The government responses to the corona crisis across the world has actualized an old debate regarding the role of the state and government policy making in economic crises. This debate should, the authors of this article argue, be understood in the context of how government policy making has been transformed in advanced capitalist economies in the past five decades and recent theoretical developments regarding the role of actors and institutions involved in the production and dissemination of ideas in such transformations. Drawing on an extensive review of policy making and changes in policy making doctrines, this article examines the role of government public investigations in the transformation of the Swedish government policy making in relation to economic crises where the state supports policy making through social partners.

Swedish government’s target is to have 100% renewable electricity production by 2040. Currently, hydropower contributes the majority of renewable electricity generation of the country. The wind power capacity has increased significantly in the past decade. In this paper, practical data is used to study the possibility of reaching the 100% renewable electricity generation goal by replacing existing thermal generations with wind power generations. It is found that the Swedish electricity generation system can reach 100% renewable by tripling the existing wind power capacity combined with the existing hydropower in the country. Based on current growth rate of wind power installation, the goal could be reached within 20 years. Hourly simulation shows that 100% renewable energy generation system composed by wind power and hydropower satisfy hourly operation requirements.

The aim of this paper is to deepen the knowledge about legitimation practices in a political-economic text, namely, the consolidated government accounts. In particular the study is focused on how contested and conflicting rationalities and values are negotiated and legitimized in consolidated accounts before and after Agenda 2030 was signed. A discourse legitimation approach is used (van Leeuwen 2007, 2008) to study Swedish consolidated government accounts. The report is considered exemplary and the goals are ambitious. Since the introduction of Agenda 2030, the ultimate goals of SOEs have been rephrased and the value configurations developed. The text becomes more political and other values than economic values gain status. This shift is legitimized by references to international commitments, that should act as role models, implying that they are morally good companies contributing to a better world. The Swedish government is constructed as the responsible parent who ensures progress. Hence, the global goals and Agenda 2030 are legitimized but they in turn legitimize state ownership and the government as an active owner of companies.

Researchers concerned with the digitalization of the K-12 school have contributed insights and understanding of what an increased uptake and use of digital technology in school has meant in terms of possibilities and challenges for school leaders, teachers and students (Olofsson et al. 2015; Norden, Mannila, and Pears; Willermark). In this article, the focus is on a central aspect of the digitalisation of the K-12 school-digital competence-and specifically teachers’ digital competence (Krumsvik et al. 2016). In Sweden, the question of digital competence has been put in the spotlight due to the national strategy for the digitalization of the K-12 school system launched by the Swedish Government in 2017 (Government decision I:1, supplement). The strategy consists of three focus areas: (1) digital competence for all in the school system, (2) equal access and use of digital technology and (3) research on and follow-up of the possibilities of digitalization. In the strategy, adequate digital competence is used in relation to children and students and is said to be a concern for everyone in the school system, i.e. children, students, teachers, school leaders and other members of staff. The strategy has led to changes in the curriculum for the compulsory school, preschool class, school-age educare and upper secondary school. According to the Swedish National Agency for Education, digital competence can be divided into four areas: (a) to understand the impact of digitalization on society, (b) to be able to use and understand digital tools and media, (c) to develop a critical and responsible approach and, finally, (d) to be able to solve problems and translate ideas into action. In the national strategy, children's and students’ digital competence is discussed in terms of "adequate digital competence". It may therefore be reasonable to expect teachers’ and school leaders’ digital competence to be discussed in the same terms, although this is not the case in the strategy. However, in earlier preparatory work, the notion of "adequate digital competence " is discussed in relation to children and students and teachers and school leaders (The Swedish National Agency for Education. Here, we argue that it is reasonable to expect that teachers and school leaders will also need to have some kind of "adequate digital competence " in order to be able to support children's and students’ development at their "level" of "adequate digital competence".

In a 2010 policy reform, the centre-right Swedish government attempted to bring the area of integration policy into closer alignment with labour market policy for newly arrived migrants. In this paper, empirical data gathered from 181 individual case files from the Public Employment Service (PES) is used to analyse the different trajectories of migrants. I construct a typology of five different sub-groups to explore how migrants manage the different challenges of the policy program. The main contribution of the article is to highlight the individual differences among the group and how various strategies are formed within the same policy framework.

