Purpose This paper aims to provide a framework for building resilience to coastal hazards with reference to Asian nations at the local, intra-regional and inter-regional levels. This framework provides a roadmap that will enable higher education institutions in the region to play a significant role in educating and training new leaders for disaster risk reduction (DRR) and in working directly with local communities to implement plans. Design/methodology/approach Events such as the 2004 tsunami highlighted the transboundary nature of coastal hazard and the importance of regional cooperation. A framework for inter- and intra-regional cooperation was developed through focus groups organised with community participants in five Asian nations exposed to coastal risks: Sri Lanka, Maldives, Myanmar, Indonesia and the Philippines. Findings Different stakeholders assessed inter- and intra-regional cooperation at different levels as a means to provide a baseline scenario to develop a capacity-building roadmap for such cooperation. The discussions organised through structured face-to-face encounters considered cooperation at different scales: international, regional, national and local. The framework key areas were developed and included knowledge databases, data and resource sharing and exchange education programmes. Originality/value Multi-hazard early warning for more resilient coastal communities is increasingly complex in view of the discourse related to the wider economic and social environments. The research proposes a framework for inter- and intra-regional cooperation at different scales; from local to regional and to the inter-continental dimensions and even through a bottom-up approach, together with the experts’ and managing authorities’ top-down positions.

Proyek pembangunan rumah khusus suku anak dalam (SAD) adalah salah satu proyek yang unik dimana penerima bantuan masyarakat dengan latar belakang yang sangat memegang erat sosial/budayanya, sehingga dalam pembangunan konstruksi terdapat kendala terkait karakteristik sosial/budaya yang dikaitkan dengan tanah leluhur, lokasi pembangunan didalam hutan dekat dengan komunitas asli mereka tinggal ditambah lagi status lahan yang belum clear and clear, dan koordinasi dan komunikasi yang terkendala pada saat pelaksanaan. Tujun penelitian Adalah untuk mengidentifikasi risiko-risiko apa saja yang termasuk kedalam tahap perencanaan, tahap pelaksanaan dan tahap pasca konstruksi, risiko-risiko dominan apa saja yang berpengaruh terhadap pembangunan rumah khusus suku anak dalam (SAD) di Provinsi Jambi, dan memberikan aksi mitigasi risiko.

Jalan adalah prasarana transportasi darat yang meliputi segala bagian jalan, termasuk bangunan pelengkap dan perlengkapannya yang diperuntukkan bagi lalu lintas. Rencana pemeliharaan jalan yang baik merupakan unsur penting dalam pengelolaan jalan.Salah satu aspek terpenting dalam menjaga kondisi jalan adalah rencana prioritas pemeliharaan jalan. Penentuan prioritas pemeliharaan jalan sering tidak mempunyai standar yang dapat dipertanggung jawabkan dan masih didominasi oleh kebijakan pengambil keputusan serta mengesampingkan kriteria teknis, manfaat dan biaya. Berdasarkan opini-opini dan permasalahan mengenai ketidakjelasan dasar prioritas pemeliharaan jalan dan penanganan pemeliharaan jalan yang efektif, maka penulis tertarik untuk melakukan suatu penelitian terhadap cara penentuan prioritas pemeliharaan jalan. Penelitian ini akan dilaksanakan dengan judul “Penentuan Prioritas Pemeliharaan Jalan - Studi Kasus Kota Payakumbuh Provinsi Sumatera Barat”. Penelitian ini dicapai dengan melakukan survey kuisioner kepada 15 responden yang terdiri dari pengelola kegiatan pemeliharaan jalan dan konsultan perencana bidang jalan. Hasil yang diperoleh diolah menggunakan metoda Analitycal Hierarchy Process (AHP) untuk menilai perbandingan kriteria & Analisa Statistika Deskriptif untuk penilaian terhadap sub-kriteria. Dari hasil analisis jawaban responden menunjukkan bahwa urutan penentuan prioritas pemeliharaan jalan didasarkan kepada 1.Kriteria Kondisi Jalan ; 2.Kriteria Volume Lalu Lintas ; 3.Kriteria Ekonomi ; 4.Kriteria Kebijakan ; 5.Kriteria Aksesibilitas, sedangkan jenis pemeliharaan berdasarkan Buku pedoman No. 018/T/BNKT/1990 Dirjen Pembinaan Jalan Kota Kementerian PUPR “Tata Cara Penyusunan Pemeliharaan Jalan Kota” meliputi penilaian dalam angka terhadap LHR, Kondisi Jalan dengan jenis penanganan : Peningkatan Jalan ; Pemeliharaan Berkala : Pemeliharaan Rutin

Kebutuhan akan tempat tinggal masyarakat yang semakin tinggi, mendorong dilaksanakannya program sejuta rumah oleh pemerintah yang dimulai tahun 2015. Pada tahun 2016 target program sejuta rumah terdiri dari 700.000 unit untuk masyarakat berpenghasilan rendah (MBR) dan 300.000 unit lainnya untuk non-MBR (Ditjen PUPR,2016). Kondisi ini mendorong munculnya para pengembang baru yang ikut aktif dalam mengembangkan perumahan sederhana. Konsumen sebagai pemilik akhir dari sebuah produk industri perumahan seringkali mendapatkan permasalahan dari para pengembang. Permasalahan yang timbul seperti: (a) kontruksi bangunan yang tidak memenuhi kaidah-kaidah konstruksi yang benar (tidak memenuhi SNI), (b) infrastruktur yang tidak memadai, (c) tenggang waktu penyelesaian bangunan yang tidak sesuai jadwal yang disepakati, (d) pemahaman konsumen yang kurang akan produk perumahan yang berkwalitas membuat rentan untuk di manipulasi pengembang. Dalam penelitian ini akan dilakukan sebuah pengukuran kinerja dengan menggunakan metoda SCOR® versi 11 pada industri konstruksi perumahan sederhana. responsiveness dan efficiency merupakan karakteristik yang dapat menggambarkan kinerja rantai pasok yang bersifat dinamis sehingga mampu menyesuaikan setiap perubahan yang terjadi pada pasokan dan permintaan. Harmonisasi antara kinerja dan manajemen rantai pasok diawali dengan menghitung atribut dan metrik kinerja,menentukan bobot metric kinerja dengan pendekatan AHP,menentukan performansi atribut supply chain performance sehingga didapatkan nilai supply chain performance : reliability 0.205, responsiveness 0.107, Agility 0.130, Supply Chain Costs 0.040, dan Supply Chain Asset Management 0.015.

