4. Not our war. What ASEAN governments' responses to the Ukraine war tell us about Southeast Asia.

Russia's invasion of Ukraine has been widely condemned by governments of the 'political West'. Most other states have been either neutral or even Russia-leaning in this war. Southeast Asia is no exception. There is a sense in the West that the primary explanation for this reluctance to unambiguously side against Russia is the relationship, perhaps even dependency, that these states may have vis-à-vis Moscow; prima facie, a logical presumption. This article finds that while there is some truth to this claim, the relations between individual governments' responses to the war and their bilateral relationships with Moscow is too uneven to suffice as a satisfactory explanation. Instead, one must look beyond materialistic, mono-causal explanations. To get the full picture, one must appreciate Southeast Asia's diplomatic tradition, their form of open and inclusive regionalism and the continued focus on domestic politics. This research provides the first comprehensive empirical categorisation of Southeast Asian responses to the Ukraine war and traces these to ASEAN's diplomatic culture. [ABSTRACT FROM AUTHOR]

Several historical literatures in the field of Strategic Studies (Gray, 2013; Heuser, 2010; Kane, 2013) have always centered its Hellenic and ancient Oriental origins, ignoring (or negating) the contributions of other cultures (African, Islamic, etc.) to the discipline. Furthermore, in the modern era, references to the Islamic strategy of warfare have been reduced to one of its components: Jihad (Bar 2008, Zabel 2007, Spencer 2019). This is due, in part, to the recent theology of Islamic militants (Al Qaeda, for example), who have portrayed (erroneously) Jihad as the sole strategy of Islamic warfare in contemporary times. As a result, this research highlights the contributions of Islamic thoughts on Peace and Warfare. This paper aims to highlight major Islamic scientific thoughts on warfare through a historical attempt. The goal of this exercise is to correct two errors: first, to reintroduce Islamic perspectives on peace and warfare into the canon of Strategic Studies, and second, to correct the contemporary perception of Islamic warfare contributions as primarily jihadist in nature. This study employs comparative historical research methodology to describe the vast literature of Islamic strategic thoughts and events in order to demonstrate the historical shortcomings of the west's rejection or ignorance of Islam's contributions to the field of strategic thinking. This study examined whether the Coast Guard and Maritime Transportation Act of 2006 affected the United States (US) Coast Guard performance characteristics with respect to incident response. The periods analyzed consisted of a decade before versus a decade after implementation of the legislation. Using analysis of variance (ANOVA) and the p-value approach (p < 0.05), six hypotheses were tested to determine whether statistically significant differences in response attributes existed during the 10 years before versus the 10 years following the passing of the legislation. Four significant hypothesis-testing outcomes represented differences in the number of incidents, incident responses, cumulative lives lost, and lives lost after notification. [ABSTRACT FROM AUTHOR]

10. Medical concerns & military thinking : how medical considerations influenced military planning and combat action in the British, French, and German armies during the First World War

Medical Concerns & Military Thinking investigates in how far and in which ways medical considerations influenced operational planning and combat action in the First World War. The study focuses on the Western Front and centres on the three main forces that were active on this theatre: the British Army, the French Armée de terre, and the German Heer. The dissertation follows on a two-step process. First, it investigates whether medical features did have an influence on decision making processes of combatant officers. It then inquires in how far battlefield reality allowed for these decisions to be implemented. The study shows that combatant officers did consider medical factors in several aspects of their work. In order to reduce wastage, officers had to take medical aspects of the war seriously; Otherwise, they risked that their formations might become inoperable due to high casualty rates. Medical factors were, however, not always compatible with military considerations. In such cases, officers had to weigh medical and military factors in order to decide which considerations should be given precedence in a specific situation. The study shows that defensive and offensive aspects were sometimes compromised in an effort to reduce wastage in the long run. The dissertation follows a chronological structure and lays special emphasis on the year 1916 and the Battles of Verdun and the Somme. While the dissertation embodies a wide range of primary sources, it is primarily based on operation plans, battle reports, and meeting minutes of the three Armies that are currently held at The National Archives, London (GBR), the Service Historique de la Défense, Paris (FRA), and the Bundesarchiv—Abteilung Militärarchiv, Freiburg im Breisgau (GER).

