The article presents data from field studies of the use of biological products and fertilizers with microelements in the cultivation of four crops: winter wheat, sunflower, grain corn, soybeans. Schemes for the introduction of drugs, indicators of the comparative economic efficiency of their use are presented. The results of the conducted studies have proved the effectiveness of the use of biological products and fertilizers with trace elements. For all crops, there was an increase in yields: winter wheat - by 1.2%, sunflower - by 7.5%, corn for grain - by 7.8%, soybeans - by 13.6%. The increase in profit from each hectare of crops was: for winter wheat - by 8.7%, sunflower - by 9.2%, corn for grain - by 6.9%, soybeans - by 17.9%.

In modern conditions, ensuring rapid economic development is a priority task for industrial policy, but its achievement is hampered by the sanctions imposed on Russia. Russian oil industry has become an object of special attention to the countries that initiated the sanctions. The goal of the paper is to substantiate a set of practical measures that promote cluster development through innovation as an opportunity to facilitate economic growth in the region under the sanctions. In the framework of the goal we achieve the following objectives: we substantiate the cluster approach as a theoretical framework for the innovation-driven development of the industrial complex; we explore the current state and the value of the petrochemical complex in the economy of the Samara Oblast; we justify the stages of formalization of the industrial cluster on the basis of innovation. Scientific novelty of the research consists in the fact that it expands the existing system of knowledge about economic sanctions not only as a tool of political pressure, but also as a resource for priority development of regions. The application of the research findings is associated with substantiating a set of practical measures to achieve priority development taking into account economic specialization of the region. The goal is achieved with the use of logical, systematic and statistical analysis of the regional economic system, and the data is taken from publicly available official sources. We prove that the nature of the sanctions is similar to that of economic crises, and the sanctions can and should be used to promote advanced growth in regional economies. We point out that one should not underestimate the role and importance of the raw materials sector in economic development in the regions where it can serve as a driver of development for manufacturing industries. The Samara Oblast is one of such regions; it has a petrochemical cluster, which in fact is an archaic system of a territorial-industrial complex. The paper reveals opportunities and proposes a set of practical measures to facilitate priority development of an emerging petrochemical cluster in the Samara Oblast on the basis of innovation. The prospects for further research include a search for new opportunities to accelerate innovative development of regions under the sanctions

The results of field studies of the use of biological products and microfertilizers in the cultivation of corn for grain and sunflower in the production conditions of the Krasnodar Region are presented. Indicators of a comparative assessment of economic and new schemes for the application of fertilizers and plant protection products from the point of view of agrotechnical and economic efficiency are given.

The purpose of this paper is to develop methodological tools for building the innovative environment of enterprises using the genetic algorithm and neural networks. The paper analyzes and highlights the advantages of genetic algorithms in the search for optimal solutions compared to classical methods. The scheme of construction of each step of the genetic algorithm is described in detail; the scheme of the presentation of artificial neural network data in key factors of innovative development of enterprises is given. The aspects of using neural networks of attractors and a genetic algorithm for modeling the processes of the innovative environment of enterprises are considered. The key problem of introducing effective industrial innovations is the lack of a favorable climatic environment that stimulates the creation of innovations that ensure the growth of global competitiveness, labor productivity and the quality of life of the population. The result of the study is the formation of a model of the innovative environment of enterprises based on the use of neural networks and a genetic algorithm.

Methods for comprehensive assessment of technologies and machines are presented using nonparametric criteria for a single quantitative indicator in the form of a specific number, the value of which allows to choose the most preferable option. Examples of comparative assessments of agricultural technologies and sowing units using generalized assessment criteria are given. The software "Nonparametric selection" is described.

One of key factors of innovative development is the availability of favorable innovative environment, ensuring the transformation of ideas and developments into market products, introduction of these products into most important branches of economics and social sphere, as well as allowing saving the unique set of scientific and engineering schools. But the key problem for implementation of effective innovations is the absence of favorable environment and innovative climate, promoting creation of innovations, ensuring the growth of global competitive ability, labor productivity and life quality of population. Thus the formation and development of innovative environment as the most important condition for implementation of effective innovations represents by itself the actual scientific task, having significant national economic meaning. There are considered the aspects of use of neural networks of attractors and genetic algorithm for the processes of industrial complexes innovative environment modelling. Key problem of implementation of effective industrial innovations is the absence of the favorable development and climate environment, stimulating the creation of innovations ensuring the growth of global competitive ability, labor efficiency and life quality of population. Thus, the managing of development environment of industrial complexes represents by itself an actual task.