Landcover changes (LCC) are one indicator of an increase in population in a watershed area that demands the provision of housing locations, road infrastructure, and productive land to meet the needs of life. LCC can positively impact the form of increased land use values and incomes, while also negative impacts in the form of erosion, landslides, and floods. The watershed area should have a balance in its development. This research is important as a first step in overcoming changes in land cover that can threaten the sustainability and sustainability of the Kuranji watershed. The aim of the study is to reveal the LCC from 1985 to 2018 and its causal factors in the Kuranji watershed. The methodology used is descriptive qualitative with 60 respondents. Data were obtained by interviewing respondents. Respondents are those having agricultural land and working in the agricultural sector and this research was carried out in 2019. The results showed an increase in the type of land cover of settlements and mixed gardens, while forests, rice fields and shrubs have decreased. The main factor influencing changes in land cover is economical (59%), followed by social factors (25%) and political factors (16%). It was also found that local wisdom of the Minangkabau culture was able to reduce LCC. In Minangkabau, the land owned by the community, in general, is a legacy from generation to generation that cannot be sold without significant reasons.

Bencana merupakan masalah global saat ini. Khususnya di Indonesia, Perspektif penanggulangan bencana telah memasuki paradigma baru, dari sebelumnya hanya terfokus pada kegiatan tanggap darurat saja, kini juga memakai pendekatan mitigasi dan kesiapsiagaan. Mitigasi dan kesiapsiagaan dilakukan pada saat tidak terjadi bencana. Mitigasi atau penanggulangan bencana perlu dipadukan dengan upaya-upaya pengurangan risiko bencana kedalam pembangunan demi keberlanjutan serta pengarusutamaan pengurangan risiko bencana ke dalam perencanaan program dan kegiatan desa. Dengan kata lain analisis risiko bencana harus menjadi salah satu dasar dalam perencanan pembangunan yang berkelanjutan. Pembangunan sarana dan prasarana untuk penanggulangan bencana juga merupakan salah satu prioritas pembangunan desa. Dalam penelitian ini dilakukan teknik pengambilan data berupa kuesioner untuk mengetahui bagaimana persepsi masyarakat mengenai perencanaan pembangunan infrastruktur yang berdasarkan bencana. Seluruh responden setuju untuk memasukkan aspek kebencanaan sebagai salah satu pertimbangan dalam merangking program kegiatan pembangunan infrastruktur desa. Namun, perencanaan pembangunan infrastruktur desa yang telah dilaksanakan belum mempertimbangkan aspek penanggulangan bencana.

Floods often occur in Lubuk Buaya residential housing in Padang city, which has a population of 6,500 citizens per km2. These natural phenomena happen due to sea level water rises and the change in the new river mouth of the Batang Kandis river. The construction of a 500 m floodway and a 700 m dike of Batang Kandis river were proposed to control flooding. The floodway was then damaged during the earthquake on September 30th, 2009, and wiped out by a flood on March 24th, 2016. Theoretically, to solve flood conditions downstream of Batang Kandis river with 70 km² of watershed area, the floodway is expected to be able to discharge 307 m3/s. This study uses a numerical simulation using HEC-RAS software with three scenarios. The first scenario uses the existing condition of the river width of 50 m and a depth of 1 m, it experienced an inundated area of 0.60 km2 for 5 hours. The second scenario is done by increasing 2.50 m embankment height, which gave the result of 2x700 m2 flood inundation in several locations. The third scenario also carried out dredging of the river up to the elevation of 0.00 m above sea level, and there was no flood inundation. Thus, the third scenario is the best result that has been carried out to control the floods downstream of Batang Kandis river

Floods have often occurred in the city of Padang, PALAPA Metropolitan Urban Area in recent years, this is generally caused by high rainfall and poor drainage capabilities. NVivo software is utilized to analyze the online news which reported floods occurrence. Based on the news collected from 2009–2018, it was found that Gunung Pangilun Village, Padang Utara Subdistrict was often flooded when it rained for more than 3 hours. This area is a densely populated area (1,000 people / km2). The cause of inundation in this area is that drainage is not able to accommodate water and high rainfall intensity with the parent river in the Batang Kuranji watershed. The flooding that occurred in this area caused several schools, offices and hospitals to be flooded, a number of houses and a number of points on the local road were flooded. Therefore, it is necessary to know the large drainage capacity that is able to accommodate the amount of runoff discharge when the rain occurs using the 5-year return EPA SWMM software modeling

Pemenuhan infrastruktur sebagai aset memerlukan pengelolaan aset infrastruktur yang bertujuan untuk mendapatkan nilai atau “ value ” yang lebih besar untuk menghindari kerugian akibat risiko yang mungkin terjadi. Hal ini mendorong perlunya menganalisis skala risiko dari masing-masing elemen risiko yang berpengaruh terhadap kerugian proyek di Jalan Tol Padang-Sicincin dengan mengkombinasikan metode skala risiko dan severity index serta menganalisis bobot prioritas risiko antara dua elemen risiko dengan menggunakan proses F-AHP. Metode pengumpulan data menggunakan metode kuesioner yang dibagi dalam dua tahap dimana tahap pertama untuk menganalisis skala risiko dan tahap kedua untuk menganalisa bobot prioritas risiko. Bobot risiko yang dianalisis oleh proses F-AHP akan dibandingkan dengan hasil faktor andil pada Pedoman Analisis Risiko Investasi Jalan Tol Pd T-01-2005-B sebagai penentuan penerimaan atau pengalokasian risiko. Hasil dari penelitian ini didapatkan bahwa nilai bobot prioritas untuk tahap pra-konstruksi dan tahap konstruksi adalah 56,41% dan 43,59%. Risiko tahap pra konstruksi dan risiko tahap konstruksi dikategorikan sebagai risiko tinggi dengan nilai skala risiko masing-masing adalah 16 dan 12. Risiko yang memiliki kategori risiko sangat tinggi yaitu risiko ketersediaan lahan (PKLA01) dan risiko penolakan masyarakat (PKLA03). Risiko dengan nilai bobot prioritas tertinggi adalah risiko pembebasan lahan (PKLA) untuk tahap pra-konstruksi dan risiko Force Majeure (KFOR) selama tahap konstruksi.