The 'hybrid warfare' concept had been coined years earlier, but became fashionable only when it was adopted and adapted by NATO in 2014, after which academic interest suddenly sky-rocketed. Academics often adopted NATO's understanding of the concept, took for granted its fit for Russian actions, and imported its political assumptions into the academic debate. The fashionability of the term also led to bandwagoning and thus superficial engagement with both the concept and the phenomenon it was applied to. The relationship between Strategic Studies and the American academy has always been a tenuous one. Tolerated when fully funded, the field quickly lost its place on campus when it failed to attract grant money. Only with the support of philanthropic foundations did it manage to gain a foothold in American universities. What emerges from our investigation is how the field has feasted during times when foundation money was available and suffered periods of famine when these funds were withdrawn. In addition, we show that during and immediately after the Cold War, the political interests of philanthropic foundations were broadly balanced. By contrast, over the last two decades, the field has been increasingly linked to financial support provided by politically right-leaning foundations. This is happening while funding from more centrist and left-leaning foundations has become much less prominent. The willingness of defence departments to select the F-35 Joint Strike Fighter (JSF) for their fifth-generation multirole fighter has frequently been analyzed as stemming from the close historical connections allies such as Japan or Canada have with the United States. However, such an approach glosses over or ignores the operation of military procurement processes which are more idiosyncratic and subject to many pushes and pulls from different actors and directions. This article compares the experiences of Australia and Canada in procuring the JSF. Both countries are British Commonwealth members, with a long history of supporting western, and in particular, US alliances. But while Australia has secured its F-35 procurement and the Royal Australian Air Force (RAAF) has already received its F-35s, Canada has only recently overcome a lengthy F-35 procurement battle that remains mired in controversy and will not deliver to the Royal Canadian Air Force (RCAF) an aircraft for several years yet. This comparative case study between Australian and Canadian defence priorities offers a new explanation for this disparity of procurement success based on the need to both create and maintain alignment between government strategic defence policy and military service doctrine if major platform purchasing decisions are to survive. There are reasons to celebrate the recent publication of The New Makers of Modern Strategy: From the Ancient World to the Digital Age. This is the third edition of a venerable series, which began with the Makers of Modern Strategy first published in 1943 at the height of World War II, followed in 1986 by a second edition during the Cold War. Taken together, these books are a touchstone of strategic studies, the applied multidisciplinary field that encompasses the full range of military and non-military themes concerned with global and national security, defense, and war. The New Makers reflects the evolution of strategy during the past 80 years, and its greatly expanded scope incorporates a number of firsts. Reaching backward to the classics, Sun Zi and Thucydides now join Carl Von Clausewitz at the top of the strategic pantheon, while the range of contributors, geography, and themes reflects the maturing of the field well beyond the Western world. As the two previous editions did for their own eras, The New Makers is a call to action and will be our current generation's guide to the multiple strategic challenges that are transforming our 21st century world. The security and defense landscape is changing and gradually presents more numerous and varied challenges, which should be understood both for practical purposes in decision-making and for investigative purposes. The objective of this article is to identify the main thematic axes at a strategic-level affecting Colombia’s security and defense. Under a qualitative approach, a content analysis of 62 specialized documents and the opinion of 67 experts was carried out, which allowed the identification of 25 thematic axes for Colombia’s security and defense. Among the findings, transnational organized crime stands out as the most important issue, followed by political and governmental issues, and economic issues. Current technological progress offers mankind a feeling of finding a panacea for almost all problems. The collapse of bipolarity at the end of the 20th century brought about an upheaval in international relations, which was also a catalyst for a change in the approach to the study of security. The peace secured by a single global actor, after the collapse of bipolarity in the late 20th century, also fundamentally influenced the thinking of many experts in that a broader approach to the study of security was favored, with an emphasis on non-military threats. Armed conflicts around the world in recent times highlight the increasingly important, and undiminishing role of military power for state security. The importance of strategy remains unchanged and is an essential defining tool for state actors to exert power effectively, which cannot be properly executed without apt military support even in today's age of technological conveniences. The main purpose of this research activity was to achieve military defense strategies to improve the position of the Islamic Republic of Iran in the geometry of military power in the West Asian region, which we have discussed in the following summary. This research is of applied-development type which has been prepared by case-based research method and with a mixed approach (quantitative and qualitative). The sample population of this study is 50 military experts in the field of strategy who have been purposefully selected. In this research; the method of data collection is library and field and their measurement tools are interview questions and questionnaires. Data analysis of this study was done by two methods: descriptive (calculation of mean, median, extent and appearance of research information) and inferential (using improved Swot strategy) and Friedman ranking (to prioritize strategies). It is eminent that the Islamic Republic of Iran is in a defensive position in the military field and within the framework of defense power in the region; So it has both weaknesses and threats; therefore, it should seek to minimize the losses caused by its threats and weaknesses by making fundamental changes in the process of military activities, merging several organizations with each other, and etc.

