Although lead has been removed from paint and gasoline sold in the U.S., lead exposures persist, with communities of color and residents in urban and low-income areas at greatest risk for exposure. The persistence of and inequities in lead exposures raise questions about the scope and implementation of policies that address lead as a public health concern. To understand the multi-level nature of lead policies, this paper and case study reviews lead policies at the national level, for the state of California, and for Santa Ana, CA, a dense urban city in Southern California. Through a community-academic partnership process, this analysis examines lead exposure pathways represented, the level of intervention (e.g., prevention, remediation), and whether policies address health inequities. Results indicate that most national and state policies focus on establishing hazardous lead exposure levels in settings and consumer products, disclosing lead hazards, and remediating lead paint. Several policies focus on mitigating exposures rather than primary prevention. The persistence of lead exposures indicates the need to identify sustainable solutions to prevent lead exposures in the first place. We close with recommendations to reduce lead exposures across the life course, consider multiple lead exposure pathways, and reduce and eliminate health inequities related to lead.

Lead poisoning contributes to a significant burden of disease as a toxic substance found in air, soil, and water. In Indonesia, the risk of exposure is high due to the inappropriate recycling of used lead batteries. The objective was to investigate the factors that influence lead levels in children's blood. This cross-sectional study assessed blood lead levels (BLLs) in children aged 12–59 months in four communities exposed to used lead-acid batteries (ULABs) recycling activities, comparing them to a control area. The study employed a threshold level of 20 μg/dL to identify high BLLs and utilized a sample size of 324 children from exposed sites and 240 from control sites. Questionnaires, blood lead tests and a home-based assessment for environmental exposures were applied. The study participants comprised 295 boys and 269 girls, with an average age of 35 months. Significant disparities in soil lead concentrations median: Q1-Q3 were found between exposed (6581.7 : 2432.6–16647.1) ppm and control areas (253.5 : 158.8–417.1) ppm. Children in exposed areas had 3.9 times higher odds of BLL ≥20 μg/dL. Fathers with BLL ≥20 μg/dL had children with similarly elevated BLLs. Multivariate analysis identified socioeconomic status, study areas, environmental factors (cookware, food ware, spices, house cleaning), and children's behavior (breastfeeding duration) as determinants of elevated BLLs. Reported environmental factors had notable impact on BLLs, with aluminum cookware (aOR = 1.4, 95%CI [1.2–1.6]), food ware materials (aOR = 1.15, 95%CI [1.0–1.3]), type of spices (aOR = 2.7, 95%CI [1.7–48.0]), and house cleaning method (aOR = 2.9, 95%CI [1.2–7.1]). This study highlighted key risk factors affecting children's blood lead levels (BLL) and emphasized the urgency of employing effective strategies to remediate lead-contaminated soils in exposed regions. The findings underscore the need for prompt medical intervention and monitoring for children in these areas, with additional research essential to fully understand lead poisoning pathways in the environment. This article is a case study of one Community-University Research and Action Partnership (CURAP) focused on soil lead, urban gardening, and environmental justice in Sacramento, California. We argue that creating and sustaining CURAPs requires a process of weaving together diverse strands of knowledge, resources, and lines of accountability that connect all parties involved. Like the physical process of weaving fabric, weaving CURAPs involve creative and collaborative uses and responses to tension between all elements of a partnership. This is especially true in long-term partnerships intended to address systemic environmental injustices. This case highlights the power relationships and challenges associated with such partnerships and presents several lessons to enrich the scholarship and practices of action research.

