The post–Thomas Fire debris flows of 9 January 2018 killed 23 people, damaged 558 structures, and caused severe damage to infrastructure in Montecito and Carpinteria, CA. U.S. Highway 101 was closed for 13 days, significantly impacting transportation and commerce in the region. A narrow cold frontal rain band generated extreme rainfall rates within the western burn area, triggering runoff-driven debris flows that inundated 5.6 km2 of coastal land in eastern Santa Barbara County. Collectively, this series of debris flows is comparable in magnitude to the largest documented post-fire debris flows in the state and cost over a billion dollars in debris removal and damages to homes and infrastructure. This study summarizes observations and analyses on the extent and magnitude of inundation areas, debris-flow velocity and volume, and sources of debris-flow material on the south flank of the Santa Ynez Mountains. Additionally, we describe the atmospheric conditions that generated intense rainfall and use precipitation data to compare debris-flow source areas with spatially associated peak 15 minute rainfall amounts. We then couple the physical characterization of the event with a compilation of debris-flow damages to summarize economic impacts.

Η παρούσα Διδακτορική Διατριβή περιγράφει ερευνητικές εργασίες για τη μεταφορά ηλεκτρονίων (ΜΗΛ) και τις πολύ-εξιτονικές διεργασίες σε μόρια και μοριακές συνδέσεις. Ο βασικός στόχος της έρευνας είναι να αναπτύξει μια φυσική κατανόηση του τρόπου ελέγχου της ΜΗΛ και της Απλής Σχάσης (ΑΣ) σε μόρια. Μέρος της εργασίας, στο πεδίο της μοριακής ηλεκτρονικής και των μοριακών συνδέσεων, εξηγεί τη συμπεριφορά ρεύματος-τάσης και ρεύματος-θερμοκρασίας σε πειράματα μοριακής σύνδεσης και προτείνει νέα πειράματα σύνδεσης για την παρατήρηση της ανεστραμμένης περιοχής Marcus διαλύματος σε περιβάλλοντα μοριακής σύνδεσης. Το άλλο μέρος, που σχετίζεται με την πολύ-εξιτονική μοριακή φυσική, διερευνά τη διαδικασία της απλής σχάσης σε συστήματα μοριακού δότη (ΔΟ) – γέφυρα (ΓΕ) – δέκτη (ΔΕ) μέσω της ανάπτυξης ενός ημι-αναλυτικού / υπολογιστικού πλαισίου και εξηγεί πειραματικές παρατηρήσεις. Οι μοριακές συνδέσεις είναι ιδανικά συστήματα για τη διερεύνηση μηχανισμών ΜΗΛ που παίζουν σημαντικό ρόλο στη χημεία και τη βιολογία. Περιγράφουμε τη θεωρητική μοντελοποίηση της ΜΗΛ σε υβριδικές ετεροσυνδέσεις μετάλλων – πρωτείνης ΜΗΛ (ΠΜΗΛ π.χ. Αζουρίνη) - μετάλλων, εστιάζοντας σε ένα σύνολο πειραματικών αποτελεσμάτων που μετρούν τη συμπεριφορά ρεύματος-τάσης και ρεύματος-θερμοκρασίας των συνδέσεων. Τα υπό μελέτη συστήματα περιλαμβάνουν ετεροσυνδέσεις με Holo-Az (υποκατεστημένο με χαλκό), Apo-Az (χωρίς μέταλλο) και Αζουρίνη όταν είναι υποκατεστημένη με νικέλιο, κοβάλτιο και ψευδάργυρο. Ο στόχος της ανάλυσής μας είναι να κατανοήσουμε από τα πειράματα πώς ο μηχανισμός μεταφοράς εξαρτάται από την υποκατάσταση μετάλλου. Λαμβάνουμε υπόψη διαφορετικά μοντέλα μεταφοράς. Η άλλη εργασία, που σχετίζεται με το ΜΗΛ, προτείνει μια αρχιτεκτονική μοριακής σύνδεσης ΔΟ-ΓΕ-ΔΕ που λειτουργεί στη μη-συνεκτική περιοχή θερμικής μεταπήδησης (ΜΘΜ), που είναι κατάλληλη για τη δημιουργία άμεσων συσχετίσεων μεταξύ του ρεύματος από ηλεκτρόδιο προς ηλεκτρόδιο και του ενδό-μοριακού ρυθμού ΜΗΛ ΔΟ-σε-ΔΕ. Προτείνουμε ότι αυτός ο τύπος σύνδεσης μπορεί να χρησιμοποιηθεί για την παρατήρηση της εξάρτησης της ανεστραμμένης παραβολής Marcus του ενδό-μοριακού ρυθμού από το ενεργειακό χάσμα που φαίνεται να μπορεί να παρατηρηθεί μόνο σε ΜΗΛ σε διάλυμα. Στην προτεινόμενη σύνδεση, η πρόσβαση στην ανεστραμμένη περιοχή γίνεται μεταβάλλοντας την τάση. Η πραγματοποίηση ενός τέτοιου πειράματος θα επέτρεπε ουσιαστικές συγκρίσεις μεταξύ των ρυθμών ΜΗΛ σε διάλυμα