This paper discusses the challenges facing a national evaluation of an early years intervention programme, Sure Start Children's Centres (SSCCs), that was implemented across England in the first decade of the 21st century. The paper describes the rationale for the evaluation's mixed methods research design and the ecological theoretical approach adopted. It investigates the SSCC policy aim of combatting the 'impact' of multiple disadvantage on outcomes for families, parents and children. Based on a clustered sample (2,600 families) it provides evidence of statistical effects for different user groups, including non-users. It points to the complexities in evaluation in non-experimental interventions where there was an emphasis on services to meet local needs and where families could choose which services to access and change patterns of service use over time. The paper synthesises findings and considers how complex, volatile and uncertain environments affected SSCC provision, particularly linked to a change of government and austerity policies after 2010. The paper identifies lessons learned, explores implications for future early years interventions in uncertain times, and proposes alternative approaches to evaluation (a realist approach based on mixed methods and theoretically driven models) where randomised experimental designs are inappropriate for the evaluation of certain complex policies.

Creative orientation is the extent to which different individuals are drawn toward creative activities (e.g., art, music). We know relatively little about child-level creative orientation given certain testing limitations. Adult tools often measure time spent engaged in creative pursuits, but this method is unsuitable for children because their free time is often dictated by parents. To overcome this, we devised an entirely novel measure of creative orientation, the "Children's Creative Orientation Test: Artistic (C-COT: Artistic)." This short task, suitable for children as young as 6, elicits children's creative urges toward artistic pursuits independently of parental influence and provides quantitative scoring. We applied our measure to over 3000 children aged 6-10 years, where it showed robust reliability, suggesting that creative orientation is a stable trait over time. We show that creative orientation is also influenced by classroom cohort, age, and gender but is unaffected by socio-economic status or seasonal changes (autumn vs. spring testing). We showed too that creative orientation converges with creative thinking (divergent thinking), creative personality (openness to experiences, especially the aesthetics subtrait), and creative engagements in the home. We present our test here in full, as a simple, fast, and robust measure of creative artistic orientation in children.

This study examined how colored educational tools improve children's numerosity ("number sense") and/or mathematics. We tested children 6-10 years (n = 3,236) who had been exposed to colored numbers from the educational tools "Numicon" (Oxford University Press, 2018) or "Numberjacks" (Ellis, 2006), which map colors to magnitudes or Arabic numerals, respectively. In a free association task pairing numbers with colors, a subset of children spontaneously provided colors matching one of these schemas. These children, who had internalized "Numicon" (colored magnitude), showed significantly better numerosity but not mathematics compared to peers. There was no similar benefit from internalizing "Numberjacks" (colored numerals). These data support a model in which colored number tools provide benefits at different levels of numerical cognition, according to their different levels of cross-modal mappings.

UK Sure Start Children's Centres (SSCCs) aim to lessen behavioural disorders yet we lack evidence concerning how this is achieved. This study evaluates one possible mechanism: improved home learning environments (HLEs). Data come from a longitudinal study of 2568 families and children recruited at a mean age of 14 months from 117 SSCCs in England in 2012. Behavioural disorders were measured at 38 months via the Strengths and Difficulties Questionnaire. HLEs were measured at 14 and 38 months via parental interview. Families' use of SSCCs was measured via parental interview at 14, 22, and 38 months. This study suggests that the use of SSCCs is associated with fewer preschool behavioural disorders via intermediate changes to the quality of HLE's. Implications are discussed for social policies and for early years' professionals.

