The expansion of early childhood education (ECE) and increased spending have benefited children and supported families. However, these investments have not addressed inequities within the ECE workforce. ECE providers face economic insecurity, earning an average of $14 per hour, which is below a living wage. In rural communities, this median wage drops to $11.42, and in Tennessee, it is even lower at under $10 per hour. Women of color, especially in rural areas, are disproportionately affected by poor compensation and benefits. To address these issues, this project partners with an organization called Tennessee Early Childhood Training Alliance (TECTA) to understand the experiences of ECE providers in an effort to raise awareness of: (1) the benefits of the TECTA program and the resources they provide; (2) the key challenges and barriers they navigate on the pathway to their education; and (3) the need for program expansion to enable opportunities for social and economic mobility. This study underscores the need for systemic changes to support ECE providers, particularly in rural areas and other marginalized communities. By addressing economic insecurity, professional recognition, training disparities, and policy inconsistencies, we can create a more equitable and effective ECE workforce.

The "Examining Implementation and Outcomes of the Project On-Track High-Dosage Literacy Tutoring Program" study describes the characteristics of students who participated in a full year of Project On-Track, a high-dosage, small-group literacy tutoring program for students in grade 1-3. Its online adaptive program, Amplify Reading, groups students by skill level and generates mini-lessons aligned to the science of reading that are delivered by tutors. Although the content of the tutoring sessions is highly structured, Project On-Track offers schools flexibility in how they implement the program, including when they provide tutoring, who provides tutoring, in which grade levels they offer tutoring, and how they identify students within a grade level for tutoring. This flexibility can make it easier for schools to adopt the program, particularly rural schools, which may face greater challenges in hiring tutors or delivering tutoring outside of school hours. It also examined how schools implemented the program, with a focus on three implementation features: when and how frequently tutoring is offered and who provides it. This document presents the following three appendixes that accompany the study: (1) Methods; (2) Qualitative case studies; and (3) Supporting analyses.

School districts in northeastern Tennessee have had persistently low proficiency rates in grade 3 English language arts, which were exacerbated by disruptions in schooling due to the Covid-19 pandemic. In response, the Niswonger Foundation, a technical assistance provider that supports these districts, developed Project On-Track, a high-dosage, small-group literacy tutoring program for students in grade 1-3. However, variation in implementation may also affect program effectiveness. To inform future implementation of the program, this study describes the characteristics of students who participated in a full year of Project On-Track and how schools implemented the program, with a focus on three implementation features: when and how frequently tutoring is offered and who provides it. By reporting on the association between variations in implementation and student literacy scores, the study offers important insights to inform future program implementation. The study found no differences in student literacy scores based on timing or frequency of tutoring. Most schools (66 percent) offered tutoring during school and more than twice a week (64 percent). Rural schools were more likely to offer tutoring during school (92 percent) than were nonrural schools (47 percent). Most tutors were current teachers (55 percent) or retired teachers (12 percent). This study does not provide evidence of differences in student literacy scores based on tutor qualifications. More than half the students who participated in a full year of Project On-Track tutoring started the year with literacy assessment scores identifying them as most at risk for reading difficulties, and 42 percent of them improved to a lower risk category after one year of tutoring. Although this study uses descriptive methods and cannot assess effectiveness, the findings suggest that schools and districts using a highly structured tutoring program like Project On-Track might be able to exercise flexibility in when and how often tutoring is offered and by whom without compromising program quality and benefits to students.

Teachers of color often work in schools with few colleagues from the same racial or ethnic background. This "racial isolation" may affect their work experiences and important job outcomes, including retention. Using longitudinal administrative and survey data, we investigate the degree to which Tennessee teachers who are more racially isolated are more likely to turn over. Accounting for other factors, we find that racially isolated Black teachers are more likely to leave their schools than less isolated teachers. This turnover is driven by transfers to a different district and exiting the profession altogether. Consistent with an explanation that isolated teachers' work experiences differ, they also report less collaboration with colleagues and receive lower observation scores.

