1. Strengthening Urban Resilience: Five emerging lessons

Abstract

Strengthening urban resilience is key to achieving Oxfam's vision of a world without poverty. Urbanization has become a major challenge for almost all countries around the globe. Cities and city inhabitants are facing additional and amplified challenges as a result of rapid urbanization, a changing climate and rising inequality in urban areas. The COVID-19 crisis has further highlighted the importance of strengthening inclusive urban resilience to acute shocks and chronic stresses., Oxfam's Resilience Knowledge Hub conducted the Urban Resilience Learning Exchange (URLE) project with pilot programmes in Jordan, Pakistan, Nepal, South Africa, Kenya and Bangladesh to develop a better understanding of what it takes to build resilience in urban settings. This paper summarizes the learning from the pilots and looks at how Oxfam can further strengthen its urban resilience programming.

Abstract

As Digital Transformation and innovation driven by Information and Communication Technology (ICT) continue to mark the evolution of society, ethics emerges as a central concern not only in terms of the outcomes and implications of technological systems but also throughout the activities carried out through the development of those systems. Power dynamics have been identified as a recurrent ethical challenge in the design and development process. As designers, participants, and project stakeholders engage in the process, potential conflicts, power imbalances, and ethical challenges emerge. This requires that awareness is raised on these imbalances and that teams proactively act on them. To address this issue, we propose the Participant-Designer Journey Map (PDJM), a tool to assist designers in conducting an ethical design process, aware of power imbalances. The proposal for the PDJM was evaluated, based on a set of criteria derived from the literature, by three design professionals, against nine other alternative tools. Abstract

The underrepresentation of women in Computer Science and Engineering is a pervasive issue, impacting the enrolment and graduation rates of female students as well as the presence of women in leadership positions in academia and industry. The European Network For Gender Balance in Informatics (EUGAIN) COST action seeks to share data, experiences, best practices, and lessons from failures, and to provide actionable tools that may contribute to the advancement of gender balance in the field. This paper summarises results from the Ph.D./Postdoc to Professor workgroup that were gathered in two booklets of best practices. Abstract

Visual Question Answering (VQA) is an important task in multimodal AI, and it is often used to test the ability of vision-language models to understand and reason on knowledge present in both visual and textual data. However, most of the current VQA models use datasets that are primarily focused on English and a few major world languages, with images that are typically Western-centric. While recent efforts have tried to increase the number of languages covered on VQA datasets, they still lack diversity in low-resource languages. More importantly, although these datasets often extend their linguistic range via translation or some other approaches, they usually keep images the same, resulting in narrow cultural representation. To address these limitations, we construct CVQA, a new Culturally-diverse multilingual Visual Question Answering benchmark, designed to cover a rich set of languages and cultures, where we engage native speakers and cultural experts in the data collection process. As a result, CVQA includes culturally-driven images and questions from across 30 countries on four continents, covering 31 languages with 13 scripts, providing a total of 10k questions. We then benchmark several Multimodal Large Language Models (MLLMs) on CVQA, and show that the dataset is challenging for the current state-of-the-art models. 6. A Smart Health Platform for Measuring Health and Well-Being Improvement in People With Dementia and Their Informal Caregivers: Usability Study

Abstract

BackgroundDementia is a neurodegenerative chronic condition characterized by a progressive decline in a person’s memory, thinking, learning skills, and the ability to perform activities of daily living. Previous research has indicated that there are many types of technology interventions available in the literature that have shown promising results in improving disease progression, disease management, and the well-being of people with dementia (PwD) and their informal caregiver, thus facilitating dementia care and living. Technology-driven home care interventions, such as Connected Health (CH), could offer a convenient and low-cost alternative to traditional home care, providing an informal caregiver with the support they may need at home while caring for a PwD, improving their physical and mental well-being. ObjectiveThis study aimed (1) to create a multidimensional profile for evaluating the well-being progression of the PwD–informal caregiver dyad for a year during their use of a CH platform, designed for monitoring PwD and supporting their informal caregivers at home, and (2) to conduct a long-term follow-up using the proposed well-being profile at different time-interval evaluations. MethodsThe PwD–informal caregiver well-being profile was created based on the World Health Organization International Classification of Functioning considering the following outcomes: functional status, cognitive status, and quality of life for the PwD and mental well-being, sleeping quality, and burden for the informal caregiver. Over a year, comprehensive assessments of these outcomes were conducted every 3 months to evaluate the well-being of PwD–informal caregivers, using international and standardized validated questionnaires. Participants’ demographic information was analyzed using descriptive statistics and presented as means and SDs. A nonparametric Friedman test was used to analyze the outcome changes and the progression in the PwD-caregiver dyads and to determine if those changes were statistically significant. ResultsThere were no significant changes in the well-being of PwD or their caregivers over the year of follow-up, with the majority of the PwD-caregiver dyads remaining stable. The only instances in which significant changes were observed were the functional status in the PwD and sleep quality in their caregivers. In each of these measures, post hoc pairwise comparisons did not indicate that the changes observed were related to the deployment of the CH platform. ConclusionsThe follow-up of this population of PwD and their informal caregivers has shown that disease progression and physical and mental well-being do not change significantly during the time, being a slow and gradual process. The well-being profile created to analyze the potential impact of the CH platform on the PwD–informal caregiver dyad well-being, once validated, could be used as a future tool to conduct the same analyses with other CH technologies for this population. Abstract

