RIVM rapport:Er is een methodiek ontwikkeld, gebaseerd op een stapsgewijze aanpak, om de locatie-specifieke risico's van bodemverontreiniging met asbest te kunnen bepalen. Bovendien is een onderbouwing gegeven voor de interventiewaarde voor asbest, welke recentelijk werd geformaliseerd door het Ministerie van VROM via het Interimbeleid voor asbest in bodem, grond en puin(granulaat). Risico's voor de mens ten gevolge van inhalatie van asbest vezels zijn het meest kritisch. Daarom is de risico-analyse gebaseerd op de mogelijkheid voor asbestvezels om in de lucht te komen, waarbij een verschil wordt gemaakt tussen chrysotiel en amfibool asbest, hechtgebonden en niet-hechtgebonden asbest en respirabele en niet-respirabele fractie in de bodem. Omdat het gedrag van asbest in de bodem verschilt van die van andere contaminant is geen gebruik gemaakt van het CSOIL blootstellingsmodel. In plaats hiervan is voor de afleiding van de interventiewaarde gebruik gemaakt van meetresultaten uit de praktijk, te weten asbestconcentraties in de bodem en de lucht. In stap 2 en 3 van de methode om het locatie-specifieke risico te bepalen is gebruik gemaakt van meetmethoden., A methodology based on a tiered (three-step) approach was developed to enable site-specific assessment of risks of soil contamination with asbestos. Along with the presentation of this methodology, we have endeavoured to underpin the Intervention Value for soil remediation for asbestos, which was recently released by the Dutch Ministry of Housing, Spatial Planning and the Environment in its interim policy on asbestos in soil. Because risks to humans after inhalation of asbestos are the most critical, the risk assessment was based on the probability of asbestos fibre emission from soil to air, making a distinction between chrysotile and amphibole asbestos, bound and friable asbestos, and the respirable and non-respirable fraction in soil. Because the behaviour of asbestos in soil is different from the behaviour of any other soil contaminant, the CSOIL exposure model was not used. Instead, use was made of measuring results, i.e. the concentrations of asbestos in soil and air, for deriving the Intervention Value. Guidance on measurement procedures has been incorporated into tiers 2 and 3 of the methodology for determining site-specific human risks.

RIVM rapport:Traditional (environmental) outlooks are based on extrapolation of trends, resulting in plausible views on the future. In the Fourth National Environmental Policy Plan of the Netherlands, long-term persistent environmental problems call for innovations in the social system (e.g. food and energy supply). The proces of transformation is called transition or innovation of the social system. A successful transition, in which technological, economic, sociocultural and institutional changes have to take place, will lead in the long run to a desirable (i.e. sustainable) future. Here, different options for future views, and how they interconnect (plausible vs. desirable in relation to the present), are described. Of the 10 different projects on future scans explored, one of them, the COOL project, has proven to be a good example of a 'quality view for the future'. This survey shows the usefulness of creating concrete views on quality for the future, and is instrumental in creating environmental outlooks in situations that are: (1) complex, (2) diverse with respect to opinions and visions, (3) necessary for new and unexpected solutions and (4) uncertain (because of the long time horizon)., Traditionele (milieu) verkenningen zijn veelal gebaseerd op extrapolatie van trends. Dit resulteert in waarschijnlijke of plausibele toekomstbeelden. In het NMP4 wordt een aantal hardnekkige milieuproblemen opgesomd. Systeemoptimalisaties en technologie-ontwikkeling alleen zijn ontreikend om deze problemen het hoofd te beiden. Transities of systeeminnovaties, waarin technologische, economische, sociaal-culturele en institutionele veranderingen plaatsvinden, zijn nodig om uiteindelijk in een gewenste en duurzame toekomst te geraken. In dit rapport zijn verschillende typen verkenningen beschreven en is gekeken hoe deze ten opzichte van staan. Een van de 10 verschillende projecten (het COOL-project) die is bekeken is nader geanalyseerd. Dit project was een goed voorbeeld van een kwaliteitsbeeld (wenselijke toekomst). Hieruit is de conclusie getrokken dat het instrument 'kwaliteitsbeelden' een goed instrument is voor milieugerichte verkenningen als er sprake is van 1) complexe situaties, 2) diverse meningen en visies, 3) noodzakelijk geachte nieuwe en onverwachte oplossingen en 4) grote onzekerheid (bijvoorbeeld een lange tijdshorizon).