There is substantial variation in the returns to a college degree. One determinant is whether a worker's employment is "matched" with their education. With a novel education-industry crosswalk and panel data on 295,000 graduates, we provide the first estimates of an education-industry match premium leveraging within-person variation in earnings. We document which majors have the most and least matching, how earnings premia vary across fields and gender, and how premia evolve over time. With robust estimators, we show that workers in industries "matched" with their degree experience an average earnings premium of 7-11%, with variation by degree level and major.

In order to assist higher education institutions and their students during the pandemic, the federal government established the Higher Education Emergency Relief (HEER) Fund, which directed over $75 billion to institutions of higher education--including nearly $25 billion to community colleges--over a three-year period. The U.S. Department of Education worked on a rapid timeline to distribute these funds to institutions, which they could use to provide direct aid to students facing financial challenges and cover institutional costs related to the pandemic. Drawing on a survey of community colleges in six states--California, Michigan, New York (State University of New York [SUNY] colleges), Ohio, Tennessee, and Texas--this report provides insight into the specific pandemic recovery activities colleges implemented, colleges' perceptions of how successful HEER funds were in addressing student and institutional needs during the pandemic, and colleges' views of unmet needs. The institutional survey was completed by 170 out of a total of 265 community colleges in the six states. Key findings from the report: (1) Colleges spent nearly all the HEER funds they received. Given the large amount of HEER funding and the fact that colleges did not need to submit a proposal and budget for how they would use the funds, it should not be assumed that colleges would have spent all the money they received. Yet colleges spent nearly all the funds they received by the time the HEER program ended in June 2023; (2) HEER funds met a variety of student and institutional needs during the pandemic. Colleges had relatively few problems using the funds and felt that the aid was successful in mitigating student and institutional hardships; (3) Colleges focused on retaining existing students; they employed a variety of methods to support students in need. Colleges used HEER funds to support and retain existing (pre-pandemic) students rather than to recruit new students. They focused on supporting students with financial exigencies, including those experiencing food and housing insecurity. They used institutional aid to forgive debt owed to the college and to provide food, housing, and childcare assistance; (4) Spending patterns suggest that colleges experienced similar challenges during the pandemic and often prioritized the same objectives. Despite differences in state contexts and institutional settings, colleges tended to allocate funds in similar ways. For example, most colleges used aid for campus safety and technology hardware. Expenditure patterns also shifted over time in similar ways, indicating that colleges were responsive to evolving needs; (5) Expenditures related to campus safety and technology remained strong but decreased in frequency over time; expenditures to support students' mental health increased in frequency. Mental health services was the only expenditure category that increased in frequency in each of the three years of funding, likely reflecting the toll the pandemic took on students' mental health; (6) Comparing pre- and post-pandemic spending, HEER funds had the most impact on increasing support for technology hardware, high-speed internet, and housing assistance. Colleges used HEER funds both to fund existing services and to begin offering new ones. Fewer than a third of colleges had services in place to provide technology hardware, high-speed internet, and housing assistance before the pandemic; many more did so afterward; (7) Concerns about the end of HEER funding and priorities for future funding expose a need for continued flexible resources to address students' financial needs. Colleges' main concern about the end of HEER funding was that it would limit their ability to support students during an emergency. Their top priority for using future funding was additional student aid; and (8) Rural and vocational/technical colleges (as defined by the Carnegie Classification) may have had fewer resources prior to the pandemic and may be in greater need of additional support. Colleges in towns and rural areas and colleges focused on technical training were less likely to offer a number of supports both pre- and post-pandemic. Rural colleges were also less likely to report having received additional funding for pandemic recovery from sources other than HEER funds. Overall, while the survey findings suggest that HEER largely met the goals for which it was intended, they also point to the importance of addressing systemic challenges facing community college students and the institutions that serve them. Now that the immediate crisis of the pandemic has passed and HEER funding has ended, there is an opportunity to think strategically about the investments that are needed to promote student success over the long term, particularly for underserved and financially vulnerable students who are the most at risk of stopping out or not enrolling in the first place.

