This study quantifies a set of sustainability indicators (environmental, economic, social and institutional) for the Baltic cod fisheries (western and eastern stock) and explores the effects of different alternative management options in short term (for both stocks) and longer term (for the eastern stock). Data collected are biased towards the Swedish fishing industry, but most findings are relevant for all countries exploiting the stocks. Based on results in this study, it is evident that management actions are needed at many levels to improve the current situation. Some of the observed problems with the cod fisheries today are due to external influences, outside of fisheries management remit (such as seal conflicts, oxygen-depleted areas). Nevertheless, this should not hinder management actions on what may be better understood and managed for in a fisheries context. For the eastern stock, the most pertinent issue is mitigation of density-dependence or feeding shortages. It is urgent with further investigations on what is the most important driver such as consider risks with current selectivity and effort regime, as well as act to improve herring and sprat availability where cod is abundant. Interestingly, it is found that increased seal predation may have a mitigating effect on density-dependence of cod in a trawl-based selectivity regime (i.e. result in higher landings and improved stock structure compared to lower predation pressure); for passive gears, it is the opposite. For the western stock, decreasing fishing effort and allowing the stock to rebuild is the most urgent action. To this end, the present governance system may improve in many ways, and it is recommended to do a thorough analysis of what may be done to improve effectiveness of accomplishing current aspirational policy objectives.

In this chapter, essential ecological and societal aspects of the Nordic coastal environment are highlighted. These show that local communities and stakeholders need to be more involved in decision-making because their needs and their ecological knowledge are essentialto this process. This also relates to Aichi targets 14, 15, 16 and 18 (see Lucas et al., 2015). There is the need to improve the monitoring of all types of NCP or ecosystem services and to critically review existing indicators that may be used to track the development of biodiversity and NCP. Only by actively analysing data and creating syntheses, is it possible to understand changes in the ecosystem linking biodiversity and NCP.

The report focuses on the Nordic coast since the Nordic countries have this environment in common and it is significant for the historical and economic development of coastal areas.The aim is to highlight the Nordic coastal biodiversity and ecosystem services, as well as drivers affecting them and policy options for their conservation and sustainable use. The report brings together a wide variety of knowledge from science, humanities and other knowledge systems such as traditional knowledge.The report is a result from Nordic co-operation among Denmark, Finland, the Faroe Islands, Iceland, Greenland, Norway, Sweden and the Åland Islands.It is based on a process developed within the framework of the Intergovernmental Platform on Biodiversity and Ecosystem Services IPBES, where it is used to guide regional and subregional assessments of biodiversity and ecosystem services.

The purpose of IPBES assessments is to depict how the natural world and human societies interact with each other on a conceptual level. Habitat degradataion, eutrophication, fishing and climate change are examples of drivers of change that affect Nordic coastal habitats. Policy and governance are principal indirect drivers that both could lead to decline and deteriorations, as well as improvements and recoveries environments. Climate change will affect Nordic marine biodiversity profoundly in the future by changes in, for example, bio-chemical cycles and in the distribution of biodiversity. Such changes might lead to increased oxygen depletion in many areas, leakage of nutrients, changed thropic structures and spread of pathogens. It is therefore of paramount importance that effective governance is developed to mitigate impacts on nature's contributions to people (NCP) and to build sustainability and strategies for sustainability. Less overfishing, less euthropication, fewer pollutants and better land-use and nature protection are measures that will improve the overall resilience of Nordic coastal environments.

Understanding how combinations of fishing effort and selectivity affect productivity is central to fisheries research. We investigate the roles of fishing regulation in comparison with ecosystem status for Baltic Sea cod stock productivity, growth performance, and population stability. This case study is interesting because three cod populations with different exploitation patterns and stock status are located in three adjacent but partially, ecologically different areas. In assessing stock status, growth, and productivity, we use survey information and rather basic stock parameters without relying on age readings. Because there is an urgent interest of better understanding of the current development of the Eastern Baltic cod stock, we argue that our approach represents partly a novel way of interpreting monitoring information together with catch data in a simplified yet more informative way. Our study reports how the Eastern and Western Baltic cod have gone toward more truncated size structures between 1991 and 2016, in particular for the Eastern Baltic cod, whereas the Öresund cod show no trend. We suggest that selective fishing may disrupt fish population dynamic stability and that lower natural productivity might amplify the effects of selective fishing. In support of earlier findings on a density-dependent growth of Eastern Baltic cod, management is advised to acknowledge that sustainable exploitation levels for Eastern Baltic cod are much more limited than perceived in regular assessments. Of more general importance, our results emphasize the need to embrace a more realistic view on what ecosystems can produce regarding tractable fish biomass to facilitate a more ecosystem-based fisheries management.