This dissertation offers a framework for understanding the strategies of states engaged in competition for regional hegemony. Although international relations literature refers extensively to such competition and obliquely to states' strategies, to date little has been done to show how states' strategies in such competition may be analyzed. Drawing on a variety of strategic literature, this dissertation synthesizes a theoretical approach to analyzing the strategies of states engaged in regional security competition. Employing insights drawn from business strategy, this dissertation argues for an essentially asymmetric understanding of fundamental policy goals for states engaged in competition for regional hegemony, with one state attempting to maintain a dominant position and another attempting, by focusing limited resources, to supplant it. The competition is understood metaphorically (based on an anecdote from the end of the Cold War) as a “race with no finish line,” with the reigning hegemon attempting to extend the race and the challenger attempting to create a finish line and cross it. With homage to realism, liberalism, and constructivism, possible state goals are categorized as belonging to three realms: security, welfare, and intangible goals. These are used as metrics for a state's success or failure in any given competitive scenario, as well as the resources at its disposal. Drawing on military strategic literature, this thesis then applies decision-cycle analysis to state competitive behavior. The conclusions from this analysis are then synthesized into a framework for analysis of similar regional competitive scenarios, the first such framework yet devised for such purposes. A case study: the “Dreadnought Race” between Britain and Germany prior to World War One, is then examined, in which states' performance is analyzed in the competitive scenario in light of the above strategic precepts.

Are drones revolutionary? Reading about military unmanned aerial vehicles (UAVs), or 'drones', one could be led to believe that drones are a revolutionary technology, set to fundamentally change warfare. Their fast proliferation, the association with Science Fiction, combined with the secrecy that surrounds drone use has led many to conclude that the 'Unmanned Revolution' is upon us. This thesis studies the Unmanned Revolution. It develops a framework based on the concept of the 'Revolution in Military Affairs' and applies it to the study of three countries' drone uses and integration into their armed forces. It furthermore explores the role that the designation as revolutionary has played for the integration and use of UAVs in the United States, Germany, and the United Kingdom. It shows that drones have proven their worth in military operations and compares the three countries' experiences. This thesis' detailed assessment of how the different countries have adopted drones and what implication this adoption has had, makes it a work of reference, in particular with regard to the German and British case studies. Assessing five types of changes - operational, doctrinal, strategic, organisational, and social and societal - this thesis argues that the most fundamental, and possibly revolutionary, change caused by military drones is social, namely, the fundamentally changed experience of war by combatants. In addition, it highlights country-specific changes. It concludes that the designation of drones as revolutionary has had an important impact in one country, Germany, although in the opposite way than initially expected. Namely, the intense debate around UAVs has hindered drone procurement and doctrinal thinking. In the other two countries, the Unmanned Revolution narrative was less prevalent and hence less influential. As drones are proliferating globally, I hope my thesis can be of use to policy-makers, military decision-makers as well as researchers worldwide.

This article proposes a methodology that enables one who has actual cost figures to perform the calculations for benefit-to-cost, strictly from the tactical and logistical standpoints, on the performance equivalence not of nuclear vs. air-independent-propulsion (AIP) submarines, but of nuclear v. AIP submarine fleets. With that in hand, it becomes possible for whomever might have sounder figures than what we could find about the complete life-cycle cost of either alternative to figure out, given our results about the benefit assessment, what would be the result of a benefit-to- cost analysis. We didn't perform the latter, due to uncertainty about the methodology by which the public available cost estimates were calculated. By providing a method for benefit calculation of the military worth of alternatives to support an assessment of the SSN/SSP fleet alternatives, we hope to have provided a sounder point of departure for debate, both in general terms, a method, and for the Brazilian case in particular, an application.

