Salt River Project (SRP) has requested that the U.S. Bureau of Reclamation (Reclamation) conduct the Verde Reservoirs Sediment Mitigation Study (VRSMS) to evaluate options for restoring the storage capacity lost and to reduce future capacity impacts from the natural sedimentation process within the Horseshoe Reservoir on the lower Verde River northeast of Phoenix. The loss of capacity, coupled with the increase in hydrological variability associated with climate change, creates concerns about the Verde Reservoirs system’s future ability to meet the needs of the beneficiaries of the Salt River Federal Reclamation Project and the City of Phoenix, both of which rely on water stored in Horseshoe Reservoir. The purpose of the VRSMS is to evaluate potential solutions to mitigating current and future sedimentation impacts to the Verde Reservoir system. Options include 1) removing sediment from Horseshoe Reservoir to its original storage capacity and 2) enlarging Bartlett Reservoir, located downstream from Horseshoe Dam, by constructing a new dam immediately downstream from and abutting the current Bartlett Dam.

Beginning in 2021, Salt River Project (SRP) will replace substandard historic-age lattice tower structures along the 130-mile-long Eastern Mining Area (EMA) 115 kilovolt (kV) transmission system located on the Tonto National Forest and Tonto National Monument. The work is necessary to maintain reliability and safety of the EMA system and is being conducted to meet the requirements of the National Electrical Safety Code and the North American Electric Reliability Corporation (NERC), acting under authority from the Federal Energy Regulatory Commission. The existing historic structures would be replaced with new structures in the immediate vicinity of the original structure. As the lead federal agency, Tonto National Forest determined that the EMA system as a whole is eligible for inclusion in the National Register of Historic Places and that tower replacement would result in an adverse effect to the National Register-eligible system. In order to resolve the adverse effect, in 2020 a programmatic agreement1 was implemented and stipulated that 24 historic towers would be subject to documentation to record the six standard structure types and a sample of 18 representative deviations from the standard design, with an emphasis on documenting the variability of structural foundations.

SRP uses FR 80 to access Horse Mesa Dam and associated facilities in eastern Maricopa County, Arizona. Also known as Horse Mesa Dam Road, FR 80 traverses rugged terrain between its point of origin at SR 88 and its terminus at the dam on the Salt River. The road requires periodic maintenance for its sustainable and safe use, and SRP intends to implement future road improvement projects in coordination with TNF. SRP contracted SWCA Environmental Consultants (SWCA) to conduct a Class III cultural resources survey along a 4.3-mile-long stretch of FR 80, between SR 88 and the point where the road enters lands withdrawn from the TNF for use by the U.S. Bureau of Reclamation (i.e., Reclamation-withdrawn lands). The purpose of the survey was to identify cultural resources that are listed in or eligible for listing in the National Register of Historic Places (NRHP) so that SRP can take the necessary measures to avoid or minimize impacts to them during future operations and maintenance activities on or along FR 80, and to assist the TNF in its management of cultural resources on the lands that it administers.

The cultural resources Class I Inventory consisted of a records review of the Roosevelt Lake flood control space. This study area falls within a larger area surrounding Roosevelt Lake that was the focus of Reclamation-sponsored cultural resources studies conducted from the mid-1970s through the 1990s as part of the Central Arizona Water Control Study Plan 6 environmental review and prescribed mitigation associated with increasing the height of the dam to its current height. Inventories conducted for Plan 6 resulted in the identification of 693 cultural properties, and the subsequent mitigative archaeological investigation of 139 prehistoric sites and 35 historic-era sites, and HAER documentation of the Roosevelt Dam and the Power Canal and Diversion Dam.

At the request of SRP, North Wind Resource Consulting, LLC (North Wind) conducted a Class III cultural resources survey of 12.49 acres for two distribution lines and access routes on land managed by TNF the in the Mesa and Globe Ranger Districts in Maricopa and Pinal Counties, Arizona. The surveys were requested to address areas where SRP lacks surveys of its facilities and access routes. As a result of routine line inspections, SRP has identified three poles (Numbers 11879, near Apache Junction, as well as 104620 and 104621, in Superior) that require replacement. TNF has determined that cultural resources survey is required prior to pole replacement (Inventory Standards and Accounting Form 2020-12-024, February 2020). Since the distribution lines associated with these poles has not been previously surveyed, the survey area was extended beyond the area of potential effects (APE) for each pole location. Ongoing monitoring and maintenance of these distribution lines requires inventory and assessment of cultural resources.

SRP requested that Logan Simpson conduct an intensive cultural resources survey of a 72.4-mile-long and 200-ft-wide (1,755-acre) segment of the SRP Coronado to Silverking 500-kV transmission line within the TNF and private land. This survey was requested for general inventory purposes and also in advance of proposed vegetation-maintenance activities within the project corridor. In addition, SRP may conduct maintenance or construction projects within the limits of the project corridor. Vegetation maintenance will be performed with mechanical mowing equipment, mounted on a track hoe or a rubber-tired frontend loader, and by hand-cutting using chain saws. All vegetation removal activities will be confined to the 200-ft-wide corridor with the exception of possible hazard tree removal, which would be accomplished using hand-cutting with chain saws only. Any disturbances that cannot be confined to the project corridor would be covered by a separate cultural resources survey once such areas are identified.

The Maricopa County Department of Transportation (MCDOT) is planning a pavement preservation project along the Bush Highway from Power Road to just south of State Route (SR) 87 (also known as the Beeline Highway), Maricopa County, Arizona (Figure 1). MCDOT tasked EcoPlan Associates, Inc. (EcoPlan) with cultural resource survey in advance of road improvement. The results of the survey are presented in this report.