Sensory sensitivities in children are found not only across a range of childhood disorders, but also within the general population. The current exploratory study examines the reliability and validity of a novel parent-report measure which assesses sensory-sensitivities in both typically developing and non-typically developing children. This 42-item Parent-completed Glasgow Sensory Questionnaire (GSQ-P) has been adapted by us from an existing adult tool (Glasgow Sensory Questionnaire), and measures children's hyper-sensitivities (sensory overload leading to avoidance-behaviours) and hypo-sensitivities (sensory dampening leading to seeking-behaviours) across seven different sense domains (visual, auditory, gustatory, olfactory, tactile, vestibular, proprioception). We validated this novel measure on the parents of 601 English children 6–11 years. Both the long version (42-items GSQ-P) and an additional reduced version (24-item rGSQ-P) significantly associated with children's anxiety, behavioural difficulties, and ability to empathise. As expected, sensory sensitivities were invariant across age and gender, but non-typically developing children had significantly elevated scores compared to typically developing peers (in both GSQ-P and rGSQ-P). We also provide insight into the structure of sensory sensitivities in children, showing for the first time that hyper sensitivities cluster by sense (e.g., tactile questions cluster together; visual questions cluster together) whilst hypo sensitivities cluster by behaviour (e.g., a cluster of seeking-behaviours irrespective of sense; a cluster of sensory dampening irrespective of sense). We offer both instruments (GSQ-P and rGSQ-P) as free reliable measures for better understanding children's sensitivities, for use in different circumstances depending on focus. Sensory sensitivity scores were invariant across age groups (6–10 years) and between girls and boys. Anxiety, internalising behaviours and poorer empathy were associated more closely with hyper-sensitivity, whereas externalising behaviours were associated more with hypo-sensitivity. In studies of child development, the combined effect of multiple risks acting in unison has been represented in a variety of ways. This investigation builds upon this preceding work and presents a new procedure for capturing the combined effect of multiple risks. A representative sample of 2,899 British children had their cognitive development measured at 36 and 58 months of age along with 10 potential risks during this period of development. Comparing a cumulative index of these risks against the previously undocumented alternative of confirmatory factor analysis using formative measurement, this study found differences favouring the factor analysis. The factor analysis procedure demonstrated greater predictive power of children's cognitive development while it systematically tested two of the assumptions implicit in cumulative risk indices.

This article outlines the research design of a large-scale, longitudinal research study in England intended to describe and explore variations in teachers' work, lives and their effects on pupils' educational outcomes. The study, funded by the Department for Education and Skills (DfES) and incorporated into the Teaching and Learning Research Programme (TLRP) as an "Associate Project", used an innovative mixed-methods research design to create case studies of 300 teachers in Years 2, 6 and 9. The research was conducted over three consecutive academic years and collected a wide range of data through interviews, questionnaire surveys of teachers' and pupils' views and assessment data on pupils' attainments in English and mathematics. The text summarises the main findings from the research in relation to four interconnected themes of the study: Professional Life Phases; Professional Identity; Relative Effectiveness; and Resilience and Commitment. The influence of school context, in terms of level of social disadvantage of pupil intake, is also investigated. Key findings and their implications for policy and practice are highlighted. Recently, the Department for Education and Skills (DfES) funded a major study of Effective Provision of Pre-School Education (EPPE). The Early Years Transition and Special Educational Needs (EYTSEN) Project developed from the EPPE research and was also funded by the DfES. The authors of this article, Brenda Taggart, Pam Sammons, Rebecca Smees, Kathy Sylva, Edward Melhuish, Iram Siraj-Blatchford, Karen Elliott and Ingrid Lunt, all worked on the EYTSEN Project, based at the Institute of Education, University of London. In this article, they provide a summary of the findings from the EYTSEN Project, reviewing the impact of pre-school provision on children said to be "at risk" of developing special educational needs. They suggest that pre-school experience has a positive impact on cognitive attainment and social or behavioural development and that integrated centres (where education and care are fully combined) and nursery schools have the most positive influence among the different forms of pre-school provision. This paper also discusses the identification of special educational needs; quality in pre-school centres; parents' perspectives; and future developments. The article closes with a call for improved training for practitioners working in early years settings.

A Scottish national study examined relationships between pupil background characteristics and performance in reading and mathematics at 80 primary and secondary schools. Age within the grade level, gender, and socioeconomic disadvantage had varying effects on achievement in different grades. School-level variations were more marked for primary than secondary students. Implications for school accountability policies are discussed. (Contains 50 references.) (TD)

Presents results from a district-commissioned, value-added project conducted with 107 primary schools in Surrey, England. Explores use of baseline assessment to measure pupil progress across Key Stage 1 in various core curriculum areas. Uses a "value added" approach, controlling for students' backgrounds.
