Note: This is a revised version of the paper that _corrects_a_calculation_error in translating observed Jansky units to EIRP in Watts. Mistakes are labeled below. Motivated by the hypothesis that Oumuamua could conceivably be an interstellar probe, we used the Allen Telescope Array to search for radio transmissions that would indicate a non-natural origin for this object. Observations were made at radio frequencies between 1 and 10 GHz using the Array's correlator receiver with a channel bandwidth of 100 kHz. In frequency regions not corrupted by man-made interference, we find no signal flux with frequency-dependent lower limits of 0.01 Jy at 1 GHz and 0.1 Jy at 7 GHz. For a putative isotropic object, these limits correspond to transmitter powers of (was mistakenly 30 mW) 10 W and (was mistakenly 300 mW) 100 W, respectively. In frequency ranges that are heavily utilized for satellite communications, our sensitivity to weak signals is badly impinged, but we can still place an upper limit of (was mistakenly 10 W) 3 kW for a transmitter on the asteroid. For comparison and validation should a transmitter be discovered, contemporaneous measurements were made on the solar system asteroids 2017 UZ and 2017 WC with comparable sensitivities. We report on a search for the presence of signals from extraterrestrial intelligence in the direction of the star system KIC 8462852. Observations were made at radio frequencies between 1-10 GHz using the Allen Telescope Array. No narrowband radio signals were found at a level of 180-300 Jy in a 1 Hz channel, or medium band signals above 10 Jy in a 100 kHz channel., Comment: 9 pages, 3 figures

We report a novel radio autocorrelation (AC) search for extraterrestrial intelligence (SETI). For selected frequencies across the terrestrial microwave window (1-10 GHz) observations were conducted at the Allen Telescope Array to identify artificial non-sinusoidal periodic signals with radio bandwidths greater than 4 Hz, which are capable of carrying substantial messages with symbol-rates from 4-1000000 Hz. Out of 243 observations, about half (101) were directed toward sources with known continuum flux > ~1 Jy over the sampled bandwidth (quasars, pulsars, supernova remnants, and masers), based on the hypothesis that they might harbor heretofore undiscovered natural or artificial, repetitive, phase or frequency modulation. The rest of the targets were mostly toward exoplanet stars with no previously discovered continuum flux. No signals attributable to extraterrestrial technology were found in this study. We conclude that the maximum probability that future observations like the ones described here will reveal repetitively modulated emissions is less than 1% for continuum sources and exoplanets, alike. In the cm-wavelength range, an extraterrestrial electromagnetic narrow band (sine wave) beacon is an excellent choice to get alien attention across interstellar distances because 1) it is not strongly affected by interstellar / interplanetary dispersion or scattering, and 2) searching for narrowband signals is computationally efficient (scales as Ns log(Ns) where Ns = number of voltage samples). Here we consider a special case wideband signal where two or more delayed copies of the same signal are transmitted over the same frequency and bandwidth, with the result that ISM dispersion and scattering cancel out during the detection stage. Such a signal is both a good beacon (easy to find) and carries arbitrarily large information rate (limited only by the atmospheric transparency to about 10 GHz). The discovery process uses an autocorrelation algorithm, and we outline a compute scheme where the beacon discovery search can be accomplished with only 2x the processing of a conventional sine wave search, and discuss signal to background response for sighting the beacon. Once the beacon is discovered, the focus turns to information extraction. Information extraction requires similar processing as for generic wideband signal searches, but since we have already identified the beacon, the efficiency of information extraction is negligible., Comment: 33 pages, 8 figures, 1 table