Despite increasing recognition of the importance of high-quality school leadership, we know remarkably little about principal skill development. Using administrative data from Tennessee, Oregon, and New York City, we estimate the returns to principal experience as measured by student outcomes, teacher hiring and retention patterns, and teacher and supervisor ratings of principals. The typical principal leads a school for only 3-5 years and leaves the principalship after 6-7 years. We find little evidence that school performance improves as principals gain experience, despite substantial improvement in supervisor ratings. Our results suggest that strategies intended to increase principal retention are unlikely to improve school outcomes absent more comprehensive efforts to strengthen the link between principal skill development and student and school outcomes.

This chartbook is the 14th version to be produced for the Appalachian Regional Commission (ARC) by the Population Reference Bureau (PRB). The Chartbook describes the diversity of the Appalachian Region on a host of demographic and economic measures and provides an important annual view of the area and its people. The data contained in the 2018-2022 Chartbook describe how residents in the Appalachian Region were faring before and during the COVID-19 pandemic that began in March 2020. Nearly half of the years during this time period were pre-pandemic and half were during the pandemic era. Thus, this Chartbook is a blend of these two eras. As future data releases reflect the post-pandemic era, data users will have additional insights on the long-term changes that the pandemic brought to Appalachia's social and economic dynamics. Most of the data shown here come from the 2018-2022 American Community Survey (ACS), a nationwide study collected continuously every year in every county in the United States by the U.S. Census Bureau. The ACS is designed to provide communities with reliable and timely demographic, social, economic, and housing data each year. To provide as much county-level data as possible, we use ACS 5-year data files which provide reliable estimates for geographic areas with fewer than 20,000 people. Since many counties in the Appalachian Region have fewer than 20,000 residents, these data permit comparable statistics for all 423 counties in the Region. The primary purpose of the ACS is to measure the changing characteristics of the U.S. population in a way that is continually updated. The estimates in this Chartbook, therefore, are data collected over the five-year (or 60-month) period from January 2018 through December 2022. These ACS estimates are not averages of monthly or annual values, but rather an aggregation of data collected continuously over that time period.

Promise programs are discussed as a policy movement that began with the 2005 launch of the Kalamazoo Promise. Since then, programs bearing the Promise label or sharing similar features have spread across the higher educational landscape, appearing in most states and across postsecondary sectors. Simultaneously, scholarly literature discussing these programs has burgeoned. And yet, scholars and others are unable to formulate a clear conception of what a Promise program is and what if anything sets such a program apart from other scholarship programs (e.g., state need-based grants). In this paper, we examine how scholars have discussed these programs over time. We begin with the initial theorization of the Kalamazoo Promise as a case and observe its use as a prototype in the formulation of a general model once "Promise program" was established as a category. We follow how the spread and transformation of "Promise programs" was reflected in repeated partial reconceptualization. We find three competing conceptual models emerging in sequence: 1) a thick, place-based causal model derived as a generalization of the Kalamazoo Promise, 2) a thin empirical model crafted in the aftermath of the launch of the Tennessee Promise, and 3) a partially acknowledged minimal or symbolic model advanced haltingly in response to critiques of last-dollar community college state programs. Scholarly conceptualization is largely reactive to empirical program diffusion and transformation, though scholarly idealization may have played a role in this diffusion itself.

When employees expect evaluation and performance incentives will continue (or begin) in the future, the potential future rewards create an incentive to invest in relevant skills today. Because skills benefit job performance, the effects of evaluation can persist after the rewards end or even anticipate the start of rewards. I provide empirical evidence of these dynamics from a quasi-experiment in Tennessee schools. New performance measures improve teachers' value-added contributions to student achievement. But improvements are twice as large when the teacher also expects future rewards linked to future scores. Value-added remains at the now higher level after performance incentives end.