RIVM rapport:In Nederland worden de risicogrenzen, de zogenaamde 'Hazardous Concentrations' (HC5 en HC50), afgeleid uit bestaande laboratorium-toxiciteitsgegevens via statistische extrapolatie. In een meerjarig onderzoek van RIVM, samen met VU en TNO zijn de volgende vragen kritisch getoetst: (1) wat is de veldrelevantie van laboratorium-toxiciteitsgegevens, en (2) wat is de ecologische betekenis van de via de bovenomschreven methodiek afgeleide risicogrenzen? Metalen dienden als modelstoffen. Het onderzoek toont aan, dat de veldrelevantie van laboratorium-toxiciteitsgegevens groter wordt als voor belangrijke stuurvariabelen zoals bodem-pH en veroudering gecorrigeerd wordt. Correctie van toxiciteitsgegevens wordt echter beperkt doordat bestaande literatuurgegevens onvoldoende informatie bevatten. Het onderzoek bevestigt dat de uitkomsten van de huidige extrapolatiemethoden plausibel zijn. Optredende, en in het onderzoek gemeten, toxische effecten op kenmerken van levensgemeenschappen, zoals soortendiversiteit, zijn bij de HC5-waarde niet of slechts in geringe mate zichtbaar, terwijl boven het niveau van de HC50-waarde de effecten wezenlijk zijn. Gezien deze resultaten, zijn er geen doorslaggevende redenen om de methode ter afleiding van generieke risicogrenzen aan te passen. Bij de beoordeling van specifieke gevallen van verontreiniging, waarbij overschrijding van generieke grenzen optreedt, wordt er van uitgegaan dat nader onderzoek plaats moet vinden naar de locatie-specifieke risico's., No Observed Effect Concentrations of species or processes are used to derive statistical sensitivity distributions. Hazardous Concentrations (HC5 and HC50) derived from these distributions define the ecotoxicological risk limits. The project 'Validation of Toxicity Data and Risk Limits for Soils' was set up to evaluate the ecological relevance of (1) laboratory toxicity data and (2) ecotoxicological risk limits, and to identify which factors introduce uncertainties. Toxic effects of zinc and other metals were studied on selected species (Trifolium pratense, Folsomia candida, Enchytraeus crypticus, Eisenia andrei) and on microbial degradation activities. Differences in bioavailability between soil types were found to be of prime importance in laboratory-to-field extrapolation of toxicity data. Studies with mixtures suggested that each contaminant should be taken into account in risk assessment. Variable exposure conditions appeared to modulate toxicity moderately. Toxic effects of zinc on community endpoints were determined at an experimental field plot and a heavy-metal contaminated field site using enchytraeids, nematodes and micro-organisms. No or weak responses were found at the HC5 level, while measurable effects were present at the HC50 level. This was confirmed by data from the literature. The scientific underpinning of HC values may be improved if toxicity-modulating factors such as bioavailability are taken into account in the interpretation of laboratory toxicity data and if long-term effects of contaminants are focused on.

