The main objective of this Report is to formulate the general theoretical framework of electromagnetic scattering by discrete random media rooted in the Maxwell-Lorentz electromagnetics and discuss its immediate analytical and numerical consequences. Starting from the microscopic Maxwell-Lorentz equations, we trace the development of the first-principles formalism enabling accurate calculations of monochromatic and quasi-monochromatic scattering by static and randomly varying multiparticle groups. We illustrate how this general framework can be coupled with state-of-the-art computer solvers of the Maxwell equations and applied to direct modeling of electromagnetic scattering by representative random multi-particle groups with arbitrary packing densities. This first-principles modeling yields general physical insights unavailable with phenomenological approaches. We discuss how the first-order-scattering approximation, the radiative transfer theory, and the theory of weak localization of electromagnetic waves can be derived as immediate corollaries of the Maxwell equations for very specific and well-defined kinds of particulate medium. These recent developments confirm the mesoscopic origin of the radiative transfer, weak localization, and effective-medium regimes and help evaluate the numerical accuracy of widely used approximate modeling methodologies., Comment: Review paper

Polarimetry is one of the most promising types of remote sensing for improved characterization of atmospheric aerosol. Indeed, aerosol particles constitute a highly variable atmospheric component characterized by a large number of parameters describing particle sizes, morphologies (including shape and internal structure), absorption and scattering properties, amounts, horizontal and vertical distribution, etc. Reliable monitoring of all these parameters is very challenging, and therefore the aerosol effects on climate and environment are considered to be among the most uncertain factors in climate and environmental research. In this regard, observations that provide both the angular distribution of the scattered atmospheric radiation as well as its polarization state at multiple wavelengths covering the UV–SWIR spectral range carry substantial implicit information on the atmospheric composition. Therefore, high expectations in improving aerosol characterization are associated with detailed passive photopolarimetric observations. The critical need to use space-borne polarimetry for global accurate monitoring of detailed aerosol properties was first articulated in the late 1980s and early 1990s. By now, several orbital instruments have already provided polarization observations from space, and a number of advanced missions are scheduled for launch in the coming years by international and national space agencies. The first and most extensive record of polarimetric imagery was provided by POLDER-I, POLDER-II, and POLDER/PARASOL multi-angle multi-spectral polarization sensors. Polarimetric observations with the POLDER-like design intended for collecting extensive multi-angular multi-spectral measurements will be provided by several instruments, such as the MAI/TG-2, CAPI/TanSat, and DPC/GF-5 sensors recently launched by the Chinese Space Agency. Instruments such as the 3MI/MetOp-SG, MAIA, SpexOne and HARP2 on PACE, POSP, SMAC, PCF, DPC–Lidar, ScanPol and MSIP/Aerosol-UA, MAP/Copernicus CO2 Monitoring, etc. are planned to be launched by different space agencies in the coming decade. The concepts of these future instruments, their technical designs, and the accompanying algorithm development have been tested intensively and analyzed using diverse airborne prototypes. Certain polarimetric capabilities have also been implemented in such satellite sensors as GOME-2/MetOp and SGLI/GCOM-C.

The imperative to quantify the Earths electromagnetic-energy budget with an extremely high accuracy has been widely recognized but has never been formulated in the framework of fundamental physics. In this paper we give a first-principles definition of the planetary electromagnetic-energy budget using the Poynting- vector formalism and discuss how it can, in principle, be measured. Our derivation is based on an absolute minimum of theoretical assumptions, is free of outdated notions of phenomenological radiometry, and naturally leads to the conceptual formulation of an instrument called the double hemispherical cavity radiometer (DHCR). The practical measurement of the planetary energy budget would require flying a constellation of several dozen planet-orbiting satellites hosting identical well-calibrated DHCRs.

Following Keller(Proc Symp Appl Math 1962;13:227:46), we classify all theoretical treatments of electromagnetic scattering by a morphologically complex object into first- principle (or "honest" in Keller s terminology) and phenomenological (or "dishonest") categories. This helps us identify, analyze, and dispel several profound misconceptions widespread in the discipline of electromagnetic scattering by solitary particles and discrete random media. Our goal is not to call for a complete renunciation of phenomenological approaches but rather to encourage a critical and careful evaluation of their actual origin, virtues, and limitations. In other words, we do not intend to deter creative thinking in terms of phenomenological short-cuts, but we do want to raise awareness when we stray (often for practical reasons) from the fundamentals. The main results and conclusions are illustrated by numerically-exact data based on direct numerical solutions of the macroscopic Maxwell equations.