The Allen Telescope Array (ATA) is a cm-wave interferometer in California, comprising 42 antenna elements with 6-m diameter dishes. We characterize the antenna optical accuracy using two-antenna interferometry and radio holography. The distortion of each telescope relative to the average is small, with RMS differences of 1 percent of beam peak value. Holography provides images of dish illumination pattern, allowing characterization of as-built mirror surfaces. The ATA dishes can experience mm-scale distortions across -2 meter lengths due to mounting stresses or solar radiation. Experimental RMS errors are 0.7 mm at night and 3 mm under worst case solar illumination. For frequencies 4, 10, and 15 GHz, the nighttime values indicate sensitivity losses of 1, 10 and 20 percent, respectively. The ATA.s exceptional wide-bandwidth permits observations over a continuous range 0.5 to 11.2 GHz, and future retrofits may increase this range to 15 GHz. Beam patterns show a slowly varying focus frequency dependence. We probe the antenna optical gain and beam pattern stability as a function of focus and observation frequency, concluding that ATA can produce high fidelity images over a decade of simultaneous observation frequencies. In the day, the antenna sensitivity and pointing accuracy are affected. This paper estimates the maximum range at which radar signals from the Earth could be detected by a search system similar to the NASA Search for Extraterrestrial Intelligence Microwave Observing Project (SETI MOP) assumed to be operating out in the galaxy. Figures are calculated for the Targeted Search, and for the Sky Survey parts of the MOP, both operating, as currently planned, in the second half of the decade of the 1990s. Only the most powerful terrestrial transmitters are considered, namely, the planetary radar at Arecibo in Puerto Rico, and the ballistic missile early warning systems (BMEWS). In each case the probabilities of detection over the life of the MOP are also calculated. The calculation assumes that we are only in the eavesdropping mode. Transmissions intended to be detected by SETI systems are likely to be much stronger and would of course be found with higher probability to a greater range. Also, it is assumed that the transmitting civilization is at the same level of technological evolution as ours on Earth. This is very improbable. If we were to detect another technological civilization, it would, on statistical grounds, be much older than we are and might well have much more powerful transmitters. Both factors would make detection by the NASA MOP a much more likely outcome.

An approach is proposed to developing a message from Humankind to extraterrestrial intelligence if we detect it.

A significant percentage of the carbon inventory of the circumstellar and interstellar media may be in the form of large refractory molecules (or small grains) referred to as carbon clusters. At the small end, uneven numbers of carbon atoms seem to be preferred, whereas above 12 atoms, clusters containing an even number of carbon atoms appear to be preferred in laboratory chemistry. In the lab, the cluster C-60 appears to be a particularly stable form and has been nicknamed Bucky Balls because of its resemblance to a soccer ball and to geodesic domes designed by Buckminster Fuller. In order to investigate the prevalence of these clusters, and their relationship to the polycyclic aromatic hydrocarbons (PAHs) that have become the newest focus of IR astronomy, it is necessary to determine the spectroscopic characteristics of these clusters at near and far infrared wavelengths. Described here is the construction of a near to far IR laser magnetic resonance spectrometer that has been built at the University of California Berkeley in order to detect and characterize these spectra. The equipment produces carbon clusters by laser evaporation of a graphitic target. The clusters are then cooled in a supersonic expansion beam in order to simulate conditions in the interstellar medium (ISM). The expansion beam feeds into the spectrometer chamber and permits concentrations of clusters sufficiently high as to permit ultra-high resolution spectroscopy at near and far IR wavelengths. The first successful demonstration of this apparatus occurred last year when the laboratory studies permitted the observational detection of C-5 in the stellar outflow surrounding IRC+10216 in the near-IR. Current efforts focus on reducing the temperature of the supersonic expansion beam that transport the C clusters evaporated from a graphite target into the spectrometer down to temperatures as low as 1 K.

The Nancay decimetric Radio Telescope (NRT) in Nancay, France, is described, and its potential use for Search for Extraterrestrial Intelligence (SETI) observations is discussed. The conclusion reached is that the NRT is well suited for SETI observations because of its large collecting area, its large sky coverage, and its wideband frequency capability. However, a number of improvements are necessary in order to take full advantage of the system in carrying out an efficient SETI program. In particular, system sensitivity should be increased. This can be achieved through a series of improvements to the system, including lowering the ground pickup noise through the use of ground reflectors and more efficient feed design, and by using low-noise amplifier front ends.

Treatment of C60 with osmium tetroxide and pyridine gives the osmate ester (2:1 adduct) establishing that oxygen functionality can be added to C60 without disrupting the carbon framework.

The rotational frequencies of pulsars are used to select preferred radio frequencies for SETI. Pulsar rotational frequencies are converted into SETI frequencies in the 1-10 GHz Galactic radio window. Experimental observations using the frequencies are conducted for target stars closer than 25 parsecs, unknown targets in a globular cluster, and unknown targets in the Galaxy closer than 2.5 kpc. The status of these observations is discussed.