RIVM rapport:In dit rapport is een vergelijking gemaakt tussen berekende en gemeten concentraties van ammoniak, waarbij voor de gemeten concentraties de passieve monsternemingsmethode is toegepast. Op 184 locaties in drie ROM gebieden (Zuid-Oost Friesland, de Gelderse Vallei en Noord-Oost Brabant) zijn ammoniak concentratiemetingen verricht in de periode van februari 1996 tot en met januari 1997. Voor de berekening van de concentraties is gebruik gemaakt van het OPS-model en emissies afkomstig van verschillende bronnen. De gebruikte emissies verschillen van elkaar wat betreft het beschouwde gebied, de resolutie en het onderliggende aggregatieniveau. De gemeten concentraties zijn een factor 2 hoger dan de berekende concentraties. De onderschatting van de metingen is voor alle drie de studiegebieden ongeveer even groot. Rekening houdend met de onzekerheidsmarges in de berekeningen kan gesteld worden dat de berekeningen maximaal 60 a 65% van de gemeten concentraties kunnen verklaren. Op basis van vergelijkende meetstudies is het uitermate onwaarschijnlijk dat het verschil tussen gemeten en berekende concentratie verklaard kan worden door een overschatting van de gemeten concentraties. Indien men het resterende verschil, in de genoemde gebieden, wil verklaren door verandering van de emissieniveaus, zullen de huidige emissies met 50 a 70% verhoogd moeten worden. De vergelijking van de metingen met de modelberekeningen laat zien dat het OPS-model in staat is de ruimtelijke variatie in de gemeten concentraties goed weer te geven, wanneer zowel metingen als berekeningen worden gemiddeld per 5x5 km gridcel. Op basis van emissies met een resolutie van 5x5 km kan ongeveer 80% van de ruimtelijke variatie op 5x5 km schaal worden verklaard. Binnen een 5x5 km grid komen echter grote ruimtelijke variaties van concentratie- en depositiewaarden voor (tot een factor 10). Voor berekeningen van concentraties en deposities op ecosysteemniveau leveren emissiegegevens met een hoger ruimtelijk detail (b, In this report a comparison was made between measured and calculated concentrations of ammonia. The measurements were performed by means of passive samplers. At 184 locations in three so-called ROM areas (southeast Friesland, the Gelder Valley and northeast Brabant) the measurements were performed in the period of February 1996 to January 1997. The OPS model was used along with emissions of different sources for calculating the concentrations. The emissions used differ from each other as far as the study area, the resolution and the underlying level of aggregation are concerned. The measured concentrations are 2 times higher than the calculated concentrations. This underestimation is about equal for all three study areas. Taking into account the uncertainty ranges in the calculations it can be stated that the calculations can account for a maximum of 60 to 65% of the measured concentrations. Based on comparative measurement studies it is unlikely that the difference between measured and calculated concentrations can be explained by a overestimation of the measured concentrations. If the remaining difference is to be explained by adjusting the emission levels in the mentioned areas, the present emissions have to be increased by 50 to 70%. The comparison of the measurements with the model calculations showed that the OPS model is capable of giving a good spatial representation of the measured concentrations when measurements and calculations were averaged per square 5x5 km. Based on emissions with a resolution of 5x5 km, about 80% of the spatial variation can be explained in this way. Within the 5x5 km squares large variations (up to a factor 10) of the depositions occur. Mainly stable and storage emission are responsible for this variations, because of the high contribution of these emissions to the total emission. RIVM rapport:Depositie van ammoniak is een van de grootste bedreigingen voor de vitaliteit van de Nederlandse natuurgebieden. De scenario's uit de 4e Milieuverkenning geven aan dat in 2010 de ammoniakemissie zal afnemen van 144 kton tot 102 kton (reductie tov 1995 van 30%) en in 2020 tot 92 kton (reductie tov 1995 van 40%). Voor 2020 is een scenario opgesteld waarbij is aangegeven wat maximaal haalbaar is door inzet van extra technische en volume maatregelen (2020). Bij een dergelijk maximaal scenario kan in 2020 de emissie tot maximaal 50 kton (65% t.o.v. 1995) gereduceerd worden. Als het natuurbeleid maatgevend is voor het ammoniakbeleid, is de benodigde emissiereductie minstens 70% t.o.v. 1980 (emissie 1980: 234 kton). Het spanningsveld tussen landbouw en natuur aangaande de ammoniakproblematiek is dus groot. Dit is mede het gevolg van de ligging van de intensieve landbouwgebieden op de arme zandgronden, waar ook juist de meest voor verzuring en vermesting gevoelige natuur zich bevindt. Bij het zoeken naar oplossingen is het daarom goed om enerzijds te kijken naar mogelijkheden om de emissies te verlagen en de effecten te verminderen en anderzijds de ruimtelijke samenhang tussen landbouw en natuur te ontkoppelen. Deze opties zijn hier als 2 afzonderlijk sporen bekeken: 1: spelen met doelen ; de ruimtelijke koppeling tussen landbouw en natuur blijft bestaan maar er wordt maximaal gebruik gemaakt van tal van beheersmaatregelen en aanvullend beleid om de ammoniak emissies en de effecten op de natuur te verminderen. 