Penelitian ini bertujuan memberikan angka indeks dan tingkat kerentanan fisik sekaligus rekomendasi terhadap infrastruktur SPAM Gunung Pangilun Perumda Air Minum Kota Padang (khususnya pipa transmisi dan distribusi utama) akibat potensi bencana gempa bumi dan tsunami. Jaringan pipa ini melayani area dataran rendah dekat pesisir pantai sekaligus lokasi institusi dan perkantoran penting tingkat provinsi Sumatera Barat dan kota Padang. Penilaian indeks kerentanan dilakukan dengan cara melakukan pembobotan dan skoring dari faktor-faktor kerentanan yang telah ditentukan terhadap potensi bencana gempa bumi dan tsunami. Tingkat kerentanan jaringan pipa tersebut diklasifikasikan menjadi rendah, menengah dan tinggi. Hasil dari indeks kerentanan yang telah didapatkan disajikan ke dalam peta tingkat kerentanan setelah sebelumnya dilakukan perhitungan total nilai vulnerability index (VI) dari masing-masing parameter kerentanan. Dari hasil penilaian didapatkan tingkat kerentanan jaringan pipa transmisi terhadap gempa bumi dan tsunami “rendah” dan “rendah”serta jaringan pipa distribusi utama untuk gempa bumi 68,82% nya “menengah” dan tsunami 83,24% nya “tinggi”. Rekomendasi yang diberikan yaitu teknis dan non teknis, secara teknis adalah dengan mengaplikasikan teknik rekayasa pada infrastruktur jaringan pipa yang tahan terhadap bencana gempa bumi dan tsunami, serta secara non teknis/administratif seperti memberikan pelatihan pada pihak terkait dan membentuk sebuah divisi yang khusus menangani perawatan infrastruktur jaringan pipa.

Wabah Corona ditetapkan sebagai pandemi global sehingga Indonesia juga menetapkan standar protokol termasuk pada bidang konstruksi dengan mengeluarkan INMEN Menteri PUPR No 2 tahun 2020 tentang Pelaksanaan Protokol Pencegahan Covid – 19 pada Proyek Konstruksi sebagai pedoman yang harus dilaksanakan oleh penyedia jasa dalam masa pelaksanaan konstruksi di lingkungan proyek. Maka, Kesiapan dari penyedia jasa dalam penerapkan pelaksanan K3 protokol Covid – 19 perlu diulas lebih jauh baik dari sisi kemampuan SDM untuk mengimplementasikan pelaksanan protokol tersebut, ataupun dari segi manajerial perusahan sendiri dalam menyediakan peralatan SOP Covid – 19 di lingkungan proyek. Metode penelitian yang digunakan adalah wawancara kepada penyedia jasa, dan observasi ke lingkungan proyek. Hasil penelitian ini menunjukkan kesiapan SDM dan personil K3 dilapangan dalam pelaksanaan protokol covid – 19 adalah 66.66% atau penilaian baik, sedangkan untuk kesiapan dalam peralatan SOP protokol covid – 19 dilapangan hanya 60% atau penilaian cukup, dan penilaian kesiapan pelaksanaan protokol Covid – 19 keseluruhan adalah 63.42%. Sehingga, hasil penelitian ini dapat menjadi dasar evaluasi dalam penerapan INMEN didalam proyek konstuksi kedepannya.

Logistics is the most crucial aspect in supply demand activities. This aspect become more important in unexpected situation such as in disaster condition. There are a tremendous amount of disaster logistics literatures. However, only limited of them discussed how judgmental adjustment is incorporated in disaster logistics. This research aims to evaluate this issue by doing a critical literature review of academic literatures. The analysis will be focused on inventory system as the part of logistic. In the context of warehouse, judgmental adjustment in term of demand classification, forecasting, and stock control of the item(s) is reviewed. The findings demonstrate that there are very lack studies discussed these terms. Furthermore, there is still no guidance and policy on how human intervene the decision in managing the warehouse in disaster logistic. This preliminary research suggests that there is a huge scope for contributing and further advancing the current stage of knowledge in the area of disaster logistics.

Dalam dunia konstruksi faktor resiko selalu ada. Risiko tersebut mempunyai pengaruh yang besar terhadap keberhasilan proyek konstruksi. Untuk itu perlu diketahui dan dianalisis faktor-faktor risiko yang akan berpengaruh terhadap keberhasilan proyek konstruksi sehingga dapat menghindarkan resiko terjadinya kegagalan. Makalah ini membahas studi literature mengenai sistem pendukung keputusan cerdas pada industri konstruksi dengan melihat pola rantai pasok yang ada sehingga dapat mengurangi resiko dalam pelaksanaan proyek-proyek konstruksi dalam hal ini industri konstruksi berkelanjutan. Studi literature dilakukan dengan membandingkan artikel-artikel ilmiah terkait yang berhubungan dengan bahasan penelitian, dimulai dengan tinjauan terhadap artikel-artikel yang mengungkapkan pendapat para ahli, perkembangan, masalah dan solusi yang ditawarkan. Artikel-artikel yang digali sebagian besar diambil dari artikel-artikel yang terbit dari tahun 1991 hingga 2019 dan beberapa artikel yang terbit sebelum tahun 1991 tetapi mendukung terhadap penelitian ini.