Community-engaged soil testing projects fill gaps in an environmental regulatory system that does not meet the needs of people facing lead pollution in the United States. Lead has long been recognized as toxic, and soil is one source of lead exposure. However, in the U.S., systematic testing and monitoring of soil lead levels can be described as "undone science"—research in the public interest that is systematically neglected. Interviews with thirty community-engaged soil researchers across the country offer insights into the production and contestation of undone science surrounding soil lead. First, industrial interests resist the adoption of screening levels that offer higher levels of protection and environmental scrutiny. Second, the regulatory system focuses on legal action against identifiable polluters at industrial sites rather than broader actions to protect health. Third, soil testing is generally voluntary and there are deterrents to identifying contaminated soil. Fourth, while government programs for environmental testing are increasingly offloaded to academic researchers, research funding for "routine monitoring" is difficult to obtain. Fifth, straightforward exposure prevention is possible, but it requires funding and maintenance. Finally, the perceived lack of value or invisibility of soil may hinder public pressure on public agencies to direct research towards areas of undone science. Community-engaged researchers are challenging these mechanisms that produce undone science, creating new opportunities to protect health and the environment. An increasing concentration of lead (Pb) in urban contaminated soil due to anthropogenic activities has been a global issue threatening human health. The use of urban ornamental plants as phytoremediation of Pb‐contaminated soil is a new choice. In the present experiment, the physiological and biochemical response of five ornamental plants to increase in concentrations of C4H6O4Pb·H2O in the soil were measured to investigate these plans' Pb tolerance strategies and abilities. Our results showed that Pb stress significantly inhibited the growth and the biomass of all the plants. The root activity (RA), net photosynthetic rate (Pn), and chlorophyll (Chl) content in Pb‐stressed leaves were significantly decreased, whereas the leaf proline (Pro), soluble sugar (SS), and membrane stability index (MSI) were remarkable increased compared with those in the control group. By application of all‐subsets regression and linear regression, the reduction in photosynthetic capacity in the five plants is mainly due to the decrease in the leaf Chl content caused by Pb stress. The bioconcentration factor (BCF) in Canna generalis was greater than 1, while in the other plants were lower than 1, suggesting that Canna generalis had the highest Pb accumulation ability. The translocation factor (TF) in all the plants were lower than 1, suggesting that Pb preferentially accumulated in the external part of roots. By calculating the comprehensive evaluation value (CEV), Iris germanica L. was found to be the most sensitive species, and Canna generalis was the most tolerant species, to Pb stress among the five ornamental plants. Abstract The effect of traffic load on the spatial distribution of lead concentrations in the soil at roadsides and on traffic islands was investigated along a road in Rishon LeZion, Israel. The road comprised two segments that were used during different periods: old, which was in use since 1980; and new, which was opened to traffic in 2004. Soil samples were collected from the upper 0–2 cm soil layer from the roadsides at various distances from the road, and from beneath and between shrubs on the traffic islands. The soil sampling was conducted in 2007 — a few years after the implementation of lead-free fuel — and in 2012. For each soil sample, lead concentration and soil properties associated with lead adsorption (soil organic matter and soil texture) were determined. The amounts of lead around the old road segment were higher than those around the new one. In both sampling years, the lead concentrations at the sides of both road segments were far below the maximum permissible levels for urban and agricultural areas. However, some of the sampling points on the traffic islands of the old road showed lead contamination. Small, non-significant differences in soil lead levels were found at differing distances from the road. Lead-concentration depletion rates of about 1–7 mg kg−1 yr−1 were indicated. Within the traffic islands, the samples collected beneath shrubs contained higher lead concentrations than those collected between shrubs. Soil organic matter levels of <1.5% did not affect the lead concentrations, whereas those above 1.5% showed a strong positive correlation. The estimation of soil contamination with anthropogenic lead requires uncontaminated analogues of the recent soils for comparison. For this purpose, a paleosol buried under a 2-m high burial mound of the Bronze Age and protected by it from atmospheric deposition during 4500 years was studied. The content and isotopic composition of mobile and total lead in the buried and recent soils (roadside and remote from lead sources) were compared. Obvious signs of anthropogenic contamination were revealed in only the upper layer of the roadside soil within 10 m from a highway. These were an increase in the absolute content of all lead forms; a high relative content of mobile forms; high ratios of Pb relative to Ti, Zr, and Y; and the similarity between isotopic compositions of the soil lead and the lead from modern atmospheric aerosols and Russian gasoline. Interestingly, no significant difference was found in the total lead contents or in the isotopic compositions between the recent soil remote from roads and the buried soil. However, some signs of anthropogenic impact could be revealed by the analysis of mobile lead forms, which make up a small portion of the total content. [ABSTRACT FROM AUTHOR]