2: schuiven met functies ; de landbouw en natuur worden ruimtelijk gescheiden door in sommige regio's de emissie te verlagen zodat er in andere gebieden juist een verhoging van emissies kan plaatsvinden, terwijl de natuurdoelen daar nog volledig gerealiseerd kunnen worden. Conclusies van deze studie zijn: 1) Wanneer er wordt uitgegaan van de huidige ruimtelijke verdeling van emissiegebied (landbouwactiviteit) en natuur (EHS), zal het spanningsveld, ondanks forse emiss, Deposition of ammonia forms one of the largest threats to the vitality of Dutch natural areas. The scenarios from Environmental Outlook 4 show that the ammonia emission in 2010 will decrease from 144 kton to 102 kton (a reduction of 30% compared to 1995) and in 2020 to 92 kton (a reduction of 40% compared to 1995). In a 2020 scenario, in which the highest feasible reduction of ammonia by means of extra technical and volumetric measures were included (scenario 2020*), the emission can be reduced to 50 kton (a 65% reduction compared to 1995). However, to safeguard the natural areas a 70% reduction in ammonia emission is needed, compared to the 1980 level of 234 kton. These targets are causing much friction between agriculture, the primary source of ammonia, on the one hand and nature conservation and development on the other hand. One of the main reasons for this friction is the location of the intensive agricultural areas on the poor sandy soils, which are also the areas where the most sensitive natural areas are located in terms of acidification and eutrophication. When searching for solutions to the ammonia stress in natural areas, it is necessary to look, on the one hand, at possibilities to decrease ammonia emissions and therefore the effects, and on the other, possibilities to disconnect the spatial relationship between agriculture and nature. These options have been addressed in two separate routes: 1: playing with goals: the spatial connection between agriculture and natural areas is sustained but different measures have been used to reduce ammonia emissions and the effects on nature, as determined by the exceedance of critical loads. 2: shifting functions: agriculture and nature are being divided spatially by optimising the spatial distribution of emissions, while goals set for nature can still be fully achieved. Instead of the exceedance of critical loads, the optimal emission distribution in the Netherlands was calculated, with no occurrences of exceedances

RIVM rapport:Het project 'Cumulatie van milieurisico's' is gericht op het ontwikkelen en toepassen van methoden voor het in kaart brengen van die locaties waar risico's voor de mens als gevolg van diverse typen milieuverontreinigingen samenvallen. Daartoe zijn er kaarten van Nederland vervaardigd met risico's die zijn uitgedrukt in de kans op overlijden (externe veiligheid, straling en diverse stoffen), de kans op overige gezondheidseffecten (andere stoffen) en de kans op hinder (geluid). De kaarten zijn opgenomen in rapport 610127001, 'Cumulatie van milieurisico's voor de mens: geografische verschillen in Nederland'. In dit achtergronddocument is de nodige informatie opgenomen over ondermeer de methoden die zijn gevolgd bij de keuze van in kaart te brengen bronnen en stoffen en bij het maken van de kaarten. Dit achtergronddocument gaat achtereenvolgens in op de achtergrondinformatie betreffende het berekenen van externe-veiligheidsrisico's, het berekenen van doses en risico's als gevolg van blootstelling aan straling, het berekenen van concentraties van diverse luchtverontreinigende stoffen op een schaal van 500 bij 500 m, de toxicologische gegevens van de beschouwde stoffen en het berekenen van de risico's als gevolg van blootstelling aan deze stoffen, een mogelijke methode voor het combineren van diverse typen effecten op de gezondheid van de mens, en tenslotte het berekenen van hinder als gevolg van geluid en geur. Het achtergronddocument heeft de vorm van een 'bundel' bijlagen, die elk zelfstandig kunnen worden gelezen., The project 'Accumulation of environmental risks' aimed at identifying the locations in the Netherlands where human risks