The Federal Highway Administration (FHWA) and the Arizona Department of Transportation (ADOT) are planning a spot improvement and pavement preservation project along State Route (SR) 88, also known as the Apache Trail between Milepost (MP) 203.40 and MP 220.20, northeast of the town of Apache Junction, Maricopa County, Arizona. The construction project would involve milling the existing pavement and replacing it with new pavement; stabilizing shoulders, paving existing and new turnouts and pullouts; removing a large rock above the roadway at MP 212.70; repairing the concrete ford at Tortilla Creek; repairing the eastbound approach at the Boulder Canyon Bridge (ADOT Structure #193); four spot roadway repairs; selected curve reconstruction; traffic sign installation and relocation including a new digital message sign at WB MP 211.03; raising guardrails and installing new end caps to meet current standards; adding new guardrail at the curve at MP 204.24; and striping the paved roadway. A temporary construction easement would be required. The area of potential effects (APE) is defined as a 30-foot-wide corridor on either side of SR 88 centerline between MP 203.40 and MP 220.20 for pavement preservation, shoulder stabilization, and pavement of existing turnouts and pullouts; a large boulder removal area measuring approximately 1,200 ft by 700 ft at MP 212.70; staging areas at EB MP 201.90, EB MP 208.00, EB MP 208.40, WB MP 213.00, and EB and WB MP 214.50 that extend outside of the 30-foot-wide corridor on either side of the SR 88 centerline; and the six curve reconstruction locations listed above that also extend more than 30 ft from the SR 88 centerline. The proposal includes the installation of a new 65‐foot tall self‐support tower, 12 - 20 ft Motorola Standard Building (MSB) with an ADA compliant ramp, 45kW generator with overhead ice canopy, and 1,000‐gallon propane tank with overhead ice canopy. The existing tower, shelter, generator, and propane tank are proposed to be decommissioned and removed following the installation of the new equipment. The existing ±8‐ft-tall chain‐link fence is proposed to be replaced with a new 8‐ft-tall anti‐climb fence. At the request of Ms. Mary Gray of Patriot Towers, Archaeological Consulting Services, Ltd. (ACS) conducted a Class III cultural resource survey of the area of potential effect (APE) to provide an inventory and assessment of cultural resources that might be affected by the proposed undertaking. No cultural resources are located within the direct APE. ACS recommends a finding of no historic properties affected within the direct APE. No cultural resources are located within the visual APE. It is the intent of this document to determine which engineering features along the paved portion of the Apache Trail, State Route 88, between mileposts 201.00 and 220.18 should be considered contributing elements to the historic character of the Apache Trail. This section of the road is informally referred to as the “paved portion” because, not surprisingly, it is that portion of the Apache Trail surfaced with asphalt. An assessment of the features along the unpaved portion will be done in a future document. The end of pavement marks a good point to separate the analysis since there is over a mile of trail from the end of pavement north with no road features. The maintenance history of the paved portion is quite different than that of the unpaved section allowing an analysis of that section in isolation. The Apache Trail is one of most significant historic roads in Arizona. It has been determined to be eligible for the National Register of Historic Places under Criterion A, C, and D. It has also been listed on the States Register of Historic Places, in 1986 the Forest Service placed it in its Scenic Byway Program, and in 1987 Arizona Department of Transportation (ADOT) designated it an historic road.

Arizona Public Service Company (APS) requested that Logan Simpson Design Inc. (LSD) conduct an intensive cultural resources survey of a 61.22-mile-long and 50-ft-wide (371.03-acres) segment of state and federal land along the M-001(Deer Valley to Sycamore) transmission line. This survey was requested for general inventory purposes and also in advance of proposed vegetation, maintenance activities within the project corridor. In addition, APS may conduct maintenance or construction projects within the limits of the project corridor. Vegetation maintenance will be performed with mechanical mowing equipment, mounted on a track hoe or a rubber-tired front-end loader, and by hand-cutting using chain saws. All vegetation removal activities will be confined to the 50-ft wide corridor with the exception of possible hazard tree removal, which would be accomplished using hand-cutting with chain saws only. Any disturbances that cannot be confined to the project corridor would be covered by a separate cultural resources survey once such areas are identified. This report only covers portions of the line that cross federal and state land. A separate report covers survey results for portions of the transmission-line corridor that cross private land.

At first glance, the potential for sub-Mogollon Rim archaeology sites is not promising. This region, east of Payson and Star Valley, Arizona, is characterized by single-room masonry structures and artifact scatters covered with thick stands of manzanita and pine duff. Many artifact scatters are comprised solely of small pieces of flaked stone; others have pieces of plain brown ware ceramics that blend in easily with the ground cover. However, beneath these less-than-dramatic surface manifestations, the State Route (SR) 260 - Payson to Heber project has uncovered nearly 3,000 years of settlement. Work in the Preacher Canyon section was the first phase of archaeology preceding construction of six highway sections through the Tonto National Forest (TNF) and within the longer, 46-mile-long Arizona Department of Transportation (ADOT) highway realignment project between Payson and Heber, Arizona. The sites in the Preacher Canyon area provided our initial glimpse into the prehistory of the region. Fieldwork for the SR 260 - Payson to Heber project has progressed more quickly than the analyses of artifacts and the production of reports. At the time of writing, Desert Archaeology, Inc., completed fieldwork in four additional construction sections. This volume, which describes the Preacher Canyon phase fieldwork and analyses, will not provide complete answers to questions about culture history or about economic, social, and political organizations. However, the Preacher Canyon sites are the baseline to which all subsequent comparisons will be made, as we search for patterns in the archaeological remains of the sub-Mogollon Rim region. Many sites in the other sections are smaller, a few are larger, but very few are as well preserved as those excavated in the Preacher Canyon section. These sites alerted us to the potential for a substantive first millennium A.D. occupation of the region, whereas the few published discussions of excavations in the region concentrate on the period after A.D. 1100. This alone was a critical realization, as pithouse occupations proved relatively easy to find, even at low-density artifact scatters, by using the backhoe systematically on project area sites. The full potential of the Preacher Canyon sites will be evident in the final comparative work, a synthetic report to be prepared when all fieldwork and analyses are completed. The sites excavated prior to highway construction in the Preacher Canyon section are located approximately 4 miles (6.67 km) east of Star Valley, between Mileposts 259.5 and 263.5. The Area of Potential Effects (APE) includes the proposed right-of-way for the new alignment of SR 260, tieins, access roads, and temporary construction easements. Seven prehistoric or multicomponent sites with features that date from the Early Agricultural period to the early historic and historic were tested during the investigations of Preacher Canyon (Figure 1.2; Tables 1.1-1.2): AZ O:12:13/AR-03-12-04-1153 (ASM/TNF)1; Twisted Trowel, 0:12:14/04-75; Manzanita Ridge, 0:12:16/04-1156; McGoonie, 0:12:25/ 04-743; Haught Ranch, 0:12:38/04-1372; 0:12:41/04- 1396; and McGoonie West, 0:12:47/04-1436. This report describes the work at the seven prehistoric and multicomponent sites in the Preacher Canyon section of the SR 260 project, and demonstrates to the TNF, the State Historic Preservation Office (SHPO), and the ASM that the field and analytic methods outlined in the Plan of Work were followed. It also provides a first assessment of the archaeological research goals outlined in the project Treatment Plan (Herr 1999b).

