This paper surveys the current state of knowledge concerning the value of the Amazon rainforest, including a survey of work to date to quantify changes in economic values when the rainforest cover changes. The focus is on local and regional impacts of forest loss or protection, including both gross values of forest protection and opportunity costs of converting the forest to other uses including agriculture. Important gross value items surveyed are timber and non-timber product extraction from a sustainably maintained rainforest; local values of eco-tourism; biological resources including bio-prospecting; a range of hydrological impacts including watershed protection, hydropower production, and changes in rainfall patterns; and impacts of forest fires and their control. Mapping such values in geographical space is of high value for implementing efficient and effective (Reducing Emissions from Deforestation and Forest Degradation ) programs for protecting the remaining forest. The current data basis for such mapping is found to be quite weak and in need of improvement for all value elements.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior O fogo florestal estabelece uma função ecológica na produtividade de diversos ecossistemas. No entanto, os regimes de fogo estão sendo profundamente alterados para uma dinâmica de fogos recorrentes, cuja força destrutiva atraiu pesquisadores em todo mundo na busca de respostas para seus efeitos adversos. Embora o poder destrutivo do fogo seja reconhecido, seus impactos econômicos foram pouco estimados, assim como os investimentos realizados em práticas de manejo de incêndios florestais, particularmente em florestas tropicais. Através desse trabalho de pesquisa é possível identificar que a informação econômica sobre os custos (investimentos feitos em práticas de manejo do fogo) e os benefícios (perdas econômicas evitadas pela mitigação) da gama de políticas e programas de gestão de incêndios em todo mundo é insuficiente para tomadas de decisões na gestão de incêndios. Consequentemente, os recursos financeiros não são estrategicamente direcionados para tornar o manejo de fogo mais eficiente na redução de incêndios. Este trabalho, pretende contribuir para essa lacuna de conhecimento através da realização de uma estimativa das perdas econômicas na produção sustentável de madeira na Amazônia Brasileira e uma avaliação de custo- benefício das práticas de manejo de incêndios florestais nesse bioma e no bioma Cerrado. Os resultados foram gerados através de modelos espacialmente explícitos e demonstram que as perdas econômicas pelo fogo na produção sustentável de madeira podem chegar a US$ 183 ± 30 ha/ano em áreas atingidas por incêndios recorrentes próximos a centros de moagem na Amazônia. Além disso, essas perdas podem chegar a US$ 565 ha/ano em regiões de alto lucro agrícola em ambos os biomas. Apesar das altas perdas, osinvestimentos realizados na mitigação do fogo ainda são baixos, em média US$ 3.7 ha/ano em terras públicas e US $ 11,2 ha/ano em terras privadas. Em contrapartida, mesmo que a mitigação seja pouco adotada, os benefícios das práticas de manejo, quando são efetivas na redução do fogo evitam perdas econômicas, que são substancialmente maiores que os custos da mitigação. Em alguns locais de floresta com alto estoque de carbono e em áreas lucrativas de produção agrícola, os benefícios da mitigação podem ser25 vezes maiores que seus custos. Através desse trabalho é possível identificar que os programas de mitigação de incêndios no Brasil não atendem os pontos críticos de perdas econômicas na produção de madeira na Amazônia e devem ser melhor direcionados. Além disso, os benefícios públicos das práticas de manejo somente ocorrem no Cerrado, quando o combustível (o volume de biomassa disponível para queimar) é gerenciado adequadamente, e na Amazônia somente quando há uma ação conjunta entre práticas de supressão, políticas e programas de incentivo para prevenção de fogo. Da mesma forma, a prevenção do fogo gera benefícios privados significativos para produtores agrícolas envolvidos ativamente em programas de mitigação de incêndios. The forest fire establishes an ecological function in the productivity of several ecosystems. However, fire regimes are being profoundly altered to a recurrent fire dynamic whose destructive force has drawn researchers around the world in search of answers to their adverse effects. Although the destructive power of fire is recognized, its economic impacts have been poorly estimated, as have investments in forest fire management practices, particularly in tropical forests. Through this research work it is possible to identify that economic information on costs (investments made in fire management practices) and the benefits (economic losses avoided by mitigation) of the range of fire management policies and programs worldwide is insufficient for decision making in fire management. Consequently, financial resources are not strategically directed to make fire management more efficient in reducing fire. This work intends to contribute to this knowledge gap through an estimate of the economic losses in the sustainable production of wood in the Brazilian Amazon and a cost-benefit assessment of forest fire management practices in this biome and the Cerrado biome. The results were generated through spatially explicit models and demonstrate that the economic losses by fire in sustainable wood production can reach US$ 183 ± 30 ha/year in areas affected by recurrent fires near grinding centers in the Amazon. In addition, these losses can reach US$ 565 ha/year in regions of high agricultural profit in both biomes. Despite high losses, investments in fire mitigation are still low, averaging US$ 3.7 ha/year on public lands and US$ 11.2 ha /year on private lands. On the other hand, even if mitigation is little adopted, the benefits of management practices, when they are effective in reducing fire avoid economic losses, which are substantially greater than mitigation costs. In some high-carbon forest sites and profitable areas of agricultural production, mitigation benefits can be 25 times greater than their costs. Through this work it is possible to identify that the fire mitigation programs in Brazil do not meet the critical points of economic losses in the production of wood in the Amazon and should be better targeted. In addition, the public benefits of management practices only occur in the Cerrado, when the fuel (the volume of biomass available to burn) is properly managed, and in the Amazon only when there is a joint action between suppression practices, policies and incentive programs for fire prevention. Likewise, fire prevention generates significant private benefits for agricultural producers actively involved in fire mitigation programs.

