply agricultural mechanization services when there was no demand for such services. Recently, however, demand for mechanization in SSA has been on the rise. Tractor ownership has also increased considerably among medium- and large-scale farmers, who use the tractors on their own land and also hire them out to others. Using the example of Ghana, we examine the behavior of tractor owners and the role they are expected to play in the development of mechanization in SSA. We use survey data from eight districts in the transition and savannah agroecological zones of Ghana. The survey covered 1,843 farming households, including 408 tractor owners and was aimed at characterizing the transition from smallholder farming to medium- and large-scale commercial farming, including patterns of agricultural-machinery ownership and patterns of demand for agricultural mechanization. First, we analyze the relationships between tractor ownership, farm size, and tractor service provision using correlation analyses. Second, we estimate a tractor service cost function based on the hypothesis that hiring a tractor service is not a perfect substitute for owning one, especially for large-scale farmers. Our findings suggest that providing tractor services significantly increases the rate of tractor use, a precondition for economic use of tractors. Agricultural mechanization service providers are primarily medium- and large-scale farmers. These farmers buy tractors even if they cannot make full use of them on their own farms, and they provide tractor services to fellow farmers. Smallholders' use of these services is quite high. Increasing tractor use is essential to counter any risk that may be associated with owning a tractor. Traveling to a different rainfall zone to provide services or extending tractor use during the postharvest period (e.g., for shelling) can help to achieve this objective. While service provision and markets offer strong potential for the widespread adoption of mechanization, medium-scale farmers in particular will be important for spreading the use of tractors among farmers in SSA. The findings presented here support our belief that mechanization can develop where there is potential for a service market, even under smallholder agriculture.

In sub-Saharan Africa, agribusiness has a major role to play in the transformation of the agricultural sector. The demand for high-value food products is increasing, creating an opportunity for the production and export of these goods. To capture the benefits of this trend and capitalize on this for long-term agricultural growth, the capacity for agribusiness must be strengthened at all levels. To effectively build the necessary capacities, the skills built by agribusiness education and training must correspond to the needs of the agribusiness sector. This article examines what capacities are needed for agribusiness development and management in sub-Saharan Africa at the individual, organization, and policy process levels. By reviewing the current agribusiness education offerings, this article identifies capacity gaps that must be filled for agribusiness development and wider agricultural transformation.

Evidence-based policy-making has become a critical aspect of development strategy in developing countries. Yet the assumption that policymakers will automatically use available evidence may not be valid in all contexts. To influence positive policy change requires an understanding of the unique policy process and drivers of policy change in the context of a particular country and sector. Strengthening the capacity of key agricultural policy stakeholders can facilitate evidence-informed policy-making. This article documents an approach to strengthening the capacity of parliamentarians in Ghana. It attempts to measure to what extent such investments could lead to informed policy-making to promote poverty reduction. Lessons are drawn from a group of Ghanaian parliamentarians following an exposure and learning visit to India.

Influential studies in the 1980s and early 1990s drew on the Boserup–Ruthenberg theories of farming systems evolution to argue that African countries were not yet ready for widespread agricultural mechanization. Through applying the theories of farming systems evolution and of induced innovation in technical change, this paper shows that demand for certain mechanized farming operations particularly plowing has emerged even among smallholders, suggesting that supply issues may now be the main constraint to successful mechanization. We therefore adopt a supply chain approach to analyze two types of mechanization practices in Ghana, i.e., a recent state-led mechanization program and the private sector-led service hiring market, against an international perspective by drawing on three Asian supply models. We identify two major flaws in existing policies. First, the agricultural mechanization service centers that the government promotes fail to use tractors services with sufficient intensity. Second, direct importation of agricultural machinery by the government inhibits imports of appropriate and affordable machinery. In contrast, the development of mechanized service hiring market in which medium and large scale farmers who are tractor owners provide hiring-out services to small-scale farmers represents a promising model for sustainable mechanization in Ghana. This private sector-led second model is consistent with international experiences.