T Tenaga kerja perempuan yang berkarir di industri konstruksi kerap dihadapkan dengan tantangan-tantangan seperti terbatasnya ruang gerak, kurangnya dukungan, hingga persepsi negatif mengenai kemampuan mereka dalam bersaing di industri konstruksi. Penelitian ini memiliki tujuan untuk mengidentifikasi tantangan yang dihadapi dan strategi yang dapat digunakan oleh perempuan dalam berkarir di industri konstruksi. Pentingnya mengetahui tantangan yang dihadapi dan strategi yang dapat digunakan oleh perempuan di industri konstruksi sangat penting untuk menunjang pengembangan karir dari tenaga kerja perempuan. Penelitian ini menggunakan mixed-method yang menggabungkan metode kualitatif dan kuantitatif. Metode kualitatif digunakan sebagai dasar studi awal (preliminary studies) yang bertujuan untuk menginvestigasi komponen terhadap tantangan yang dihadapi dan strategi yang dapat digunakan perempuan dalam berkarir di industri konstruksi dan nantinya menjadi dasar penyusunan kuesioner sebagai instrumen pengambilan data kuantitatif. Metode kuantitatif dilaksanakan untuk melihat tingkatan dari tantangan yang dihadapi dan strategi yang dapat diterapkan oleh tenaga kerja perempuan dalam berkarir di industri konstruksi. Dari penelitian ini teridentifikasi 14 tantangan yang dihadapi dan 10 strategi yang dapat digunakan oleh tenaga kerja perempuan dalam berkarir di industri konstruksi. Tiga tantangan utama yang dihadapi oleh tenaga kerja perempuan di industri konstruksi adalah sedikitnya lowongan/ porsi penerimaan pegawai untuk tenaga kerja perempuan (mean=2,5574), jam kerja yang panjang (mean=1,7541), dan masalah kesehatan (mean=1,6885) dan tiga strategi utama yang dapat digunakan oleh tenaga kerja perempuan di industri konstruksi adalah menjaga kesehatan tubuh (mean=4,5410), program mentoring (mean=4,5082), dan melakukan banyak pelatihan (mean=4,4754).

Disasters are a global problem now. Particularly in Indonesia, disaster management has entered a new paradigm, from previously only focusing on emergency response activities and using mitigation and preparedness approaches. Mitigation and preparedness are carried out when a disaster does not occur. Disaster mitigation or mitigation needs to be integrated with disaster risk reduction efforts into development for the sake of sustainability and mainstreaming disaster risk reduction into village program and activity planning. In other words, a disaster risk analysis must be one of the bases in planning sustainable development. The construction of facilities and infrastructure for disaster management is also one of the priorities in village development. However, village infrastructure development planning that has been implemented has not yet considered the disaster management aspects. In this study, a decision support system model (simple additive weight, SAW) was designed, which considers aspects of disaster management that are integrated into the village development planning process.

The government of Indonesia had provided the Rehabilitation and Reconstruction (RR) assistance to 194,636 houses for communities after September 30, 2009, earthquake in West Sumatra. The community-based development model was adopted in this housing program aid. This study aims to explore people’s satisfaction towards the RR program and to identify the difference of satisfaction level between urban area and rural area. The research was carried out by conducting a questionnaire survey to 200 communities. The beneficiaries were invited to determine their satisfaction level based on 5 Likert scale from 1 as “not satisfied at all” to 5 as “absolutely satisfied.” The satisfaction level was assessed by two factors, process of reconstruction and result of reconstruction. It was found that the level of communities’ satisfaction is at average level. The satisfaction level of urban communities is 2.75, while the satisfaction level of rural communities is slightly higher at 2.88. The satisfaction levels of urban and rural communities with the reconstruction process are at 2.63 and 2.75, respectively, while the satisfaction level with the results of the program is at 2.84 and at 2.95, respectively. Communities’ satisfaction with the result of reconstruction is higher than that with the process of reconstruction.

Padang City is one of the metropolitan cities in West Sumatra Province and has six (6) watersheds, one of which is the Batang Kuranji watershed. Over the last few years Batang Kuranji watershed has experienced significant infrastructure and urban development which began with the massive earthquake of 30 September, 2009 with coastal communities, afraid of being affected by larger aftershocks having the potential of a tsunami, moving to the upper watershed. As a result, the type of land cover that was originally an infiltration area has been changing into a runoff area. The Batang Kuranji channel with a discharge (Q25) 870 m3/s may not be able to accommodate the change in discharge which can lead to flooding. This paper aims to determine changes in discharge that occur due to changes in land cover and to analyse whether the use infiltration wells and retention pond can reduce the flooding volume. Two methods to calculate runoff discharge were adopted, HEC-HMS 4.1 Modelling and Nakayasu. It was found that the peak discharged increases to (Q25) 1,037.60 m3/s. Thus, creating retention pond with a dimension of 35 hectare with a depth of 5 m and 34,246 infiltration wells can reduce the flood risk. The percentage of runoff discharge they can accommodate is 90.98% and 9.02% respectively.

Penerapan standar bangunan tahan gempa menjadi faktor penting dalam upaya pengurangan risiko bencana di daerah rawan gempa seperti Sumatera Barat. Penerapan tersebut tidak hanya pada saat konstruksi saja tapi juga sudah harus dimulai sejak tahap perencanaan. Penelitian ini bertujuan untuk mengetahui sampai sejauh mana perencanaan teknis bangunan di Sumatera Barat mematuhi standar bangunan tahan gempa yang ditetapkan oleh pemerintah. Metode yang dipergunakan adalah dengan melakukan penghitungan ulang beberapa dokumen perencanaan bangunan publik yang dibuat dalam 10 tahun terakhir dan membandingkannya dengan standar Pedoman Teknis Rumah dan Bangunan Gedung Tahan Gempa dari Kementerian Pekerjaan Umum. Hasil penelitian memperlihatkan bahwa tingkat pemenuhan standar perencanaan bangunan tahan gempa di Sumatera Barat hanya berada di kisaran angka 40,54 sampai 62,16 persen saja. Meskipun secara umum perencanaan-perencanaan tersebut telah memenuhi standar jarak dan diameter sengkang, namun panjang tekukan, panjang penyaluran pembesian, luas tulangan tekan minimum dan luas tulangan tarik minimum tidak terpenuhi. Hal ini sekaligus dapat mengindikasikan bahwa pengalaman gempa besar Padang tahun 2009 yang diikuti oleh kampanye pemerintah tentang bangunan ramah gempa tidak memberikan pengaruh yang signifikan bagi penerapan standar bangunan tahan gempa dalam perencanaan teknis bangunan gedung di Sumatera Barat.

An earthquake accompanied by tsunami that occurred in the Mentawai Islands on 25 October 2010 brought many casualties and damage on housing. As a result, people living on the coastline lost their homes and has to be relocated to safer places. The implementation of the housing reconstruction program was based on the relocation approach. Unsafe coastal locations require the communities to move to higher ground which unfortunately at the forest areas of Mentawai. The success of the reconstruction of the housing sector can be an indicator of success in the implementation of post-disaster reconstruction. The purpose of this research is to identify the community satisfaction levels on the housing reconstruction projects in Sipora island. This research was conducted in South Sipora by conducting structured interview on 20 respondents spread across four villages. Respondents were invited to rate the satisfaction levels from very dissatisfied until very satisfied with points values 1-5. The results show that the level of community satisfaction was 2.91. The main problem was caused by a long delay in the start of the reconstruction program. In addition, there are still problems after the house is completed, such as the lack of availability of clean water and public facilities.