Conselho Nacional de Desenvolvimento Científico e Tecnológico A bovinocultura de corte ocupa mais terra que qualquer outra atividade produtiva no Brasil e é responsável por 44% das emissões de gases de efeito estufa (GHG) pelo setor de uso e mudança de uso do solo. Em resposta, o Brasil tem proposto a restauração de pastagens em larga escala como uma iniciativa para sua Contribuição Nacionalmente Determinada (NDC). A restauração das pastagens é, contudo, apenas uma das alternativas de investimento que poderiam encorajar a intensificação da produção de carne bovina. Para analisar os impactos potenciais, i.e. na economia e nas emissões totais de GHG, de diferentes arranjos de estratégias de intensificação – desde a restauração das pastagens à melhorias no manejo reprodutivo e sanitário, suplementação alimentar e terminação em confinamento – nós desenvolvemos um modelo de simulação de sistemas de produção de bovinos de corte (SimPec) e realizamos um estudo para o estado do Mato Grosso. Nossos resultados indicam que a restauração das pastagens em larga escala, ao invés de reduzir as emissões de GHG, pode ameaçar o sucesso da NDC brasileira. A fixação de carbono no solo após a restauração das pastagens não compensa as emissões marginais por conta das altas densidades de lotação animal. Apenas aumentar a produção de carne bovina levará a um aumento nas emissões totais da pecuária de corte bovina. Ao invés da restauração massiva das pastagens, investimentos em suplementação alimentar dos animais a pasto e o confinamento juntamente com melhorias complementares nas estratégias de produção são mais prováveis de impulsionar melhorias econômicas, produtivas, e, em particular, perspectivas ambientais para a bovinocultura de corte no Brasil. Cattle ranching occupy more land than any other production activity in Brazil and accounts for 44% of greenhouse gas (GHG) emissions from the land use sector. In response, Brazil has proposed a large-scale pasture restoration target as a mitigation measure for its Nationally Determined Contribution (NDC). Pasture restoration is, however, only one option in a portfolio of investments that could be brought to bear to encourage intensification in beef production. To analyze the potential impacts, i.e. economic and overall GHG emissions, from mixes of intensification strategies―from pasture restoration to improved health and reproductive management, pasture supplementation, and feedlot operations―, we developed a simulation model of the cattle ranching system (SimPec) and applied it to Mato Grosso state. Our results show that large-scale pasture restoration, instead of reducing GHG emissions, threatens the success of Brazil’s NDC. Soil carbon fixation after pasture restoration does not compensate marginal emissions due to higher stock densities; simply increasing beef production will lead to an overall rise in GHG emissions from the cattle sector. Rather than pasture restoration, investments in confinement operations along with complementary improvements in production strategies are more likely to prompt better economic, productive, and, in particular, environmental outlooks for the cattle sector in Brazil.

Fundação de Amparo à Pesquisa do Estado de Minas Gerais A elaboração e implementação de políticas de combate às mudanças climáticas e restauração ecológica representam grandes desafios para a modelagem e governança ambiental e tem atraído cada vez mais atenção da ciência e da política. No campo da modelagem científica, o uso de modelos computacionais para caracterização dos problemas sócio-ecológicos, simulação de trajetórias futuras e avaliação ex-ante de intervenções tem se destacado na produção de conhecimento “politicamente relevante”. Entretanto, as diferentes escalas espaciais e temporais das soluções a serem modeladas e os processos decisórios requerem ferramentas cada vez mais customizadas. Na esfera política, os modelos podem desempenhar um papel relevante quando orientados para indentificar problemas ambientais, estimar impactos econômicos e avaliar a relação custo-efetividade das medidas propostas. Contudo, apesar dos formuladores de políticas buscarem soluções baseadas na “melhor” ciência disponível, os resultados desses modelos raramente se traduzem diretamente em políticas públicas. Esta tese visa contribuir para a literatura apresentando diferentes perspectivas científicas acerca da modelagem e governança para viabilização de políticas de mitigação das mudanças climáticas e restauração ecológica (florestal) no estado de Minas Gerais, Brasil. No campo da modelagem, em um estudo para se estimar custos e benefícios da regeneração da vegetação nativa a partir de diferentes métodos de restauração, um modelo de otimização espacialmente explícito foi elaborado para análise do potencial do novo Código Florestal. Os resultados mostram que 1,5 milhão de hectares ou 75% do passivo florestal estadual pode ser restaurado a um custo de US$ 776±137 milhões em um período de 20 anos, empregando métodos de restauração de baixo custo, como restauração passiva e regeneração natural assistida. Isto resultaria em um sequestro potencial de 284 MtCO 2 e. Ao incluir métodos de plantio de espécies nativas necessários para restaurar áreas altamente degradadas, os custos podem alcançar US$ 1,7±0,3 bilhões. Se contabilizarmos os custos de oportunidade de uso da terra, esse valor aumentaria para US$ 4,8±1,5 bilhões. A inclusão desses métodos recuperaria 2 milhões de hectares, resolvendo integralmente o passivo florestal e resultando em um sequestro potencial de 345 MtCO 2 e. As estimativas enfatizam a necessidade de formatar e implementar políticas regionais que aproveitem o potencial de regeneração natural na paisagem, a fim de reduzir os custos de conformidade legal e priorizar a restauração de áreas chave para serviços ecossistêmicos, incluindo estoque de carbono, água e biodiversidade. Adicionalmente, visando contribuir para uma literatura pouco explorada na fronteira entre ciência e política, é apresentado um estudo que detalha e analisa de forma reflexiva as práticas necessárias para elaboração (e viabilização) do Plano de Energia e Mudanças Climáticas de Minas Gerais. A partir de uma perspectiva interpretativista associada à escola de estudos da ciência e tecnologia (TS), a pesquisa exemplifica o papel dos modelos na formação, legitimação, busca de consenso e tomada de decisão de políticas públicas. Empiricamente releva como o conhecimento científico pode ser selecionado e comunicado pelos formuladores de políticas ambientais e como a necessidade de seguir protocolos governamentais em organizações que atuam na interface ciência- política pode levar a políticas menos ambiciosas. Com base na observação participativa, análise documental e entrevistas com diferentes formuladores de políticas e partes interessadas, o artigo argumenta que a elaboração de políticas ambientais na interface ciência-política requer não só o uso de modelos científicos capazes de legitimar a discussão das soluções, mas também a habilidade de trazer a “verdade para o Poder” e a capacidade de antecipar e evitar obstáculos políticos. Ao abordar simultaneamente a elaboração e utilização de modelos computacionais para proposição de políticas subnacionais, este estudo contribui para lançar luz sobre a lacuna entre