Alzheimer’s Disease Neuroimaging Initiative., Tau phosphorylated at threonine 181 (p-tau181) measured in blood plasma has recently been proposed as an accessible, scalable, and highly specific biomarker for Alzheimer’s disease. Longitudinal studies, however, investigating the temporal dynamics of this novel biomarker are lacking. It is therefore unclear when in the disease process plasma p-tau181 increases above physiological levels and how it relates to the spatiotemporal progression of Alzheimer’s disease characteristic pathologies. We aimed to establish the natural time course of plasma p-tau181 across the sporadic Alzheimer’s disease spectrum in comparison to those of established imaging and fluid-derived biomarkers of Alzheimer’s disease. We examined longitudinal data from a large prospective cohort of elderly individuals enrolled in the Alzheimer’s Disease Neuroimaging Initiative (ADNI) (n = 1067) covering a wide clinical spectrum from normal cognition to dementia, and with measures of plasma p-tau181 and an 18F-florbetapir amyloid-β PET scan at baseline. A subset of participants (n = 864) also had measures of amyloid-β1–42 and p-tau181 levels in CSF, and another subset (n = 298) had undergone an 18F-flortaucipir tau PET scan 6 years later. We performed brain-wide analyses to investigate the associations of plasma p-tau181 baseline levels and longitudinal change with progression of regional amyloid-β pathology and tau burden 6 years later, and estimated the time course of changes in plasma p-tau181 and other Alzheimer’s disease biomarkers using a previously developed method for the construction of long-term biomarker temporal trajectories using shorter-term longitudinal data. Smoothing splines demonstrated that earliest plasma p-tau181 changes occurred even before amyloid-β markers reached abnormal levels, with greater rates of change correlating with increased amyloid-β pathology. Voxel-wise PET analyses yielded relatively weak, yet significant, associations of plasma p-tau181 with amyloid-β pathology in early accumulating brain regions in cognitively healthy individuals, while the strongest associations with amyloid-β were observed in late accumulating regions in patients with mild cognitive impairment. Cross-sectional and particularly longitudinal measures of plasma p-tau181 were associated with widespread cortical tau aggregation 6 years later, covering temporoparietal regions typical for neurofibrillary tangle distribution in Alzheimer’s disease. Finally, we estimated that plasma p-tau181 reaches abnormal levels ∼6.5 and 5.7 years after CSF and PET measures of amyloid-β, respectively, following similar dynamics as CSF p-tau181. Our findings suggest that plasma p-tau181 increases are associated with the presence of widespread cortical amyloid-β pathology and with prospective Alzheimer’s disease typical tau aggregation, providing clear implications for the use of this novel blood biomarker as a diagnostic and screening tool for Alzheimer’s disease., M.J.G. is supported by the “Miguel Servet” program [CP19/00031] of the Spanish Instituto de Salud Carlos III (ISCIII-FEDER). A central claim of the NPM doctrine is that public sector organizations will deliver better quality and improve efficiency if managers are given more autonomy in managerial and operational decisions. At the same time the idea is to keep managers under close control, which has led to the introduction of result-control instruments. This balancing strategy is referred to as the paradox of autonomization. There is, however, still scarce knowledge on whether and how the proposed balancing techniques work. Using a unique database on Swedish government agencies this article aims to mitigate this deficiency (N=1752). A balancing strategy is mainly confirmed, since higher managerial and structural autonomy are balanced with more external results control by government. We show that governments’ attempts at more managerial approaches to public service provision in reality add new ex post controls without reducing the old ones. However, policy and financial autonomy are not balanced by increased results control—these dimensions diminish when controlling for budget size. This study is an answer to a general call for more objective measures for evaluating bureaucratic autonomy

This article discusses the Swedish government’s policy document on a feministpolicy to reduce and prevent men’s violence against women. Permeated byracial ignorance and politics of difference this document systematically andconsistently excludes and ignores racial and ethnic power structures and theirconsequences in migrant minorities’ daily lives and experience. The articleraises questions about why some knowledge is silenced or abandoned whilesome is embraced and encouraged. Within a wider intersectional framework,and through critical race theory and ignorance studies, it investigates theknowledge produced in the government document and the way itreproduces, maintains, and normalizes racial otherness and social exclusion.

Introduction: The biological pathways involved in the preclinical stage of the Alzheimer's continuum are not well understood. Methods: We used NeuroToolKit and Elecsys® immunoassays to measure cerebrospinal fluid (CSF) amyloid-β (Aβ)42, Aβ40, phosphorylated tau (p-tau), total tau (t-tau), neurofilament light (NfL), neurogranin, sTREM2, YKL40, GFAP, IL6, S100, and α-synuclein in cognitively unimpaired participants of the ALFA+ study, many within the Alzheimer's continuum. Results: CSF t-tau, p-tau, and neurogranin increase throughout aging only in Aβ-positive individuals, whereas NfL and glial biomarkers increase with aging regardless of Aβ status. We modelled biomarker changes as a function of CSF Aβ42/40, p-tau and p-tau/Aβ42 as proxies of disease progression. The first change observed in the Alzheimer's continuum was a decrease in the CSF Aβ42/40 ratio. This is followed by a steep increase in CSF p-tau; t-tau; neurogranin; and, to a lesser extent, in NfL and glial biomarkers. Discussion: Multiple biological pathways are altered and could be targeted very early in the Alzheimer's continuum.