Rantai Pasok Konstruksi adalah sebuah sistem pemasok, produsen, layanan transportasi, distributor dan penjual yang diciptakan untuk mengubah bahan dasar menjadi suatu produk konstruksi sehingga dapat dimanfaatkan oleh pengguna sesuai nilai yang dimintanya. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisa pola rantai pasok material konstruksi serta menganalisa perilaku para pihak dalam rantai pasok konstruksi bangunan gedung. Penelitian ini dilakukan pada proyek bangunan gedung di Kabupaten Tanah Datar, dengan pendekatan kualitatif dan menggunakan analisis deskriptif yakni teknik analisis yang digunakan untuk menggambarkan atau mendeskripsikan kumpulan data wawancara dan hasil pengamatan. Hasil penelitian menunjukkan terdapat empat pola umum rantai pasok konstruksi yang digunakan yakni pola pekerjaan yang dikerjakan sepenuhnya oleh kontraktor utama, pola pekerjaan yang dilaksanakan oleh sub kontraktor termasuk penyediaan material, tenaga kerja dan peralatan, pekerjaan yang dilaksanakan oleh sub kontraktor spesialis dengan peralatan, material dan tenaga kerja disediakan oleh sub kontraktor spesialis, serta pola pekerjaan yang dilaksanakan oleh tenaga kerja dengan keahlian khusus, namun peralatan utama dan material masih diadakan langsung oleh kontraktor utama. Perilaku rantai pasok konstruksi dilakukan dengan mengkaji hubungan interaksi pelaku rantai pasok konstruksi meliputi analisa tentang sistem pengadaan yang digunakan, bentuk perjanjian, sistem pembayaran dan pengelolaan jaringan rantai pasok oleh kontraktor utama terhadap pelaku rantai pasok dibawahnya.

Industri konstruksi memiliki lebih banyak risiko dibanding industri yang lain. Risiko merupakan peristiwa yang tidak diharapkan karena mengandung ketidakpastian. Contoh risiko yang tidak diketahui kapan terjadinya adalah banjir. Menurut data BNPB dalam lima tahun terakhir, tren bencana banjir di Sumatera Barat cenderung meningkat. Kejadian banjir memiliki risiko yang besar dalam pelaksanaan proyek khususnya bidang pengairan. Untuk itu sangat penting mengidentifikasi dan mengetahui persepsi pengguna jasa maupun penyedia jasa dalam memandang risiko. Sehingga dapat menentukan dengan benar pihak yang paling bertanggung jawab dalam memitigasi risiko. Penelitian ini bertujuan untuk mengidentifikasi persepsi risiko dari pengguna jasa dan penyedia jasa. Pengumpulan data menggunakan kuesioner yang disebar kepada pengguna jasa dan penyedia jasa yang terlibat dalam proyek pengairan di Sumatera Barat. Faktor-faktor risiko diperoleh dari studi literatur dan penelitian terdahulu. Pengolahan data dengan cara analisis data parametrik dan nonparametrik menggunakan program statistik SPSS. Hasil penelitian menunjukan bahwa keadaan cuaca hujan lebat merupakan risiko paling sering terjadi. Sedangkan risiko yang sangat berdampak terhadap waktu pelaksanaan konstruksi adalah rumitnya masalah perijinan atau pembebasan lahan, Responden konsisten dalam menentukan risiko yang harus dibagi atau ditanggung oleh pengguna atau penyedia jasa. Namun, ditemukan bahwa banyak risiko diputuskan secara ragu-ragu dan responden memiliki persepsi yang berbeda mengenai risiko.

Earthquake and Tsunami are one of the biggest disasters dealing with countries located in disaster-prone areas. A risk management and mitigation system are crucial for those countries to reduce the risk of disasters. Indonesia already started to pay attention to the disaster mitigation system since the tsunami that occurred in Aceh in 2004. Various initiatives to reduce the risk of the disaster have been started, the focus is by Increasing knowledge and raising awareness of hazards and the skills to manage disasters. By then, the mitigation system still not capable enough to reduce the risk of the disaster. This can be seen after the tsunami that occurred in Aceh, Indonesia faced a lot of earthquake and tsunami disasters until 2018 and caused severe damage in each incident. On the other hand, Japan's management and mitigation system facing the same disasters (earthquake and tsunami) had been proven most successful since the Great Hanshin-Awaji Earthquake in 1995. This research aims to analyze and compare both japan and Indonesia's strategies in disaster management and to find out the risk management and mitigation system that can reduce the risk of the earthquake and tsunami disaster. The result found out there is an application called “Disaster Reduction Class” developed by Prof. Akiyoshi Takagi that needs to be implied in Indonesia to reduce the risk of earthquake and tsunami disaster.

When handling roads, there should not be any roads that are neglected. Due to the limitation of funds, among the roads that have to be maintained, it is not necessarily possible to handle all of them with the same priority. It is necessary to prioritise road handling by considering the conditions and factors that influence its use. Roads that are used more often will be prioritised when it comes to maintenance. The data used in this study consisted of secondary and primary data. The secondary data was obtained from the Public Works Office of Solok City (Database of Solok City Roads, 2017) and Bappeda (RPJMD and RTRW). 8 segments of road were observed. Traffic volume surveys were conducted for 2 x 24 hours. Furthermore, questionnaires were distributed to support the secondary data, and 30 respondents answered. Six criteria were considered: Condition Factors (A), Traffic Volume Factors (B), Economic Factors (C), Policy Factors (D) Land Use Factors (E), and Side Building Factors and Road Complement (F). This study used the Analytic Hierarchy Process (AHP) method developed by Thomas L. Saaty. This method will simplify the complex multi-criteria problem into a priority scale hierarchy. The results of the AHP method analysis were included in a mathematical model as according to Brojonegoro (1991).The results showed that the priority for routine road maintenance was “Traffic Light Pandan - Tanjung Paku” road section (033), the priority for periodic road maintenance was “SMP 1 Simpang Damar” road section (047) and the priority for road improvement in general was “Simpang Sigege - Ampang Kualo” road section (051).a