a concepção e uso dos modelos, sob a ótica do pesquisador e do formulador de políticas. O estudo pode servir ainda de guia para indicar as áreas prioritárias para a implementação de políticas e projetos de restauração em larga escala e orientar o desenvolvimento de trabalhos de fronteira entre cientistas e formuladores de políticas ambientais. The design and implementation of climate change mitigation and ecological restoration policies represent major challenges for environmental modeling and governance and have attracted an increasing science and policy attention. In the field of modeling, the use of computer models to characterize socio- ecological problems, simulate future trajectories, and ex-ante assess interventions have been highlighted for policy-relevant knowledge production. However, different spatial and temporal scales of solutions to be modeled and decision making processes often require more customized tools. In the field of policy, models can play an important role when oriented to define environmental problems, estimate economic impacts, and assess the cost- effectiveness of the measures. Nevertheless, despite policy makers seek solutions based on the “best” available science, model results are rarely translated directly into public policies. This thesis aims to contribute to the literature presenting different scientific perspectives on environmental modeling and governance for enabling policies to tackle climate change and promote ecological (forest) restoration in Minas Gerais state, Brazil. From a modeling standpoint, in a study to estimate costs and benefits of native vegetation regeneration under different restoration methods, a spatially- explicit optimization model was developed to analyze the potential of the new Forest Code. The results show that 1.5 million hectares or 75% of the Forest Code debt in Minas Gerais can be restored at a cost of US$ 776±137 million over a 20 year-period by employing low-cost restoration methods such as passive restoration and assisted natural regeneration. This would result in a potential sequestration of 284 MtCO 2 e. When adding planting methods needed to restore highly degraded areas, costs would reach US$ 1.7±0.3 billion. If we then account for the land-use opportunity costs this number increases further to US$ 4.8±1.5 billion. The addition of these methods would recover 2 million hectares, fully solving the Forest Code debt and resulting in a potential sequestration of 345 MtCO 2 e. The estimates emphasize the need to design and implement regional policies that take advantage of the natural regeneration potential across the landscape in order to lower the costs of compliance as well as prioritize the restoration of areas key to ecosystem services, namely carbon, water, and biodiversity. In addition, in order to contribute to a poorly explored literature on boundary work at science-policy interface, it is presented a study that details and analyze reflectively the practices necessary to elaborate (an enable) the Minas Gerais Climate and Energy Plan. From an interpretative perspective associated with science and technology studies (STS), the research illustrates the role of models in agenda- setting, legitimation, consensus-building and decision making on environmental policies. Empirically reveals how scientific knowledge can be selected and communicated by environmental policy makers and how the need to follow government protocols in organizations working in the science- policy interface can lead to less ambitious policies. Based on participant observation, document analysis, and interviews with policy makers and stakeholders, the article argues that the development of environmental policies in the science-policy interface not only requires the use of scientific models capable of legitimizing the discussion of solutions, but also the ability to bring ‘truth to power’ and the capacity to anticipate and avoid political obstacles. By addressing simultaneously the development and the use of computer models for sub-national policy making, this study helps to shed light on the gap between the design and use of models, from the viewpoint of the researcher and the policy maker. The study can also serve as guide to point out priority areas for carrying out large-scale restoration projects and policies and orient the development of boundary work agendas between scientists and environmental policy makers.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior The development of sustainable public policies with the valuation of ecosystem goods and services (VES) is essential for the preservation of the Amazon rainforest. In this context, this study aims to value ecological and economically the natural rubber in the Chico Mendes Extractive Reserve (RCM). The extraction of latex from rubber trees in native forest in southeastern Acre was assessed by modeling the spatial distribution of density, productivity estimation and profitability calculation of products Pressed Virgin Rubber (PVR), Liquid Latex (LL) e Liquid Smoked Sheet (LSS) under two scenarios, in the presence (PS) and absence (AS) of government subsidy. Furthermore, using estimated productivity data of rubber plantations we identified deforested areas with economic viability to produce natural rubber. The model estimated a total potential production of 891.14 tons of dry rubber in 2.5 million hectares (ha) in the forest of the study area, and LL was the product with profitability and Equivalent Annual Annuity (EAA) of 3,24 U.S$/ha in the scenario that represents 75% of total productivity in PS. However, the income produced in the best scenario is not competitive when compared to other agricultural activities. Moreover, the deforested areas have ecological attributes for rubber plantations success, and the LSS was the product that showed the average EAA greater of 271 U.S$/ha. On the other hand, product LL would require support in the establishment costs to generate significant and highly competitive EAA in comparison to livestock (at least 17 U.S. $ / ha). Acre has improved the economic and political efforts to protect and sustain their protected areas of sustainable use. The subsidy is a tool that helps to contain the complete removal of forest vegetation; however, the subsidy on price of 3.9 U.S$/kg of dry rubber in the product LL does not compensate the extraction for all areas of the RCM. Deforested areas intended for production systems like rubber cultivation, may be an alternative of competitive and sustainable income for the tappers and farmers in the area of RCM. National and international investments for forest conservation could assist with the costs of the establishment of rubber plantations, which, for 60% of the total deforested area, 0.54 million ha, correspond to an initial investment of U.S$ 4 million, in addition to installing a pest and disease monitoring system, and technical assistance. O desenvolvimento de políticas públicas sustentáveis com a valoração dos bens e serviços ecossistêmicos (VSE) é uma peça fundamental para a preservação da floresta Amazônica. Neste contexto, este estudo tem como objetivo valorar ecológica e economicamente a borracha natural na Resex Chico Mendes (RCM). A extração de látex das seringueiras nativas na floresta no sudeste do Acre foi valorada