For decades, college tuition costs have been skyrocketing, yet state financial aid has failed to meet the increasing economic needs of college students -- leaving many young people with the choice of bridging the financial gap by taking out student loans or not attending college at all. This pressing issue of rising college tuition is not just a matter of economic inconvenience; it is a harbinger of deepening racial and socioeconomic inequalities. The lack of financial aid disproportionately deters Black and Latino students and students from low-income backgrounds from pursuing higher education and earning a college degree. In this report, we explore state financial aid funding and associated program requirements in 10 distinct states: California, Illinois, Louisiana, Massachusetts, Michigan, New York, Ohio, Tennessee, Texas, and Washington. In it, we shed light on the 12 key eligibility requirements that often serve as barriers for students of color, students from low-income backgrounds, undocumented students, and justice-impacted students to afford college: (1) Program type (Need, Merit, or Need and Merit); (2) FAFSA completion required; (3) Alternative to FAFSA; (4) Low-income requirement; (5) Available without standardized test score; (6) Available without mandated GPA; (7) Marginalized student populations included; (8) FAFSA as a state high-school graduation requirement; (9) Institution types eligible; (10) Average undergraduate cost of attendance (COA) for in-state students (2022-23 academic year); (11) Annual award amount description; and (12) Enrollment intensity. This analysis is designed to help educators, policymakers, and advocates better understand the barriers, strengths, limitations, and influences that state financial aid programs can have on the ability of students of color and students from low-income backgrounds to access and afford college.

English learners (ELs) are one of the fastest-growing student groups in the U.S. K-12 system, making up about one in 10 students enrolled in public schools nationwide. Despite research showing that EL students need more resources and supports to be successful in school, funding at the federal, state, and local levels to provide those additional resources is largely inadequate and not well targeted to students' needs. This brief addresses the following questions: (1) Why is funding for EL students important? (2) What characteristics in the EL population are important to consider in funding systems? and (3) How are programs and services for EL students currently funded?

The guided pathways model, comprising 14 different practices, is a framework for comprehensive, whole-college reform undertaken by community colleges to help all students choose, enter, progress through, and complete a program of study that enables them to secure sustaining-wage employment or transfer with junior standing in a major. Since its introduction in 2015, it has been adopted by hundreds of community colleges across the United States. This paper asks whether guided pathways practices implemented at 62 community and technical colleges in three states--Tennessee, Ohio, and Washington--are associated with improvements in student outcomes during the first year of college. Specifically, using institutional survey and rich administrative data, we construct measures of adoption of guided pathways reforms to examine the association between guided pathways practices and fall-to-fall persistence, college credits earned, college math credits earned, and STEM credits earned. Our study reveals substantial variation in the adoption of guided pathways reforms across the states and across community colleges within the states over time. While we cannot establish a causal relationship between guided pathways adoption and student outcomes, we find significant positive associations between the statewide adoption of guided pathways reforms and early student outcomes in Tennessee. The observed improvements in that state are likely the result of concurrent reforms--guided pathways and others--implemented simultaneously, rather than of guided pathways reforms alone. We do not find evidence of improved student outcomes in either Ohio or Washington following the launch of statewide guided pathways initiatives. Our findings suggest that complementarities among adopted practices within and across areas of practice--rather than the adoption of individual practices or the intensity of adoption--seem to drive larger improvements in early academic success across the three states. Our study is the first of its kind to explore the potential of guided pathways reforms in contributing to improved early academic success, representing a significant descriptive contribution given that whole-college reforms in higher education are understudied.

