The article analyzes the strategic aspects of managing foreign economic operations for commercial banks, disclosing their importance, challenges and prospects in the current global economic environment. In particular, the article examines the role of commercial banks in providing financial support and services for international operations, the key challenges they face, and potential development strategies. The purpose of the article is to clarify key aspects of this topic, from discussing the role of banks in financing international operations to the importance of strategic risk management and reviewing the latest technologies that affect this sector. The purpose of the article is to explore the importance of banks in financing and providing financial support for international operations of businesses and investors, to consider various strategies and methods of managing financial, currency and geopolitical risks faced by banks in foreign economic operations, and to study the impact of innovative technologies such as blockchain, artificial intelligence, process optimization and increasing the efficiency of managing foreign economic operations of commercial banks. In today's world, the economy is becoming increasingly globalized, which means that business transactions cross national borders. Commercial banks that manage their cross-border operations properly can provide all their customers with access to financial services anywhere in the world. Foreign economic operations include international trade, which is an important source of economic growth for many countries, and commercial banks that provide financial support and services for international trade contribute to the development of international economic relations. Proper management of foreign economic operations helps banks to significantly reduce the risks associated with currency fluctuations, political instability, or other economic or political factors. The article considers the strategic aspects of anti-crisis management of enterprises during the crisis. The paper clarifies the concept of crisis management, analyses the stages of crisis management, and identifies possible threats that arise for enterprises in the current coronavirus pandemic. The use of the the author’s approach, based on the methods of scientific generalization, comparative analysis, system and situational approach, has allowed us to establish that actions taken to manage the crisis should be based on a carefully developed plan, should be effective, and should be applied as soon as possible. The scientific novelty of the study is that, based on the research, the author has identified the advantages of creating a strategic crisis management plan; proposed a sequence of actions for developing an anti-crisis plan; gave an example of implementing an anti-crisis plan for the COVID-19 pandemic; proposed, in order to ensure the sustainability of enterprises in the post-crisis period, strategic recommendations. The practical significance of this scientific paper is that it can serve as a basis for further research in the field of strategic management based on anti-crisis technologies.

This paper investigates some of the myriad collective action implications of geoengineering. Its two major components – carbon dioxide reduction and albedo modification – present diverse collective action and strategic aspects. Carbon dioxide reduction may be characterized by Prisoners’ Dilemma, threshold, or harmony games, depending on capture and sequestration procedures. In contrast, albedo modification may abide by chicken, coordination, or threshold games. Once deployed, albedo modification presents an addiction problem that makes current efforts difficult to alter, even by countries originally opposed to such modification. With its many procedures, geoengineering is tied to a host of collective action problems that may ensue prior, during, or after geoengineering deployment. For carbon dioxide reduction, governance concerns encouraging action, while for albedo modification, governance concerns inhibiting unilateral action. Of the three Asian subregions--Northeast, Southeast and South-Southeast Asia is the only one that contains no Great Power. Yet Southeast Asian states have originated most Asian regional organizations, and Southeast Asian procedures acquired through ASEAN determine their processes. The 'ASEAN Way', emphasizing consensus, non-interference in members' internal affairs and voluntary enforcement of regional decisions have characterized these bodies, insuring at bottom that they reinforce sovereignty protection. Nevertheless, ASEAN's expansion in the 1990s to include Vietnam, Laos, Myanmar and Cambodia incorporated states whose harsh domestic politics were seen by several of the Association 's original members to be undermining its international stature. Additionally, coping with terrorism in the new century has also led to some erosion of the non-interference norm. Transnational cooperation is now essential to each nation's security because terrorist groups cross national borders, and egregious human rights practices in one country can lead to refugees fleeing into neighbouring countries. ASEAN's new November 2007 Charter constitutes an effort to move beyond sovereignty protection to economic, political-security and socio-cultural communities by 2020. The Charter also commits its signatories to democracy (for the first time) and human rights. Other regional organizations dominated by ASEAN procedures include the ASEAN Regional Forum (ARF) for security discussions, ASEAN+3 (Japan, South Korea and China)for economic matters, and the East Asian Summit (EAS) which added Australia, New Zealand and India to the ASEAN+3. Dialogues in these groups cover the gamut of Asian international relations. Perhaps their greatest utility is as venues for national leaders to discuss pressing issues on the sidelines of these gatherings. This paper presents a Decision Support System (DSS) that enables the management of a retail bank to evaluate and reconfigure its branch network. The DSS uses computational methods and knowledge that arises from information about the bank's operational and fixed costs, as well as demographic characteristics from the geographical area where branches are located. The DSS that we call Performance-Net estimates the performance of a branch network and determines the optimum number of branches and the optimum mix of services that each one should provide in order to maximize the bank's revenuegenerating measures. Its computational engine is based on a linear programming optimization model and its implementation is developed using the standard MS Excel program. Performance-Net provides efficient solutions, is particularly user-friendly and can reach excellent answers for a wide variety of 'what if' parametric scenarios. In the immediate post-World War II era following independence, India as the second largest country in Asia played an active role as promoter of Asian regionalism. However, India's decision to pursue a policy of non-alignment in international relations was not well received by the West and also some ASEAN countries as that policy evidenced a pro-Soviet orientation during the Cold War (1947-91). In Southeast Asia, India's support for North Vietnam and its recognition of the Khmer Rouge regime of Heng Samrin in Cambodia did little to promote good relations between New Delhi and ASEAN. However, as the Cold War ended in the early 1990s and China's influence increased in Southeast Asia, India again realized ASEAN's importance in terms of politics, economy, and diplomacy, and consequently launched its 'Look East' policy, the focus of which was how to become actively engaged in Southeast Asian affairs in the post-Cold War era. This article attempts to analyse India's Look East policy and its new strategies towards ASEAN. It examines the factors affecting India's post-Cold War policies towards ASEAN, the China factor in the changing relationship between India and ASEAN, and the India factor in Sino-ASEAN relations. It concludes with the suggestion that both these simultaneously rising powers, despite being rivals, can also become stakeholders or partners in ASEAN-led Southeast Asian regionalism.
