The Patnaiks have not explored the role of the governments in meeting situations of price fluctuations that affect the farmers and also the steps taken to reduce dependency on agriculture. Professor Harvey supports the Patnaiks' view on the reserve army of labour and the income deflation they suffer from considering it as a phenomenon even in the metropolis, but at the same time Harvey points out that they have ignored the industrialisation taking place in the tropics. There is generally an underemployment equilibrium with deflated income in the crowded agricultural areas of these countries, with labour slowly moving out as and when opportunities for better employment become available in the metropolis and to that extent the Patnaiks are right.