mediante modelagem espacial da distribuição da densidade, estimativa da produtividade e cálculo da rentabilidade dos produtos Cernambi Virgem (CV), Látex Líquido (LL) e Folha de Defumada Líquida (FDL), sob dois cenários, na presença (PS) e ausência (AS) de subsídio governamental. Além disso, utilizando dados da produtividade esperada de plantios de seringueira, foram identificadas áreas desmatadas com viabilidade econômica para a produção de borracha natural. O modelo estimou uma produtividade potencial total de 891,14 toneladas de borracha seca nas 2,5 milhões hectares (ha) de floresta da área de estudo, e o LL foi o produto com renda e com valor anual equivalente (VAE) de 3,24 US$/ha no cenário que representa 75% da produtividade total na PS. Entretanto, a renda que produz o melhor cenário não é competitiva quando comparada a outras atividades agrícolas. Por outro lado, as áreas desmatadas têm atributos ecológicos para o sucesso das plantações de seringueira, e o FDL foi o produto que apresentou o VAE médio maior atingindo 271 US$/ha. Ao contrário, o produto LL precisaria de auxílio nos custos de formação para gerar VAEs significativos e altamente competitivos em relação à pecuária (no mínimo de 17 US$/ha). O Acre tem avançado nos esforços econômicos e políticos para proteger e sustentar suas unidades de conservação de uso sustentável. O subsídio é uma ferramenta que ajuda a conter a retirada total da vegetação florestal, no entanto, a subvenção no preço de 3,9 US$/kg de borracha seca do produto LL não compensa a extração em todas as zonas da RCM. Áreas desmatadas destinadas a sistemas produtivos como heveacultura podem ser uma alternativa de renda sustentável e competitiva para os seringueiros e fazendeiros na área da RCM. Os investimentos nacionais e internacionais para conservação da floresta poderiam auxiliar nos custos de formação das plantações de seringueira, que, para 60%,da área total desmatada, 0,54 milhões ha, corresponderiam a um investimento inicial de 4 milhões de dólares, além de instalar um sistema de monitoramento de pragas e doenças e assistência técnica.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior The Amazon rainforest is one of the most important ecosystems in the world with the highest biodiversity on the planet. In spite of this reputation however, it has been subjected to anthropogenic pressures in recent decades. The expansion of agriculture and livestock has been considered the main cause of deforestation in the region. Because it is important to understand the biosphere-atmosphere feedbacks processes in the Amazon, this work was done to evaluate the resilience of the natural ecosystem and the productivity of soybean and pasture at different levels of deforestation and increased [CO2]. A simplified model that represents the interactions between climate, forest and land use in Amazonia was used. We implemented five sets of simulations as follows: (1) control, (2) radiative effect (global warming) of CO2, (3) radiative and physiological effects of CO2, (4) effect of changes in land use and (5) radiative and physiological effects of CO2 plus changes in land use. The productivity simulated which considereding all the effects of future scenarios for the years 2020 and 2050 were compared to the control simulation. For the control simulation, we aboveground live biomass (AGB) modeled, including live leaf and wood pools, in Amazonia ranged from 5.1 to 20.7 kgC.m-2, with a mean value of 17.9 kgC.m-2, generally decreasing from north to south. Net primary productivity (NPP) showed the same geographic pattern, with values ranging from 1.04 to 1.29 kgC.m-2.yr-1, with a mean value of 1.21 kgC.m-2.yr-1. While the soybean yield ranged from 1610 to 3665 kg.ha-1, with a mean value of 2704.7 kg ha-1 the dry matter pasture yield ranged from 6,852 to 23,766 kgDM.ha-1.yr-1 with a mean value of 16,245.5 kgDM.ha-1.yr-1. In response to climate change for the year 2020, we found changes in AGB of -16%, in soybean yield of -10% and in pasture yield of -2%. With the introduction of physiological effects in simulations the changes were -7% for AGB, -4% for soybean and +1% for the pasture. In response to the change in land use, AGB declined in relation to control simulation to 37% when the deforested area was replaced by soybeans, and it decreased to 34% when the deforested area was replaced by pasture. The soybean yield and pasture productivity decreased to 18% and 29%, respectively. When all the effects were analyzed jointly, AGB declined to 37%, soybean yield to 21% and pasture productivity to 29%. For the year 2050 changes in AGB, in soybean yield and in pasture productivity were also higher in the simulations in which all effects were considered, with a 63% reduction in the AGB, 31% for soybean yield and 33% for pasture productivity in a pessimistic scenario. The combined effects of climate change (due to changes in atmospheric composition) and change in land use caused a significant reduction in the productivity of the natural ecosystem and in the two crops analyzed. In general, the effect of deforestation was the most important factor for this reduction. The identification of strategic areas for the preservation of natural ecosystems associated with the development of new cultivars adapted to future climatic conditions would strengthen agriculture in the Amazon. This identification would make better use of areas already deforested without the need to move so rapidly in the remaining forests. A Floresta Amazônica é um dos mais importantes ecossistemas do mundo, possuindo a maior biodiversidade do planeta. Apesar de toda sua relevância, ela vem sendo submetida a pressões antrópicas nas últimas décadas. A expansão da agricultura e da pecuária tem sido considerada a principal causa do desmatamento na região. Considerando-se a importância do entendimento dos processos de retroalimentação clima-biosfera na Amazônia, este trabalho foi desenvolvido com o objetivo de avaliar a resiliência do ecossistema natural e da produtividade da soja e da pastagem em diferentes níveis de desmatamento e elevação de CO2, por meio de um modelo simplificado que represente as interações entre o clima e o uso do solo na Amazônia. Foram realizadas cinco conjuntos de simulações: (1) controle, (2) efeito radiativo (aquecimento global) do CO2, (3) efeito radiativo e fisiológico do CO2, (4) efeito climático da mudança no uso do solo e (5) efeitos radiativo e fisiológico do CO2 + mudanças no uso do solo. Em seguida, as produtividades simuladas, considerando todos os efeitos dos cenários futuros para os anos de 2020 e 2050, foram comparadas à simulação controle. Para a simulação controle, a biomassa viva acima do solo (AGB) modelada para o ecossistema natural, incluindo folhas e tronco, na Amazônia, variou de 5,1 a 20,7 kgC.m-2, com valor médio 17,9 kgC.m-2, geralmente decrescendo de norte para o sul. A produtividade primária líquida (NPP) mostrou o mesmo padrão geográfico, com valores variando de 1,04 a 1,29 kgC.m-2.a-1 e valor médio de 1,21 kgC.m-2.a-1. Enquanto a produtividade de grãos da soja variou de 1.610 a 3.665 kg.ha-1, com valor médio 2.704,7 kg.ha-1. Já a produtividade de matéria seca da pastagem variou de 6.852 a 23.766 kgMS.ha-1.a-1, com valor médio de 16.245,5 kgMS.ha-1.a-1. Como resposta às mudanças