In this work, we present new data on the $^{197}$Au photoneutron reactions in and above the giant dipole resonance region, obtained by using 8 to 39~MeV quasi-monochromatic $\gamma$-ray beams produced at the NewSUBARU facility in Japan and a high-and-flat efficiency neutron detection system. We report absolute cross sections and mean photoneutron energies for the $^{197}$Au$(\gamma,\,inX)$ reactions with $i$~=~1 to 4. The photoabsorption cross section was obtained as the sum of the $(\gamma,\,inX)$ reaction cross sections. The giant dipole resonance parameter values were obtained by fitting the experimental photoabsorption cross sections. The present photoabsorption cross sections are in good agreement with the Saclay results of Veyssiere~\emph{et al.}. Thus, our study does not support the recommendation of Berman~\emph{et al.} of lowering the Saclay photoabsorption cross sections by 8$\%$. We observed a non-statistical high-energy neutron emission in the $(\gamma,\,n)$ reaction in the low-energy region between $S_n$ and 10~MeV. The radiative branching ratio of the Hoyle state is crucial to estimate the triple-$\alpha$ reaction rate in stellar environments at medium temperatures. Knowledge of the $\gamma$-decay channel is critical as this is the dominant radiative decay channel for the Hoyle state. A recent study by Kib\'edi et al. [Phys. Rev. Lett. 125, 182701 (2020)] has challenged our understanding of this astrophysically significant branching ratio and its constraints. The objective of this work was to perform a new measurement of the $\gamma$-decay branching ratio of the Hoyle state to deduce the radiative branching ratio of the Hoyle state. An additional objective was to independently verify aspects of the aforementioned measurement conducted by Kib\'edi et al. For the main experiment of this work, the Hoyle state was populated by the $^{12}\textrm{C}(p,p')$ reaction at 10.8 MeV at the Oslo Cyclotron Laboratory. The $\gamma$-decay branching ratio was deduced through triple-coincidence events, each consisting of a proton ejectile corresponding to the Hoyle state, and the subsequent $\gamma$-ray cascade. In the main experiment of this work, a $\gamma$-decay branching ratio of the Hoyle state of $\Gamma_{\gamma}/\Gamma=4.0(4)\times 10^{-4}$ was determined, yielding a corresponding radiative branching ratio of $\Gamma_{\textrm{rad}}/\Gamma=4.1(4) \times 10^{-4}$, which is in agreement with several recent studies, as well as the previously adopted ENSDF average of $\Gamma_{\textrm{rad}}/\Gamma=4.16(11)\times 10^{-4}$. Aspects of the analysis performed by Kib\'edi et al. were verified in this work and the source of discrepancy between the results of this work and that of Kib\'edi et al. could not be determined. Further independent and innovative studies for the radiative width of the Hoyle state will substantiate whether the discrepant result by Kib\'edi et al. should be excluded from future evaluations.

The $^{111,112,113}$Sn isotopes have been studied with ($p,d \gamma$), ($p,p^{\prime} \gamma$), and ($d,p \gamma$) reactions to extract the nuclear level densities (NLDs) and $\gamma$-ray strength functions (GSFs) of these nuclei below the neutron separation energy by means of the Oslo method. The experimental NLDs for all three nuclei demonstrate a trend compatible with the constant-temperature model below the neutron separation energy while also being in good agreement with the NLDs of neighboring Sn isotopes, obtained previously with the Oslo-type and neutron evaporation experiments. The extracted microcanonical entropies yield $\approx 1.5$ $k_B$ entropy of a valence neutron in both $^{111}$Sn and $^{113}$Sn. Moreover, the deduced microcanonical temperatures indeed suggest a clear constant-temperature behavior above $\approx$ 3 MeV in $^{111,113}$Sn and above $\approx$ 4.5 MeV in $^{112}$Sn. We observe signatures for the first broken neutron pairs between 2 and 4 MeV in all three nuclei. The GSFs obtained with the Oslo method are found to be in good agreement below the neutron threshold with the strengths of $^{112,114}$Sn extracted in the ($p,p^{\prime}$) Coulomb excitation experiments., Comment: 13 pages, 9 figures

