In an era characterized by vast data streams and complex socioeconomic dynamics, the fusion and precise analysis of multi‐sourced intelligence has emerged as a pivotal challenge. To address this, the study constructs a sophisticated intelligence fusion network (IFN) architecture leveraging the potential of Artificial General Intelligence (AGI) and the security tenets of blockchain technology. Drawing from diverse fields including informatics, computer science, data analytics, and network security, the research adopts an integrative methodology comprising both a comprehensive literature review and systems analysis. Key findings highlight the prowess of AGI‐driven IFNs in enhancing governmental early warning systems for crisis management. These networks underscore a paradigm shift from reactive postevent measures to proactive pre‐event forecasting, thus bolstering the efficacy of governmental responses. Moreover, the decentralized nature of blockchain technology ensures data integrity, fostering trust in interdepartmental data sharing—an essential for efficient crisis management in hierarchical administrative structures. Organizational transformations have been widely adopted by firms who wish to improve their competitive advantage to be better prepared to face external challenges. This research has chosen Communities of Practice (CoPs) as the subject of discussion for an assessment model to reform organizations that undertake CoPs for collective knowledge to enhance their core competencies. Given the interrelationships between criteria, this research uses the nonadditive fuzzy integral to develop a framework for the CoPs performance assessment. The purposes of this paper are to identify the key dimensions/criteria in the CoPs, to use fuzzy logic method to analyze the relative importance of each criterion, and to rank the criteria so that proper resources can be allocated while managing the CoPs. Through interviews with experts, four strategy alternatives and 16 criteria along four dimensions are generated. A survey of the CoPs practitioners is then conducted to compare the results of each criterion. The results will not only help organizations that intend to initiate changes via the CoPs activities to decide the ranking of their appraisal criteria, but it can also assist them in guiding the behavior of their staff while effectively monitoring and improving the performances of the CoPs. Biotechnology will be the star industry of the 21st century, and will also be one of the main focal areas of Taiwan's future industrial development. Many scholars have suggested that the presence of geographical clusters is an important factor that determines an industry's international competitiveness. As an example of the clustering effect, when high-tech industry was just starting to take off in Taiwan, the establishment of the Hsinchu Science-Based Industrial Park successfully promoted the upgrading of the industrial structure. The goal of this study is to explore the development of an industrial park location selection model for Taiwan's biotech industry, while considering the influence of the clustering effect, with the ultimate intent of promoting the industry's development. Because clustering factors are certainly not necessarily independent, and may entail a feedback effect, this study uses the analytic network process (ANP) multiple criteria decision-making (MCDM) model to construct a 'biotech park' location selection model, and then determine the optimal location of a biotech park from three alternatives. The results suggest that Taipei City would be the optimal choice for a biotech park. Shyu Integrated Circuit (IC) design productivity has failed to keep pace with Moore's Law in the past decade; thus, a 'design productivity gap' between the increase in IC design complexity and increased productivity has emerged. As the IC industry migrates to the System-On-Chip (SOC) era, the nature of Silicon Intellectual Property (SIP), which can narrow the 'design productivity gap', has made SIP critical for the design and implementation of a complex SOC. There are two major categories of SIP problems, technical and business; both are based on current SIP transaction business processes. The primary purpose of this paper is to develop e-commerce business models to resolve complex technical and business issues in SIP transactions and thus enable the business more fully online. The benefits of the proposed e-commerce business models and efficiency improvements to SOC designs regarding the leveraging of the proposed models are discussed.

We have researched customer behaviour in order to learn more about customer needs in an effort to reduce the gap between technology and customer needs. Customer behaviour is defined in this study as buying behaviour. The traditional concept of marketing strategy is not multi-dimensional, so we employed the Decision Making Trial and Evaluation Laboratory (DEMATEL) method. The DEMATEL method is used to detect customer buying-decision-factors. The relative relationship supports strategic planning in actual situations and the competitive environment. Results show that customer buying-factors include price, quality, resolution of kinescope, low radiation, and the relationship between these factors. Quality is a powerful factor affecting others, with advertising as a prime example. The marketing strategy planning framework is proposed according to the relationship of decision factors. This study provides relationships and marketing strategy planning for firms in the LCD-TV market to meet customer needs.

Taiwan has devoted considerable resources to the semiconductor industry. Resources have been aimed at promoting research and development-based industrial activity and economic growth. This paper chose the Taiwan semiconductor industry for a case study study on the innovation policy priorities in industry evolution. Many of the policy tools for innovation were found to be different in the four phases. An 'Environment side' policy was shown to be vital for the initial phase of industry evolution. Government involvement in the later phase of industry evolution is not necessary. However, to maintain domestic technology capacity, the government should focus its industrial development strategy onto innovation for the next generation of technological R&D. 'Environment side' policy should play a vital role once again. In the above shifting pattern, policy establishments were pulled by the industry needs for evolution.

While the advent of Industry 4.0 is emblematic of national strategy for industrial revitalization, the proliferation of technology has drastically changed the landscape of many major sectors of global industries. Industry 4.0 encompasses multi-dimensional concepts--including computerization, digitization, and intelligentization--of business operations based on cyber-physical-systems (CPS) and the Internet-of-Things (IoTs). The vision of Industry 4.0 will bring about improvements in industrial processes, ranging from engineering, material usage, supply chains, and product lifecycle management, to the horizontal value chain. This research project adopts a descriptive analysis with descriptive statistics under the innovation policy framework proposed by Rothwell and Zegveld. This report also informs a comparative policy analysis across China and Taiwan. From the perspectives of industry coalition and competition, this cross-strait comparison lends itself to being a policy-making reference. Results reveal that China, in terms of policy-making, concentrates on 'political' and 'legal/regulatory' aspects of environmental policy, as well as the theme of 'public service' of the demand-side policy. Taiwan also emphasizes the 'environmental-side' policy like China, whereas Taiwan focuses more on 'education/training' of the supply-side policy. [ABSTRACT FROM AUTHOR]

Since Apple merged with AuthenTec, a leading fingerprint recognition company, in 2012, biometrics has widely been considered to strengthen security and privacy in the network security field. Although biometrics has been applied in specific areas for decades, it has gradually proliferated in customer and mobile electronic products to enhance security and privacy. This study aims to evaluate biometrics through conventional technology assessment considerations combined with viewpoints on the specifics of biometric technologies and then to provide suggestions for selection. To conduct the biometric technology assessment, the fuzzy analytic hierarchy process and non-fuzzy best performance approaches are used. Although the outcomes first indicate that technology assessment should be the key object in selecting biometric technologies, that object is followed by biometric competence and key elements of biometrics. The outcomes also indicate that features of the target technologies should be considered when evaluating them.