climáticas para o ano de 2020, foram encontradas alterações médias na AGB de -16%, na produtividade da soja de -10% e na produtividade da pastagem de -2%. Com a introdução do efeito fisiológico nas simulações, as alterações foram de -7% para a AGB, de -4% para a soja e de +1% para a pastagem. Como resposta à mudança no uso do solo, a AGB decresceu em relação à simulação controle até 37% quando a área desmatada foi substituída por soja, enquanto decresceu até 34% quando a área desmatada foi substituída por pastagem. Já a produtividade da soja e da pastagem decresceram até 18% e 29%, respectivamente. Quando foram analisados todos os efeitos conjuntamente, a AGB decaiu até 37%, a produtividade da soja -21% e da pastagem -29%. Para o ano de 2050, as alterações na AGB, na produtividade da soja e da pastagem também foram maiores nas simulações em que todos os efeitos foram considerados, com redução de até 63% na AGB, de até 31% para a produtividade da soja e de até 33% para a produtividade da pastagem no cenário mais pessimista. Os efeitos combinados das mudanças climáticas causadas pela mudança na composição atmosférica e pela mudança no uso do solo provocaram uma redução significativa na produtividade do ecossistema natural e das duas culturas agrícolas analisadas. De maneira geral, o efeito do desmatamento foi o mais importante para essa redução, portanto, a identificação de áreas estratégicas para a preservação do ecossistema natural associada ao desenvolvimento de novos cultivares adaptados às condicões climáticas futuras poderiam fortalecer a agropecuária na Amazônia, propiciando um melhor proveito das áreas já desmatadas, sem a necessidade de avançar-se de modo tão acelerado sobre as florestas.

Conselho Nacional de Desenvolvimento Científico e Tecnológico Nitrogen availability in terrestrial ecosystem has an important effect on the global carbon cycle and may influence the accumulation of carbon in ecosystems, since these depend on the availability of nutrients such as nitrogen to support the growth of vegetation. A variety of dynamic ecosystem models have been used to gain a better understanding of the relationship between nutrient availability, the C cycle and possible climate change. These models differ significantly in their conceptualization, formulation, parameterization and input data. In this work we used the ecosystem dynamics model IBIS to investigate the influence of nitrogen stress on photosynthesis. The model simulates the cycling of N in soil and plants, allowing the estimation of the values of stocks of this nutrient in each of the compartments of the plant and the assessment of the influence of N deficiency in growth. A comparison of simulated and observed data confirms that IBIS robustly simulates the behavior of net primary production (NPP), biomass, foliar N and soil N. When the vegetation is exposed to nitrogen stress by a reduction of N-leaf fraction, NPP decreases. When atmospheric carbon dioxide was increased, N stress limited the plant s capacity to respond by stimulating photosynthesis in response to the increased concentration of atmospheric CO2. This indicates that inclusion of the relationship between C and N in surface models produces a better simulation of ecosystem behavior. We also observed that there is an increase in N leaf concentration with the age of the forest, which serves as an indicator of increased availability of N for the growth of secondary forest. A disponibilidade de nitrogênio (N) nos ecossistemas terrestres tem importante efeito sobre o ciclo de carbono. Variações na disponibilidade desse nutriente, no espaço e no tempo, podem afetar o crescimento e a produção das plantas, alterando a dinâmica dos ecossistemas e, consequentemente, as formas que a vegetação troca massa e energia com a atmosfera, causando uma retroalimentação no clima em nível regional ou global. Uma variedade de modelos de dinâmica de ecossistemas tem sido utilizada a fim de se obter um melhor entendimento da relação entre a disponibilidade de nutrientes, o ciclo do C e as possíveis mudanças climáticas, diferindo significativamente nas conceitualizações, formulações, parametrizações e dados de entrada. Neste trabalho foi implementada ao modelo de dinâmica de ecossistema IBIS, a influência do estresse de N na fotossíntese, permitindo estabelecer a ciclagem de N no solo e na planta, possibilitando inferir os valores dos estoques deste nutriente em cada um dos compartimentos da planta e assim avaliar a influência da deficiência de N no crescimento da mesma. Através da comparação entre os dados simulados pelo modelo e os observados em campo, verificou-se que o modelo apresentou bom desempenho ao simular o comportamento da produção primária líquida (NPP), biomassa, N foliar e no solo. Quando a vegetação foi submetida a uma condição de estresse por deficiência de N, pela redução da fração de N foliar, o modelo respondeu com diminuição na NPP, indicando a relação entre a deficiência deste nutriente e a capacidade da planta em sequestrar C da atmosfera. Isso indica que ao se incluir a relação entre C e N nos modelos de superfície, é possível obter-se melhores respostas do comportamento do ecossistema frente a variações ambientais, o que auxilia na melhor compreensão das retroalimentações entre biosfera e atmosfera que são desencadeadas por variações na disponibilidade de nutrientes.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior Several climate models predict more intense and frequent droughts in the Amazon region due to increased greenhouse gases in the atmosphere. Consequently, the carbon stocks of forests in the Amazon may be substantially reduced, since that severe droughts tend to i) increase the mortality and ii) reduce the growth of trees. The objective of this research was to quantify the carbon balance of forests in the Amazon after the events of 2010 and 2005 drought. To do so, we used the model ecosystem CARLUC (Carbon and Land- Use Change), which simulates the flow of carbon between the 14 different components of the forest (leaves, stems, roots, etc.). Forest and the atmosphere. In particular, we simulated carbon losses caused by droughts in 2005 and 2010 and evaluated the time to recovery of carbon stocks. The results showed a strong association between sites under water stress and those with substantial reductions (5.3 mg of above-ground biomass) in carbon stocks. The recovery period relating to drought of 2005 and 2010 for the entire Amazon basin was, on average, eight and ten years respectively. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior Changes in forests, croplands, water ways and the atmospheric composition throughout the world are occurring because of the need for food, fibers, water and housing for over 6 billion people. Croplands, pasturelands, forest plantations and urban areas have expanded in recent decades, accompanied by large increases in energy, water and fertilizer consumption and a considerable loss in biodiversity. Research has shown that land cover and land use changes have caused important modifications in the quantity and quality of water resources, in addition to changes in climate. This generally occurs through changes in the radiation balance at the surface, and in the partitioning of the radiation balance in sensible and latent heat fluxes, causing modifications in the atmospheric circulation and climate. This work aims at creating a historical database of land use for Amazonia, gheographycally explicit in grid, at a 5' x 5' spatial resolution, in the period 1940 - 1995, for climatic and hydrological studies. The first part of this work, and one of the most important, was to construct the municipal digital meshes of Amazonia in each year the agricultural census was accomplished in the period 1940-1995. The construction of the meshes allowed the calculation of the fractions of cropland, natural pasture and planted pasture inside each municipality, for each year of the census, by dividing the census cropland area in a certain year by the area of this municipality, according with its limits on that same year. In a similar way, the fractions used by natural pasture and planted pasture in each municipality were calculated. The second part was to calculate the proportions of each type of land use between 1995 and the years of census, for each comparable minimum area. And the third and last part was to reconstruct the patterns of land use for Amazonia multiplying the resulting maps of the second stage with two classifications of land use for 1995, based on satellite and census data, developed by Cardille et al. [Global Biogeochemical Cycles, 2002] and Ramankutty et al. [Global Biogeochemical Cycles, 2008]. The results showed that the databases of land use in Amazonia, for the period 1940-1985, show some similar patterns in the study area, for example in the states of Tocantins, Goiás and Mato Grosso, both in intensity as in the spatial distribution of agricultural activities. However, in another regions the two databases were different, mainly in the spatial distribution of the pixels with agricultural activities, such as in the states of Amazonas and Rondônia, where they differed, in intensity, and in distribution. When we compared the two databases of land use with the map of land cover produced by the Tropical Rainforest Information Center (TRFIC), based on Landsat images, it was observed that in most of the compared years, especially for State of Rondônia, the database based on Ramankutty et al. [2008] presented a larger number of pixels containing agricultural activities similar to the deforestation areas in the TRFIC maps, mainly along BR 364, area in that the deforestation was better represented in this database. However, when we compared the maps for the State of Pará, the two databases presented the same number of areas similar to the TRFIC maps. The databases constructed in this work have uncertainties related to the fact that they were created by the merge of two different observations systems. However, in spite of those uncertainties, these databases are the first attempt of reconstructing the historical changes of the cropland, natural pasture and planted pasture in Amazonia, using agricultural census data at municipal level. These historical databases will be useful to help to understand the causes of the climatic changes in Amazonia, as well as to investigate the impacts of the historical changes in the land cover and land use in the water resources and climate of Amazonia. Mudanças em florestas, cultivos agrícolas, vias fluviais e na composição da atmosfera, em todo o mundo, estão ocorrendo pela crescente necessidade de alimentos, fibras, água e moradia para mais de seis bilhões de pessoas. As terras cultivadas (pastagens e plantações) e áreas urbanas têm se expandido nas recentes décadas, acompanhadas por um grande aumento no consumo de energia, água e fertilizantes, juntamente com uma considerável perda de biodiversidade. Alguns estudos têm mostrado que as mudanças na cobertura e no uso da terra também podem afetar o clima. Isto geralmente ocorre por meio de mudanças no saldo de radiação à superfície, e na partição do saldo de radiação em fluxos de calor sensível e latente, causando modificações na circulação atmosférica e no clima. Esse trabalho teve como objetivo criar um banco de dados histórico de uso da terra para a Amazônia, espacialmente explícito em grade, numa resolução de 5 x 5 , no período 1940-1995, para estudos climáticos e hidrológicos. A primeira etapa deste trabalho, e uma das mais importantes, foi a construção das malhas digitais dos municípios da Amazônia para cada ano em que o censo agrícola foi realizado dentro do período de estudo. A construção das malhas possibilitou calcular as frações de área cultivada, pastagem natural e pastagem plantada dentro de cada município, para cada ano do censo, dividindo-se a área cultivada dada pelo censo em um determinado ano pela área deste município de acordo com seus limites nesse mesmo ano. De uma maneira semelhante, foram calculadas as frações utilizadas por pastagem natural e pastagem plantada em cada município. A segunda etapa foi calcular as proporções de cada tipo de uso da terra entre 1995 e os anos de censo, para cada área mínima comparável. E a terceira e última etapa foi reconstruir os padrões de uso da terra para a Amazônia, multiplicando-se os mapas resultantes da segunda etapa com duas classificações de uso da terra para 1995, baseadas em dados de satélite e dados de censo, desenvolvidas por Cardille et al. [Global Biogeochemical Cycles, 2002] e Ramankutty et al. [Global Biogeochemical Cycles, 2008]. Os resultados mostraram que os bancos de dados de uso da terra na Amazônia, para o período 1940-1985, mostraram-se bastante similares em algumas regiões da área de estudo, como por exemplo nos estados de Tocantins, Goiás e Mato Grosso, tanto em intensidade de atividades agrícolas quanto na distribuição espacial das mesmas. Porém, em outras regiões os dois bancos de dados foram distintos, principalmente na distribuição espacial dos pixels com atividades agrícolas tal como nos estados do Amazonas e Rondônia, onde diferiram tanto em intensidade, quanto em distribuição. Quando comparamos os dois bancos de dados de uso da terra com o mapa de cobertura da terra do Tropical Rainforest Information Center (TRFIC), baseados no Landsat, observou-se que na maioria dos anos comparados, especialmente para o Estado de Rondônia, o banco de dados com base em Ramankutty et al. [2008] apresentou um maior número de áreas de pixels contendo atividades agrícolas similares às áreas de desmatamento nos mapas TRFIC, principalmente ao longo da BR 364, área em que o desmatamento foi melhor representado neste banco de dados, tanto em intensidade quanto em distribuição espacial. Contudo, quando comparamos os mapas para o Estado do Pará, os dois bancos de dados apresentaram o mesmo numero de áreas similares aos mapas TRFIC. Os bancos de dados construídos nesse trabalho possuem incertezas relacionadas ao fato de que foram criados pela fusão de dois sistemas de observações diferentes, porém, apesar dessas incertezas, esses bancos de dados são a primeira tentativa de estimar as mudanças históricas das culturas agrícolas, pastagem natural e pastagem plantada na Amazônia, utilizando dados de censo agrícola em nível municipal. Esses bancos de dados históricos serão úteis para ajudar a entender as causas das mudanças climáticas na região amazônica, bem como a investigar os impactos das mudanças históricas na cobertura e no uso da terra nos recursos hídricos e clima na Amazônia.

