69th MORS Symposium, Working Group 22 - Analytical support to Training, 12-14 June 2001, (November 2001), DRAFT In an October 20011etter to the Chairman and ranking members of the Senate and House Armed Services Committees, eight former Defense Secretaries urged Congress to approve another round of military base closings, saying it is necessary for the US fight against terrorism. The current Defense Secretary, Donald Rumsfeld, has similarly urged Congress for authority to undertake another round with many of his justifications spelled out in the 2001 Quadrennial Defense Review (QDR). This paper presents an integer linear program, OSAF (Optimal Stationing of Army Forces) used by the Army for analyses to support the 2001 QDR. OSAF enables systematic examination of Army stationing alternatives and prescribes an optimal Army stationing for a given force structure, set of installations, available implementation dollars, and stationing restrictions. Each alternative stationing solution satisfies numerous unit requirements and is evaluated with a set of quantitative and qualitative metrics. We find a more efficient stationing of current Army forces can improve the use of Army facilities, ranges, and training land assets, as well as meet unit requirements at reduced cost. We also discuss the impact of some common stationing restrictions and discuss OSAF's planned role in future stationing analyses.

The Army is reducing and reshaping its force structure to adapt to the nation's changing defense needs and budget constraints. In response to these changes, Army Materiel Command (AMC) will submit facility realignment and closure recommendations in FY93 and FY95. This thesis develops a bi-criteria mixed integer programming model with the objectives of minimizing operating costs and maximizing a measure of military value to assist AMC in the generation of alternative realignments. Realignment of depot maintenance, research and development, test and evaluation, and administrative function are considered on 32 AMC installations. The Assistant Chief of Staff for Installation Management (ACSIM) manages all Army military construction (MILCON) implementation and requests. Annually, the ACSIM submits a prioritized list of MILCON projects requiring Congressional approval. Typically, Congress does not approve all Army requests. This thesis develops an integer linear program, PESA (Project Evaluation and Selection Assistant), to assist the ACSIM evaluate and select the best set of MILCON projects under various policies and budgets; thus assisting ACSIM develop a defendable set of MILCON projects to submit to Congress. Using a budget of $600 million (funds allocated in fiscal year 2001) and data for 62 projects for fiscal year 2001, we recommend funding a set of 50 projects that adhere to the following: fund each Major Army Command's projects in priority; limit each Major Army Command to less than 25% of the total budget; and use at least 80% of the total budget on the worst condition facilities.
