The relevance of this study is determined by the fact that economic science lacks an integrated approach to develop a methodology for managing business development projects in digital conditions for companies working in the science-intensive field, for example, in e-commerce. The study partially fills this gap, which in turn allows to develop methods, tools, indicators of assessment of the business development project management in the digital conditions for the companies that work in the field of e-commerce, relevant in terms of the great challenges of the global economy, to solve theoretical and practical problems of modernisation of the economy and innovative development of the Russian Federation (hereinafter referred to as RF). It defines the scientific and practical significance of the project. As a subject of the study, the digitalisation of projects of Chinese and Russian enterprises and organisations of the international trade between the RF and China is considered. The objectives are, first, to examine the process of digitalisation of projects of the Chinese and Russian enterprises and organisations of the field of business cooperation between Russia and China and, second, to propose a set of recommendations for increasing the quality and quantity of the successful projects.

The article discusses some elements in the Remote Electronic Voting system. Software used in Remote Electronic voting had significant impact on activities of traditional participants in the electoral process: voters and observers. A number of risks of interference with the electronic voting system have been identified.The author made an attempt to consider guarantees that ensure the secrecy of voting and prevent the distortion of the will of voters, which are implemented in the federal platform for Remote Electronic Voting. Moreover, additional guarantees have been identified that are not available in traditional forms of voting. One of them is the ability of the voter to check the account and invariability of his ballot in the system. It was concluded that there are technical solutions that ensure voting in accordance with the basic principles of elections. It is proposed to develop a mechanism for recounting ballots by election commissions when conducting Remote Electronic Voting.Due to the digital nature of electronic voting, the institution of observation requires additional protection mechanisms. It was concluded that electronic voting transformed the activities of the observer. The presence of a “digital trace” provides the observer with the ability to track changes in the blockchain system. The author proposed a new definition of “observer of Remote Electronic Voting”, because the definition of the observer set out in the legislation does not fully take into account the specifics of observation in Remote Electronic Voting. The new model of observation of electronic voting involves the adoption of relevant guarantees to achieve the goals of the observation.

Technological development is a key factor for shaping social life, transforming the ways in which societies organize their production, mobility and communication processes. Since the beginning of industrialization, the pace of the transformations brought about by technological change has increased dramatically, and has further accelerated since the advent of the new digital technologies. These development processes has also impacts in terms of social, economic and environmental costs, a fact that has been addressed in the past few decades by various social movements as well as theoreticians, becoming a key issue in political and social discussion agendas. In this paper, we outline a historical perspective of these changes and their effects, from pre-industrial, industrial, post-Fordism and network societies, and we focus on the mobilizing potential of technological change. We analyze the role that technological interfaces play today in social transformation, as well as the implications for our present day that our interactions become increasingly intermediated by digital technologies. Finally, we discuss digital technologies and their impacts on social inequity. We argue that a public and democratic agenda comprising both development and technological issues should be put in place for guaranteeing social development processes. [ABSTRACT FROM AUTHOR]