A Amazônia é o maior bioma de floresta tropical do mundo, contendo a maior porção remanescente de floresta tropical e um quinto da água fresca do mundo. Em termos ambientais, 700.000 km2, ou 17% da cobertura florestal da Amazônia brasileira foram desmatados até 2005. A maior parte deste desmatamento esta concentrada no arco do desmatamento , região que abrange a porção sul e sudeste do Pará, todo o norte matogrossense e a região central de Rondônia. Dentre estes estados o Mato Grosso merece atenção especial; nos últimos 10 anos o estado foi responsável por no mínimo 35% do desmatamento registrado anualmente pelo Instituto Nacional de Pesquisas Espaciais. No ano de 2004 este patamar elevou-se para 48%. Se historicamente a pecuária de corte é tida como o principal indutor do desmatamento, ocupando hoje aproximadamente 75 % da área total desmatada na Amazônia, no Mato Grosso a expansão dos campos de soja tem ganhado importância neste cenário. O aumento considerável das taxas de desmatamento no estado no período 2000-2004 coincide com a chegada da soja no bioma Amazônico. Embora esta cultura venha se estabelecendo primordialmente em áreas de pastagem, ela obriga a pecuária a se deslocar para regiões de fronteira à procura de novas áreas a serem abertas. Em vista do exposto acima este trabalho teve como objetivo caracterizar a atual dinâmica do desmatamento no Mato Grosso e fazer projeções futuras sobre a configuração espacial dos remanescentes florestais na região de estudo. Para realizar tais projeções utilizamos um modelo espacialmente explícito baseado em autômatos celulares denominado DINAMICA. Através do DINAMICA simulamos três cenários distintos em duas escalas de abordagem: (1) todo o centro norte e noroeste mato-grossense, (2) o município de Colniza-MT. Nas duas escalas de abordagem os cenários modelados foram: (1) usual - baseado na taxa anual de desmatamento registrada no período 2000-2004, (2) intermediário - baseado na taxa de desmatamento registrada entre 2004-2005, onde houve uma redução de aproximadamente 50% na taxa de desmatamento, (3) otimista - baseado em parte do Código Florestal brasileiro que estabelece reserva legal de 80% em propriedades de sobre domínio florestal, entretanto para escala regional este percentual foi reduzido a 50% pelo fato de que 32% das florestas já haviam sido desmatadas no ano de 2004. Na escala regional, dentre os 3 cenários modelados para o ano de 2020, somente o cenário otimista manteria a matriz de estudo predominantemente florestal com uma razoável conexão entre os fragmentos florestais. Caso mantivermos as taxas de desmatamento observadas nos cenários usual e intermediário, chegaremos ao ano de 2020 com respectivamente 69,3% e 55% da área total desmatada, ficando os remanescentes florestais limitados às unidades de conservação, terras indígenas e ao extremo noroeste do estado. As projeções feitas isoladamente para Colniza mostram embora o município ainda tenha mais de 90% de suas terras cobertas por floresta, o ritmo atual de desmatamento reduziria este patamar até 2020 para aproximadamente 70% e que o respeito à reserva legal de 80% seria de grande valia para a manutenção da qualidade ambiental do município. The Amazon has the largest tropical rain forest in the world, containing the largest proportion of natural forest and one fifth of the world´s fresh water sources. Approximately 700.000 km2, or 17% of the Brazilian part of the Amazon, had been already deforested by 2005. Most of this deforestation is concentrated at the deforestation arc , region that comprised the southern and southwestern parties of the state of Pará, the northern part of the state of Mato-Grosso and the central part of the state of Rondônia. Among these states, Mato Grosso deserves special attention, because over the last 10 years, this state was responsible for at least 35% of the deforestation reported annually by the Brazilian National Institute of Spatial Research (INPE - PRODES). In 2004 this level rose to 48%. Although, historically, livestock was considered to be the main vector of deforestation, occupying approximately 75% of the total deforested area in the Amazon today, in the state of Mato-Gosso the expansion of soybean cultivation has recently gained importance. The considerable rise of the deforestation rates in this state, between 2000 and 2004, coincide with the entrance of the soybean crop in the Amazon biome. Although this crop is mainly grown in former pasture areas, it forces the livestock production to shift to new frontier areas and clear pristine forest. Considering the facts above, the aim of this study was to analyze the present spatiotemporal dynamics of the deforestation in Mato-Grosso state and to predict the spatial configuration of the residual forest up to the year 2020. For the simulation of scenarios we used a spatial explicit model, called DINAMICA, based on cellular automata. We simulated 3 distinct scenarios at two different spatial scales: (1) the central north and northwest region of Mato Grosso state, (2) Colniza -MT county. At both scales the simulated scenarios were: (1) Business as usual based on the annual deforestation rate reported for the period 2000 - 2004, (2) intermediary based on the deforestation rate registered between 2004-2005, when the deforestation rate decreased by approximately 50%, and (3) optimistic based on the Brazilian Forest Code that requires maintenanced the legal reserve status in 80% of private properties under forest. However, on a regional scale this percentage was reduced to a more realistic level of 50%, because 32% of the forest over these areas had been already deforested by 2004. On a regional scale, among the 3 simulated scenarios up to 2020, only the optimistic scenario would maintain a forest matrix with reasonable connectivity among the forest fragments. If we maintain the deforestation rates observed in the usual and intermediary scenarios, in 2020 we will have respectively 69.3% and 55% of the total area deforested with the residual forest being limited to the protected areas and some portions on the extreme northwest of the region. With the projections made for Colniza- MT county, of the 90% forest cover in 2004, deforestation at the present rate will reduce this amount to approximately 70% in 2020. If actually implemented, the 80% legal reserve policy imposed by the Brazillian Forest Code will be of great value for maintain future quality of life, including ecological, social and economic values in this county.