Urban gardens are often heralded as places for building social, physical, and environmental health. Yet they are also sites of significant conflict based on competing political, economic, and ecological projects. These projects range from radical re-envisionings of liberatory urban spaces, reformist aesthetic and sanitary improvement programmes, to underwriting the production of the neo-liberal city. These projects are based on divergent visions of the garden ground itself, in particular, whether this is soil (the fertile and living source for growing food and social values) or dirt (an inert and even problematic substrate to be removed or built upon for development purposes). These are not fixed or mutually exclusive categories, but are unstable as soil/dirt moves in discursive and material ways over time and space. Contaminants such as lead in the soil contribute to this instability, reframing fertile soil as dangerous dirt. To understand this discursive and material movement of soil/dirt over time and space, a dynamic spatial politics framework is needed that encompasses three scalar concepts: location, duration, and interconnection. This paper applies this dynamic spatial politics framework to interpret the 30-year conflict over the fate of an urban garden in Sacramento, California, that began as a countercultural space and was eventually transformed into a manicured amenity for a gentrifying neighbourhood, and the role of soil lead contamination in this narrative. Background. Lead exposure within artisanal ceramics workshop communities in Mexico continues to be a major source of childhood lead poisoning. Artisanal ceramics workshops expose children through direct ingestion, contaminated soil, and food prepared in lead-glazed pottery. Conversion to non-lead glazes alone may not effectively reduce exposure. This paper describes a model comprehensive intervention and environmental remediation of an artisanal ceramics workshop in the state of Hidalgo, Mexico. Objectives. The purpose of the project was to evaluate the effectiveness of environmental interventions—including removal of lead-contaminated equipment, soil and pottery—on childhood blood lead levels. Methods. A typical artisanal workshop using lead glaze was identified and assessed for lead contamination. Baseline blood lead levels (BLL) were taken from 5 children inhabiting the workshop prior to remediation. Follow-up paired BLL were taken 3- and 12-months post-remediation and results compared. Results. A mean 54% decrease in BLL within 3 months of remediation and a 57% decrease within 1 year was observed. Conclusions. This project shows the effectiveness of environmental lead remediation at artisanal Mexican ceramics workshops for purposes of sustained BLL reductions. Application of the methods presented in this paper to other ceramics workshops using lead glaze in central Mexico will likely help to further reduce childhood lead poisoning. Competing Interests. This study was conducted to investigate lead (Pb) bioaccessibility in urban soil and to assess health risk to children in the city of Broken Hill, Australia, which was established around one of the world's largest lead–zinc–silver mines. Fifty-three topsoil (0–0.1 m) and 50 subsoil (0.3–0.5 m) samples were collected from earthen footpaths, nature strips, parks or vacant land throughout the urban area. The soil samples were analysed for total Pb concentration, Pb bioaccessibility and Pb mineral phases, together with important soil physicochemical properties known to influence Pb bioaccessibility. Lead bioaccessibility ranged from 24% to 89% in topsoil and from 16% to 100% in subsoil, exhibiting a generally decreasing pattern with increasing distance from the orebody. Lead bioaccessibility was strongly positively related to total Pb concentration in both the topsoil and subsoil. In subsoil, a moderate negative correlation existed between Pb bioaccessibility and soil pH, while a moderate positive correlation existed between Pb bioaccessibility and soil organic matter (OM) content. In contrast, only a weak positive correlation existed between Pb bioaccessibility and OM content in topsoil. The presence of different Pb mineral phases also appeared to have caused variation in soil Pb bioaccessibility, with galena (PbS)-rich samples tending to exhibit lower Pb bioaccessibility. The prediction of blood lead (PbB) levels in Broken Hill children aged 1–4 years using the IEUBK model well matched the measured data from a recent PbB screening, suggesting a high risk of childhood chronic low-level Pb exposure (PbB levels > 5 μg/dL) in Broken Hill, especially in the vicinity of the orebody. Future Pb abatement programs in Broken Hill should utilise the IEUBK model to establish target soil Pb values in an effort to achieve particular child PbB outcomes. [ABSTRACT FROM AUTHOR]

The objectives of this study are to demonstrate for the first time the use of a field portable X-Ray Fluorescence Analyzer (XRF) in a multi-media environmental survey and to use the survey results to determine if residual lead from a once-active secondary lead smelter in Cairo, Egypt, still posed a health risk to the residents when comparing results with US EPA standards. Results were analyzed to determine if relationships among the variables indicated that there were residual impacts of the former smelter. Samples collected inside and near a total of 194 dwellings were analyzed. The mean floor dust lead loading was 7.48 μg lead/ft2. Almost 10% of the dwellings had at least one floor dust wipe sample that exceeded the United States Environmental Protection Agency's (USEPA) interior settled dust lead level of 40 μg lead/ft2. The median paint lead level was 0.04 mg lead/cm2. 