Salt River Project (SRP) requested that Logan Simpson Design Inc. (LSD) conduct cultural resources site avoidance flagging within the Coronado to Silver King 500-kV transmission line corridor crossing Tonto National Forest (TNF) lands in Pinal and Gila Counties, Arizona (Figure 1). The project corridor is located within the TNF Globe and Tonto Basin Ranger Districts. The site flagging was conducted prior to the commencement of vegetation maintenance within the 225-ft-wide SRP corridor. A 50-ft-buffer around the boundary of each site was marked with a combination of pink and white flagging tape.

The mountainous zone below the Mogollon Rim in central Arizona was home to Apache in the pre-Reservation period (pre-A.D. 1875). Four Western Apache site components, dating between the late seventeenth and late nineteenth centuries A.D., were identified during excavations conducted in advance of the realignment of the Preacher Canyon and Little Green Valley segments of State Route 260 between Payson and Heber: Plymouth Landing, AZ O:12:89/AR-03-12-04-1411 (ASM/TNF), McGoonie, AZ O:12:25/AR-03-12-04-743 (ASm /t NF), Ponderosa Campground, AZ O:12:19/AR-03-12-04-1159 (ASM/TNF), and Bonobos Vista, AZ O:12:88/AR-03-12-04- 1438 (ASM/TNF). All four sites were situated on the margins of the permanently watered Little Green Valley, and were used as temporary encampments for harvesting juniper berries, black walnuts, and other forest resources. The Apache settlement of this pre-Reservation homeland is introduced here, and is discussed in the context of a larger Apache research program for the project and the region. Due to the nature of Apache material remains, which often go unrecognized, particularly when overlying prehistoric material, little archaeological research has been conducted. The pre-A.D. 1700 Plymouth Landing site is significant as one of the earliest well-documented Apache occupations in the southwestern United States. Additionally, the extraordinary preservation of this site, in conjunction with the results of fieldwork, artifact analyses, and discussions with Apache advisers, provides a basis for not only reconstructing the Apache occupation, but also for assessing the archaeological methods and middle-range theory that can be used in interpretation. Asking why Apache archaeology is of such limited visibility to the archaeologist provides important insights into Apache settlement strategies. Analyses of ceramics, flaked stone, ground stone, macrobotanical, pollen, faunal, and shell artifacts, combined with ethnographic research, show that the Apache components of sites in this region are the remnants of a mobile population, living in an economy dominated by hunting and the collection of arboreal resources, with only limited reliance on cultivated plants. The seventeenth to mid-nineteenth century A.D. The mountainous zone below the Mogollon Rim in central Arizona was home to Apache in the pre-Reservation period (pre-A.D. 1875). Four Western Apache site components, dating between the late seventeenth and late nineteenth centuries A.D., were identified during excavations conducted in advance of the realignment of the Preacher Canyon and Little Green Valley segments of State Route 260 between Payson and Heber: Plymouth Landing, AZ O:12:89/ AR-03-12-04-1411 (ASM/TNF), McGoonie, AZ O:12:25/AR-03-12-04-743 (ASM/TNF), Ponderosa Campground, AZ O:12:19/AR-03-12-04-1159 (ASM/TNF), and Bonobos Vista, AZ O:12:88/AR-03-12-04-1438 (ASM/TNF). All four sites were situated on the margins of the permanently watered Little Green Valley, and were used as temporary encampments for harvesting juniper berries, black walnuts, and other forest resources. The Apache settlement of this pre-Reservation homeland is introduced here, and is discussed in the context of a larger Apache research program for the project and the region. Due to the nature of Apache material remains, which often go unrecognized, particularly when overlying prehistoric material, little archaeological research has been conducted. The pre-A.D. 1700 Plymouth Landing site is significant as one of the earliest well-documented Apache occupations in the southwestern United States. Additionally, the extraordinary preservation of this site, in conjunction with the results of fieldwork, artifact analyses, and discussions with Apache advisors, provides a basis for not only reconstructing the Apache occupation, but also for assessing the archaeological methods and middle-range theory that can be used in interpretation. Asking why Apache archaeology is of such limited visibility to the archaeologist provides important insights into Apache settlement strategies. Analyses of ceramics, flaked stone, ground stone, macrobotanical, pollen, faunal, and shell artifacts, combined with ethnographic research, show that the Apache components of sites in this region are the remnants of a mobile population, living in an economy dominated by hunting and the collection of arboreal resources, with only limited reliance on cultivated plants. The seventeenth to mid-nineteenth century A.D. The Bureau of Reclamation (Reclamation) has identified approximately 960 acres of land for a Class III (intensive) cultural resource survey for Section 110 inventory purposes. The land was withdrawn for the Salt River Project (SRP) and is located along Queen Creek west of Superior, Arizona. The withdrawn land was primarily within the Tonto National Forest (TNF), but included private land as well. At the request of Reclamation, Archaeological Consulting Services, Ltd. (ACS) conducted an intensive cultural resources survey of the project area to provide an inventory and assessment of cultural resources that might occur within the parcel. The survey, conducted on TNF land under noncollection permit TON572 issued by the TNF, was performed between July 28 and October 17, 2008. Salt River Project (SRP) plans to build a fish barrier in Lime Creek, a tributary of the Verde River, on the Tonto National Forest (TNF), Cave Creek Ranger District, Maricopa County, Arizona (Figures 1 and 2). The fish barrier is required by the Endangered Species Act Section 10(a)(1)(B) permit and Habitat Conservation Plan for operation of Horseshoe and Bartlett dams on the Verde River. The proposed action, which has the potential to impose adverse impacts upon cultural resources, requires permitting from TNF and, as such, is an undertaking subject to Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended. Accordingly, SRP requested that EcoPlan Associates, Inc. (EcoPlan) conduct a cultural resource investigation in advance of the project. The survey was carried out under Special Use Permit TON579, issued to EcoPlan by TNF.