Looming decisions on arms control and strategic weapon procurements in a range of nuclear-armed states are set to shape the international security environment for decades to come. In this context, it is crucial to understand the concepts, theories, and debates that condition nuclear policymaking. This review essay dissects the four editions of The Evolution of Nuclear Strategy, the authoritative intellectual history of its subject. Using this widely acclaimed work as a looking glass into the broader field of nuclear security studies, we interrogate the field's underlying assumptions and question the correspondence between theory and practice in the realm of nuclear policy. The study of nuclear strategy, we maintain, remains largely committed to an interpretive approach that invites analysts to search for universal axioms and to abstract strategic arguments from the precise circumstances of their occurrence. While this approach is useful for analysing the locutionary dimension of strategic debates, it risks obscuring the power structures, vested interests, and illocutionary forces shaping nuclear discourse. This is the first such study of Operation Banner: taking three Battalions as case studies, drawing upon extensive interviews with former soldiers, primary archival sources including unpublished diaries, this thesis closely examines soldiers' behaviour at the small infantry-unit level (Battalion downwards), including the leadership, cohesion, orientation and motivation that sustained, restrained and occasionally obstructed soldiers in Northern Ireland. It contends that there are aspects of wider scholarly literatures - from sociology, anthropology, criminology, and psychology - that can throw new light on our understanding of the British Army in Northern Ireland. The thesis will also contribute fresh insights and analysis of important events during the early years of Operation Banner, including the murders of two men in County Fermanagh, Michael Naan and Andrew Murray, and that of Warrenpoint hotel owner Edmund Woolsey in South Armagh in the autumn of 1972. The central argument of this thesis is that British Army small infantry units enjoyed considerable autonomy during the early years of Operation Banner and could behave in a vengeful, highly aggressive or benign and conciliatory way as their local commanders saw fit. The strain of civil-military relations at a senior level was replicated operationally â as soldiers came to resent the limitations of waging war in the UK. The unwillingness of the Army's senior leadership to thoroughly investigate and punish serious transgressions of standard operating procedures in Northern Ireland created uncertainty among soldiers over expected behaviour and desired outcomes. Mid-ranking officers and NCOs often played important roles in restraining soldiers in Northern Ireland. The degree of violence used in Northern was much less that that seen in the colonial wars fought since the end of World War II. But overly aggressive groups of soldiers could also be mistaken for high-functioning units â with negative consequences for the Army's overall strategy in Northern Ireland.

This diplomatic and military history offers a new interpretation of the origins of the three fighting fronts during the final phase of the Cold War in Angola, Central America, and Afghanistan. Vaguely remembered today as proxy wars on the periphery, in fact, these were protracted revolutionary civil wars and regional contests for the balance of power in which millions died, while at the same time they were central to global superpower confrontation. Analysis focuses on the strategy and policy of the United States. The chronology from 1975 to 1982 covers the Ford administration's covert action intervention in the Angolan Civil War, which came to grief at the hands of Cuban troops; Jimmy Carter's effort to conduct foreign policy based on principles, which ran foul of power considerations in Angola, Nicaragua, El Salvador, and Afghanistan; and Ronald Reagan's embrace of these wars early in his first term as part of the revival of U.S. strength in its competition with the Soviet Union. The principal argument is that, while generally undervalued as controversial small wars of dubious significance, these wars were in fact integral to U.S. experience of limited war during the Cold War following victory in World War II. In strategic terms, the main conclusion is that the U.S. restricted itself to conducting economy of force contingency operations in Angola, Central America, and Afghanistan as a result of its costly struggles in Korea and Vietnam. Despite declaring these peripheral wars to be central to the Cold War, avoiding the costs of involving U.S forces directly in Third World conflicts and minimizing the risks of escalation with the Soviet Union were overriding political and military imperatives.

The enlargement of NATO and the defence of its borders have occupied an important place in the security debate in the last few years. This study discusses the situation of the NATO members and candidate states which are most directly exposed to Russian military power. After analysing the cases of the three Baltic republics, Norway, Georgia, and Ukraine, I conclude with a paradox; although NATO is on the aggregate level stronger, it cannot hope to guarantee the security of its eastern borderlands. This reality could push these states to bandwagon with Russia.

This paper is dedicated to the second generation of so-called cultural strategists, whose contribution to the development of strategic culture and the study of strategy as a form of discourse is unjustly neglected, especially when it comes to the most prominent representative of the entire generation, Bradley Klein. According to the author of this paper, Klein's NEO-Gramscian approach to strategic studies remains the underused scientific potential, which could, in the future, contribute to a better understanding of international relations and international security. Therefore, the author aims to acquaint the reader with Klein's critical interpretation of strategic culture, seen as a discursive instrument of the hegemony of political and military elites, and to point out the importance of Klein's analysis of strategic discourse, which is intentionally marginalized by other theorists of this subdiscipline.

