To keep pace with ever changing families, the staff of the "Transitions" newsletter has been exploring the Internet for on-line family resources. This issue of "Transition," in French and English language editions, looks as how families and those interested in family issues can best use this new technology. Feature articles are: (1) "Gateways to a World of Family Information," on how families can find contacts, entertainment, information and friends on the Internet; (2) "Web of Deception," on Internet privacy and security concerns for children; (3) "Balancing Work and Family"; (4) "Families Online," on a child care Web site and networking contacts; (5) "Individual and Public Safety in a Changing Society," on the Canada Safety Council, which has put together statistics and commentaries on youth crime and justice; and (6) "Online with VIF," with instructions on how to access the Vanier Institute of the Family Website. This publication, in English and French, reports on the work-family conflict in Canada, gauges progress over the past decade, and examines how views have changed. The following articles are featured: (1) "Caution: Families at Work" (Ish Theilheimer), an examination of current workplace innovations, viewpoints of employers and employees, and the conflict between living standard and quality of life; (2) "Beyond Accommodation: Towards Work and Family Harmony" (Nora Spinks), a description of the kinds of processes needed to address work-family issues within the workplace and the evolution of understanding; (3) "Work and Family in the 90s: The View from the Trenches" (Lina Duxbury, Christopher Higgins), a discussion of lessons learned from seven years of research on work and family issues; (4) "Dual Careers, Double Anxiety" (Reginald Bibby), an investigation of major sources of strain in two-career Canadian families, time constraints and job anxiety; and (5) "Canada's Working Families--It's About Time" (Alan Mirabelli), an argument that the work-family conflict has no one solution and a proposal for an agenda of research and action. Also included in the publication is information on upcoming conferences; news from collegial institutions; and current statistics on the numbers of two-job families, unemployment, distribution of unpaid household work, time at work, and volunteer locations. This issue of the Canadian quarterly "Transitions," in French and English language versions, examines the prevention of youth crime, with a specific focus on activities, trends, and research dealing with Canadian families. Major articles in this issue are: (1) "A Snowball's Chance? Communities and Families Working to Prevent Youth Crime," which presents views from several key members of the National Crime Prevention Council on creating prevention programs that work, profiles of community success stories from across Canada, and a page of little-known facts on youth crime; (2) "Bailing Out on Future Generations," in which Dr. Robert Glossop argues that cutbacks in social programs are endangering the prospects of the next generation; and (3) "Working without a (Social Safety) Net," in which Ellen Adelberg talks with researchers Paul Reed and Michael Hall about the effects of government downsizing and downloading in education and social program spending on voluntary organizations. This issue of the Canadian journal "Transition," in French and English language versions, examines the impact of television viewing and programming on family life. Major articles in this issue are: (1) "Virtual Unreality: Television, Families and Communities in the Nineties" (Alan Mirabelli), describes the isolating influence of television and how it has become the main socializer of children; (2) "IBC: 'Culture in the Making' in the North" describes the highly successful cultural programming of the Inuit Broadcasting Corporation (IBC) aimed at an audience reaching from the Yukon to Labrador to the high Arctic; (3) "For Communication in the Public Interest," an interview with the chair of the Canadian Radio-television and Telecommunications Commission; (4) "We Are What We Watch: Challenging Sexism and Violence in the Media" (Meg Hogarth) on television's stereotypical images of men and women and the violence in programming aimed at children; and (5) "Interactive Multimedia: Edu-tainment Is the Name of the Game" on interactive computer software. This issue of the Canadian journal "Transitions," presented in French- and English-language editions, deals with immigration as it relates to families. "Immigration, Integration, Families, Values: Old Wine in New Bottles" (Morton Weinfeld with Kathy Eisner) discusses the process of immigrant integration, which spans generations, and its impact on family and cultural values. "Immigrant Women Speak" consists of excerpts from two recent books about Canadian women and what it means to them to be a "hyphenated" Canadian. The importance of the family in preserving and promoting the language (French) and its bearing on the demography of Quebec are explored in "Quebec: The Politics of Survival" (Michel Vastel). In "How Tolerant Are We?" (Darrell Bricker), a pollster examines Canadians' attitudes on a range of issues associated with ethnocultural diversity and views regarding immigration. Also included in this journal issue are short articles about directions and options for redesigning federal programs, a campaign encouraging families to spend time together, and startling facts and statistics on poverty and the mental health of children. This issue of the Canadian journal "Transitions" in both English and French versions, examines the role of grandparents in the family, with a specific focus on activities, trends, and research in Canada. The six feature articles are: (1) "Native Elders Can Help Mend Family Circle" (Dianne Meili), which discusses the role of tribal elders in teaching and raising children; (2) "The Real World of Grandparents," which challenges commonly held myths about grandparents; (3) "Dual-Earner Families: A Challenge for Grandparents" (Ruth Isbister), which looks at the role of grandparents in two-income families; (4) "Grandparenting: A Revelation" (Solange Lefebvre), which examines how families and grandparents themselves view the role of grandparent; (5) "Grandparents and Grandchildren during Family Breakdown" (Michael G. This issue of the Canadian journal "Transition" includes a feature story entitled "Unpaid Work--(How) Can You Measure It? Should You Even Try?" which explores issues surrounding unpaid work done in and around the home in Canada, largely by women. It reviews government and independent statistics on the subject, examines the question of including unpaid work in the census, and includes interviews with economists, reporters, and leaders of women's groups. Other articles in the issue discuss: (1) the informal barter economy of Newfoundland, arguing that this informal economy has always subsidized the formal economy in rural (and probably urban) areas; (2) the implementation of a 4-day work week in Canada to simultaneously reduce unemployment and overwork; (3) the implications of"workfare" programs, which require unemployed individuals to do community service work in exchange for welfare benefits; and (4) the economic value of volunteer work. This theme issue of "Transition" features a series of articles on fatherhood and the changing role of fathers in parenting. The articles include: (1) "From Cloth to Paper Diapers and Back: Reflections on Fatherhood during Two Generations" (Robert Couchman), which relates experiences of a new father 20 years ago and today; (2) "Does Society Support Involved Fathering? (Robert Glossop and Ish Theilheimer), which examines whether society truly supports the idea of active fathering that receives so much attention in the media; (3) "The Changing Faces of Fatherhood" (Germain Dulac), which discusses the stages of fatherhood and how fathers' roles have changed over time; (4) "Talking about Fatherhood" (Ginette Decoste), which summarizes the findings of a study on the attitudes of fathers toward parenting; and (5) "Dad Is the Trailer" which reports on a survey of attitudes toward fatherhood in Canada. The last article, "Time To Thank Families--Not Blame Them" (Alan Mirabelli) describes families as being mostly hardworking and flexible, and encourages society to support them since families build our society and drive our economy. This theme issue of the Canadian newsletter "Transitions" in both English and French explores the question of the future of families in a period of broken marriages, difficult times, and an obsession with individual success and materialism. "Families of the Future: New Ways to Do the Same Old Things," summarizes the findings of Canada's Demographic Review, which for 6 years conducted research on the shape of Canadian society. The article discusses the implications of many trends, including the rise of single parent families, the increase of family members in the labor force, and the aging of the population. "Brave New Families in the Second North American Family Revolution," (Judith Stacey), describes a new family revolution observed through a more intensive and personal kind of research, noting the wide diversity of family and household arrangements. "Child Abuse and Neglect," (Kathy Eisner) summarizes "Child Abuse and Neglect Prevention Programs," published by the Vanier Institute of the Family, which notes that although researchers are not agreed on a single cause of child abuse and neglect, an impressive range of preventive programs has emerged. Finally, an annual review of Vanier Institute activities and publications for 1992-93 is included. (TM)