There are many known determinants of our sense of security (e.g. social, political, economic, environmental, military, IT, financial, health, home affairs, etc.) due to changes in our environment and culture (our knowledge). In the selection of military leaders, it is necessary to strive for objective benchmarking based on innovative definition of military leadership competencies and to have a uniform and high-level training in line with the new challenges nowadays. Since intensive energy utilization in open macro economies has posed severe environmental challenges, mitigation of climatic adversities can be substantiated by advancing the technical development of those economies. We attempt to empirically analyze the varying effects of energy utilization intensity, technical development, economic openness, and foreign tourism industry on environmental degradation across the development levels of Chinese provinces. We extend the following cutting-edge contributions to the existing knowledge: First, the energy utilization intensity, technical development, economic openness, and foreign tourism industry are included in the statistical and conceptual "Stochastic Impacts by Regression on Population, Affluence and Technology (STIRPAT)" framework. Second, the principal component analysis is employed on 30 Chinese provinces' data to calculate the multidimensional environmental degradation index. The long-run estimates are obtained by employing an advanced continuously-updated-bias-corrected technique (CUBCT). The core results are as follows: Energy utilization intensity displayed a positive and statistically significant impact on environmental degradation, with the greatest degree of impact captured for the highest development level provinces. Technical development inhibited environmental degradation, with the most intensive influence in highly developed provinces and the least intensive one in the least developed provinces. Economic openness and the foreign tourism industry manifested homogeneous inverse U-shape links with environmental degradation across the aggregate panels. However, both variables showed a diversified range of varying results across provincial units. Based on our results, we suggest complementing the energy efficiency promotion with energy conservation to avoid the energy rebound effect of technical development. Also, adjusting the energy structure to increase the share of renewables and mitigate that of fossil fuels are recommendable options. Besides, we emphasize the strengthening of trade in green products and the proliferation of sustainable tourism activities to achieve the Sustainable Development Goals of the United Nations. Introduction. The article deals with the problem of selecting the content of the training of future teachers of general technical disciplines. It is proved that in conditions of multi-vector technical development, and turbulence associated with the transition to a multi-polar world order, the content of this training should change rapidly. Not only the given invariant of this content is important, but also the methodology of its formation.Aim. The present research aims to formulate the problem of developing the content for technical teacher training.Methodology and research methods. The developed methodology foundations for the selection of optimal content for technical teacher training are based on activity, competence-based, transfessional and transprofessional approaches. The empirical base was obtained using a distance questionnaire to technical teachers from 26 universities. The following theoretical methods were applied: retrospective analysis of the working conditions of teachers of technical disciplines; analysis of scientific and methodological literature on the problem of combining subject-professional and pedagogical training of a technical teacher; analysis of disciplines from professional training programmes in the Russian universities.Results. The analysis of vocational training programmes of technical and pedagogical universities made it possible to compare them with each other and to correlate the disciplines of the general professional block and elective courses to the main current directions of the Russian technical development in the current conditions. This made it possible to identify the content of the professional activity of the future technical teacher, as well as to indicate the possibilities for changing this content both in technical and pedagogical universities in order to more accurately match it with the existing tasks of technical development of the state. As a result of a retrospective analysis, a historically formed “portrait” of a technical was described. The following problems were indicated: “physical and technical snobbery” as unwillingness to enter the humanities and pedagogical field of professional activity from the physical and technical content of their subject; a low level of methodological knowledge and skills; lack of erudition in technical fields among young teachers; low professional self-esteem.Scientific novelty consists in the fact that for the first time the analysis of the disciplines of the general professional module and elective courses of technical and pedagogical universities of Russia revealed their correlation with the main directions of the development of science, technology and engineering.Practical significance. The conducted research allowed the authors to raise questions about the selection of the content of technical teacher training. This should help in the formulation of the principles of content selection to develop its methodology.

The efficiency of work of a large part of the motor transport enterprises of Ukraine is unsatisfactory. For the most part, this situation is associated with significant wear and tear of the fixed assets of enterprises, both rolling stock and the production and technical base. One of the ways to solve this problem is technical development. Under modern conditions, technical development requires a systemic approach, which involves a comprehensive renewal of rolling stock and the production and technical base, taking into account all the interrelationships between these subsystems. To solve this problem, a model of technical development of motor vehicle enterprises was developed in the work, which allows to identify promising strategies, and for their implementation to form and research technical development projects. To select the optimal technical development project, the objective function is substantiated in the work, which includes a technical indicator – the technical readiness ratio and economic indicators – net present value and the payback period of the project. The selection of the optimal project is proposed to be carried out on the basis of the «worst case method». Using this method, the weighting coefficients of the objective function criteria were determined, which corresponded to: for the coefficient of technical readiness – 0.333, for the net present value – 0.556, for the payback period – 0.111. Based on the developed models and algorithms, strategies were determined and technical development projects of the Vinnytsia branch of the private enterprise «Avtotranskom» were developed. Based on the developed objective function and the «worst case method» the optimal technical development project among the developed ones was determined. With the great and accelerated development witnessed by various aspects of life, and the use of technological techniques in all areas of work from the use of computers and the Internet, the crime is no longer committed in its traditional form, but has gone beyond the use of the information network using computers and information systems as a tool in committing the crime, which necessitated the provision of legal protection and the creation of a punitive system for the perpetrator of computer crimes and the information network that accompanied the emergence, growth and development of computer systems and networks and the information technology revolution because of its many risks and Great losses to institutions and individuals as they target the attack on data and information that affect the private lives of individuals, as well as threatening national security and national sovereignty. The study found that there is a clear deficiency in many arab substantive and procedural criminal legislations in confronting the phenomenon of crimes that occur by electronic means or on these means, for the seriousness of this crime recommended this study need for Arab legislation to speed up the pace of amending its punitive laws in order to keep pace with the revolution in remote communications, so that there is no separation between reality and law in a way that harms society and its individuals. In Sweden, mining of metallic mineral resources goes back at least 1000 years, possibly much longer. This paper reviews the development of exploration over the past 500 years and discusses exploration based on 1) demand and price, 2) technical development, and 3) legislation. Without doubt, exploration efforts have been driven by an early demand, especially from the Swedish crown and well-known mines such as Falun copper mine and Sala silver mine sustained the Swedish crown and financed several wars during the seventeenth and eighteenth centuries for several centuries. The fluctuation in metal prices, basically a function of demand, due to technical development and industrialization, has been an important driver for the focus of exploration over the last 100 years, and even more so during the last 50 years when exploration, besides base metals and iron, has focussed on more critical raw materials for the energy transition and green technology. The technical development has also meant that new methods have become available for exploration, not the least deep exploration methods and Swedish innovations have played a major role in drilling technology, geophysical instrument development and other areas. This is discussed based on development in drilling technology, geological, geophysical and geochemical methods. Finally, a review of the how the mining legislation has changed over the last 500 years is provided where this is placed in the context of how it has influenced private investment in exploration and what role the Swedish state has played. The article is devoted to analysing the influence of Eastern orthodox isolationism on technological development of Russia. Russia was an isolated orthodox civilization and according to S. Huntington, there were civilizational splits along its borders. These were zones of constant wars between civilizations. The Orthodox Church preached religious messianism; the Orthodox Christians considered representatives of other religions to be “unholy”, strayed away from communicating with them and avoided borrowing anything from “the unholy". The Mongol invasion led to the loss of many technologies borrowed from Byzantium in the previous period; in particular, the brick building technology was lost. Although the Golden Horde constructed buildings of bricks and used cast iron and gunpowder, the Russians did not adopt these advances. This resulted in the fact that having passed the Russian grounds, metallurgical and gunpowder technologies reached Europe, and it was Europe from where they came to Russia approximately two centuries later.