CCRC recently conducted two major studies to shed light on the feasibility of implementing guided pathways reforms at scale and on the association between implementation and improvements in student outcomes. The first is an evaluation of the AACC Pathways Project, which involved 30 colleges from around the country that were committed to making guided pathways reforms, and the second is an evaluation of guided pathways implementation in three states--Ohio, Tennessee, and Washington State--that launched initiatives to assist colleges across their systems--70 institutions in total--to adopt reforms. This brief summarizes the results of these studies. One of the main findings is that whole-college reform is feasible but takes time--at least five years--to carry out. The authors also find that there is a positive relationship between the scaled implementation of complementary sets of guided pathways practices and some measures of early student momentum in AACC Pathways colleges that made the most progress in implementing guided pathways reforms and in one state (Tennessee) that got an early start on reforms and made good progress; in places that made less progress, the association is weak or not evident. A third major finding is that while students from all backgrounds may benefit from guided pathways reforms, these reforms are not sufficient to close equity gaps between racial and ethnic groups. The authors conclude with five recommendations for community colleges undertaking guided pathways reforms: (1) Offer ongoing case-managed advising by field, predictable schedules, and other supports to help students complete their plans; (2) Remove the obstacle to student success created by prerequisite remediation, particularly in math, and integrate support for students to master college-level courses in their field of study; (3) Take steps to strengthen teaching and learning in program gateway courses, not just math and English composition; (4) Extend tailored guided pathways supports for students from underserved groups; and (5) Build on-ramps to career-path college degree programs for underserved K-12 students after high school.

Elementary and secondary district leaders seeking to recruit teachers and diversify their teaching workforce will find useful, research-based strategies in this brief from the Region 4 Comprehensive Center. The brief focuses on ways to develop work-based learning programs in secondary schools that engage students in considering teacher careers. Drawing on insights from 14 programs, this brief summarizes five useful strategies of teacher-focused work-based learning programs, including targeted courses, cohort model and peer supports, strategic counseling, dual enrollment, and field experiences. It also provides helpful background into the historic challenges around recruiting and retaining teachers of color.

Getting and keeping accreditation is critical for almost all colleges in the United States. Accreditation is third-party validation that a college meets minimum standards. Not only is institutional accreditation required for participation in federal student loan programs, but without accreditation, it is hard (if not impossible) to be authorized to operate in a state. Until recently, institutional accreditation was controlled by a cartel of "regional" accreditors that had divided the country into six regions. Accreditors would not trespass into each other's turf. As a result, they each had monopoly power. All too often, they have abused their power. The most common abuses of power have been in the area of university governance, and the Southern Association of Colleges and Schools (SACS) has abused its power most often. SACS, which historically has accredited colleges in 11 states, has intervened in the decisions of several of them. Accreditors also are becoming increasingly brazen in pushing colleges ideologically. Fortunately, however, under Secretary of Education Betsy DeVos, the U.S. Department of Education made it easy for any regional accreditor to operate anywhere in the country--making these historically regional accreditors into national accreditors. Florida and North Carolina have taken advantage of this new federal flexibility by requiring public institutions of higher education to leave SACS and choose a new accreditor. In order to follow suit, some states also must change their laws or regulations so that no provisions default to a single accreditor. This report presents details on which 11 states that are historically in SACS's region that should act to align state laws or regulations with federal flexibility in choosing accreditors.

In this paper, TNTP reveals five interconnected factors of mobility that young people need in order to thrive: a strong academic foundation, career-connected learning, opportunities to build social capital, personal support in their lives, and civic engagement in their community. These five factors do not work in isolation. Instead, they must be woven together into coherent support for young people, with coordinated efforts from the many systems that shape young people's lives. TNTP's new Research Center of Excellence is currently studying each factor of mobility and, critically, exploring the connections between them. This report, "The Opportunity Makers," is the first chapter of ongoing mobility research. It identifies how to build a strong academic foundation for all students, particularly for historically marginalized groups like students of color, students experiencing poverty, multilingual learners, students with disabilities, and students with learning and thinking differences.

