In this paper, a model of homeowners’ energy efficiency retrofit choices is presented based on the database of a project implemented by the national energy efficiency retrofit scheme in Croatia during 2015 and 2016. The analysis was performed on the cleaned dataset of 4610 implemented projects in privately owned family houses. We have analyzed available data to answer how much money consumers are willing to pay for energy refurbishment and how this corresponds to household characteristics. We have developed linear regression models for estimating costs and energy savings of different measures and have further applied multinomial and nested discrete choice models on investment choices made by homeowners. The resulting models provide estimations of willingness to pay for energy efficiency refurbishment in private family houses in relation to income class the owners belong to. The results show that homeowners in all income classes have a similar level of willingness-to-pay for similar energy efficiency measures, with main differences being their capability to invest. With the current level of subsidies, only three of four observed measures show a significant level of free-riders. This suggests there could be a better allocation of public funds, where less money could be spent for subsidies to generate a similar amount of savings. Furthermore, the proposed model replicates existing experience and provides insight into inconsistencies which appear when the effectiveness of implemented measures is analyzed. This article presents a methodological approach for incorporating household consumption characteristics and investment choices into energy efficiency policy models. The approach used is based on country-level stated preferences survey for evaluating consumer decisions and attitudes toward energy efficiency. The decision-making process was analyzed and modeled with logistic regression and applied onto the existing single-family housing stock. By applying the described framework, policymakers, or any other subsidy providing authority aiming to reach specific energy savings target, can obtain the distribution of financial incentives among different income classes. The developed model provides a framework for cost minimization and energy saving maximization. The model provides the minimal level of subsidies needed to achieve energy savings goals or maximum level of energy savings possible with a predefined budget for energy subsidies. Energy efficiency is recognised as a key strategy to tackle three energy-related challenges – climate change, energy security and economic development – at the least cost to the society. In the recent years of the economic downturn, it gained even more relevance in the developed countries as there is more than ever the need to decouple economic recovery and growth from energy consumption. However, despite this formal recognition, energy efficiency remains the least understood and the most neglected feature of overall energy policy. Despite the substantial efforts made to develop sound energy efficiency policies, the desired effects in terms of achieved energy savings are lacking. The phenomenon is known as energy efficiency gap and its persistence was the main driver of this research. The aim of the research was to examine the causes and propose solutions for bridging the gap. Therefore, ideal policy making cycle is defined connecting design, implementation and multiple criteria evaluation of policy instruments’ impacts in closed, repetitive loop. Concept of energy efficiency market was introduced as a basis for policy making, enabling better understanding of the overall environment where policy needs to be implemented. Paper deals with the concept of energy efficiency market. It discusses the fundamental aim of energy efficiency policy – to achieve market transformation towards more efficient products and services. It presents market barriers that call for policy interventions, but upgrades the list of usually addressed barriers with behavioural and societal aspects of energy efficiency related decisions. Established methodology for energy efficiency market assessment includes upgraded model of barriers to energy efficiency. Focus of this paper is how to establish a model of energy efficiency market and to upgrade exisitng model of barriers to energy efficiencies to describe the reality better as to be a basis for policy instruments design. Development of a wind farm project includes a lot of interconnected steps and one of the most important ones is the proper energy yield assessment. Wind energy yield assessment is typically based on wind measurements on a measurement mast that are later used in one of the wind flow software models. In cases where there are multiple wind measurements on the potential wind farm site, a question arises on how to optimally use all the available data. This paper shows a method of using such data through the application of the portfolio theory, a well-established theory in economics and frequently used in other scientific disciplines. The method shown is very flexible in terms of input data and software models, and the results of its application show that it is possible to increase accuracy and reduce uncertainty of energy yield assessment. The key result of the method is the possibility to achieve better quality of input data for the energy yield assessment without spending additional resources. The method opens up a wide space for further research and improvements, all with the objective of achieving better results of energy yield assessment and finally, better prepared wind project. Abstract: The current share of renewable energy sources in electricity production in Croatia is very high, around 50%. Nevertheless it is expected that the share of renewables will have to rise and efficient strategies must be examined and adopted. The Croatian government has recognised the important role renewable energy sources could play in Croatian energy and electricity supply. The most important barrier for a wider deployment of renewables in energy production is their cost which is still above those of conventional energy sources. As the energy market is currently undergoing the process of liberalisation, support mechanisms that are compatible with an open market philosophy must be adopted. The characteristics of the Croatian power system, the expected consumption, growth and possible future role of renewables