Taking into consideration of the overall trend of system reform and social transformation, combined with the basic pattern of multiple standard setting subjects, the coexistence of mandatory and recommended effects determined by the Standardization Act of 2018, based on the theory of environmental regulation, referring to the experience and lessons of the United States and the European Union and combined with the rapid progress of China's emission permit system reform and the established better information mechanism compared to that of the United States and of the European Union, this study constructs the framework of China's fixed source air pollutant emission standards system, which is composed of mandatory national emission standards, recommended national emission standards, group emission standards and enterprise emission standards, so as to meet the needs of emission permit system implementation, air quality management and environmental protection technology progress. In specific, the framework incorporates the following aspects: 1 Mandatory national emission standards are based on the existing state-of-the-art technology as the bottom line emission standards, not directly linked with the ambient air quality. 2 The recommended national emission standards are based on advanced technology, and are more stringent than the mandatory national emission standards. They are regulated by the state, but the local governments select the appropriate emission limits through the permit procedure, which focuses on the improvement of local ambient air quality. 3 Group emission standards and enterprise emission standards are the most stringent, but they have more freedom in the standard-setting procedures and the presentation of emission limits. Market entities should formulate and implement emission standards, so that the supply of emission standards should be greatly increased. The purpose of this research is to determine the role of secondary education Arabic language and social studies teachers in facing the negative effects of the technological advancement on the social values and cultural identity of the students. To achieve this, we have applied a descriptive surveying method, and have built a questionnaire that was distributed to 156 teachers in Beisha. Results are as follows: The teacher’s most important roles in confronting this negative impact on students are to guide them in communicating decently with others, help them to acquire Islamic social concepts, direct them to be compassionate in the family and society, encourage participation in national events, instruct them to follow up on national cultural issues, and enlighten them on cultural invasion and obliteration of cultural identity. Additionally, there are no differences between the teachers’ responses on countering the negative impact of technology based on their teaching subject, level of education, or number of additional courses taken. There are, however, differences based on their level of experience, with a higher score achieved by experienced teachers. The research came out with a number of recommendations: Reinforcing the family’s role in social supervision,directing the family, school and educators to limit the causes leading to the negative effects of technology, and reduce the students’ constant engagement with these technologies by directing their interest in useful activities. Lucretius’ story of the stages of human development from the primitive condition of the first men to our own era occupies a substantial part of the fifth chant of DRN (925-1457). The core of that story consists of the successive phases of the trajectory from the dawn of the prehistoric era to the homo technicus. However, it is controversial whether Lucretius presents this transition in an entirely positive light. Some interpreters take him to advocate a kind of primitivism, whereas others consider him a progressivist who approves of the comforts attained through the arts and sciences. This issue is especially important both historically and philosophically. For the question arises whether Lucretius’ story is consistent with the canonical stance of his school, and also whether Lucretius adds anything philosophically significant to the position of the Founders. The main purpose of the present study is to reassess Lucretius’ account of human development, and notably of the origins and evolution of the arts and sciences in parallel with language and religion. Parts One, Two, and Three examine in turn the successive stages of human development and argue that Lucretius’ account of each of these stages is deliberately ambiguous, and this ambiguity is intended to serve the main goal of Lucretius’ poem. Part Four focuses on the relation between technological progress and human happiness and highlights the cardinal importance of Epicurean philosophy so that the achievements of human civilisation be used invariably to the benefit of the modern man.