Home visiting connects expectant parents, new caregivers, and their young children with a support person, called a home visitor. The home visitor meets regularly with the family, develops a relationship with them, and supports them to achieve their goals and meet their needs. To reach the thousands of additional families who could benefit from home visiting, we must increase support for culturally relevant and family-centered models. A new report -- "Community-Based Home Visiting: Fidelity to Families, Commitment to Outcomes" -- delves into the unique strengths and challenges of community-based home visiting models, whose design and measures of success intentionally center the perspectives of the families and communities they serve. These models are often developed by those with experience with the unique cultures, strengths, and solutions of he community they live in and aim to serve. This report summarizes themes from listening sessions with 30+ community-based home visiting models from across the country. It offers policy and funding recommendations that would improve support for these models and therefore families' access to home visiting that best meets their goals. Students do better and stay longer in school when families are engaged, according to research. The Government Accountability Office (GAO) was asked to study parent and family engagement in Title I schools. This report examines: (1) the extent to which Title I schools made required parent and family engagement information available on their websites; (2) how parent and family engagement compares between Title I and non-Title I schools; and (3) the extent to which Education's guidance addresses Title I requirements for parent and family engagement. GAO reviewed school and district websites for a nationally generalizable sample of Title I schools, analyzed Education's most recent data on parents' views of family engagement (school year 2018-2019), and reviewed relevant federal laws and documents on Title I oversight. GAO interviewed Education officials and state and local officials from Nebraska, Nevada, and Tennessee and selected schools and districts in these states for a mix of Title I program type, school type, and locale. Recommendations include that Education update its guidance on Title I parent and family engagement to reflect requirements under current law.

Coordinated School Health (CSH) is a framework for addressing health in schools, connects health with learning, and improves students' health and capacity to learn through the support of schools, families, and communities working together. This model encourages healthy lifestyles, provides needed support to students, and helps to reduce the prevalence of health problems that impair academic achievement. The involvement of parents, families, and the community is the glue that binds CSH. Full involvement of these entities as partners in the educational process provides valuable input, increases the commitment of all partners, and ensures positive educational and health outcomes. CSH is not a program but a systematic approach to promoting health that emphasizes needs assessment, planning based on data, and analysis of gaps and redundancies in school health programming. CSH consists of eight components that work together to improve the lives of students and their families. Although these components are listed separately, their composite allows CSH to have a significant impact. The eight components are health education, health services, counseling, psychological, and social services, nutrition, physical education and physical activity, school staff wellness, healthy school environment, and student, community, and family involvement. This report provides information on CSH programmatic outcomes and selected student health indicators data in Tennessee for the 2022-23 school year.

We study the progressivity of state funding of school districts under Tennessee's weighted student funding formula. We propose a simple definition of progressivity based on the difference in exposure to district per-pupil funding between poor and non-poor students. The realized progressivity of district funding in Tennessee is much smaller--only about 17 percent as large--as the formula weights imply directly. The attenuation is driven by the mixing of poor and non-poor students within districts. We further show the components of the Tennessee formula not explicitly tied to student poverty are only modestly progressive. Notably, special education funding is essentially progressivity-neutral for poor students. If we adjust the formula so all factors except individual student poverty receive zero weight and distribute the excess to poor students, we can increase the progressivity of district funding by 124 percent. We interpret this as the opportunity cost of the non-poverty-based funding components, measured in terms of progressivity.

Implementation of ESA programs will not be easy. The ESA model is novel and foreign to most state education agencies, which have little to no experience with helping families purchase a wide variety of educational goods and services using government funds. Even if agencies had the relevant experience, ESA programs are complex, involving millions of individual transactions as thousands of families make purchases from thousands of schools and other education providers. EdChoice developed this guide to help state agencies succeed as they roll out ESA programs. EdChoice's goal is to ensure that ESA programs achieve their purpose: to empower families to choose the best education for their children.

In 2015, Tennessee launched Tennessee Promise (TN Promise), one of the most comprehensive and well-funded statewide free-college scholarship programs in the country. To support TN Promise students, and especially those from the lowest-income households, tnAchieves, a key partner facilitating all non-financial components of TN Promise, implemented completion coaching across the state's 13 community colleges beginning in fall 2018. In partnership with tnAchieves, Research for Action (RFA) conducted a three-year mixed methods study to evaluate tnAchieves' completion coaching program, focusing on the relative effectiveness of proactive versus reactive coaching. The study included four parts: (1) an analysis of impact on student outcomes; (2) an implementation study; (3) an exploratory study of dosage effects; and (4) a cost analysis. The impact study used a randomized control trial (RCT) design that randomly assigned the fall 2019 Promise cohort to proactive or reactive coaching conditions. In this report, study findings are summarized and implications for program and policy development are discussed. The study contributes valuable insights to the field of college coaching and TN Promise programs, shedding light on the effectiveness of such programs in supporting students from low-income backgrounds.