due to several types of environmental contamination accumulate. A large number of risk maps have been produced of the Netherlands. The risks are expressed as mortality risk (external safety, radiation and several substances), probability of other effects on human health (other substances) and probability of annoyance (noise). The risk maps have been collected in the main report no. 610127001, 'Accumulation of environmental risks to human health: geographical differences in the Netherlands'. The background document contains information on the methods used to choose sources and substances, and to produce maps. This background document discusses methods for calculating external safety risks, methods for calculating doses and risks due to exposure to radiation, methods for calculating concentrations of several substances in air on a scale of 500 by 500 m, the toxicological data of the substances under study and methods for calculating risks due to exposure to these substances, a possible method for combining different types of effects on human health, and finally, the method used to calculate annoyance due to noise and odour. This background document consists of several chapters which can be read independently.

RIVM rapport:A global emission source database called EDGAR (Emission Database for Global Atmospheric Research) has been developed jointly by TNO and RIVM to meet the needs of policy-makers and of atmospheric chemistry and climate modellers. The purpose of the EDGAR database was to estimate for 1990 the annual emissions per sector of direct and indirect greenhouse gases (CO2, CH4, N2O, CO, NOx, non-methane VOC) and SO2, including ozone-depleting compounds (halocarbons), on a region/country and grid basis. To meet the aim of establishing the global emissions from both anthropogenic and biogenic sources, a complete set of data would be required. This is to allow estimation of the total source strength of the various gases with a 1 degree x 1 degree resolution (altitude resolution of 1 km), as agreed upon in the Global Emissions Inventory Activity (GEIA) of the International Atmospheric Chemistry Programme (IGAC). As insights in this field are still changing, due attention was paid in the setup of the system to flexibility on the disaggregation of sources, spatial and temporal resolution, and species. This report presents a description of the construction and contents of the database, as well as the type and sources of data. Subsequently, the following topics are discussed: methodology used in establishing the set of inventories, structure and main functions of the database system ; setup of the emission source categories ; description of sources and related data (activity levels, emission factors, maps used to allocate emissions on grid) ; resulting emission inventories (by region and on grid) including a first validation ; uncertainties and limitations ; policy applications ; and conclusions summarising the achievements of this project., RIVM en TNO hebben gezamenlijk een mondiale emissiedatabase EDGAR (Emission Database for Global Atmospheric Research) geconstrueerd ten behoeve van beleidsondersteuning, atmosferisch-chemici en klimaat-modelleurs. De EDGAR-database bevat voor het basisjaar 1990 per sector de emissies van directe en indirecte broeikasgassen (CO2, CH4, N2O, CO, NOx, niet-methaan VOS, SO2), inclusief ozonlaagafbrekende stoffen (gehalogeneerde koolwaterstoffen), per regio/land en op grid. Voor de berekening van de mondiale emissies van zowel menselijke als biogene bronnen is een complete dataset gecompileerd om de totale bronsterkte per gas te kunnen schatten met een ruimtelijke resolutie van 1 graad x 1 graad (hoogte-resolutie 1 km), zoals overeengekomen binnen de Global Emissions Inventory Activity (GEIA) van het International Atmospheric Chemistry Programme (IGAC). Omdat de inzichten op dit terrein nogal snel kunnen veranderen, is hier bij de opzet van het systeem rekening mee gehouden door de keuze van onderverdeling van bronnen, de ruimtelijke en temporele resolutie en de stoffen flexibel te houden. Dit rapport geeft een beschrijving van de constructie en inhoud van de database, inclusief het type en de bron van de gebruikte data. Achtereenvolgens worden de volgende onderwerpen besproken: de gebruikte methoden bij de opzet van de inventarisaties, de structuur en belangrijkste functies van het database-systeem, de opzet van broncategorieen, beschrijving van bronnen en hun data (activiteitenniveaus, emissiefactoren, kaarten om de emissies over een grid te verdelen), resulterende emissie-inventarisaties (per regio en op grid), onzekerheden en beperkingen in de datasets, beleidstoepassingen, en conclusies waarin de in het project bereikte resultaten worden samengevat.

