At the request of Ramon Fierros of the Environmental Management Department, Arizona Public Service Company (APS), Archaeological Consulting Services (ACS) initiated a cultural resource survey for the proposed relocation of the 230 kV transmission line which links the Lincoln and Ocotillo substations (Figure 1). The Lincoln substation is located on Lincoln Street and Third Avenue in Phoenix, and the Ocotillo substation is on University and McClintock in Tempe . Relocation of the line is necessary because the magnitude of recent floods has made the line's present riverbed location precarious. The purpose of this investigation is to furnish APS with information regarding cultural resources which might be impacted by this proposed development. The regard accorded cultural resources in this type of study is a reflection of both Federal and state concern as expressed in the 1906 Federal Antiquities Act, the 1935 Historic Sites Act, the 1960 Reservoir Salvage Act, the 1966 National Historic Preservation Act, the National Environmental Policy Act of 1969, Executive Order 11593, the Archaeological Resources Protection Act of 1979, the 1960 Arizona Antiquities Act, and the Arizona Historic Sites Protection Act of 1982. more...