The specific allocation fund (DAK) is one of the central government programs used to provide the road infrastructure in regions of Indonesia. DAK 2017 used the technical guidelines for the implementation of the specific allocation fund in the infrastructure sector. The technical guidelines are a very important guideline in the implementation of DAK since the guidelines are composed according to the aim of ensuring the implementation or management of DAK for road infrastructure in accordance with the provisions, which should be orderly in their implementation and on target. A number of problems have been identified during the implementation: for instance, a low absorption of funds due to delays in the procurement process as well as changes in the organisational structure of DAK. Therefore, this research aimed to fill in the gaps in the issues in order to solve the problems encountered in the implementation of DAK for road infrastructure. This research was focused on the implementation of DAK in Payakumbuh, Bukittinggi, and Solok City, which are known as centres of economic growth in West Sumatra. They also support Padang city, the capital of the West Sumatra province. The study was mainly centred on the application of the technical guidance and any problems encountered. It was a qualitative research study and it applied the triangulation method as the validated approach. The results show that both Payakumbuh and Solok City have fulfilled the ten indicators of DAK implementation, on the other hand, Bukittinggi city can only fulfil nine indicators. In relation to the indicators of the handling program’s determination, the three other study sites did not apply what was instructed in the technical guideline in terms of conducting a survey to determine the road condition. In addition, these sites also did not send quarterly reports to the inspectors.

Banjir adalah suatu kondisi dimana tidak tertampungnya air dalam saluran pembuang (palung sungai) atau terhambatnya aliran air di dalam saluran pembuang, sehingga meluap menggenangi daerah (dataran banjir) sekitarnya. Langkah yang dilakukan pemerintah adalah dengan pengadaan konstruksi pengendali banjir dengan tujuan mengurangi bahkan menghilangkan ancaman banjir tersebut. Konstruksi pengendali banjir yang sudah ada di sungai tersebut adalah normalisasi dan checkdam. Penelitian ini membahas tentang kepuasan masyarakat terhadap pengadaan konstruksi pengendali banjir di Sungai Bungus tepatnya pada Kecamatan Bungus Teluk Kabung, Kota Padang. Jenis penelitian ini adalah penelitian deskriptif kuantitatif dengan metode survey. Hasil studi menyimpulkan bahwa manfaat dan kepuasan yang dirasakan masyarakat berbeda dari kedua konstruksi pengendali banjir yang ada di Sungai Bungus tersebut. Masyarakat merasa tidak puas dengan konstruksi normalisasi dan dirasakan belum bermanfaat. Namun, setelah adanya konstruksi checkdam masyarakat menjadi puas dan masyarakat secara keseluruhan sudah merasakan adanya manfaat dari konstruksi tersebut.

Universitas Negeri Padang (UNP) adalah hasil konversi IKIP Padang menjadi universitas, dimana pada awalnya bernama Perguruan Tinggi Pendidikan Guru (PTPG). Semenjak didirikan pada tanggal 1 September 1954, Universitas Negeri Padang (UNP) sudah mengalami banyak perubahan, terutama pada jumlah dan bentuk bangunan yang ada. Dengan perkembangan jumlah bangunan serta kerumitan bangunan yang ada, tentunya Universitas Negeri Padang memerlukan suatu sistem manajemen pemeliharaan dan perawatan gedung yang handal, serta yang tidak kalah pentingnya adalah Sumber Daya Manusia yang ada di Universitas Negeri Padang. Adapun tujuan dari penelitian ini adalah untuk mengetahui gambaran mengenai penerapan Permen PU nomor: 24/PRT/M/2008, tentang: Pedoman Pemeliharaan dan Perawatan Bangunan Gedung di Universitas Negeri Padang. Metoda yang digunakan dalam melaksanakan penelitian ini adalah dengan metoda deskriptif melalui survey lapangan (kuesioner), wawancara, pengumpulan data skunder serta studi literatur. Penelitian ini dilakukan dengan cara menyebarkan kuesioner kepada pimpinan, pengelola, pelaksana, serta pengguna/mahasiswa yang ada pada Bangunan Gedung Perpustakaan Pusat Universitas Negeri Padang, Gedung Utama Fakultas Ekonomi, Gedung Rektorat lama Universitas Negeri Padang, Laboratorium Kimia FMIPA, Gedung Kuliah Teknik Sipil dan Kolam Renang Universitas Negeri Padang. Sedangkan untuk pengolahan data, dilakukan dengan analisis deskriftif dan kuantitatif menggunakan program excel, kemudian ditampilkan dalam bentuk diangram batang. Hasil pengolahan data kuesioner yang telah dilakukan menunjukan bahwa tingkat penerapan terhadap Peraturan Menteri Pekerjaan Umum nomor: 24/PRT/M/2008 di Universitas Negeri Padang berkisar antara 53,01 % - 74,50 % yaitu masuk dalam kategori cukup baik sampai dengan baik, namun setelah divalidasi dengan data pendukung lainnya seperti hasil observasi dilapangan serta wawancara dengan beberapa unsur pimpinan yang ada, penerapan peraturan yang telah dilaksanakan oleh Universitas Negeri Padang masuk dalam kategori kurang baik. Indonesia has many islands that are suffering from beach abrasion. This phenomenon has beenoften happening and is categorized in one of the National Disasters. West Sumatra beaches with the totallength of about 600 km stretch along the west side of Sumatra Island where directly opposite to the IndianOcean. The waves from the Indian Ocean in any circumstance may cause abrasion to damage houses andpublic facilities. Factors that affect coastal abrasion include coastal geometry, wave parameters, soil sedimentand beach plantations. An investigation on the plant species and soil sediment on the West Sumatra beach hasbeen done. The effects of the last two factors on beach abrasion are then elaborated in this paper. It is foundthat some beach vegetations have shown remarkable role to reduce abrasion impact. Meanwhile, the type ofsoil sediments in which associated with physical properties showed also significant effect. From this study, itwas found that vegetation roots will protect the beaches together with the soils. This investigation alsoconcludes that coastal endemic plants in the West Sumatra need to be explored as a mitigation action toreduce the abrasion impact.