RIVM rapport:De aanleiding voor het project 'Cumulatie van milieurisico's' was de vraag of er relaties bestaan tussen geconstateerde geografische verschillen in gezondheid van mensen en geografische verschillen in risico's als gevolg van diverse typen milieuverontreinigingen. Het project beoogde eerst het ontwikkelen van methoden om deze geografische verschillen in risico's in kaart te brengen en vervolgens het toepassen van deze methoden. De methoden zijn toegepast voor de volgende agentia: mogelijke grote ongevallen (externe veiligheid), radioactieve stoffen en straling, luchtverontreinigende stoffen en geluid. Het onderzoek heeft geleid tot twee rapporten. Het hoofdrapport bevat een algemene beschrijving van de gevolgde methoden en de geproduceerde kaarten. Het bijbehorende achtergronddocument (rapportnr. 610127002) gaat nader in op de details van de gevolgde methoden en de gebruikte gegevens. Ondanks de complexiteit van de discussies rond de risico-problematiek is gebleken dat met de ontwikkelde methoden op basis van het risico-concept dat in het Nederlandse milieubeleid wordt gehanteerd, inzicht is verkregen in de geografische verdeling en de onderlinge verhoudingen van risico's. De geografische verdeling van de risico's verschilt sterk tussen enerzijds externe veiligheid en geluid en anderzijds straling en stoffen. De kaarten voor externe veiligheid en geluid tonen zeer lokaal hoge risico's; daarnaast zijn er gebieden waar het risico voor deze twee categorieen gelijk is aan nul, namelijk die gebieden waar zich geen gevaren- en/of geluidsbronnen bevinden. Vooral voor geluid is het werkelijke 'schone' gebied veel beperkter dan de hier opgenomen kaarten tonen, omdat bij gebrek aan informatie een significant deel van de belasting niet kon worden berekend. Ruimtelijk samenvallen van de externe-veiligheidsrisico's treedt nauwelijks op. Voor geluid treedt ruimtelijk samenvallen vooral op nabij knooppunten van transportwegen en nabij (grote) vliegvelden. De risico's als gevolg van, The question whether there are correlations between observed geographical differences in human health and risks due to several types of environmental contamination led to the project 'Accumulation of environmental risks'. The project aimed, firstly, at developing methods to illustrate these geographical differences and, secondly, at applying these methods. The methods are applied to map the risks due to possible severe accidents (external safety), radioactive substances and radiation, substances in air, and environmental noise. The investigation resulted in two reports. The main report contains a general description of the methods applied and the maps created. The accompanying background document (report no. 610127002) focuses on the details of the methods and on the data used. In spite of the complexity of the discussions on risk-related subjects, it appears that by applying the methods developed insight has been obtained into the geographical distribution and the proportions of risks. These methods are based on the risk concept which is implemented in the environmental policy in the Netherlands. The geographical distribution of risks differs greatly between external safety and noise on the one hand and radiation and substances on the other hand. The maps for external safety and noise show high risks on a local scale ; there are areas where risk for these two categories is equal to zero (areas without sources of danger or disturbing noise). Spatial coincidence of external safety risks rarely occurs. Especially for noise the areas of zero risk are smaller than those shown by the maps because the lack of information made a significant part of the risk incalculable. Spatial coincidence of environmental noise occurs mainly near junctions of transport lines and near (large) airports. The risks due to radiation and substances, on the contrary, cover large parts of the Netherlands, with local increases near large (industrial) sources. Peaks in risks on scales less than 50