Introduction: The understanding of speech is one of the most important measurable aspects of human auditory function. Tinnitus affects the quality of life, impairing communication. Objective: To investigate possible changes in the Percentage Index of Speech Recognition (SDT) in individuals with tinnitus have normal hearing and examining the relationship between tinnitus, gender and age. Methods:A retrospective study by analyzing the records of 82 individuals of both genders, aged 21-70 years, totaling 128 ears with normal hearing. The ears were analyzed separately, and divided into control group, no complaints of tinnitus and group study, with complaints of tinnitus. The variables gender and age groups and examined the influence of tinnitus in the SDT. It was considered normal, the percentage of 100% correct and changed, and the value between 88-96%. These criteria were adopted, since the percentage below 88% correct is found in individuals with sensorineural hearing loss. Results:There was no statistically significant difference between the variables age and tinnitus, and tinnitus SDT, only gender and tinnitus. The prevalence of tinnitus in females (56%), higher incidence of tinnitus in the age group 31-40 years (41.67%) and fewer from 41 to 50 years (18.75%) and on the SDT there was a greater percentage change in individuals with tinnitus (61.11%). Conclusion: The buzz does not interfere with SDT and there is no relationship between tinnitus and age, only between tinnitus and gender.

29. The Amount and Pattern of Reciprocal Compensations Predict Performance Stability in a Visually Guided Finger Force Production Task.

Abstract

Previous work suggests that synergistic activity among motor elements implicated in force production tasks underlies enhanced performance stability associated with visual feedback. A hallmark of synergistic activity is reciprocal compensation, that is, covariation in the states of motor elements that stabilizes critical performance variables. The present study examined if characteristics of reciprocal compensation are indicators of individuals' capacity to respond adaptively to variations in the resolution of visual feedback about criterion performance. Twenty healthy adults (19.25 ± 1.25 years; 15 females and five males) pressed two sensors with their index fingers to produce a total target force equivalent to 20% of their maximal voluntary contraction under nine conditions that differed in the spatial resolution of real-time feedback about their performance. By combining within-trial uncontrolled manifold and sample entropy analyses, we quantified the amount and degree of irregularity (i.e., non-repetitiveness) of reciprocal compensations over time. We found a U-shaped relationship between performance stability and gain. Importantly, this relationship was moderated by the degree of irregularity of reciprocal compensation. Lower irregularity in reciprocal compensation patterns was related to individuals' capacity to maintain (or minimize losses in) performance under changes in feedback resolution. Results invite future investigation into how interindividual variations in reciprocal compensation patterns relate to differences in control strategies supporting adaptive responses in complex, visually guided motor tasks. We demonstrate that nature has produced a close-packed helical twisted filamentous material in the biomineralization of the mollusc. In liquid crystals, twist-bend nematics have been predicted and observed. We present and analyse evidence that the helical biomineral microstructure of mollusc shells may be formed from such a liquid-crystal precursor.

Abstract

Introduction: Juvenile nasopharyngeal angiofibroma (JNA) is a rare fibrovascular tumor of unknown etiology, with few studies analyzing its pathogenesis. Objective: Reviewing JNA's pathogenesis, emphasizing genetic and molecular aspects. Method: All the relevant articles indexed in PUBMED and LILACS, besides reference book chapters, published between 1959 and 2007 were reviewed. Results: The sex selectivity seen in JNA may be explained by intranuclear accumulation of androgen receptor and beta-catenin, a co-activator which increases the tumor sensitivity to androgynous. The genetic alterations seen in JNA are most frequently located in sexual chromosomes. A number of growth factors seem to be related to the tumor pathogenesis. The insulin-like growth factor II is highly expressed while the vascular endothelial growth factor and the transforming growth factor beta are released by stromal cells and may influence the JNA's growth and vascularization. Conclusion: In spite of the scarce data describing the JNA etiology and pathogenesis, genetic and molecular factors seem to collaborate to the understanding of the disease's many clinical and morphological features. Knowledge regarding these specific issues could contribute for the establishment of potential therapeutic targets in the future.

Sharing of telecommunication network data, for example, even at high aggregation levels, is nowadays highly restricted due to privacy legislation and regulations and other important ethical concerns. It leads to scattering data across institutions, regions, and states, inhibiting the usage of AI methods that could otherwise take advantage of data at scale. It creates the need to build a platform to control such data, build models or perform calculations. In this work, we propose an approach to building the bridge among anomaly detection, federated learning, and data streams.
