Increasing competition for marine space requires the appropriate development of indicators to best represent the use of marine areas and the value (whether economic, social and/or cultural) derived from such use. Fishers (the largest group of users) are often under-represented in marine spatial planning processes. Highly-resolved vessel tracking data provide opportunities to map the activities of fishing vessels at a level of detail never before available. Most effort mapping methods have focused on active gears such as trawls or dredges in large scale fisheries. For these fisheries, the time spent fishing at sea (hours) is usually a representative indicator of fishing effort, enabling a straightforward mapping of the most important fishing grounds. However, for passive gears generally used in small-scale fisheries, we show that spatial indicators of effort (here, length of vessel track) greatly outperform time-at-sea as an indicator of fishing effort. We further demonstrate and validate a method to estimate gear soak time from vessel tracking data and show how maps of effort that account for soak time can be different from those solely based on time spent fishing at sea. The development of adequate methods to quantify the spatial distribution of passive gear effort is particularly relevant to fisheries management because globally about a fifth of all catches (by weight) are landed by passive gears. Species Distribution Models are pivotal for fisheries management. There has been an increasing number of fishery data sources available, making data integration an attractive way to improve model predictions. A wide range of methods have been applied to integrate different datasets in different disciplines. We focus on the use of Integrated Species Distribution Models (ISDMs) due to their capacity to formally accommodate different types of data and scale proportional gear efficiencies. ISDMs use joint modelling to integrate information from different data sources to improve parameter estimation by fitting shared environmental, temporal and spatial effects. We illustrate this method first using a simulated example, and then apply it to a case study that combines data coming from a fishery-independent trawl survey and a fishery-dependent trammel net observations on Solea solea. We explore the sensitivity of model outputs to several weightings for the commercial data and also compare integrated model results with ensemble modelling to combine population trends in the case study. We obtain similar results but discuss that ensemble modelling requires both response variables and link functions to be the same across models. We conclude by discussing the flexibility and requirements of ISDMs to formally combine different fishery datasets

Five terms of reference (ToRs) were addressed at the working group. The first three terms of reference were standing ones. Under ToR A, new information on cetacean and seal population abundance, distribution, and population/stock structure, was reviewed, including information on vagrancy in cetacean and pinniped species. For cetaceans, coverage from the latest SCANS-IV survey (summer 2022) was presented as well as the results of recent regional/national surveys, particularly those in the Bay of Biscay and around the Iberian Peninsula. Updates on population estimates and distribution were provided for particular species studies, such as some coastal bottlenose dolphin populations. For seals, latest monitoring results were given for harbour, grey, and Baltic and Saimaa ringed seals. In addition, where possible, local long-term trends were illustrated for those species, based on earlier efforts by WGMME to assemble these data into a seal database. For both species’ groups, recent records of vagrant species were summarised. Under ToR B, cetacean and seal management frameworks in the North Atlantic were discussed, with an overview of the EU Maritime Spatial Planning Directive, and examples from the United Kingdom, Spain and the Faroe Islands of national management frameworks regarding marine mammals., ToR C provided an overview of new published information with regards to anthropogenic threats to marine mammal populations following on from the review by WGMME in 2015 (ICES, 2015) and subsequent updates. These were considered under the following headings: cumulative effects, fishery interactions, chemical pollution including marine debris, underwater noise, ship strikes and other physical trauma, tourism disturbance, climate change, and new pathogens (including avian influenza). ToR D focused upon bycatch. In support of WGBYC, this ToR aimed to contribute to the Roadmap for ICES PETS bycatch advice. ToR E involved liaison with other WGs. The Chairs of the newly-formed WGJCDP introduced to WGMME members, the Joint Cetacean Database Programme, which is to be hosted by the ICES Data Centre. The scope to collect information on other marine species besides cetaceans was discussed. A meeting with another newly formed ICES working group, on Marine Protected Areas, was planned but was deferred at the request of that group. To support sustainable management of apex predator populations, it is important to estimate population size and understand the drivers of population trends to anticipate the consequences of human decisions. Robust population models are needed, which must be based on realistic biological principles and validated with the best available data. A team of international experts reviewed age-structured models of North Atlantic pinniped populations, including Grey seal (Halichoerus grypus), Harp seal (Pagophilus groenlandicus), and Hooded seal (Cystophora cristata). Statistical methods used to fit such models to data were compared and contrasted. Differences in biological assumptions and model equations were driven by the data available from separate