This text aims to analyze the conditionalities of the New Public Management for the educational assessment policy in Brazil and the deepening of educational inequality with the outbreak of the Coronavirus disease (COVID-19) pandemic. Certainly, within the trajectory of educational policies, Brazil has a clear relationship with the conservative way in which the State and society were shaped. In the current scenario of the New Public Management, the new educational policy dictates an economic logic in the pedagogical factor, which uses business management methods for results, transforming it as a solution to measure the quality of teaching, for which it uses evaluation mechanisms. Aspects linked to the New Public Management such as efficiency, efficacy and effectiveness permeate the rationality of educational policy and, consequently, of the evaluative logic. Indeed, the centrality of the assessment conditioned the logic of curriculum standardization. These curriculum guidance indicators denote training based on skills and abilities that contribute to training that meets market demands.

Purpose: Reducing our carbon footprint (CF) or decarbonizing is a sustainable development goal. Although there has been an increase in research on this topic, little is known about the status of CF research within universities. The purpose of this paper is to identify the initiatives implemented in universities aimed at reducing CF in their efforts toward creating a Green Campus. Design/methodology/approach: Using a bibliometric method, the status of this field of research was examined for the purpose of identifying the main publications and the most central researchers in terms of productivity and citations. Also, by using an exploratory factor analysis (EFA), the regions of the world with the most active research, as well as the direction of research, were identified. Findings: The survey identified the region that published the most on the subject in the past 10 years, as well as the most relevant authors in the publications. Through this factor analysis, it was possible to identify, among the 105 publications analyzed, four distinct factors (clusters) with different thematic strands that appear to define a difference between the related studies on this topic. These factors were identified as campus management: supply and consumption operations; greenhouse gases emissions assessment: CF calculation; university air travel; sustainable food systems. The changes in people's attitudes and in the use of university spaces during the COVID-19 pandemic in relation to the CF was also noted as a point that can be investigated in future research. As well as the reflection of the reduction in academic air travel and the "forced" occurrence of online events during the same period. Originality/value: The paper aims to innovate by applying the multidimensional scaling method and EFA to scientific articles on the topic of decarbonizing campuses and identifying the clusters that constitute this field of study. The research seeks to contribute to current metric knowledge on the topic and to the creation of a specific research agenda.

Purpose: This study aims to discuss the influences of green innovation processes on sustainable development and proposes a research model linking green absorptive capacity, green dynamic capabilities and green service innovation with the aim of clarifying how these interactions operate within universities. Design/methodology/approach: Supported by a survey of sustainability researchers in Brazilian universities, a mediation-moderation analysis and partial least squares structural equation modelling approach is used to examine the influence of green absorptive capacity and green dynamic capabilities on green service innovation. Findings: This study reinforces that greening processes and products are relevant to an organization and provide information on the mechanisms for achieving greater sustainable performance. Research limitations/implications: Considering one of the dimensions of administrative science as being university management, this study provides information on the mechanisms to achieve better sustainable development in universities. Practical implications: This study contributes to the debate by adding the perception of university managers and provides guidance on new forms of management, which allows them to face changes while minimizing the disruption to the formation of organizational knowledge. Social implications: Universities are becoming increasingly active in promoting societal changes toward sustainable development. It is intended that the results of this research contribute to future research and act as a reference for researchers, professionals and policymakers. Originality/value: The concept of green absorption capacity in universities is relatively new and has not yet been investigated completely with respect to its association with university management and organizational structures.

This article analyses political discourse in two distinct branches: the founding discourse and the discourse of resistance. In order to do this, the networks of meanings of the founding of Tocantins are analysed as a disruptive process that affects the meanings of "creation" and "foundation" of the newest state in the Brazilian federation. The theoretical-methodological approach adopted is based on the well-established references of Discourse Analysis, applied to a discourse by Siqueira Campos, the former governor of Tocantins, delivered in the Chamber of Deputies on 5 May 2004. This paper examines how the fragmented ownership of complementary intellectual property (IP) rights affects firms' acquisition behaviour. We theorize that as the ownership of complementary IP rights fragments, the rate at which a focal firm engages in technology acquisitions will increase. Our predictions suggest that firms will expand their IP portfolios through acquisitions as a strategy to continue innovating when the ownership over strategic IP becomes exceedingly spread among technology holders. Furthermore, we propose that this positive relationship between fragmentation and acquisitions will be stronger for firms whose patent portfolios hold relatively less value compared to their peers, owing primarily to their diminished control over strategic IP. Purpose: Sustainability is understood as a complex and integrating area, involving the most diverse areas and fields of knowledge. Because of the innumerable socio-environmental challenges in the current scenario, a sustainable development that finds the necessary changes and advances for communities, industry and the various stakeholders involved is required. In this process of promoting sustainable development, universities stand out for being institutions capable of taking an analytical and questioning look at the directions of the society in which they are inserted and not just helping them to pursue them, serving as a model and living laboratory for the implementation of greener practices in cities. One of the actions that contributes to the consolidation process of a more sustainable university and the development of the green campus is the use of green marketing, understood as a set of all the practices that involve conventional marketing, focused on the search to reduce the negative impact or promote positive effects on the relationship between the institution and the environment. This paper aims, based on the balanced scorecard (BSC), to propose a strategic management tool as support for green marketing strategies, thus promoting, more quickly, the promotion of sustainable development in higher education institutions (HEIs). Design/methodology/approach: Four universities were chosen, from the literature, in terms of best practices for sustainable development, where the main dimensions used by green marketing were mapped. Based on them, the BSC structure was adapted to enhance its strategies. Findings: To achieve the objective of this work, this paper proposed an adaptation of the original BSC for better management of green marketing strategies for universities, based on four dimensions--community members, university members, product and strategy. Originality/value: The main contribution of this paper is to propose a BSC as a strategic management system focused on the green marketing of universities to accelerate the promotion of sustainable development in HEIs.