Fisk- och skaldjursbestånd som i huvudsak är begränsade till svenska nationella vatten förvaltas av svenska myndigheter och organisationer. Dessa bestånd kan i motsats till internationellt exploaterade och förvaltade arter utnyttjas av flera olika aktörer (t.ex. kommersiellt- och fritidsfiske). Olika grupper av aktörer kan ha olika syn på vad som är de lämpligaste långsiktiga förvaltningsmålen (t.ex. stor avkastning vs. stora individer). För dessa nationella bestånd är ofta datatillgången sämre än för in-ternationella bestånd, och ofta saknas tydliga mätbara förvaltningsmål, vilket resul-terar i en mindre effektiv förvaltning. Syftet med denna rapport är att ge en överblick över tillgängliga kvantitativa förvaltningsmål med tillhörande metoder som är lämp-liga för ett långsiktigt hållbart utnyttjande av nationella fisk- och skaldjursbestånd. Vi identifierar tre huvudkategorier av kvantitativa förvaltningsmål: 1) Långsiktigt hållbar avkastning, som kräver detaljerade data från många olika källor. 2) Minini-våer av biomassa- eller abundansindex, eller ett specifikt förhållande mellan fångst och biomassaindex, vilket kräver pålitlig övervaknings- eller fångstdata. 3) "Natur-lik" eller "önskvärd" demografisk struktur, vilket kräver information om egenskaper så som storlek, ålder, och könsmognad. Alla tre typerna av mål har sina förtjänster och nackdelar. Mål för hållbar avkastning och biomassa-index tar inte hänsyn till storleksstruktur, och vice versa, och olika mål kräver olika typer av indata. Vi gör en översikt av vilka förvaltningsmål som kan vara lämpliga för olika typer av nationellt förvaltade fisk- och skaldjursbestånd. För närvarande är aktuella data i allmänhet allt-för begränsade för att föreslå specifika förvaltningsmål för de flesta bestånd som kan komma i fråga för nationell förvaltning. Snarare betonar vi vikten av att använda flera olika mål i stället för att förlita sig på ett enda för att underlätta en hållbar användning av akvatiska resurser med hänsyn tagen till olika intressenter. Dessutom finns det ingen klar definition av vad ett nationellt bestånd är och när det är lämpligt att ha en nationell förvaltning. Därför är det viktigt att förvaltningsmålen sätts så att de kan återspegla både internationella, nationella och lokala förutsättningar.

Over the last decades, views on fisheries management have oscillated between alarm and trust in management progress. The predominant policy for remedying the world fishing crisis aims at maximum sustainable yield (MSY) by adjusting gear selectivity and fishing effort. Here we report a case study on how striving for higher yields from the Eastern Baltic cod stock by increasing selectivity has become exceedingly detrimental for its productivity. Although there is a successive increase in numbers of undersized fish, growth potential is severely reduced, and fishing mortality in fishable size has increased. Once density-dependent growth is introduced, the process is self-enforcing as long as the recruitment remains stable. Our findings suggest that policies focusing on maximum yield while targeting greater sizes are risky and should instead prioritize catch rates over yield. Disregarding the underlying population structure may jeopardize stock productivity, with dire consequences for the fishing industry and ecosystem structure and function.

Bestånden av marina fiskarter har minskat dramatiskt i både Västerhavet och i Östersjön under de senaste 100 åren. Flera olika faktorer påverkar fiskbeståndens storlek, men ett ökande antal studier tyder på att överfiske är en huvudorsak i de flesta fall. Fisket med trål anses också skada många bottenlevande organismer, men det är idag oklart hur omfattande denna miljöpåverkan är. Vidare tyder nya studier på att förlusten av stora rovfiskar kan ge negativa effekter på hela ekosystem genom trofiska kedjereaktioner. Sammantaget anser många forskare idag att fisket utgör ett av de allvarligaste miljöhoten mot svenska hav. Denna rapport sammanställer det vetenskapliga kunskapsläget över orsakerna till nedgången av svenska marina fiskbestånd, samt fiskets roll för minskning av biodiversitet och förändringar i svenska kust- och utsjöekosystem.

Den europeiska ålen är på väg att försvinna för gott. Arten är akut utrotningshotad och det finns starka vetenskapliga argument för att stoppa allt fiske. Trots det tillåts det svenska ålfisket att fortsätta. Havsmiljöinstitutets analys av den svenska ålförvaltningsplanen visar på tydliga brister. Det är inte troligt att Sverige kommer att leva upp till det uppsatta målet för hur många blankålar som ska kunna vandra tillbaka till Sargassohavet för att bidra till återväxten.