Western parts of Sumatra Island has the potential to hit by big earthquakes that can generate a tsunami. The possible sources of those big earthquakes are located at the subduction zone about 50 km westward of Mentawai Island and seabed fault between Mentawai and Sumatra Island. Since the distance of the sources is not so far, the earthquake may impact severely on the mainland of Sumatra Island. The shaking may damage the buildings, including houses on the Sumatra and Mentawai Islands, shortly before the tsunami comes. Thus, before evacuation from a tsunami, people must first survive from the earthquake. The worst-case may happen if the earthquake-triggered tsunami hit in the night where people are gathering at home. Victims affected by collapsed houses during the earthquake will be unable to evacuate for a tsunami. Therefore, surviving from the earthquake is an absolute requirement before saving themselves from the tsunami. It can be done by building the house or retrofitting the existing houses to be earthquake safer constructions. Many manual books and guidance that contain methods for constructing or strengthening houses for earthquake safer construction have been widely circulated in the community. But in its implementation, the training is needed. Since many houses must be strengthened, all stakeholders, including government, experts, ordinary people, and housebuilders should involve in the process. Above all, the housebuilders are the most important element in building earthquake safer houses. The housebuilder training, including all the stakeholders, has been conducted in Pariaman City, West Sumatra. This paper describes the experiences in conducting and training models of earthquake safer houses. This model can be replicated in other places, particularly along the western side of Sumatra Island.

The complexity of geographical conditions and regional morphology of Padang City have caused it to be at high risk of multi-hazard. Padang City is located near the meeting point of the Indo-Australian Plate and the Eurasian Plate, and also on the Sumatra Fault line (Semangko Fault). Therefore, strong infrastructures are needed in order to minimize the impact of the risk of multi-hazard. This study is conducted to measure the resilience of Padang City’s infrastructures toward multi-hazard and provide recommendations to improve the resilience of Padang City’s infrastructures toward Multi-hazard. This study was conducted with qualitative methods and presented quantitatively in the form of diagrams. The measurement is carried out based on the concept of city toughness measurements made by UNISDR known as the "Scorecard". This study only focuses on essential 8 about "Increase Infrastructure Resilience" and essential 10 about "Expedite Recovery and Build Back Better". From this study, it can be concluded that the resilience of Padang City infrastructures is still relatively low so several recommendations that are expected will increase the resilience of Padang City’s infrastructures are proposed, that are; in-depth assessment, data collection and supervision monitoring of infrastructures, important assets, and protective infrastructure.

Although experts have identified ignorance as one of the problems in implementing disaster risk reduction, studies on this subject are still relatively small. This paper aims to explore the concept of ignorance about disaster management and construction project management. Ignorance arises as a result of differences in characteristics between disaster management and infrastructure project management about disasters. Disaster management focuses on the issue of uncertainty while construction project management is accustomed to ensuring everything through detailed calculations to optimize limited resources. In contrast, construction project management handles problems through short or medium term solutions while disaster management usually talks about long-term and continuous programs. These differences lead to different perspectives and create mental-blocked for construction industry players to implement disaster risk reduction. Ignorance is also influenced by personal factors, namely motivation and intention. Motivation can be either internal or external. The internal motivation is related to personal pleasure, interest, comfort, and satisfaction while the external one is related to somebody’s efforts to achieve specific goals, getting awards, avoiding punishment or other negative consequences. This paper shows that currently the relationship between the construction industry management and disaster management focuses more on technical and policy aspects. That is the reason why this paper suggests that construction industry player also needs to learn about human behaviors in order to understand the conflicts that might arise between the two due to the personal factors of the actors. These three subjects are similarly essential and complementary to each other. Ignorance to disaster risk reduction is a product of human behavior. Therefore, ignoring the human-interest subject will make the construction industry player having difficulties in implementing disaster risk reduction concept.

As it is a very necessary in daily life, the problems of sanitation are categorized as very basic problems in health sector. However, the pollution process cause of sanitation takes very long time; therefore, many people tend to ignore the dangerous posed to their health. Geographically, the residents in Tebo Regency are mostly located onthe riverbank, with inadequate sanitation facilities. Some of these sanitation facilities were built through the SLBM program, but they do not work optimally. This research was conducted to determine the factors of un-optimal SLBM program and to manage the future strategies for better SLBM. This study used a qualitative descriptive approach. The data were collectedusing survey methods, questionnaires, and interviews communities and local governments. The results showed that the implementation of the SLBM Sustainable Development Policy in TeboRegency was not optimal yet, due to several factors, including: lack of training / guidance, non-functioning CBOs, lack of trigger for healthy lifestyle, lack of socialization, lack of supporting facilities, inconsistent standards, lack of synergy between stakeholders, and lack of human resources. To improve sanitation access through the SLBM program, it requires commitment among stakeholders, support local governments to equip CBOs with training, Improve Socialization, and invite communities in the SLBM program.

Development of transportation infrastructure in the region aims to meet the needs of the community to facilitate mobility of people, goods, and services. However, the work of transportation infrastructure requires a large amount of cost while the development budget is limited. Therefore, a careful determination of the priority of road handling is urgently required. In this study, an analysis was conducted to determine the priority of handling strategic roads in Tebo Regency. This study uses the Analytic Network Process (ANP) method with 4 (four) criteria to determine the priority of road handling, namely: engineering, economics, regional potential, and policies. It was found that National Road - Pintas being the first priority with a weight of 0.252, then the second priority for National Road - Lubuk Mandarsah with a weight of 0.23.The third priority is Unit I Rimbo Bujang - Unit XI Rimbo Ulu Road with a weight of 0.211.

PurposeThe purpose of this paper is to investigate the critical success factors (CSFs) of community‐based post‐disaster housing reconstruction projects (CPHRP) during the pre‐construction stage.Design/methodology/approachAn extensive literature review and interviews were undertaken to establish selected factors contributing to the success of community‐based post disaster housing reconstruction projects. Following this, a questionnaire survey was administered to key stakeholders in order to perceive their view on CSFs of CPHRP. Data were analysed by deploying statistical software.FindingsIt was found that 12 factors are considered to be the CSFs: transparency and accountability, appropriate reconstruction policy/strategy, an understanding of the community‐based method, gathering trust from the community, facilitator capacity, good coordination and communication, sufficient funding availability, implementer capacity, having a significant level of community participation/control, government support, involvement of all community members, and successful beneficiary identification.Practical implicationsThe establishment of CSFs in CPHRP helps key stakeholders to identify factors that must exist and go well during pre‐construction of CPHRP, in order to ensure the success of the programme.Originality/valueThe paper is very specific as it attempts to discover the CSFs of CPHRP during the pre‐construction stage.