in energy and electricity production is presented. One of the major tools for the implementation of low carbon strategy goals is increasing the penetration of renewable sources, which are mostly intermittent in nature, into the power system that also increases the needs for additional storage and flexibility capacity in the system. Among other possible solutions, one very most promising tool is the significant electrification of the transport sector. A slightly modified and already verified power system model used for Croatian low-carbon strategy was used here. The PLEXOS software was used to model the Croatian power system by simulating different scenarios. Two scenarios were examined: with and without electric vehicles. This research aimed to evaluate the total decrease in CO2 emissions from both the transport and power sectors due to the increased number of electrical vehicles. The analysis of the Croatian power system was used to assess the flexibility potential of such a large number of electrical vehicles on power system flexibility while considering the volatile nature of wind and solar. In many modern buildings, different monitoring and control systems are used, but majority of them are not directly connected with the energy consumption optimisation. This paper presents a concept of an integrated performance monitoring system for promotion of energy awareness in buildings. The reference architecture of the envisioned system evolved from the traditional management structure, plan-do-check-act model. Traditional plan-do-check-act model has been upgraded with the integration of prediction engine, knowledge repository and modern scientific approaches for supporting energy awareness including early warning, optimisation and supervision. The proposed concept is constituted upon three modules: (1) data acquisition and processing, (2) knowledge repository, (3) performance monitoring system including prediction engine, consumption modelling, emissions calculation and decision support. The concept of three modules evolved from the idea to enrich existing solutions with the awareness about possible future abnormal situations and to enable preventive actions. Presented case study represents a repeatable application of the energy cost centres based modelling of energy consumption in educational and research buildings by using neuro-fuzzy modelling approach. The crucial design elements of a good capacity remuneration mechanism are market orientation, insurance of long-term power system adequacy, and optimal cross-border generation capacity utilization. Having in mind these design elements, this research aims to propose a financially fair pricing mechanism that will guarantee enough new capacity and will not present state aid. The proposed capacity remuneration mechanism is an easy-to-implement linear program problem presented in its primal and dual form. The shadow prices in the primal problem and dual variables in the dual problem are used to calculate the prices of firm capacity which is capacity needed for long-term power system adequacy under capacity remuneration mechanism. In order to test if the mechanism ensures sufficient new capacity under fair prices, the mechanism is tested on the European Network of Transmission System Operators for Electricity (ENTSO-E) regional block consisting of Austria, Slovenia, Hungary, and Croatia with simulation conducted for a period of one year with a one-hour resolution and for different scenarios of the credible critical events from a standpoint of security of supply; different amounts of newly installed firm capacity; different short-run marginal costs of newly installed firm capacity; and different capacity factors of newly installed firm capacity. Test data such as electricity prices and electricity load are referred to the year 2018. The results show that the worst-case scenario for Croatia is an isolated system scenario with dry hydrology that results with high values of indicators expected energy not served (EENS), loss of load expectation (LOLE), and loss of load probability (LOLP) for Croatia. Therefore, new capacity of several hundred MW is needed to stabilize these indicators at lower values. Price for that capacity depends on the range of installed firm capacity and should be in range of 1000–7000 €/MW/year for value of lost load (VoLL) in Croatia of 1000 €/MWh and 3000–22,000 €/MW/year for VoLL of 3100 €/MWh that correlates with prices from already established capacity markets. The presented methodology can assist policymakers, regulators, and market operators when determining capacity remuneration mechanism rules and both capacity and price caps. The European Union has identified buildings as the most promising targets for improving energy efficiency and has quantified a significant energy saving potential associated with the refurbishment of a building's envelope and the installation of new technologies. The key objective of monitoring and modelling energy profiles in buildings is to provide the necessary background on energy consumption and to allow informed decisions to be made. The modelling usually starts with the integration of energy into the activity flow charts, which is the basis for the decisions on setting up the structure of energy cost centres. This paper evaluates the capabilities of data envelopment analysis in combination with energy cost centre based modelling for the electricity consumption analysis of a selected group of elementary schools and kindergartens. The electricity consumption data was obtained in cooperation with a local energy agency, which was acting as the energy manager for the selected group of buildings. The results confirmed the potential of combining the data envelopment analysis and the energy cost centre based modelling in order to properly identify the schools having the potential for energy efficiency improvements. Additionally, the combination of results obtained with the data envelopment analysis and the contextual parameters hidden in the structure of energy cost centres provides additional and valuable information for the energy manager and helps him with proper benchmarking of the analysed energy management practices. The results encouraged the energy manager to look for concrete opportunities to improve the energy efficiency and revealed that electricity savings of up to 14% could be achieved with better energy management in the selected group of buildings.