RIVM rapport:Het EUROTRAC-TOR programma is opgezet om chemische- en transportprocessen, die van belang zijn voor het optreden van foto-oxidantia in Europa te bestuderen. Kernvraag is: "welke rol spelen emissies in Europa en welke resultaten kunnen beleidsmatig maximaal behaald worden?". In het kader van TOR is een meetnet van kwalitatief hoogwaardige meetstations opgezet, enkele jaren intensief gemeten en heeft analyse van de metingen plaatsgevonden onder andere met behulp van modellen. Dit rapport geeft de technische en weten-schappelijke documentatie van het Nederlandse TOR station Kollumerwaard. Verder omvat het de documentatie van de TOR database, een evaluatie van de O3, NMVOC, CO, CO2, CH4 en PAN data, zowel van Kollumerwaard als van het internationale TOR netwerk, en een beschrijving van het O3-budget in Europa. Voor het laatste onderdeel zijn ook modellen toegepast., The Dutch activities contributing to the EUROTRAC-TOR programme were set up to study and quantify the underlying chemical and transport processes important to the occurrence of photochemical oxidants in Europe. The project involved establishing an advanced monitoring site at Kollumerwaard, monitoring for a number of years and evaluating the data, which included a modelling effort. This report contains the technical and scientific documentation of the observatory, a documentation of the TOR database, an evaluation of the O3, NMVOC, CO, CO2, CH4 and PAN data, both from Kollumerwaard and the international TOR network, and a description of the modelled European O3 budget.

Peaks in risks on scales less than 50, De aanleiding voor het project 'Cumulatie van milieurisico's' was de vraag of er relaties bestaan tussen geconstateerde geografische verschillen in gezondheid van mensen en geografische verschillen in risico's als gevolg van diverse typen milieuverontreinigingen. Het project beoogde eerst het ontwikkelen van methoden om deze geografische verschillen in risico's in kaart te brengen en vervolgens het toepassen van deze methoden. De methoden zijn toegepast voor de volgende agentia: mogelijke grote ongevallen (externe veiligheid), radioactieve stoffen en straling, luchtverontreinigende stoffen en geluid. Het onderzoek heeft geleid tot twee rapporten. Het hoofdrapport bevat een algemene beschrijving van de gevolgde methoden en de geproduceerde kaarten. Het bijbehorende achtergronddocument (rapportnr. 610127002) gaat nader in op de details van de gevolgde methoden en de gebruikte gegevens. Ondanks de complexiteit van de discussies rond de risico-problematiek is gebleken dat met de ontwikkelde methoden op basis van het risico-concept dat in het Nederlandse milieubeleid wordt gehanteerd, inzicht is verkregen in de geografische verdeling en de onderlinge verhoudingen van risico's. De geografische verdeling van de risico's verschilt sterk tussen enerzijds externe veiligheid en geluid en anderzijds straling en stoffen. De kaarten voor externe veiligheid en geluid tonen zeer lokaal hoge risico's; daarnaast zijn er gebieden waar het risico voor deze twee categorieen gelijk is aan nul, namelijk die gebieden waar zich geen gevaren- en/of geluidsbronnen bevinden. Vooral voor geluid is het werkelijke 'schone' gebied veel beperkter dan de hier opgenomen kaarten tonen, omdat bij gebrek aan informatie een significant deel van de belasting niet kon worden berekend. Ruimtelijk samenvallen van de externe-veiligheidsrisico's treedt nauwelijks op. Voor geluid treedt ruimtelijk samenvallen vooral op nabij knooppunten van transportwegen en nabij (grote) vliegvelden.