The construction of large water resources infrastructure project often involved a joint-operation (JO) project between two or more construction companies. The form of JO can be grouped into two categories - an integrated type and a non-integrated type. This paper investigates the reason of forming a JO project made by companies. The specific advantages and problems of JO project is also analysed in this paper. In order to achieve the objectives, three water resources infrastructure projects were selected as case studies. Data was gathered by conducting 11 semi-structured interviews to project owners, contractor managers, and project staffs. Data was analysed by means of content analysis. It was found that the most fundamental factor to form a JO is to win a competition or tender. An integrated model is in favour because it can reduce overhead costs and has a simple management system, while a non-integrated model is selected because it can avoid a sleeping partner and make contractor more responsible for their own job.

Labor is one of the most important elements of a construction projects. This is attributed to their role as technical workforce that involved in the construction projects from the start to the end of the projects. Therefore, the projects require a workforce with good competence. Competence of direct labor can be verified with certification. However, from National Statistics Beaureu (BPS) data indicates that less than 10% of direct labor has certification. This study aims to measure the level of competence of direct workforce skills and know the factors that cause the workforce does not have a skill certificate. This research uses an observation method and interviews with labor in the construction project. Validation of data is done by the triangulation technique. The results showed that the competence of labour in Padang City included in the good category. Factors impeding direct labor to certification are certification is not important in a construction project, and there is no requirement for a workforce to be certified.

Purpose The purpose of this paper is to determine the potential landslide of Maninjau area. Design/methodology/approach A literature review and field investigation were undertaken to determine the potential landslide of Maninjau area. The field study includes the physical and mechanical properties of the soil in Maninjau area. Findings The Maninjau Lake area is very prone to landslides. Landslides in Maninjau may happen especially for slopes more than 40 per cent. The action plan must be done as well as the installation of the early warning equipment in the landslide-prone areas and re-plantation on critical ground. Originality/value The paper is very specific as it attempts to discover how prone Maninjau area is to landslides.

The implementation of community-based approach, where community can control a government owned infrastructure project, is rarely found. However, Sumatra River Basin Organization (BWSS) V successfully implemented a small scale irrigation project using this method in West Sumatra Province, Indonesia. This paper aims to describe how this policy was implemented, highlight its milestones, and discuss the advantages of its application. A detailed literature review and semi structured interviews were conducted to achieve the objectives. It was found that the implementation of community-based approach can bring about a sense of belonging, sustainability, and a source of income for the community. Hence, the project was finished on time within budget with high quality materials. In some cases the quantity of the project was more than it was targeted. The key policy that contributed to the success was trusting community to control the project and making sure that the proposed project came from the community.

Padang city has a variety of regions including coastal. The city of Padang is very vulnerable to coastal disaster (Coastal Hazard). In response to these statements, it is necessary to optimize the Multi-Hazard Early Warning System (MHEWS) for contingencies against coastal hazard referring to the four major components of MHEWS according to UNISDR. Hotels are kind of many public buildings that may be used as shelters. The purpose of this study is to assess the hotel contingencies in Padang city against coastal hazard. To achieve the goal, some near the beach hotels have been selected as the object of research. The selected hotels are five of four-star hotels, one of one-star hotel, and three for two-star hotels. The research results are processed by qualitative and quantitative analytic methods. The assessment then concludes that contingency afford is effected by the level hotel star. The important things that need to be planned for the hotel contingency against the coastal hazard are the evacuation route map and the signs of evacuation direction in the easy place to find.

Beach abrasion is one of the national disasters that concern the Indonesian government. This disaster has resulted in adverse coastline changes in West Sumatra Province. The mainland area has been lost for hundreds meters due to abrasion. A field study has been conducted and found that beach without vegetations is very vulnerable to abrasion than the beach with vegetations. In some place, abrasion protection has been done by using hard structures but this way is not natural and attractive. A field investigation also found that several types of endemic beach vegetation in West Sumatra can live for decades till now. This condition shows that beach vegetations can be used for beach protection purposes against abrasion. This study describes the mechanism of vegetation root in protecting beaches against abrasion using numerical simulation. Engineering parameters for modeling were obtained from mechanical testing of beach sand samples. The simulation results show that vegetation roots give the unity effect to the surrounding sand into a large mass. This unified soil mass that come down into the bottom provides mechanical resistance against the pull force. The simulation results explain the root mechanism of vegetation in protecting beach against of abrasion

Memasuki Era Pasar Bebas (MEA) yang telah berlangsung sejak tahun 2015 merupakan tahapan baru bagi perekonomian di wilayah Asia Tenggara terutama Indonesia. Dalam hal ini Insinyur merupakan tenaga ahli yang sangat besar peranannya dalam menyelesaikan suatu pembangunan. Oleh karena itu kualitas seorang Insinyur sebagai lini terdepan yang berhadapan langsung dengan permasalahan yang berhubungan dengan pelaksanaan pekerjaan harus memenuhi berbagai kriteria salah satunya yaitu kompetensi. Tujuan penelitian ini untuk mengidentifikasi relevansi unit kompetensi Insinyur Sipil pada bidang pekerjaan dan pengaruhnya terhadap kinerja profesi pada bidang perencana, pengawas dan pelaksana konstruksi di kota Padang. Metode penelitian yang digunakan adalah metode survey dan metode wawancara untuk validasi hasil penelitian. Analisa data mengunakan analisis data non parametrik dan analisis data statistik deskriptif. Dari hasil analisa diperoleh bahwa rata-rata nilai tertinggi relevansi dan pengaruh unit dan elemen kompetensi di atas skala 4 yang artinya sangat relevan terhadap bidang pekerjaan dan sangat berpengaruh terhadap kinerja profesi, aspek unit kompetensi mempunyai hubungan yang signifikan dengan kinerja profesi Insinyur Sipil (kinerja profesi Insinyur Sipil pada bidang pekerjaannya akan baik apabila memiliki unit kompetensi yang baik).