studies, including observation methodology and pre-processing. Counts of pups during the breeding season were used in all models, with additional counts of adults and juveniles available in some. The regularity and frequency of data collection, including survey counts and vital rate estimates, varied. Important differences between the models concerned the nature and causes of variation in vital rates (age-dependent survival and fecundity). Parameterisation of age at maturity was detailed and time-dependent in some models and simplified in others. Methods for estimation of model parameters were reviewed and compared. They included Bayesian and maximum likelihood (ML) approaches, implemented via bespoke coding in C, C++, TMB or JAGS. Comparative model runs suggested that as expected, ML-based implementations were rapid and computationally efficient, while Bayesian approaches, which used MCMC or sequential importance sampling, required longer for inference. For grey seal populations in the Netherlands, where preliminary ML-based TMB results were compared with the outputs of a Bayesian JAGS implementation, some differences in parameter estimates were apparent. The Working Group on Marine Mammal Ecology met in 2022 to address five terms of reference. Under the first of these, ToR A, new information on cetacean and seal population abundance, distribution, population/stock structure, was reviewed, including information on vagrant ma-rine mammal species. This was done to ensure the recording of possible range changes in marine mammal species in the future. For cetaceans, an update is given for the different species, providing for a latest estimate for all species studies. In this report, particular attention is given to the updating of information from Canadian and US waters, and together with those countries, latest estimates for cetacean species are provided. For seals, latest monitoring results are given for harbour, grey and Baltic ringed seals. In addition, where possible, local long-term trends are illustrated for those species, based on earlier WGMME efforts to assemble these data into the WGMME seal database. Long-term capture-recapture studies provide an opportunity to investigate the population dynamics of long-lived species through individual maturation and adulthood and/or time. We consider capture-recapture data collected on cohorts of female gray seals (Halichoerus grypus) born during the 1990s and later observed breeding on the Isle of May, Firth of Forth, Scotland. Female gray seals can live for 30+ years but display individual variability in their maturation rates and so recruit into the breeding population across a range of ages. Understanding the partially hidden process by which individuals transition from immature to breeding members, and in particular the identification of any changes to this process through time, are important for understanding the factors affecting the population dynamics of this species. Age-structured capture-recapture models can explicitly relate recruitment, and other demographic parameters of interest, to the age of individuals and/or time. To account for the monitoring of the seals from several birth cohorts we consider an age-structured model that incorporates a specific cohort-structure. Within this model we focus on the estimation of the distribution of the age of recruitment to the breeding population at this colony. Understanding this recruitment process, and identifying any changes or trends in this process, will offer insight into individual year effects and give a more realistic recruitment profile for the current UK gray seal population model. The use of the hidden Markov model provides an intuitive framework following the evolution of the true underlying states of the individuals. The model breaks down the different processes of the system: recruitment into the breeding population; survival; and the associated observation process. This model specification results in an explicit and compact expression for the model with associated efficiency in model fitting. Further, this framework naturally leads to extensions to more com

Quantifying consumption and prey choice for marine predator species is key to understanding their interaction with prey species, fisheries, and the ecosystem as a whole. However, parameterizing a functional response for large predators can be challenging because of the difficulty in obtaining the required data on predator diet and on the availability of multiple prey species. This study modeled a multi-species functional response (MSFR) to describe the relationship between consumption by harbour porpoises (Phocoena phocoena) and the availability of multiple prey species in the southern North Sea. Bayesian methodology was employed to estimate MSFR parameters and to incorporate uncertainties in diet and prey availability estimates. Prey consumption was estimated from stomach content data from stranded harbour porpoises. Prey availability to harbour porpoises was estimated based on the spatial overlap between prey distributions, estimated from fish survey data, and porpoise foraging range in the days prior to stranding predicted from telemetry data. Results indicated a preference for sandeels in the study area. Prey switching behavior (change in preference dependent on prey abundance) was confirmed by the favored type III functional response model. Variation in the size of the foraging range (estimated area where harbour porpoises could have foraged prior to stranding) did not alter the overall pattern of the results or conclusions. Integrating datasets on prey consumption from strandings, predator foraging distribution using telemetry, and prey availability from fish surveys into the modeling approach provides a methodological framework that may be appropriate for fitting MSFRs for other predators.
