The purpose of this study was to explore whether a relationship exists between the rates of state-level developmental screening by a health care provider and state-level provision of Individuals with Disabilities Education Act, Part C (IDEA Part C) early intervention services. This is an important first step in determining whether states have the capacity to deal with a potential influx of newly identified children. This analysis compared screening rates from the 2016 National Survey of Children's Health with service rates from the Department of Education's 2016 IDEA Part C data. There was no significant relationship between rates of screening by a health care provider and receipt of IDEA Part C services (r = 0.13, p = 0.366). Those who identified as White were screened and provided with IDEA services at a higher percentage than non-White (r = 0.80, p < 0.001). There was a significant relationship between region and receipt of IDEA Part C services, F(3) = 8.14, p < 0.001, with the Northeast region (M = 4.95, SD = 1.85) having higher percent served via IDEA Part C services. Results indicate no relationship between state levels of screening by a health care provider and receipt of IDEA Part C services. Efforts to increase developmental screening may require strategies to ensure adequate service access.

Because of the high cost, venue-based probability sampling of young men who have sex with men (YMSM) is largely inaccessible to social researchers. The aim of this study is to compare the feasibility of implementing geosocial networking application-based (GSNA) and venue-based probability sampling of young men who have sex with men. A cross-sectional survey conducted in Los Angeles in 2017 and 2018 recruited 124 YMSM using both methods. We compared costs and hours of work for each method. Per participant, GSNA-based methods cost approximately 157 USD compared to 383 USD for the venue-based methods. For sample sizes up to 1,000, venue-based methods cost over two times more than GSNA-based methods. Findings indicate that research teams with limited resources may be able to implement probability-based recruitment by using GSNA. By lowering the cost of research and maintaining probability-based methodological rigor, GSNAs can increase the amount of social research with YMSM.

Child abuse and neglect (CAN) is a significant and growing public health problem, yet public health approaches to eliminating CAN have not been widely embraced in the United States or in social work education. Public health approaches require a large multidisciplinary infrastructure to scale evidence-based primary prevention strategies through multiple systems. The rapid growth in the workforce projected for the next decade, combined with the increasing ubiquity of social workers across family-serving systems, position social work to be a key mechanism to implement public health approaches to CAN prevention. This article presents a rationale for expanding CAN training in social work education. We then describe the Social Work in Health Impact Model (SWHIM), an orientation to social work practice that underscores the importance of prevention and population health, and subsequently apply the SWHIM to the problem of CAN. The SWHIM suggests that social work's multilevel capacities can be enhanced, not by abandoning clinical practice but by infusing wide-lens approaches, harnessing the power of prevention, linking practice across levels, and addressing the social determinants of health. The article concludes with recommendations for U.S.-based social work education and training in CAN prevention.

Emerging research suggests an association between exposure to violence, specifically indirect forms, and substance use among youth involved in the child welfare (CW) system. However, this has only been recently and tentatively explored. This study examined the associations among various forms of indirect violence exposure and substance use among subgroups of youth involved in the CW system. The analytic sample consisted of participants (aged 11 years or older) in the baseline year of the second National Survey of Child and Adolescent Well-Being (2008-2012), including youth and their caregivers. Latent class analysis was used to examine associations among distinct forms of indirect violence exposure and substance use and the potential identification of unique at-risk groups. Models for the overall sample suggested two classes of at-risk youth, with the higher-risk class having higher probabilities of alcohol, marijuana, and hard drug use, which coincided with higher probabilities of exposure to arrests, stealing, drug deals, and weapon use. However, stratified models suggested unique results for youth aged 13-14 and 15-17, suggesting that the confluence of these risks appears to differ developmentally. The present study addresses gaps in the literature related to theory development for young men who have sex with men (YMSM) sexual practices through the application and modification of Social Action Theory. Data come from the Healthy Young Men study (N = 526), which longitudinally tracked a diverse cohort of YMSM ages 18-24 to characterize risk and protective factors associated with drug use and sexual practices. Structural equation modeling examined the applicability of, and any necessary modifications to a YMSM-focused version of Social Action Theory. The final model displayed excellent fit (CFI = 0.955, TLI = 0.947, RMSEA = 0.037) and suggested concordance between social support and personal capacity for sexual health promotion. The field of social work does not currently have a widely adopted method for expediting innovations into micro- or macropractice. Although it is common in fields such as engineering and business to have formal processes for accelerating scientific advances into consumer markets, few comparable mechanisms exist in the social sciences or social services. Given that beta testing is successfully used to scale innovation in business and engineering, why is there no method for beta testing in social work? Could this be the reason that innovations in social work practice remain decades behind scientific research findings? This article explores reasons for the scarcity of options for scaling innovation in the field of social work and proposes a method for shortening development cycles for social work innovations to ensure that advances reach consumers--and ultimately improve their lives--more quickly.