SRP is planning to upgrade the current carrying capacity of 18.3 miles of the existing Silver King to Goldfield 230kV line. In order to accomplish this, SRP plans to “bundle” the existing 230kV conductors by adding a second conductor to each of the three existing single-conductor phases. To add the new conductors, SRP will need to re-open some original access roads, and the selected wire, puller, sleeving, and anchor sites used during the original 1978 line construction. The existing transmission line corridor has been previously surveyed for cultural resources (a corridor measuring 70 ft south and 220 ft north of the existing 230kV line and including the 500kV line) and was not re-surveyed for this project. LSD conducted a Class III cultural resource survey of a 50-ft-wide corridor centered on each of the access roads leading to the transmission line corridor. Some of these roads or small segments of these roads may need to be re-bladed or have fill added to allow equipment to approach the project area. Thirty-eight segments of access roads, as well as puller, wire, and anchor sites located outside the corridor were surveyed, totaling approximately 13.9 miles (84.3 acres). LSD also re-located previously recorded sites within the corridor in the vicinity of towers or access roads to verify site locations and boundaries. This report pertains to the portions of the project area on TNF and private land between the Silver King Substation and the TNF boundary. A separate report for portions of the project area on State Trust and private land west of the TNF boundary will be submitted to the Arizona State Land Department. This report was revised in February 2009. The original report was dated April 2008.

To add the new conductors, SRP will need to re-open some of the original access roads and the selected wire, puller, sleeving, and anchor sites used during the original 1978 line construction. The existing transmission line corridor across State Trust Land administered by the Arizona State Land Department (ASLD) and private lands has been previously surveyed for cultural resources (a corridor measuring 70 ft south and 220 ft north of the existing 230kV line and including the 500kV line) and was not re-surveyed for this project (Antineau 1977; Van Nimwegen 1991). SRP requested that Logan Simpson Design Inc. (LSD) perform a Class III cultural resources of a 50-foot-wide corridor centered on each of the access roads leading to the corridor that may need to be physically altered to allow equipment to approach the project area. Twelve segments of access roads, as well as puller, wire, and anchor sites located outside the corridor were surveyed, totaling approximately 3.6 miles (22.1 acres). LSD also re-located previously recorded sites within the corridor in the vicinity of towers or access roads to verify site locations and boundaries.

Logan Simpson Design (LSD) conducted archaeological monitoring at the request of SRP during the demolition and replacement of the Combined building at Bartlett Dam, Maricopa County, Arizona. The building is located within AZ U:2:107 (ASM)/Middendrum site, a late Pioneer-Colonial period habitation site. Because dark midden deposits extending up to and beneath the Combined building were identified during previous archaeological investigations at AZ U:2:107 (ASM)/Middendrum site, there was the potential to encounter burials in the area. Therefore, SRP requested that LSD monitor the demolition and any new ground disturbance for the presence of prehistoric human remains

The Salt River Project (SRP) has acquired the C.C. Cragin (formerly Blue Ridge) project from the Phelps Dodge Corporation, which originally built the project in 1965. The C.C. Cragin project consists of a number of facilities, including a dam and reservoir, diversion tunnel and pump shaft, pumping plant, priming reservoir, pipeline, electrical transmission line, surge tank, and a power plant. SRP requested a Class III cultural resources survey of these facilities in advance of future operation, maintenance, and repair needs for the Cragin facilities. SWCA also surveyed several existing roads near the C.C. Cragin project in case SRP decides to use these in the future as access routes to the project area. This report is a revised draft.

On July 5, 2006, archaeologist Travis Bone completed an archaeological survey of the SRP Pinto Creek Access Roads & Top Wire Replacement project on the Globe Ranger District of the Tonto National Forest. The project area includes the complete transmission line between the Silver King and Miami substations. Time spent on this project included 5 hours of fieldwork, 12 hours of report preparation and 2 hours of administration by the Forest Archaeological Staff. Vehicle use totaled 180 miles.

AR-03-12-01-237 is a historic to modern site thought by locals to be the location of a Civilian Conservation Corps (CCC) camp related to construction of the Chamberlain Trail. Work conducted during this testing program revealed that the site is related to early twentieth century ranching. Since the 1950s or 1960s, this area has been a favored recreational camping spot—a function that continues to this day. No evidence of a CCC camp was identified at AR-03-12-01-237 and archival research places the Chamberlain Trail CCC camp approximately two miles north, in Gordon Canyon. Shallow subsurface deposits and a lack of cultural features characterize the three prehistoric sites. Subsurface artifacts from AR-03-12-01-930, 931, and 932 are similar to the surface assemblages documented during the original site recordings. The artifact assemblages from these sites are typical of other small sites in the region. They did not yield any information that is considered significant to regional prehistory. AR-03-12-01-237 cannot be associated with the CCC and is recommended as ineligible for inclusion in the NRHP. AR-03-12-01-930, 931, and 932 have not yielded significant information of prehistoric use of the sub-Mogollon Rim region. Further investigations at these sites are unlikely to yield significant information on the region’s prehistoric past. These three prehistoric sites are recommended as ineligible for inclusion in the NRHP. Based on these findings, it does not appear that the proposed campground improvements at Haigler Creek will have an adverse effect on AR-03-12-01-237, 930, 931, and 932. SWCA does not recommend any further archaeological work for this project.