17% of the dwellings had at least one interior paint sample that exceeded the USEPA standard of 1.0 mg lead/cm2. Mean soil lead concentration in the study area was 458 ppm and 91 ppm outside the study area. Four of nine composite soil samples exceeded the US EPA limit for bare soil in play areas. Lead concentrations in samples collected in locations outside the study area did not exceed the limit. The highest concentration was in the plot closest to the smelter and may represent residual impact from the former smelter. Statistically significant relationships were not detected between interior floor dust lead loading and either interior paint lead loading or exterior dust lead concentration. Thus, no significant exposure from the former smelter was indicated by these analyses. This may have resulted from the time elapsed since the closing of the smelter and/or the relatively low paint lead levels. Further study is needed in other areas of Egypt near former and active lead smelters. Background Previous studies link maternal blood lead (Pb) levels and pregnancy-related hypertensive disorders. Objective Assess the relationship between neighborhood soil Pb and maternal eclampsia risk. Methods Zip code summarized high density soil survey data of New Orleans collected before and after Hurricanes Katrina and Rita (HKR) were merged with pregnancy outcome data on 75,501 mothers from the Louisiana office of public health. Cross-sectional logistic regression analyses are performed testing the association between pre-HKR accumulation of Pb in soils in thirty-two neighborhoods and eclampsia risk. Then we examine whether measured declines in soil Pb following the flooding of the city resulted in corresponding reductions of eclampsia risk. Results Cross-sectional analyses show that a one standard deviation increase in soil Pb increases the odds of eclampsia by a factor of 1.48 (95% CI: 1.31, 1.66). Mothers in zip code areas with soil Pb>333 mg/kg were 4.00 (95% CI: 3.00, 5.35) times more likely to experience eclampsia than mothers residing in neighborhoods with soil Pb<50 mg/kg. Difference-in-differences analyses capturing the exogenous reduction in soil Pb following the 2005 flooding of New Orleans indicate that mothers residing in zip codes experiencing decrease in soil Pb (−387.9 to −33.6 mg/kg) experienced a significant decline in eclampsia risk (OR=0.619; 95% CI: 0.397, 0.963). Conclusions Mothers residing in neighborhoods with high accumulation of Pb in soils are at heightened risk of experiencing eclampsia. [ABSTRACT FROM AUTHOR]

Background: Lead poisoning is classically defined as exposure to high levels of lead typically associated with severe health effects, but being a heavy metal which is potentially toxic, if present at even minor concentrations, it is of great concern to environmentalists and medical professionals alike. Activated charcoal has been known to adsorb heavy metals and thus, was used in this study as well. Aim: The main aim of this study was to decrease the lead content of agricultural soil which is attributed to the use of pesticides containing lead by using activated charcoal. Material and Methods: The lead contamination in agricultural soil and plant dry mass samples which increases due to the effect of pesticides was detected by using Field Portable X-Ray Fluroscence (FP-XRF) spectrophotometer. Soil was taken in plastic trays and the plants were grown and watered daily. The collected ground water was also tested. For the estimation of lead in water samples, Graphite Furnace Atomic Absorption Spectroscopy (GFAAS) was employed. Results: This study suggested the remediation of soil lead content by using activated charcoal. The study also revealed that activated charcoal not only adsorbs lead but also inhibits the accumulation of lead in ground water. Conclusion: This study promotes a cost effective process to treat agricultural lands polluted with leaded pesticides. Water purifiers, refrigerator etc. contain varying amounts of activated charcoal, after usage of these appliances it can be recycled and used as a source of activated charcoal. Abstract: Although lead (Pb) emissions to the air have substantially decreased in the United States since the phase-out of leaded gasoline by 1995, amounts of lead in some soils remain elevated. Lead concentrations in residential and recreational soils are of concern because health effects have been associated with Pb exposure. Elevated soil Pb is especially harmful to young children due to their higher likelihood of soil ingestion. The purpose of this study is to create a comprehensive compilation of U.S. soil Pb data published from 1970 through 2012 as well as to analyze the collected data to reveal spatial and/or temporal soil Pb trends in the U.S. over the past 40years. A total of 84 soil Pb studies across 62 U.S. cities were evaluated. Median soil Pb values from the studies were analyzed with respect to year of sampling, residential location type (e.g., urban, suburban), and population density. In aggregate, there was no statistically significant correlation between year and median soil Pb; however, within single cities, soil Pb generally declined over time. Our analysis shows that soil Pb quantities in city centers were generally highest and declined towards the suburbs and exurbs of the city. In addition, there was a statistically significant, positive relationship between median soil Pb and population density. In general, the trends examined here align with previously reported conclusions that soil Pb levels are higher in larger urban areas and Pb tends to remain in soil for long periods of time. Soil lead pollution is a recalcitrant problem in urban areas resulting from a combination of historical residential, industrial, and transportation practices. The emergence of urban gardening movements in postindustrial cities necessitates accurate assessment of soil lead levels to ensure safe gardening. In this study, we examined small-scale spatial variability of soil lead within a 15 × 30 m urban garden plot established on two adjacent residential lots