και των ρευμάτων μοριακής σύνδεσης για το ίδιο μόριο. Το άλλο πεδίο της ερευνητικής μου δραστηριότητας είναι η σπιν μοριακή φυσική και χημεία και ειδικότερα οι φωτο-επαγόμενες διεργασίες σπιν. Η έρευνά μου επικεντρώνεται στη διερεύνηση της διαδικασίας Απλής Σχάσης (ΑΣ) σε συστήματα μοριακών εξιτονίων ΔΟ-ΓΕ-ΔΕ. Ο κύριος στόχος είναι να κατανοήσουμε πώς μια γέφυρα-σύνδεσμος που συνδέει τους ΔΟ και ΔΕ μπορεί να συντονίσει την αποτελεσματική σύζευξη ΑΣ που οδηγεί σε συσχετισμένες τριπλέτες διαχωρισμένες από ΔΟ-ΔΕ. Για το σκοπό αυτό, αναπτύσσουμε ένα ημι-αναλυτικό / υπολογιστικό πλαίσιο για τη διερεύνηση των σχέσεων δομής-συνάρτησης για ΑΣ σε μοριακές αρχιτεκτονικές ΔΟ-ΓΕ-ΔΕ. Προσδιορίζουμε διαφορετικές περιοχές διαμεσολάβησης-γέφυρας για την αποτελεσματική σύζευξη ΑΣ στο συνεκτικό όριο σήραγγας και εξάγουμε τα κυρίαρχα μονοπάτια σε κάθε περιοχή. Περιγράφουμε την εξάρτηση αυτών των περιοχών από ενέργεια πολύ-ηλεκτρονιακών καταστάσεων ΔΟ-ΓΕ-ΔΕ και από στοιχεία πίνακα ενός και δύο ηλεκτρονίων ΔΟ-ΓΕ (ΔΕ-ΓΕ). Αυτή η ημι-αναλυτική προσέγγιση μπορεί να χρησιμοποιηθεί για να καθοδηγήσει τις υπολογιστικές και πειραματικές μελέτες για συστήματα ΔΟ-ΓΕ-ΔΕ με συντονισμένους ρυθμούς ΑΣ και για να ερμηνεύσει πειραματικές παρατηρήσεις του φαινομένου συντονισμού γέφυρας της ΑΣ. This Ph.D. Thesis describes research work on electron transfer (ET) and multi-excitonic processes in molecules and molecular junctions. The underlying objective of the research is to develop a physical understanding of how to control ET and Singlet Fission (SF) in molecules. Part of the work, on the field of molecular electronics and junctions, explains current-voltage and current-temperature behavior in molecular-junction experiments, and proposes novel junction experiments for observing the solution-phase Marcus inverted region in junction environments. The other part, that relates to multi-excitonic molecular physics, investigates singlet fission process in molecular donor (D) – bridge (B) – acceptor (A) systems through the development of a semi-analytical / computational framework and explains experimental observations. Molecular junctions are ideal systems for the investigation of ET mechanisms that play an important role in chemistry and biology. We describe theoretical modeling of ET in hybrid metal - ETpr's (e.g., Azurin (Az)) - metal heterojunctions, focusing on a large set of experimental results that measure the current-voltage and current-temperature behavior of the junctions. The systems under study include heterojunctions with Holo-Az (Cu-substituted), Apo-Az (no metal) and Ni-, Co- and Zn-substituted Azurins. The goal of our analysis is to understand from the experiments how transport mechanism depends on metal substitution. We consider different transport models (coherent and incoherent). The other work, related to ET, proposes a D-B-A molecular junction architecture functioning in the incoherent hopping regime, that is suited for establishing direct correlations between the electrode-to-electrode current and the intra-molecular D-to-A ET rate. We suggest that this type of junction may be used to observe the Marcus-inverted-parabola dependence of the intra-molecular rate on energy gap that is through to be only observable in solution-phase ET. In the proposed junction the inverted regime is accessed by varying the bias voltage. The realization of such an experiment would enable meaningful comparisons between solution-phase ET rates and molecular-junction currents for the same molecule. The other field of my research activity is spin molecular physics and chemistry and in particular the photo-induced spin processes. My research focuses