Salt River Project (SRP) maintains the 500-kilovolt (kV) Coronado to Silverking transmission line that traverses the Tonto National Forest (TNF), Gila County, Arizona. To control encroaching vegetation, SRP plans to employ the use of a Slashbuster® - a brush cutting and mulching device mounted onto heavy excavating equipment. The proposed action, which has the potential to impose adverse impacts upon cultural resources, requires permitting from TNF and, as such, is an undertaking subject to Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended. Accordingly, SRP requested that EcoPlan Associates, Inc. (EcoPlan) conduct a cultural resource investigation in advance of the project. The survey was carried out under Special Use Permit MES290, issued to EcoPlan by TNF. This survey report was prepared to provide documentation of the cultural resources identified within the project area for SRP submittal to TNF. We assume that, per the terms of the Region 3 First Amended Programmatic Agreement Regarding Historic Property Protection and Responsibilities, TNF will provide the State Historic Preservation Office (SHPO) documentation of this survey report in its annual listing of undertakings for which TNF recognized findings of "no historic properties affected."

Desert Archaeology, Inc., under contract to Salt River Project (SRP) Agricultural Improvement and Power District, has completed archaeological monitoring of excavations along the northern bank of the Salt River at the eastern end of Theodore Roosevelt Lake. The excavations were undertaken as part of the construction of riparian habitat in the Meddler Point area. Archaeological monitoring of these excavations was conducted for the purpose of compliance under Section 106 of the National Historic Preservation Act. William H. Doelle, Ph.D., of Desert Archaeology, Inc., served as Principal Investigator for the project. Joshua Watts and Gregson Schachner of Desert Archaeology, completed the archaeological monitoring in 15 person-days between 29 December 2003 and 15 January 2004, working under the authority of U.S. Department of the Interior Federal Archaeological Permit No. 03-2003. Although numerous archaeological sites have been documented in the immediate vicinity of the project area, no cultural remains were encountered during the excavation work.

Under contract to the Salt River Project (SRP) Northland Research, Inc. (Northland) has completed a Class I. cultural resources overview of 240 acres and an associated 10-mile easement across land administered by Coconino and Tonto National Forests. The purpose of the overview was to identify known cultural resources in and around a portion of the Blue Ridge Reservoir, as well as a related pipeline and transmission line. The overview resulted in the identification of 18 archaeological sites, only one of which was considered eligible for entry to the AZ/NRHP. The remaining sites do not appear to have been evaluated. A brief description of the sites is provided where there is sufficient or unique information available. Based on the presence of cultural resources in the vicinity and the extant records, Northland recommends that a pedestrian survey be conducted of the project area.

State Route 260 (SR 260) from Payson to Heber, Arizona, is being realigned and improved by the Arizona Department of Transportation (ADOT). This includes construction of 45.8 mi of highway between mileposts (MP) 256.2 and 302. Archaeological sites are found in only the western 22 mi of highway below the Mogollon Rim, on Tonto National Forest (TNF) and private land. Construction below the Mogollon Rim is being staged in six segments. From west-to-east, these segments are: Lion Springs, Preacher Canyon, Little Green Valley, Kohls Ranch, Doubtful Canyon, and Christopher Creek. Archaeological data recovery has been completed for the Preacher Canyon (Herr, Stein, and Cook 2000) and the Christopher Creek segments (Herr and Stein 2000). Work associated with the highway improvement includes campground construction, or modification, by the TNF. Archaeological data recovery at Sharp Creek campground, in the vicinity of the Christopher Creek construction segment, has also been completed. Testing has been completed in both the Kohls Ranch (Herr and Stein 2001) and the Little Green Valley sections (Herr 2002c, 2002d). Data recovery is ongoing in Little Green Valley. Most of the data recovery had been completed in the Kohls Ranch segment (Herr and Stein 2002). This report presents the results of testing of remaining sites in the Kohls Ranch section. As described in this report, testing was conducted at the five sites in the Kohls Ranch segment. Four sites are artifact scatters, and one site has an artifact scatter and historic-period features. Two of the artifact scatters contain ceramics, flaked stone, and ground stone; the other two contain only flaked stone. The multicomponent site has an early twentieth century corral and associated features, on top of a flaked stone scatter. All sites were identified, by the survey, as potentially eligible for inclusion in the National Register of Historic Places (NRHP). These testing phase investigations have determined that all five sites meet eligibility requirements of the NRHP under Criterion D. This report includes an introduction to the project area and past work (Chapter 1), a summary of methods and the results of archaeological testing (Chapter 2) within this second Kohls Ranch segment, and significance assessments and recommendations (Chapter 3). The primary goals of the testing program were to: (1) define the nature, extent, and condition of the archaeological remains; (2) determine, through this assessment, whether the sites were eligible for inclusion in the NRHP; and (3) assess whether the archaeological remains would address the research themes proposed in the project treatment plan (Herr 1999).