located in Detroit, Michigan, USA. Eighty samples collected using a variably spaced sampling grid were analyzed for total, fine fraction (less than 250 μm), and bioaccessible soil lead. Measured concentrations varied at sampling scales of 1-10 m and a hot spot exceeding 400 ppm total soil lead was identified in the northwest portion of the site. An interpolated map of total lead was treated as an exhaustive data set, and random sampling was simulated to generate Monte Carlo distributions and evaluate alternative sampling strategies intended to estimate the average soil lead concentration or detect hot spots. Increasing the number of individual samples decreases the probability of overlooking the hot spot (type II error). However, the practice of compositing and averaging samples decreased the probability of overestimating the mean concentration (type I error) at the expense of increasing the chance for type II error. The results reported here suggest a need to reconsider U.S. Environmental Protection Agency sampling objectives and consequent guidelines for reclaimed city lots where soil lead distributions are expected to be nonuniform. Literature data on the historical reconstructions of the atmospheric lead deposition in Europe and the isotopic composition of the ores that are potential sources of the anthropogenic lead in the atmospheric deposition in the lower Volga steppes during different time periods have been compiled. The effect of the increasing anthropogenic lead deposition recorded since the Bronze Age on the level of soil contamination has been investigated. For the first time paleosol buried under a burial mound of the Bronze Age has been used as a reference point to assess of the current contamination level. The contents and isotopic compositions of the mobile and total lead have been determined in submound paleosols of different ages and their recent remote and roadside analogues. An increase in the content and fraction of the mobile lead and a shift of its isotopic composition toward less radiogenic values (typical for lead from the recent anthropogenic sources) has been revealed when going from a Bronze-Age paleosol to a recent soil. In the Bronze-Age soil, the isotopic composition of the mobile lead is inherited from the parent rock to a greater extent than in the modern soils, where the lead is enriched with the less radiogenic component. The effect of the anthropogenic component is traced in the analysis of the mobile lead, but it is barely visible for the total lead. An exception is provided by the recent roadside soils characterized by increased contents and the significantly less radiogenic isotopic composition of the mobile and total lead. In this paper, we address the question where one ought to concentrate soil sample collection efforts to efficiently predict children at-risk for soil Pb exposure. Two extensive data sets are combined, including 5467 surface soil samples collected from 286 census tracts, and geo-referenced blood Pb data for 55,551 children in metropolitan New Orleans, USA. Random intercept least squares, random intercept logistic, and quantile regression results indicate that soils collected within 1m adjacent to residential streets most reliably predict child blood Pb outcomes in child blood Pb levels. Regression decomposition results show that residential street soils account for 39.7% of between-neighborhood explained variation, followed by busy street soils (21.97%), open space soils (20.25%), and home foundation soils (18.71%). Just as the age of housing stock is used as a statistical shortcut for child risk of exposure to lead-based paint, our results indicate that one can shortcut the characterization of child risk of exposure to neighborhood soil Pb by concentrating sampling efforts within 1m and adjacent to residential and busy streets, while significantly reducing the total costs of collection and analysis. The availability of Pb and As in an historically contaminated orchard soil, after amendment with compost and aging in the field, was determined by single-step chemical extraction with 1.0 M ammonium acetate at pH 4.8, sequential extraction using the modified BCR test, and a redworm bioassay in the laboratory. The efficiency of soil Pb extraction by ammonium acetate was greater at higher total soil Pb but was reduced by compost amendment. Conversely, the extraction efficiency of total soil As increased with compost amendment, but was not sensitive to total soil As. The redworm bioassay indicated Pb (but not As) bioavailability to be reduced by soil amendment with compost, a result consistent with the ammonium acetate extraction test but not reflected in modified BCR test. Electron microprobe studies of the orchard soil revealed Pb and As to be spatially associated in discrete particles along with phosphorus and iron. [Copyright &y& Elsevier]

The effects of acid digestion procedures and instrumentation on extracted lead (Pb) concentrations from several soils, including a mildly Pb-contaminated soil, were determined using a two-factor factorial experiment. The two factors were (i) digestion procedure [seven levels: U.S. EPA, AOAC (dry ashing), nitric acid (NA), three aqua regia procedures (AR1, AR2, and AR3), and hydrofluoric acid (HF)] and (ii) instrumentation [two levels: atomic absorption spectrometry (AAS) and inductively coupled plasma (ICP) spectroscopy]. The greatest Pb recovery was obtained when soils were digested with HF and analyzed by AAS. The results suggest that the AOAC procedure (a standard procedure for recovery of soil nutrients and trace elements in Canadian laboratories) and EPA procedure (a standard procedure in American laboratories) may underestimate Pb concentrations in some Atlantic Canadian soil types. The AAS procedure is more accurate than ICP for determining Pb concentrations in soil with a history of PbHAsO4, at least for Atlantic Canadian soils. [ABSTRACT FROM AUTHOR]