The growth of homeschooling from a somewhat fringe movement during the 1970s and 1980s to a more widespread and socially accepted approach in recent decades has provided a strong foundation of flexible learning models. When Florida's school choice expansion, House Bill 1, was introduced in January 2023, one of its goals was to allow more homeschoolers to participate in the education savings account (ESA) program. But many homeschoolers and homeschool advocacy groups balked at the proposal. Having worked hard to achieve independence, they were loath to be linked to government funding. Even if the program were optional, they feared that associated regulations would eventually extend to traditional homeschoolers. In the end, the bill passed with new language that satisfied traditional homeschoolers by creating a new option for parents to educate their children at home. As states continue to enact and expand education savings accounts, Colleen Hroncich argues that it is crucial that policymakers craft bills in a way that maximizes freedom and minimizes roadblocks.

Guided pathways is arguably the most widespread whole-college community college reform movement in decades. In this report, the authors present findings from a study on the scale of adoption of guided pathways practices across community and technical colleges in three states--Ohio, Tennessee, and Washington--where there are state-level efforts to support adoption among colleges system-wide. These findings are based on an institutional survey developed and administered to these colleges in 2022 to more precisely measure the scale at which they have adopted guided pathways model practices. By May 2022, only a minority of colleges in each of the states had adopted at least one practice at scale from each of the four guided pathways practice areas. Most commonly, colleges adopted a few practices at scale across one or more practice areas, while other practices were still in the process of being scaled. Many colleges had put guided pathways reforms on hold because of the COVID pandemic. There is evidence, however, that most colleges in the three states are now continuing to scale guided pathways reforms. This report provides an interim look at a reform movement that will continue to play out in these and other states for several years to come.

Novice teachers improve substantially in their first years on the job, but we know remarkably little about the nature of this skill development. Using data from Tennessee, we leverage a feature of the classroom observation protocol that asks school administrators to identify an item on which the teacher should focus their improvement efforts. This "area of refinement" overcomes a key measurement challenge endemic to inferring from classroom observation scores the development of specific teaching skills. We show that administrators disproportionately identify two teaching skills when observing novice teachers: classroom management and presenting content. Struggling with classroom management, in particular, is linked to high rates of novice teacher attrition. Among those who remain, we observe subsequent improvement in these skills.

Social, emotional, and academic development (SEAD) is a holistic approach to supporting students' development and learning that is integral to ensuring positive outcomes in school and beyond. Schools must ensure students experience healthy development and rigorous learning. Unfortunately, students of color, students from low-income backgrounds, and other underserved students often do not have positive learning experiences. This report discusses how Tennessee supports SEAD through: school discipline; professional development; educator diversity; rigorous and culturally sustaining curricula; student, family, and community engagement; and wraparound services.

Trellis' Student Financial Wellness Survey (SFWS) seeks to document the financial well-being of post-secondary students and provide institutions with a detailed profile of the financial issues their students face, some of which could potentially impact their success in college. This report details aggregated findings for the 89 colleges and universities across the country that participated in the fall 2022 implementation of the survey. Innovation in education is vital for responding to emerging challenges, such as the COVID-19 pandemic, and for building progress on longstanding challenges in schools. The infusion of substantial, highly flexible pots of federal relief dollars created an opportunity to pilot new programs and initiatives. Many states and districts opted to invest resources in traditional K-12 expenses, such as increasing staff capacity or updating facilities. However, states are also using the funds to spark new initiatives that otherwise may not have been possible and can be replicated across the country. This Policy Guide presents six strategies along with state examples to assist in planning, designing, implementing, and sustaining innovative services and programs. In addition to these strategies, other researchers have developed models for change that put forward other unique approaches, such as allowing for locally driven variation, providing human capital support for ongoing technical assistance and tolerating small-scale risk. The end goal of using these approaches is to design innovative policies that endure and improve long-term student outcomes.