The Flood Control District of Maricopa County has contracted separately for the production of a comprehensive plan that will eventually recommend alternatives for resolving certain hazardous flood control situations that presently exist in south-central Arizona. To assist in the development of that Adobe Dam-Desert Hills Area Drainage Master Plan, Scientific Archeological Services has just completed an assessment of all archeological sites known to occur in the resulting project area. This archeological assessment project has been sponsored solely by the Flood Control District itself. The concerned AD-DH ADMP project area is actually composed of 16 different parcels that range from 21 acres to 650 acres and total 2,781 acres, or 4.35 square miles. Those parcels occur in northern Phoenix and in unincorporated parts of the community of Desert Hills and the town of New River in northern Maricopa County, Arizona. Further, they are all indicated on five different 7.5’ quadrangle maps that the U. S. Geological Survey has officially designated as Biscuit Flat, Daisy Mountain, Hedgpeth Hills, New River SE, and Union Hills, Arizona. The three major drainages of this composite area include those of Desert Hills Wash, Apache Wash, and especially Skunk Creek. No fieldwork was ever performed during this assessment project. Thus, archival research has been the exclusive means for obtaining project data, and it has involved both literature searches and site record checks. Together, they reveal that 33 cultural resource investigations have previously been completed across the AD-DH ADMP project area. They are four different types that began in 1893 and have continued until 2001. Significantly, 25 of those archival projects are professional archeological field surveys that result in having intensively examined 781 acres, or 28 percent, of the concerned project area itself. Fifteen archeological sites are currently known to have been variously recorded in or immediately adjacent to the 16 project parcels. Only five of them have been formally recorded by archeologists, however. The other 10 are informal sites that were simply found and mapped, by GLO surveyors. Four of the 15 project sites (AZ T:4:132, 163, 190, and 210 ASM) date to the prehistoric past and represent two important activity patterns: habitation and natural resource exploitation. They are mainly Hohokam Indian sites, but one may date to the earlier Archaic period. The other 11 sites are historic properties that include AZ T:4:187 ASM and several undesignated dirt roads that also represent two cultural themes: vehicle transportation and residential living. All but one of them date to the Arizona Statehood phase of 1912-1953. The exception was used during Territorial times of 1863-1912. Pertinent recommendations are advanced later for careful evaluation and possible inclusion in the concerned master plan. Among others, it is suggested that all County, State, and Federal archeological compliance guidelines should be followed during the design and implementation of all future AD-DH ADMP projects that could result in land disturbances. Such would require the intensive field survey of certain construction areas, an evaluation of possible subsurface features occurring at known archival sites there, and the recording and National Register significance evaluation of all newly found sites.

Desert Archaeology, Inc., under contract to Salt River Project (SRP), has completed archaeological monitoring of excavations along the northern and southern banks of the Salt River at the eastern end of Lake Roosevelt. The excavations were conducted to assess subsurface geological deposits in the Meddler Point locality. Archaeological monitoring of these test excavations was requested by the Bureau of Reclamation (BOR) and the Arizona State Historic Preservation Office (SHPO) due to the potential for encountering cultural remains in the project area. Tiffany Clark and Joshua Watts of Desert Archaeology, Inc., completed the archaeological monitoring in six person-days between 19 and 21 December 2001, working under the authority of U.S. Department of the Interior Federal Archaeological Permit No. 01-03 and a U.S. Department of Agriculture Forest Service Special Use Permit. Although numerous archaeological sites have been documented in the immediate vicinity of the project area, no cultural remains were encountered during the test excavations.

Test excavations were conducted at six sites to determine their National Register eligibility, prior to a land exchange. Three of the sites, AR-03-12-04-1397/AZ 0:12:81 (ASM), AR-03 -12-04-1403/AZ 0:12:82 (ASM), and AR-03-12-04-1521/AZ 0:12:85 (ASM), demonstrated low overall artifact density, small site size and an absence of subsurface features, and are therefore recommended as ineligible for National Register consideration. AR-03-12-04-13 85/AZ 0:12:80 (ASM) and AR-03-12-04-1449/AZ 0:12:83 (ASM), demonstrated a moderate to high artifact density, high artifact diversity and medium to large site size. These sites are recommended as eligible for inclusion to the National Register. AR-03-12-04-1450/AZ 0:12:84 (ASM) evidenced a moderate artifact density and large site size. This site requires more research before its eligibility status can be determined. Further archaeological work is recommended for sites 1385/80, 1449/83 and 1450/84 prior to executing this land exchange. No further work is recommended for sites 1397/81, 1403/82 and 1521/85.

Salt River Project (SRP) is planning to install fiber optic communication on the Goldfield to Silver King 230 kV transmission line system on the Mesa and Globe Ranger districts in Pinal County, Arizona. The project will entail replacing a static line with a combination static-fiber optic line. This will require a wire trailer/puller and crane to be positioned near certain towers for wire pulling. Both pieces of equipment are rubber-tired to minimize ground disturbance. SWCA was contracted to record and evaluate three sites within the Silver King power line right-of-way. Two of the sites had originally been discovered during surveys in the 1970s. A third site was discovered by Richard Anduze, archaeologist for the Salt River Project. SWCA, Inc. was requested to evaluate and re-record the three sites by Salt River Project. The field work was done under a general permit with the Tonto National Forest (TQN34). Richard Anduze provided the information on the site artifacts for AR-03-12-03-117 and AR-G3-12-02-1264. Two of the sites have been recorded by previous surveys. One site (AR-03-12-03-117) was originally recorded by Stone in 1977 for the Whitlow Ranch Reservoir (Stone 1977). Another site (AR-03-12-02-148) had been recorded by the Museum of Northern Arizona during a survey of the power line (Yablon and Weaver 1981). The field work for this project was conducted on August 7 and 8, 2000. SWCA archaeologists Ronald F. Ryden and Matthew D. Peters conducted the field work, accompanied by Richard Anduze.

This report presents the results of an archaeological survey conducted by along two proposed access road segments in the Tonto National Forest, near Miami, Arizona. The survey was conducted at the request of the Salt River Project, prior to replacement of an existing power pole and construction of a proposed substation, which the road segments would access. The power line and substation facilities are associated with the proposed Carlota Mine, located northwest of the project area. The route of the powerline and a preliminary location of the substation had been previously surveyed (Mitchell 1994). Following relocation of the substation, a new site for the facility was surveyed (Stubing and Mitchell 1995). The two segments had a combined total of 1.7 acres. SWCA, Inc. conducted the survey under an Arizona Antiquities Act permit (97-03) and Special Use Permit with the Tonto National Forest (4306-02). No prehistoric or historic cultural materials or features were found within the project area. No further archaeological work is recommended.