Against the background of recent radical changes in the Canadian economy, this issue of the Canadian journal "Transition" examines the question of parents' concerns for their children's economic futures. "Changes in Family Incomes and Labour Market Participation in Post-War Canada" (David Ross and Clarence Lochhead) charts changes in family incomes. "Fifteen Years Old and Already Working" (Bernard Fortin) notes that half of secondary school children have paying jobs and suggests that work may take precedence over education. "The Death of the Middle Class" (Daphne Bramhan and Gordon Hamilton) reports that family incomes are declining, that over one quarter of a million families have disappeared from the middle class since 1982, and that one out of two people believe their children's standard of living will be lower than theirs. "Lone-Parent Families, Low Incomes" reports that single-parent families in Canada have increased 34% since 1981, and single parents have lower incomes than other parents. "Through the Looking Glass at Canada's Middle Class" (Sandra Boyle) argues that a longer range view is needed and suggests middle-income Canadians have the most to gain from a new economy based on knowledge, technology, and new industries, especially workers who can master new skills. This theme issue explores the behavior of teenagers. "Are the Kids Alright?" (Ish Theilheimer) develops a perspective on the subject of teen behavior, noting that a growing number of young people demonstrate discontent, alienation, aggression, violence, and antisocial behavior, and that a growing underclass of children is likely to fail. The article also notes that these concerns require broad response, community action, and an understanding that youth attitudes reflect those of adults. The article, "Listen to What the Children Are Telling Us," which is an interview with Andree Ruffo, offers observations based on the work of a judge and attorney. It suggests that children must be listened to and helped to find solutions and establish ideals. The article also notes that social change will be effected by individuals, that teens must become important to someone, and that institutional change will be slow and require political will. "Children, Culture and the Curriculum of Television" (Michael Manley-Casimir) examines the impact of television on a generation of teenagers, focusing on the obvious features of violence, loss of a real sense of childhood, sex role stereotyping, the dominance of white, middle-class values, and commercial advertising. The article also suggests ways for parents and society to respond, including developing media literacy and critical viewing skills, reconsidering society's valuation of children, and exerting political power. "Are the Adults Alright?" offers brief excerpts about teen-adult relationships from the book "Teen Trends" by Reginald Bibby and Donald Posterski. (TM)

This theme issue deals with adoption. "Adoption in Canada: A Profile," provides statistics on public and private adoption, as well as demographic characteristics on adoption applicants and children placed for adoption. It also discusses current adoption legislation. "Abandoning Ownership: A Philosophical Approach to Adoption" (Terri Spronk) explores the changing attitudes about the place of adopted children in their adoptive families. "Open Adoption in Canada" (Marilyn E. Shinyei and Linda Edney) focuses on the practice of allowing the birth parent to choose the adoptive family for their baby. This article clarifies the distinction between open and closed adoptions, noting that in spite of its positive aspects, open adoption may not be suitable for everyone. "Adoption: So Many Issues, So Little Understanding" summarizes some of the most important issues relating to adoption, including transracial and special needs adoptions. Also included in this issue are short articles about funding for family support programs and the evolving definition of family. He mentions that the death of Nodar Kumaritashvili, a Georgian luge racer raised questions from the European media on the unfair practice time allotment given to visitors, compared to Canadians, on the dangerous luge run. He cites Canada's objective to win as many Olympic medals as possible under the country's "Own the Podium" campaign.

The article discusses the impact of the Canadian government's anticipated federal budget cutbacks. The reduction in fund allotment for KAIROS and the Canadian Council on Learning reflect the Stephen Harper government's mindset to cut Canada's 50 billion U.S.-dollar deficit starting with programs that are not in conjunction with government ideology. Conservatives are expected to resist any pressure that might be laid on them regarding the budget reduction.
