The article presents the results of a study of the professional community’s request for universal competencies of graduates of the university program “State and Municipal Administration”. A theoretical review of modern publications in the subject area under study made it possible to assess important trends in the development of the competence profile of a modern specialist in the field of state and municipal administration. The study of the directions of strategic partnership in improving the graduates’ competence profile was carried out on the basis of an expert survey of 54 state and municipal employees of Stavropol Krai (Russia). The survey database was formed in the SPSS Statistics program (version 23), a factor analysis of 20 universal professional qualities was carried out; we identified latent characteristics of the success of professional adaptation and effective activity of graduates at the workplace. Research approaches to assessing areas of strategic partnership and understanding the professional community’s request for learning outcomes under the educational program “State and Municipal Administration” contribute to the information, analytical and methodological support of university education and socio-economic development of the region.

This article aims at analysing the financial and organizational mechanisms of the third sector, namely the non-profit organisations (NPOs) and non-governmental organisations (NGOs). In addition, it focuses on the sustainable development of non-profit and non-governmental organizations. The paper shows that in order to achieve sustainable development and embark upon the path of the “green economy”, NPOs and NGOs need to apply effective financial and organisational mechanisms that would also coincide with their regional priorities and socio-economic objectives that would take into account the environmental specifics and priorities of the given region. The article draws various examples and case studies from various countries and regions around the world to prove its points and provide some guidelines for relevant stakeholders and regulators.

In this paper, the problem of reducing difference between rise and fall delays (output delay skew) of Input/Outpuut (I/O) cells and duty cycle enhancement to meet 2.5 V Reduced Gigabit Media Independent Interface (RGMII) 2.0 interface I/Os timing requirements at Gigabit Ethernet 125 MHz clock speed was investigated and analyzed. Stacked I/O design specifics (reference voltages and their instability) were considered for example design of 2.5 V I/Os in 28 nm technology with 1.8V dual-gate-oxide (dgo) transistors (Yoshida, 2017). Testbench for test I/O bank Layout Parasitic Extraction (LPE) netlist spice simulations was created in Cadence Virtuoso design environment for I/O rise/fall delays and duty cycle evaluation at bank-level including package Resistor-Inductor-Capacitor (R-L-C) and T-line models, and worst data toggle patterns were used to take simultaneously switching effects into account. Method for connecting decoupling capacitors to reference voltages was used to achieve reduced voltage noise, adjusted rise/fall delays, reduced skew, and output signal stabilized for both single I/O and I/O bank. Analysis was carried out for various values of decoupling capacitors to calculate appropriate one and meet the given RGMII specification timing requirements. [ABSTRACT FROM AUTHOR]

The current experience of tax privilege provision in the agro-industrial facility testifies to the existence of two opposite approaches. In EU countries, in order to support small producers, the progressive taxation is established, which stimulates the technical re-equipment of family farms. In the United States, a large agricultural producer is supported due to the provision of progressive tax incentives. Budgetary support measures consist of state subsidy granting according to the economic cycle phases. The results of the analysis concerning the effectiveness of the domestic agro-industrial facility support by the state made it possible to identify the following as the primary trends for its functioning efficiency improvement: the improvement of a single agricultural tax payment system for producers, the increase of rate and the targeting of allocated subventions for unrelated support of crop production, and the improvement of public service quality. Introduction: Cell therapy using adipose-derived stromal cells (ADSC) is an intensively developing approach to promote angiogenesis and regeneration. Administration technique is crucial and among others minimal constructs - cell sheets (CS) have certain advantages. Delivery of CS allows transplantation of cells along with matrix proteins to facilitate engraftment. Cells' therapeutic potential can be also increased by expression of proangiogenic factors by viral transduction. In this work we report on therapeutic efficacy of CS from mouse ADSC transduced to express human vascular endothelial growth factor 165 a/a isoform (VEGF165), which showed potency to restore perfusion and protect tissue in a model of limb ischemia. Methods: Mouse ADSC (mADSC) isolated from C57 male mice were expanded for CS formation (106 cells per CS). Constructs were transduced to express human VEGF165 by baculoviral (BV) system. CS were transplanted subcutaneously to mice with surgically induced limb ischemia and followed by laser Doppler perfusion measurements. At endpoint animals were sacrificed and skeletal muscle was evaluated for necrosis and vessel density; CS with underlying muscle was stained for apoptosis, proliferation, monocytes and blood vessels. Results: Using BV system and sodium butyrate treatment we expressed human VEGF165 in mADSC (production of VEGF165 reached 25-27 ng/ml/105 cells) and optimized conditions to ensure cells' viability after transduction. Implantation of mock-transduced CS resulted in significant improvement of limb perfusion, increased capillary density and necrosis reduction at 2 weeks post-surgery compared to untreated animals. Additional improvement of blood flow and angiogenesis was observed after transplantation of VEGF165-expressing CS indicating enhanced therapeutic potential of genetically modified constructs. Moreover, we found delivery of mADSC as CS to be superior to equivalent dose of suspended cells in terms of perfusion and angiogenesis. Histology analysis of extracted CS detected limited proliferation and approximately 10% prevalence of apoptosis in transplanted mADSC. Significant vascularization of CS and infiltration by monocytes were found in both - BV-transduced and control CS indicating graft and host interaction after transplantation. Conclusions: Delivery of ADSC by subcutaneous transplantation of CS is effective for stimulation of angiogenesis and tissue protection in limb ischemia with a potential for efficacy improvement by BV transduction to express VEGF165. Power Integrity (PI) is becoming increasingly important in today's high-speed digital I/O interfaces. Power integrity for I/O interfaces is related to the voltage variations in the power/ground network due to the noise. The power/ground noise causes various problems in high-speed systems, such as logic failure, EMI, timing delay, and jitter. For the Power Integrity analysis of the I/O padring of the chip, it is very important to quickly calculate I/O current consumption at the early stage of the project, without running extensive time-consuming spice simulations of entire I/O bank. PI analysis needs both I/O padring and PCBdata, and simulation tool considers them simultaneously [5],[6],[7],[10]. Two useful formulas are given in this article and explained below that can easily allow to estimate average and maximum IO current consumption, using example of i.MX6 series applications processors of Freescale Semiconductor, Inc. Animal models of human neurological disorders provide valuable experimental tools which enable us to study various aspects of disorder pathogeneses, ranging from structural abnormalities and disrupted metabolism and signaling to motor and mental deficits, and allow us to test novel therapies in preclinical studies. To be valid, these animal models should recapitulate complex pathological features at the molecular, cellular, tissue, and behavioral levels as closely as possible to those observed in human subjects. Pathological states resembling known human neurological disorders can be induced in animal species by toxins, genetic factors, lesioning, or exposure to extreme conditions. In recent years, novel animal models recapitulating neuropathologies in humans have been introduced. These animal models are based on synthetic biology approaches: opto- and chemogenetics. In this paper, we review recent opto- and chemogenetics-based animal models of human neurological disorders. These models allow for the creation of pathological states by disrupting specific processes at the cellular level. The artificial pathological states mimic a range of human neurological disorders, such as aging-related dementia, Alzheimer's and Parkinson's diseases, amyotrophic lateral sclerosis, epilepsy, and ataxias. Opto- and chemogenetics provide new opportunities unavailable with other animal models of human neurological disorders. These techniques enable researchers to induce neuropathological states varying in severity and ranging from acute to chronic.