This report discusses the results of archaeological data recovery conducted at eleven prehistoric sites within the proposed Carlota Copper Mine (Carlota). The project area is located west of Miami, Arizona, principally on lands managed by the U.S. Forest Service, Tonto National Forest. In order to comply with the appropriate federal legislation regarding the cultural resources within the project area, Carlota contracted with SWCA to conduct archaeological investigations. A series of archaeological studies and plans have been completed and written for the archaeological investigations (Ahlstrom, Euler, and Doak 1993; Goodman 1995; Mitchell and Zyniecki 1994; SWCA 1993). This is the third preliminary field report prepared as a result of data recovery efforts. Two others have reported on data recovery investigations at three prehistoric sites (Howell and Mitchell 1996) and eleven historic sites (Goodman and Greenwald 1996). This report is the fifth site description volume for the Roosevelt Platform Mound Study and describes archaeological investigations at Cline Terrace Mound. Cline Terrace Mound is part of the Cline Terrace Complex, which is located at the northwestern end of the Tonto Basin, along the eastern bank of Tonto Creek. Cline Terrace Mound is the largest site in the complex and is located in its middle, with many other sites in the areas to the northwest and southeast along Tonto Creek. The smaller sites in the Cline Terrace Complex are described in Volume 9 of the Roosevelt Platform Mound Study, "Salado Settlements on Tonto Creek, Roosevelt Platform Mound Study, Report on the Cline Mesa Sites, Cline Terrace Complex."

This report describes the archaeological investigations and results for studies of sites on Schoolhouse Point Mesa, a large geographic unit naturally bounded by the Salt River on its northern end and by major washes on its eastern and western sides (see Figure 1.1). Although people living on the mesa may have interacted with people living on the other side of major washes or rivers, the ease of interaction among people living on the mesa would have made them relatively more interdependent. The concentration of sites on the northern end of the mesa, each within easy walking distance of the others, is evidence of the likely interaction among the inhabitants of those sites. This volume focuses on Schoolhouse Point Mesa, these sites were part of an extensive settlement on the southern bank of the Salt River. A portion of this area that includes large sites (such as platform mounds) and smaller sites (such as compounds and field houses) was a part of the Roosevelt Platform Mound Study (RPMS) called the Pinto Creek Complex (see Figure 1.2).

This report describes the archaeological investigation, history, and characteristics of the Schoolhouse Point Mound site, part of the Pinto Creek Complex and the Schoolhouse Management Group. The Schoolhouse Point Mound (U:8:24/13a) is a large site with complex stratigraphy. The investigation of it reported here was intensive. The Schoolhouse Point Mound is immediately above the floodplain of the Salt River, on a mesa situated where the river makes a sweeping bend. It is also at the point where Pinto Creek meets the Salt River. This location gave the village inhabitants easy access to fields on terraces immediately below, yet the location was high enough to be protected from flooding. Just as the elevated position of the site allowed residents to scan their fields on the river terraces below, the rooms built on platforms allowed their occupants to keep watch over the stored surplus food. The mound (eventually recorded as U:8:24/13a) was a conspicuous feature on the landscape, and written records and a map of the Schoolhouse Point Mound are part of the first documentation of prehistoric sites in the Tonto Basin during the late 1800s. The Schoolhouse Point Mound site was a village that was occupied for more than 100 years, during which it grew in size. In the Tonto Basin, where most settlements were small villages that were occupied more briefly, the long-term occupation of Schoolhouse Point Mound reflects unusual stability. This village also differed in having many rooms built on earthen platforms, making it a kind of platform mound. Another distinctive characteristic of the site is that its earthen platforms began to be constructed after most Tonto Basin platform mounds and other neighboring villages were abandoned. Because it is likely people from surrounding settlements came to live at Schoolhouse Point, population aggregation is responsible for the larger size and perhaps the unusual configuration of the site. Thus, population aggregation and settlement stability are the conditions under which this platform mound developed. We do not know exactly why a village was first established at the site that became Schoolhouse Point Mound, but we do know that it was settled initially by a few families. By the time it was abandoned, it had become a large village with rooms that may have. been residences built on platforms as well as at ground level. Other rooms, filled with large storage vessels and granaries, probably served as storehouses. Storage facilities for surplus food existed at many settlements in the Tonto Basin, but the magnitude of storage and the manner in which stored surplus was protected at the Schoolhouse Point Mound was unusual.

Between April 15 and June 14, 1993, Archaeological Research Services, Inc. performed a cultural resources survey of State Route 88 (the Apache Trail). The right-of-way varies from 66 to 200 feet, but construction as-builts were not available. Therefore, the Arizona Department of Transportation requested that a 200 foot wide right-of-way be surveyed for the entire project length unless clearly marked property boundaries or other right-of-way indications were present. The 17.5 mile long survey corridor crosses lands owned by the Arizona Department of Transportation, and sections of Arizona Department of Transportation right-of-way across Bureau of Land Management lands. That segment of State Route 88 on Tonto National Forest lands was constructed through the provisions of a Special Use Permit issued to the Arizona Department of Transportation by Tonto National Forest. The survey was conducted under the conditions and authority of a Tonto National Forest special use permit issued to Archaeological Research Services, Inc. on 2/17/93, Arizona State Museum general permit number 93-11, and Bureau of Land Management permit number AZ-000054 issued 10/13/90 (fieldwork authorization number PDO-93-5, 3/23/93). The project area encompasses approximately 424.24 acres, of which approximately, 371.21 were actually surveyed when the existing paved surface of State Route 88 is excluded. The Arizona Department of Transportation requested the survey (Arizona Department of Transportation Project No. STP-952-4(1), Tracs PN 195 H3275 01C) in anticipation of a proposed pavement preservation project. Archaeological Research Services performed a Class III (Intensive Field Inventory) survey in order to locate and record any cultural resources that could be disturbed as a result of the proposed undertaking. This study provides descriptions and National Register eligibility evaluations for cultural resources encountered during the survey. As a result of the survey, 22 archaeological sites (4 previously recorded, 18 newly recorded) and 49 isolated artifact occurrences or cultural features were recorded (or rerecorded or relocated). This is the second revision of this document, with earlier versions completed 29 June 1993 and 15 November 1994.