Dentro da Amazônia Legal brasileira o estado do Mato Grosso apresenta as maiores taxas de desmatamento concentradas em pontos críticos, e localizadas principalmente ao longo das rodovias BR 163 e BR 158. Na atualidade, estas regiões encontram-se em uma segunda fase de ocupação, na qual a rentabilidade de atividades extrativistas e agropecuárias está impulsionando a expansão e transformação da fronteira, e este processo está sendo reforçado por programas governamentais de investimento em obras de infra-estrutura. Segundo dados do projeto PRODES, a taxa de crescimento do desmatamento do Mato Grosso entre o ano 2003 e 2004 foi de 10615 km2, o que corresponde a 40% do desmatamento total feito na Amazônia neste periodo. Para facilitar o estudo e a compreensão desta problemática, a modelagem espacial é uma ferramenta útil que permite representar, de maneira mais simples, processos complexos como o desmatamento e simular possíveis trajetórias futuras. O objetivo deste trabalho foi desenvolver um modelo espacial para simular a dinâmica do desmatamento em diferentes escalas na região nordeste do Estado de Mato Grosso até o ano 2025, além de avaliar as respostas do desmatamento a variáveis proximais através de cenários futuros, usando a metodologia e conceitos do programa computacional DINAMICA. Este programa é um modelo de simulação espacial baseado em autômatos celulares. Para a região nordeste do Estado, foi usada uma resolução de 250 m e foram simulados três cenários: o primeiro cenário representou as tendências históricas do desmatamento, no qual os resultados mostraram que se as tendências atuais se mantiverem, até o ano 2025, 70% da área da região nordeste de Mato Grosso estará desmatada, apresentando uma paisagem altamente fragmentada. No segundo cenário, foi representada uma ação efetiva do governo tanto federal, estadual e municipal que diminuiu em 50% a taxa anual de desmatamento na região por um período prolongado. Esta ação caso fosse efetiva reduziria em apenas 9% o desmatamento no ano 2025, e a paisagem apresentar-seía menos fragmentada, com maior conectividade entre os fragmentos de floresta remanescentes. No cenário 3, além da ação efetiva por parte dos governos, levou-se em conta a criação de novas unidades de conservação planejadas pelo governo estadual. A presença destas unidades inibiu em 10% o desmatamento até o ano 2025, e a paisagem da região apresentou maiores manchas de floresta remanescentes, protegendo inclusive as principais cabeceiras do rio Xingu. Um segundo modelo foi desenvolvido para o município de União do Sul, diminuindo-se a resolução a 90m. Foram simulados quatro cenários até o ano 2025, nos quais assumiu-se um fato hipotético, no qual o governo estadual procurando soluções para diminuir o desmatamento decidiu impor um sistema de cotas de desmatamento por ano e por município, cotas que seriam atribuídas em função do montante já desmatado em cada município. O primeiro cenário representa a continuação das tendências atuais do desmatamento, o que levaria a uma perda de quase 50% da área de floresta do município e uma paisagem altamente fragmentada no ano 2025. Os outros três cenários simulados representaram a criação de uma nova unidade de conservação e a aplicação de cotas de desmatamento de 20%, 50% e 80% respectivamente, dando como resultado uma maior redução na porcentagem de área desmatada e menor fragmentação da paisagem para cotas menores no ano 2025. In the Brazilian Amazon, the state of Mato Grosso has the highest rates of deforestation; which is concentrated over hotspots mainly located along the BR 163 and BR 158 highways. At present, these and other regions are facing a second phase of occupation in which the profitability of logging and farming activities promotes the expansion and transformation of the frontier. This process is being reinforced by government investment programs for infrastructure projects. According to the PRODES project, the total deforestation in Mato Grosso between 2003 and 2004 was 10615 km2 which represents 40% of the total deforestation activity in Amazônia in this period. In order to facilitate the study and understanding of the complexity of deforestation and its related land cover change, spatial modeling is a potentially useful approach that represents, in a simple way, complex processes, like deforestation and simulates future scenarios. The objective of this study is to develop a spatial model to simulate deforestation dynamics at different spatial scales in the northeast region of the state Mato Grosso up to the year 2025, as well to evaluate the response of deforestation to proximate variables through development of future scenarios. For this research the spatial simulation model DINAMICA is used with its concepts and techniques based on cellular automata and weights of evidence. For the northeastern region of the state of Mato Grosso a spatial resolution of 250m was used and three scenarios are simulated: the first scenario represented the historical tendencies (business as usual) of deforestation, the results show that if the present tendencies persist until the year 2025 70% of the area of the northeast region of Mato Grosso will be deforested, having a highly fragmented landscape. In the second scenario represented effective actions of the federal, state and municipal governments that reduce the region s deforestation rates for a prolonged period. This action would reduce the deforestation rate by 9% up to the year 2025, and the landscape would have less fragmentation and more connectivity between forest fragments. In scenario 3, in addition to the effective action of the governments, the creation of new conservation units planned by the state government was included. The conservation of these areas would reduce the deforestation rate by 10% up to the year 2025 and the region s landscape would consist of larger forest patches, protecting the principal headwaters of the Xingu River. A second model was developed for the municipality União do Sul, applying a spatial resolution of 90 meters. Four scenarios were simulated up to the year 2025 in three of which the state government imposes a deforestation quota per year for each municipality. The first scenario involves the continuation of present deforestation trends and indicates the loss of almost 50% of the total forested area in the municipality, having a highly fragmented landscape in the year 2025. The other three scenarios represent the creation of new conservation areas and the application of deforestation quotas of 20%, 50% and 80%; the results show an increase in the percentage of deforested area and a less fragmented landscape for the low quotas in the year 2025.