The following dissertation develops a theoretical framework for guiding the strategy of democratic states in successfully countering the hostilities of nationalistic substate terrorist organizations (NSTOs), and effectively manipulating the terrorist group’s (and its supporting elements’) decision-making calculus. In particular, the theory of strategic coercion has been chosen as a basis for formulating this framework, based upon: 1) the invaluable guidance it offers in dynamically drawing upon all instruments of national power—economic, diplomatic, military, etc.—to accomplish politico-strategic objectives; and 2) the unique insights it provides into making strategic moves aimed at influencing the choices taken by an adversary. However, strategic coercion theory as it currently stands is inadequate for applications against substate terrorist organizations. As a quintessential cornerstone for prescriptive policy in strategic studies, such a looming deficiency vis-à-vis one the most important security threats of the modern age is unacceptable. The new theoretical framework established in this dissertation—entitled the Balance Theory of strategic coercion—addresses this deficiency. The Balance Theory stresses that three key coercive elements of strategic coercion are fundamentally important for successfully ending the hostilities posed by NSTOs, being: A) Isolation of external/international support; B) Denial; and C) Isolation of popular support. It posits that these three aspects of strategic coercion serve as the sine qua non for success in countering an NSTO’s campaign of violence and effectively manipulating its decision-making process. Implementation of these three elements, moreover, must be pursued in tandem, taking care so as not to sacrifice one aspect for the other. The Balance Theory is tested through the employment of case-study analysis. In pursuing this end, both cross-case and within-case analyses are performed, accompanied by the utilization of the methods of focused, structured comparison. The cases examined are those of: 1) The United Kingdom versus Republican NSTOs (1969-2007); and 2) Israel versus Palestinian NSTOs (1967-present). The dissertation concludes with an examination of how the Balance Theory may provide insights for the formulation of counter-terrorism strategy against Al Qaeda in the current "War on Terror".

This article provides an appraisal of Hew Strachan's impact on Clausewitz research since the early 2000s. It highlights that owing to the complexity of Clausewitz's oeuvre and its publication history, scholarship on Clausewitz has to live up to demanding standards in order to be compelling. Strachan's research on Clausewitz provides not only a revisionist reinterpretation that usher our understanding of the Prussian general into the post-Cold War era. It also sets out the relevant standards and exemplifies how particular challenges can be overcome. Conversely, Strachan has also used his understanding of Clausewitz as a framework to sketch an understanding of strategic studies as an interdisciplinary field that is founded in history and that takes Clausewitz's trinity as a starting point for a more meaningful debate on civil-military relations. Andrew W. Marshall, who shaped the way in which contemporary international security experts think about strategy, has been mostly associated with the invention of net assessment. The intellectual sources of this analytical technique, and of the related competitive strategies concept, could be traced to Marshall's efforts to uncover Soviet post-World War II defense transformations. This article outlines the essence of these Soviet innovations – the empirical frame of reference that inspired Marshall. It provides a new perspective on the history of the net-assessment methodology, advances the debate within strategic studies over the nature of military innovations, and offers insights for experts examining defense transformations worldwide. Abstract The present paper provides a meta-study of security and defence foresight documents by the Atlantic Alliance, European Union and various official bodies linked to the Defence Ministries of Canada, France, Germany, Italy, Spain, the United Kingdom and United States. It focuses on the political and social trends impacting on defence and military issues. In global terms, the following can be discerned: rivalry among major powers, with armed conflict between some not ruled out entirely; armed non-state actors strengthened by new technologies; global competition for natural resources; extensive demographic imbalances and migration flows; global risks associated with fragile states. In terms of European internal policy, the following trends are identified: population ageing and the challenges associated with immigrant integration; empowerment of interest-based and identity networks. The paper begins by familiarising readers with the characteristics of foresight documents and the methodologies used in their preparation.

- Abstract
In 1993, the recognized Oxford scholar John Keagan made the following assertation in his book A History of Warfare: “Women, however, do not fight. They rarely fight among themselves and they never, in any military sense, fight men. If warfare is as old as history and as universal mankind… it is an entirely masculine activity”. Almost 30 years have passed after combat roles were opened to women in at least 25 military institutions around the world and still, the mere presence of women in combat duty keeps being challenged. This investigation asks, what achievements and challenges do women face while serving in military combat and combat-support positions? This research is expected to contribute to the studies of women’s representation, recognition, and visibility in warfare, defense forces, and strategic studies with the analysis of women’s integration into military combat units. My research fills a void in Feminist IR theory inclined to view the women combatants based on the barriers and abuses they have experienced while serving in the military. I demonstrate and explore women’s unsuccessful and successful incorporation into the armed forces of two states: Israel and Canada - democratic industrialized nations that have enforced defence policy shifts to actively incorporate women into combat roles as earlier as 2000-2001.