This report details the findings of a cultural resources survey of approximately 6.7 acres of land within the Tonto National Forest, west of Globe, Arizona. The survey was conducted at the request of the Carlota Copper Company, through Faverty and Associates, and the Salt River Project (SRP), prior to construction of an electrical substation on the parcel of land. Carlota is proposing to begin a new mine south of the existing Pinto Valley mine and west of Highway 60, located on Tonto National Forest land and these facilities will be associated with the proposed mine. The substation was originally to be located on a parcel of land that was immediately east of the project area. SWCA, Inc. had conducted a survey of the original substation location and the associated powerline (Mitchell 1994), and had found no cultural materials in either area. The present survey was done under a blanket Arizona Antiquities Act (95-20). No cultural materials were found, and no further archaeological work is recommended for the project area.

From 1991 to 1994, Tonto National Forest (TNF) and SWCA., Inc., Environmental Consultants conducted four cultural resource surveys near Globe, Arizona for Guzman Construction in preparation for a proposed land exchange involving TNF-administered lands. This document summarizes the findings of that series of surveys. Specifically, it compiles data presented in three survey reports prepared by SWCA (Ahlstrom 1993, 1994; Ahlstrom and Euler 1991; SWCA 1992). The surveys described in these reports covered a study area totaling 364 acres (Figure 1). Guzman Construction is currently pursuing a land exchange with TNF that involves a portion of this study area.

The Roosevelt Community Development Study (RCD) involved the testing and excavation of 27 sites in the Lower Tonto Basin of central Arizona. This is one of three related data recovery projects undertaken in the Tonto Basin for the Bureau of Reclamation prior to the raising of the Roosevelt Lake dam. The results of the RCD project are presented in four Anthropological Papers of the Center for Desert Archaeology: Anthropological Papers No. 12 is the research design; Anthropological Papers No. 13 (two volumes) contains background information and the site descriptions; Anthropological Papers No. 14 (three volumes) includes the artifact and environmental analyses; and Anthropological Papers No. 15 presents the synthesis and conclusions. The project was situated within the Tonto National Forest and covered a four-mile, continuous area along the north bank of the Salt River. Sites within the project area exhibited a great range of functional, temporal, and, possibly, cultural diversity. These included two sites with platform mounds (the Meddler Point and Pyramid Point sites); a 10Q-room masonry pueblo (the Griffin Wash site); smaller masonry compounds (e.g., the Porcupine site); and pithouse hamlets and farmsteads (e.g., the Hedge Apple and Eagle Ridge sites). Temporal components ranged from the Early Ceramic period (A.D. 100-600), at Locus B of the Eagle Ridge site, through the Roosevelt phase (A.D. 1250-1350) of the Classic period. The Early Ceramic component of the Eagle Ridge site is now the earliest documented ceramic period site in the Tonto Basin and provides definitive evidence for an indigenous ceramic-using population. The project area was inhabited most intensively during the Roosevelt phase, when platform mounds, pueblo room blocks, and small masonry compounds were occupied. Architectural and artifact variability suggest the presence of several different cultural groups co-residing in the Tonto Basin at this time, and migration is believed to have been a significant process in Tonto Basin prehistory. The RCD project area was largely abandoned by A.D. 1325, prior to the large-scale aggregation that occurred during the Gila phase; very few Gila Polychrome sherds were recovered from project area sites. The mandate of the RCD project, as spedfied by the Bureau of Reclamation, was to investigate the temporal and developmental sequence of the prehistoric populations within this area. To meet these goals, six sites were intensively examined through full-scale excavation, and an extensive data set was gathered from the remaining 21 sites. The three volumes in Anthropological Papers No. 14 contain the artifact and environmental analyses. More than 150,000 artifacts were recovered from the RCD excavations. This volume (Volume 3) presents the paleobotanical and osteological data. Included are analyses of the pollen (Chapter 18), flotation (Chapter 19), faunal (Chapter 20), and mortuary (Chapter 21) assemblages. Data from the subsistence analyses are combined and synthesized in Chapter 22. Volume 1 of Anthropological Papers No. 14 presents the analyses of the chipped stone, ground stone, jewelry and personal ornament, and shell assemblages. The ceramic artifact assemblage is examined in Volume 2 More spedfic information on the individual sites and the project background can be found in Anthropological Papers No. 13. Anthropological Papers No. 15 integrates and synthesizes these data to provide a more inclusive view of the prehistoric occupation of the RCD project area and the Tonto Basin.

The Carlota Copper Company, through Faverty and Associates, and the Salt River Project, requested that SWCA, Inc. conduct an archaeological examination of two areas for a proposed electrical substation and an associated powerline corridor. Carlota is proposing to begin a new mine south of the existing Pinto Valley mine and west of Highway 60, located on Tonto National Forest land and these facilities will be associated with the proposed mine. The project area was examined for the presence of cultural resources and none were found. No further archaeological work is recommended for the project area. The proposed SRP substation consists of an approximately four and a half acre parcel along the south side of the Pinto Valley Mine access road. The parcel is a few hundred feet southeast of the Cottonwood Tailings Pond. A corridor was also surveyed along the existing access road. A 200 foot wide corridor was examined, 100 feet on either side of the centerline, for a total of approximately 32 acres. Much of the area within the powerline corridor had been disturbed by the existing road or the Cottonwood Tailings Pond.