Social innovation is defined by novelty and improvement. This definition requires social work practice to be more effective or efficient than preexisting alternatives. Practice innovation is accomplished by leveraging technical, social, and economic factors to generate novel interventions, diffusion or adoption of the interventions into broader use, and identification of the value created by the new approaches or processes. Innovation in social work practice is fundamentally hindered by the foundational trifecta on which the profession is built: (a) the structure of social work education, (b) diffusely focused professional organizations, and (c) siloed professional environments. This article explores the elements of social work education, professional organizations, and practice environments that impede innovation and offers recommendations for changes in each sector that can facilitate innovation.

African-American young men who have sex with men and transgender persons are at elevated risk for HIV infection. House and Ball communities, networks of mostly African-American gay, bisexual, and transgender individuals who compete in modeling and dance, represent a prime venue for HIV prevention with these difficult-to-reach populations; however, little research exists on effective approaches to HIV prevention within these communities. Using a mixed-methods approach, the present study sought to document participation in HIV prevention activities of a sample from the Los Angeles House and Ball communities (n = 263) in order to inform future service development. While 80% of participants were tested for HIV within the past 6 months, only 26% report HIV prevention program attendance. House leaders recommend a holistic approach to HIV prevention, one that incorporates attention to social problems beyond HIV, including poverty, housing difficulties, and lack of job training.

Young men who have sex with men (YMSM) have higher rates of cigarette smoking than their heterosexual counterparts, yet few studies have examined factors associated with cigarette smoking among YMSM. The present study sought to understand how different types of gay community connection (i.e., gay community identification and involvement, gay bar or club attendance) were associated with smoking among YMSM recruited through venue-based sampling in Los Angeles, California (N = 526). Structural equation modeling was used to isolate direct and indirect effects of gay community connection on smoking through cognitive and psychological mediators (i.e., psychological distress, health values, internalized homophobia). Findings indicate YMSM cigarette smoking prevention and intervention must be tailored to address the direct and indirect influences of the gay community. (Contains 2 tables and 1 figure.)

Utilising telepractice videoconferencing technology to offer home visitation services has the potential to provide access and parenting support through a high‐tech and high‐touch service delivery option. Families can receive evidence‐based, family support intervention from their home via videoconferencing technology, removing the need for the provider to be physically in the home. While the expansion of telehealth and telepractice services for families is essential for meeting the needs of both parents and their children, well‐documented engagement barriers to digital health/computer‐mediated interventions exist across treatment modalities and technology platforms. Semi‐structured interviews with 15 providers were conducted and analysed to identify engagement strategies utilised to sustain families in a home visitation model offered through live videoconferencing technology on a telehealth platform. Analysis revealed four themes that were deemed essential for successfully attracting and maintaining families in a telepractice‐based home visitation programme: (a) engagement strategies to encourage families to participate; (b) clinical skills used within sessions; (c) articulation of benefits to the family; and (d) exploration of rationale for ending services. This study was able to identify strategies for engagement and sustained involvement of families in telehealth‐based home visitation. COVID‐19 has disrupted many of the preventive service sectors designed to promote infant mental health. The purpose of this study is to examine provider and supervisor transition strategies as well as maternal‐child outcomes during the transition from in‐person to virtual early childhood home visitation services in Los Angeles County. Los Angeles County is one of the largest home visitation sectors in the U.S. and disproportionately impacted by the COVID‐19 pandemic. Transitioning from in‐person to virtual home visitation was an important step in ensuring the continuity of infant mental health services. Home visitors reported relative ease in transitioning to virtual services themselves but noted that families encountered greater difficulty. The most helpful strategies to support this transition included training, ongoing reflective supervision, and provision of technology. Family level analysis revealed that positive screening rates for anxiety and depression decreased during the pandemic as did referrals for most support services. These findings likely highlight challenges in delivering virtual home visitation. Understanding how transitions in a key infant serving sector were managed serves an important role in forecasting for the future and preparing for future public heath emergencies.