on the investigation of the Singlet Fission (SF) process in molecular exciton D-B-A systems. The main goal is to understand how a bridge-linker connecting D and A can tune the effective singlet-fission coupling that leads to D-A-separated correlated triplets. For this purpose, we develop a semi-analytical / computational framework to explore structure-function relationships for singlet fission in D-B-A molecular architectures. We identify different bridge-mediation regimes for the effective singlet-fission coupling in the coherent tunneling limit and derive the dominant fission pathways in each regime. We describe the dependence of these regimes on D-B-A many-electron state energetics and on D-B (A-B) one-electron and two-electron matrix elements. This semi-analytical approach can be used to guide computational and experimental searches for D-B-A systems with tuned singlet fission rates. We use this approach to interpret the bridge-resonance effect of singlet fission that has been observed in recent experiments.

Alokasi Dana Desa yang kini digulirkan setiap tahun kepada seluruh desa dalam penggunaannya harus dapat dipertangungjawabkan. Pertanggungjawaban keuangan merupakan suatu dimensi penting dalam penggunaan keuangan termasuk Dana Desa. Pertanggungjawaban ini mengingat bahwa desa yang dulunya melaksanakan pembangunan hanya mendapat bantuan keuangan yang terbatas dan pengelolaannya masih sangat sederhana, akan tetapi setelah kebijakan alokasi dana desa diberlakukan sekarang ini, desa mendapatkan alokasi anggaran yang cukup besar dan pengelolaannya dilakukan secara mandiri. Pengelolaan Alokasi Dana Desa juga harus transparan guna mewujudkan pengembangan, kegiatan masyarakat menuju kemandirian desa. Kepala Desa sebagai Kepala Pemerintah Desa adalah pemegang kekuasaan pengelolaan keuangan desa dan mewakili Pemerintah Desa. Tujuan penelitian ini Untuk mengetahui apakah Perencanaan Dana Desa di Desa Sea Kecamatan Pineleng Kabupataen Minahasa, efektif. Dan jenis penelitian yang digunakan adalah Deskriptif kualitatif yaitu data yang disajikan dalam bentuk penjelasan secara jelas dan terperinci. Hasil penelitian yaitu Efektivitas pengelolaan alokasi dana desa pada desa Sea, kecamatan Pineleng, Sulawesi Utara tahun 2016 sampai dengan 2020 berada pada kategori efektif, karena tingkat efektivitas tiap tahun berada pada angka 90%-100% (efektif). California’s winter storms produce intense rainfall capable of triggering shallow landslides, threatening lives and infrastructure. This study explores where hourly rainfall in the state meets or exceeds published values thought to trigger landslides after crossing a seasonal antecedent precipitation threshold. We answer the following questions: 1) Where in California are overthreshold events most common? 2) How are events distributed within the cool season (October–May) and interannually? 3) Are these events related to atmospheric rivers? To do this, we compile and quality control hourly precipitation data over a 22-yr period for 147 Remote Automated Weather Stations (RAWS). Stations in the Transverse and Coast Ranges and portions of the northwestern Sierra Nevada have the greatest number of rainfall events exceeding thresholds. Atmospheric rivers coincide with 60%–90% of these events. Overthreshold events tend to occur in the climatological wettest month of the year, and they commonly occur multiple times within a storm. These statewide maps depict where to expect intense rainfalls that have historically triggered shallow landslides. They predict that some areas of California are less susceptible to storm-driven landslides solely because high-intensity rainfall is unlikely.