We use the full duration of collocated pixel-level MODIS-Terra and MISR aerosol optical thickness (AOT) retrievals and level 2 cloud-screened quality-assured AERONET measurements to evaluate the likely individual MODIS and MISR retrieval accuracies globally over oceans and land. We show that the use of quality-assured MODIS AOTs as opposed to the use of all MODIS AOTs has little effect on the resulting accuracy. The MODIS and MISR relative standard deviations (RSTDs) with respect to AERONET are remarkably stable over the entire measurement record and reveal nearly identical overall AOT performances of MODIS and MISR over the entire suite of AERONET sites. This result is used to evaluate the likely pixel-level MODIS and MISR performances on the global basis with respect to the (unknown) actual AOTs. For this purpose, we use only fully compatible MISR and MODIS aerosol pixels. We conclude that the likely RSTDs for this subset of MODIS and MISR AOTs are 73% over land and 30% over oceans. The average RSTDs for the combined [AOT(MODIS)+AOT(MISR)]/2 pixel-level product are close to 66% and 27%, respectively, which allows us to recommend this simple blend as a better alternative to the original MODIS and MISR data. These accuracy estimates still do not represent the totality of MISR and quality-assured MODIS pixel-level AOTs since an unaccounted for and potentially significant source of errors is imperfect cloud screening. Furthermore, many collocated pixels for which one of the datasets reports a retrieval, whereas the other one does not may also be problematic.

Aerosols are generated and transformed by myriad processes operating across many spatial and temporal scales. Evaluation of climate models and their sensitivity to changes, such as in greenhouse gas abundances, requires quantifying natural and anthropogenic aerosol forcings and accounting for other critical factors, such as cloud feedbacks. High accuracy is required to provide sufficient sensitivity to perturbations, separate anthropogenic from natural influences, and develop confidence in inputs used to support policy decisions. Although many relevant data sources exist, the aerosol research community does not currently have the means to combine these diverse inputs into an integrated data set for maximum scientific benefit. Bridging observational gaps, adapting to evolving measurements, and establishing rigorous protocols for evaluating models are necessary, while simultaneously maintaining consistent, well understood accuracies. The Progressive Aerosol Retrieval and Assimilation Global Observing Network (PARAGON) concept represents a systematic, integrated approach to global aerosol Characterization, bringing together modern measurement and modeling techniques, geospatial statistics methodologies, and high-performance information technologies to provide the machinery necessary for achieving a comprehensive understanding of how aerosol physical, chemical, and radiative processes impact the Earth system. We outline a framework for integrating and interpreting observations and models and establishing an accurate, consistent and cohesive long-term data record.

Improved understanding of electromagnetic scattering by nonspherical particles is important to many science and engineering disciplines and was the subject of the Conference on Light Scattering by Nonspherical Particles: Theory, Measurements, and Applications. The conference was held 29 September-1 October 1998 at the Goddard Institute for Space Studies in New York City and brought together 115 participants from 18 countries. The main objective of the conference was to highlight and summarize the rapid advancements in the field, including numerical methods for computing the single and multiple scattering of electromagnetic radiation by nonspherical and heterogeneous particles, measurement approaches, knowledge of characteristic features in scattering patterns, retrieval and remote sensing techniques, nonspherical particle sizing, and various practical applications. The conference consisted of twelve oral and one poster sessions. The presentations were loosely grouped based on broad topical categories. In each of these categories invited review talks highlighted and summarized specific active areas of research. To ensure a high-quality conference, all abstracts submitted had been reviewed by members of the Scientific Organizing Committee for technical merit and content. The conference program was published in the June 1998 issue of the Bulletin of the American Meteorological Society and is available on the World Wide Web at http://www.giss.nasa.gov/-crmim/conference/program.html. Authors of accepted papers and review presentations contributed to a volume of preprints published by the American Meteorological Society' and distributed to participants at the conference.

We review the current status of Waterman's T-matrix approach which is one of the most powerful and widely used tools for accurately computing light scattering by nonspherical particles, both single and composite, based on directly solving Maxwell's equations. Specifically, we discuss the analytical method for computing orientationally-averaged light-scattering characteristics for ensembles of nonspherical particles, the methods for overcoming the numerical instability in calculating the T matrix for single nonspherical particles with large size parameters and/or extreme geometries, and the superposition approach for computing light scattering by composite/aggregated particles. Our discussion is accompanies by multiple numerical examples demonstrating the capabilities of the T-matrix approach and showing effects of nonsphericity of simple convex particles (spheroids) on light scattering.

Tropospheric aerosols have potential climate forcing roles through both the direct effect on solar radiation scattered and absorbed and the indirect effect as condensation nuclei for cloud particles. Present capabilities for characterizing the global aerosol climatology are limited by the existing satellite remote sensing measurements, making a quantitative determination of the climate forcing effects of aerosols rather difficult and uncertain. The Earth Observing Scanning Polarimeter (EOSP) instrument under consideration for Earth Observing System (EOS) mission platforms and for a proposed Climsat Earth Probe mission is intended to provide global mapping with multispectral photopolarimetry, which can be exploited for the more pronounced aerosol signature in the polarization of the scattered light as compared to the radiance. We describe the essential features and performance specifications of the EOSP instrument and discuss approaches for retrieving tropospheric aerosol properties from multispectral photopolarimetry.

The absorbing species responsible for the UV cloud features and pale yellow hue of the Venus clouds is presently suggested to be the carbon monoxide-polymer croconic acid, which strongly absorbs in the blue and near-UV. Laboratory absorption-coefficient measurements of a dilute solution of croconic acid in sulfuric acid are used as the bases of cloud-scattering models; the Venus planetary albedo's observed behavior in the blue and near-UV are noted to be qualitatively reproduced. Attention is given to a plausible croconic acid-production mechanism for the Venus cloudtop region.