Little has been written in recent literature regarding the role of mechanization in agricultural transformation in Africa. Government-led mechanization schemes in the 1970s and 1980s proved unsustainable after structural adjustment policies removed government support. However, demand for mechanized services by smallholder farmers has grown recently, with urbanization and agricultural intensification creating a power bottleneck for land preparation, especially in some regions. Against this background, the government of Ghana has increased its support for mechanization by establishing subsidized mechanization service centers since 2007. This paper assesses the sustainability of the current supply network for mechanization, given government policy. Stylized models of mechanization supply are developed based on experience in Bangladesh, China, and India during similar stages of agricultural transformation. Ghana’s supply network is then analyzed in light of key lessons from the Asian experience. The analysis focuses on two policy issues: (1) whether the current model promoted by the government has left enough room for the private sector to develop the supply chain, including machinery imports and trade, and (2) whether this model can better link smallholders’ demand for mechanized services to its supply, such that supply can further induce demand and mechanization can broaden its role in agricultural transformation. By addressing these questions, this paper aims not only to fill the knowledge gap in academic literature but also to contribute to policymaking by identifying an appropriate and sustainable model tailored to the current needs of smallholder farmers in Ghana. The study concludes that the government-subsidized mechanization service center model is neither appropriate nor sustainable at the current stage of agricultural transformation in Ghana, and hence government policy should focus on the private-sector leadership along the mechanization supply chain, in the mechanized service market, in the machinery market (including imports and domestic trade), and in the repair service market.

The cocoa sector in Ghana is one of few examples of an export commodity sector in an African country that has withstood the pressure to fully liberalize. Despite substantial government control over internal and external marketing via the Ghana Cocoa Board (COCOBOD), the current institutional arrangement is able to pass on a significant share of export prices to farmers, a key objective of the liberalization of commodity markets in Africa. As Ghana continues to capitalize on its recent discovery of off-shore oil reserves, the government and donors alike are concerned that the competitiveness of the cocoa sector may be threatened. The overall objective of this study is to examine the competitiveness of the cocoa sector by focusing on four aspects of the current set of institutions, including (1) the process of determining producer prices; (2) the outcomes of the introduction of private licensed buying companies; (3) COCOBOD’s role in maintain quality, and the costs and benefits of this process; and (4) trends in COCOBOD expenditure on the provision of various goods and services. The methodology adopted for this study is primarily that of an expenditure review.On the basis of the understanding of processes and outcomes, the study makes inferences on the effectiveness of the current system, including (1) apart from political pressure the current pricing system lacks a mechanism to maintain high producer shares; (2) the introduction of licensed buying probably did little to reduce costs, and the operations of private licenses buying companies are hampered by inefficiencies in the public components of the system; (3) centralized marketing and quality control has given Ghana a reputation for quality cocoa, though the introduction of partial liberalization appears to have negatively affected quality; and (4) large surpluses left with COCOBOD appear to have encouraged over-the-budget spending on services that are not delivered efficiently.

The Comprehensive Africa Agriculture Development Program (CAADP), an initiative of the New Partnership for Africa’s Development (NEPAD), was developed in response to the neglect of the agricultural sector by African governments as well as donors. The program is also a response to concerns about the ineffectiveness of development aid due to absence of ownership and fragmented development interventions. Similarly to other NEPAD initiatives, especially the African Peer Review Mechanism, CAADP can be understood as an institution by which African countries aim to build a collective reputation regarding their commitment to improve governance and to develop agriculture. Most member states expect improved reputation to be rewarded by increased and superior forms of aid. A number of factors favor a collective strategy for African countries to build their reputation regarding improved governance and commitment to agriculture. These include negative spillover effects of poor governance (for example, obstacles to developing regional markets), improved bargaining power of African governments vis-a-vis the donor community, long-standing political efforts to build a positive African identity, and a donor interest in reducing transaction costs by interacting with African countries though regional organizations rather than individually. While realizing these potentials, the CAADP effort to build collective rather than individual reputation involves the classical free-rider problem of collective action: Countries may not honor their commitments after having received increased aid — a strategy that will harm all member countries since it undermines the collective reputation. Since CAADP involves a collective commitment by the donor community as well, donors face similar problems of collective action. They, too, may fail to honor their commitments or revert to individual rather than harmonized approaches to support African agriculture. The paper discusses the strategies that CAADP can use to overcome these collective action challenges.

Using aerial and LANDSAT data a dynamic model of the Nam Pong Basin in Northeast Thailand has been developed. The model simulates erosion that results from conversion of watershed land to alternative uses. Erosion values are passed to a linked reservoir model where they are converted to turbidity levels. Operated together the two models document that annual economic returns have declined by $209000; $100/year for km2 clearcut and $66/year for new fishermen. Simulation of alternative management scenarios predicts continued increases in sedimentation. Restrictions on number of fishing families and protection of critical watershed areas are necessary to protect the long-term sustainability of the reservoir fish production system.
