In these days of international safety measures there is a small probability of outer attack, which would concern the Czech Republic. A greater risk exists from the side of terrorist attacks or natural disasters and catastrophies of a large extent. An integral part of protection of the population in the situation of threat to the state and state of war is especially a matter of concealment of people from undesirable impacts. The method and content of collective protection of people is determined by the plan of concealment, which belongs to the emergency plan of the region, perchance to outer emergency plans for zones of emergency planning as well as municipality plans. The concealment of people at the state of war in the region territory can be provided in permanent and improvized shelters. They serve for the protection of people from the effects of weapons of mass destruction, they are considerably resistant against direct hits of classic explosives as well as percussion bullets. At present no legislative regulation directs municipalities to work out concealment plans. Public awareness of the character of possible threat, prepared rescue and liquidating works and of protection of people is also insufficient. My thesis shows the present situation and the state of concealment plans at municipalities with extended field of activity in the region of South Bohemia. It compares individual means for concealment of people at municipalities with extended field of activity and their state and applicability in the state of emergency or war. At the same time it shows prospective intentions concerning the protection of people in the Czech Republic until 2013.

The aim of the thesis is to analyze three aggregated indicators and put them into the context of Ecological Economics. The second chapter points out that different sustainability perspectives imply distinct sustainability policies. Ecological Economics is outlined in contrast to Environmental Economics. Following three chapters analyze selected aggregated indicators. Aggregated indicators can provide quick insight into complex problems; however, their virtue depends to a large extent on the method of aggregation. Therefore, the interpretation of aggregated indicators should always be conditioned by their specific methodology. The Ecological Footprint is called technologically skeptical indicator of sustainability, applicable rather on a global than a national scale. Even on a lower scale the Ecological Footprint can illustrate demands of a given population for renewable natural resources. A major shortcoming of the Index of Sustainable Economic Welfare is the integration of welfare and sustainability into one indicator since it does not allow for a simple interpretation of its results. The focus of this master thesis is the concept of environmental democracy at the level of the Aarhus convention. Environmental democracy rights which are the rights to access to information, public participation in decision-making and access to justice in environmental matters were mentioned for the first time at the global level in Principle 10 of the Rio Declaration on Environment and Development in 1992. With this Principle the main role of public participation in decision-making in environmental matters was acknowledged and it had a significant impact on fulfillment of sustainable development goals. To these days the most important elaboration of Principle 10 in international law is Aarhus Convention signed within the framework of United Nations Economic Commission for Europe in 1998. Main research question of this thesis is if it is possible to measure environmental democracy on the level of the region of UNECE, so the implementation of the Aarhus Convention provisions by its member states. Therefore, the research problem is the creation of the theoretical framework and the methodological procedure for building of composite indicator which will measure environmental democracy rights at the level of Aarhus convention. This thesis is about the graduates from the Social and Cultural Ecology program of College of Humanities, Charles University, Prague. The theoretical part discusses the subject of values and education from two points of view - in first case as content which is transferred in the educational process, in second it analyzes the result and how education is valued in society - both in postmodern and historical contexts. Section discussing graduate research topics, the evolution of tertiary education in the Czech Republic and the Social and Cultural ecology program is the joining idea between the theoretical and empirical parts of the thesis. The empirical part of the thesis contains survey data from graduates of the Social and Cultural Ecology program from Charles University. The survey targets issues associated with typical degree program progression, subsequent employment, retrospective evaluation of their studies and how they have affected their personal lives.

The main aim of this thesis is is to analyze the influence of information and communication technologies (ICT) on the development of poor countries and to identify and clasify the particular mechanisms, through which ICT are beeing enforced. The particular resarched ICT are computers, internet and mobile phones. The thesis consists from two main chapters. In the first one is analyzed the relation between ICT and development on aggregated "macro" level (mostly level of countries). Based on the scientific literature, there are researched the general linkages between ICT and development, measuring possibilities of development and ICT and differences in use of ICT between countries. Part of this chapter is as well the quantitative analyze of the relationship between ICT and socioeconomic development. The second "micro" chapter is finding mechanisms through which the ICT in developing countries are enforcing. and which are the conditions of mentioned "macro" linkages. The systematic review of scientific literature is trying to clarify and uncover the relationship between ICT and development which is working on the micro-level of poor countries based on mechanisms between particular technologies and component particular sphere of development. This study concerns on humanitarian and development aid as a contribu- tion to a higher life quality and economical and social development of less developed countries; on an economical and social situation of an Ukrainian Zakarpacia region and on possible further development of a humanitarian aid project led in Zacarpacia by Czech brothern church. In a theoretical part the study brings a background research of the terms "humanitarian and development aidand factographical and analytical data about Zacarpacia. A researche part is based on a qualitative research made among receivers and distributors of the Czech brothern church's humanita- rian aid in Zacarpacia and among representatives of czech NGOs and chur- ches which are leading humanitarian projects in Zacapracia. The research was completed by background study of basis documents of these humanitarian or- ganisations. The aim was to build a model of humanitarian work in Zakarpacia on the basis of czech humanitarian projects in the region, compare it with an analysis of interviews with respondents and use it for a suggestion of a further development of the Czech brothern church's humanitarian project.