In this paper, we describe the development of a continuous real-time system capable of measuring seafloor crustal deformation using the global satellite navigation system (GNSS)/Acoustic technique and a moored buoy. A program developed was implemented on the buoy to automatically distinguish the onset of a direct acoustic wave even if that wave had been contaminated with reflected waves and to detect the true travel-times by onboard processing rather transferring raw waveforms to the ground base station. This onboard procedure contributed to reduce the data size over a satellite communication. We conducted an operations test for a total of 106 days and found that the acoustic ranging and data transmissions were frequently interrupted by an unstable power supply, resulting in only 21% of the transmitted data being received at the ground base station. Nevertheless, we did not find any problem with continuous acoustic ranging measurement except for the above-mentioned power supply failure.

Бруно Ясенский – это один из круп- нейших поэтов польского футуриз- ма. На его творчество значительное влияние оказал итальянский и рус- ский футуризм, который призывал к увлечению техническим развитием, в частности, его основными сим- волами – городом и машиной. Свое восхищение машиной Ясенский отмечал, среди прочего, в Манифе- сте к польскому народу о немедленной футуризации жизни, где называет ее «основным моментом жизни». В 1923 году Бруно Ясенский написал роман Ноги Изольды Морган, в кото- ром отвергает все футуристические идеи, в первую очередь машину, указывая на ее разрушительные свойства и называя ее причиной деградации человека.

During the two decades after the transition the technical and technological development of theHungarian agriculture was determined by the preparation for the EU accession and the adequacy to theperformance and technological requirements of the new farm structure of the post-transition era. After theaccession the quality based change of farm equipment was characteristic by modern, high performanceunits which were suitable to meet the requirements of the environmental sustainability, improving thecompetitive production of farms. In the small scale private farms the rollout of the old and depreciatedtools were slower than the investments. This was unfavorable for the expected decrease of the averageage of the farm assets. The research is based on the database of the censuses of the Hungarian CentralStatistical Office.

Bibliometric analysis shows that neuroendoscopy (NE) overcame its pioneering phase in the late 1980s, and became a significant technological and clinical innovation in the early 1990s. During those years the charge-coupled device digital video cameras were introduced and videoendoscopy had its decisive breakthrough, laying the foundation for NE take-off. NE can be considered an early product of artificial intelligence, as much as neuroimaging and neuronavigation. In Italy, cerebral NE started in 1993 and, despite a couple of years of relative delay, gained ground rapidly thanks also to the personal contribution of Michelangelo Gangemi (1949–2017), to whose memory this article is dedicated. In this paper we try to re-create the history of Italian NE through original documents and other testimonials, in the context of the general worldwide development of NE. The modality of its rapid diffusion throughout our peninsula seems a good paradigm of how cooperation without unnecessary competition can be rewarding and constructive. [ABSTRACT FROM AUTHOR]

Die Fachinformationsdienste (FID) für die Wissenschaft stehen nach der Evaluation des Förderprogramms vor der Aufgabe, enger zu kooperieren und auf- bzw. miteinander abgestimmte Dienstleistungen bestenfalls gemeinsam zu entwickeln, zumindest aber vorhandene Services und Tools nachzunutzen. Ziel ist es, aus den für sich und ihre jeweilige Fachcommunity weitgehend unabhängig arbeitenden FID ein System zu formen, das zu einer abgestimmten, nachhaltigen Informationsinfrastruktur heranwächst. Grundlage hierfür sind vor allem gemeinsame technische Entwicklungen. Ein Beginn wurde durch die Einrichtung einer Arbeitsgruppe zu technischen Fragen gemacht. Diese Zusammenarbeit muss nun in beständige, transparentere und technisch unterstützte Bahnen gelenkt werden. Following the evaluation of the programme, the Specialised Information Services for researchers face the tasks of cooperating more closely and, at best, developing services and tools together in a more coordinated effort. The aim is to refine the Specialised Information Services, which up to this point work mostly individually and solely in the interest of their specific academic communities, and turn it into a system that will grow into a coordinated, sustainable information infrastructure. Joint technical developments are the basis for this transformation. A start has been made by the implementation of a subcommittee on technical issues.