Proton-$\gamma$ coincidences from $(\mathrm{d},\mathrm{p})$ reactions between a $^{66}\mathrm{Ni}$ beam and a deuterated polyethylene target have been analyzed with the inverse-Oslo method to find the nuclear level density (NLD) and $\gamma$-ray strength function ($\gamma$SF) of $^{67}\mathrm{Ni}$. The $^{66}\mathrm{Ni}(n,\gamma)$ capture cross section has been calculated using the Hauser-Feshbach model in TALYS using the measured NLD and $\gamma$SF as constraints. The results confirm that the $^{66}\mathrm{Ni}(n,\gamma)$ reaction acts as a bottleneck when relying on one-zone nucleosynthesis calculations. However, the impact of this reaction is strongly dampened in multi-zone models of low-metallicity AGB stars experiencing i-process nucleosynthesis., Comment: Submitted to Phys. Rev. C

Photoneutron emission cross sections were measured for $^{13}$C below $2n$ threshold using quasi-monochromatic $\gamma$-ray beams produced in laser Compton-scattering at the NewSUBARU synchrotron radiation facility. The data show fine structures in the low-energy tail of the giant-dipole resonance; the integrated strength of the fine structure below 18~MeV is intermediate among the past measurements with bremsstrahlung and the positron annihilation $\gamma$ rays. We compare the photoneutron emission data with the {\sf TALYS} statistical model calculation implemented with the simple modified Lorentzian model of $E1$ and $M1$ strengths. We also compare the total photoabsorption cross sections for $^{13}$C with the shell model and antisymmetrized molecular dynamics calculations as well as the statistical model calculation. We further investigate the consistency between the present photoneutron emission and the reverse $^{12}$C(n,$\gamma$) cross sections through their corresponding astrophysical rate.

In this work, we present new data on the $^{182,183,184}$W($\gamma,n$) cross sections, utilizing a quasi-monochromatic photon beam produced at the NewSUBARU synchrotron radiation facility. Further, we have extracted the nuclear level density and $\gamma$-ray strength function of $^{186}$W from data on the $^{186}$W($\alpha,\alpha^\prime\gamma$)$^{186}$W reaction measured at the Oslo Cyclotron Laboratory. Combining previous measurements on the $^{186}$W($\gamma,n$) cross section with our new $^{182,183,184}$W($\gamma,n$) and ($\alpha,\alpha^\prime\gamma$)$^{186}$W data sets, we have deduced the $^{186}$W $\gamma$-ray strength function in the range of $1 < E_\gamma < 6$ MeV and $7 < E_\gamma < 14$ MeV. Our data are used to extract the level density and $\gamma$-ray strength functions needed as input to the nuclear-reaction code \textsf{TALYS}, providing an indirect, experimental constraint for the $^{185}$W($n,\gamma$)$^{186}$W cross section and reaction rate. Compared to the recommended Maxwellian-averaged cross section (MACS) in the KADoNiS-1.0 data base, our results are on average lower for the relevant energy range $k_B T \in [5,100]$ keV, and we provide a smaller uncertainty for the MACS. The theoretical values of Bao \textit{et al.} and the cross section experimentally constrained on photoneutron data of Sonnabend \textit{et al.} are significantly higher than our result. The lower value by Mohr \textit{et al.} is in very good agreement with our deduced MACS. Our new results could have implications for the $s$-process and in particular the predicted $s$-process production of $^{186,187}$Os nuclei., Comment: 17 pages, 15 figures; to be submitted to Phys. Nuclear level densities (NLDs) and $\gamma$-ray strength functions (GSFs) of $^{120,124}$Sn have been extracted with the Oslo method from proton-$\gamma$ coincidences in the ($p,p^{\prime}\gamma)$ reaction. The functional forms of the GSFs and NLDs have been further constrained with the Shape method by studying primary $\gamma$-transitions to the ground and first excited states.The NLDs demonstrate good agreement with the NLDs of $^{116,118,122}$Sn isotopes measured previously. Moreover, the extracted partial NLD of 1$^{-}$ levels in $^{124}$Sn is shown to be in fair agreement with those deduced from spectra of relativistic Coulomb excitation in forward-angle inelastic proton scattering. The experimental NLDs have been applied to estimate the magnitude of the Porter-Thomas (PT) fluctuations. Within the PT fluctuations, we conclude that the GSFs for both isotopes can be considered to be independent of initial and final excitation energies, in accordance with the generalized Brink-Axel hypothesis. Particularly large fluctuations observed in the Shape-method GSFs present a considerable contribution to the uncertainty of the method, and may be one of the reasons for deviations from the Oslo-method strength at low $\gamma$-ray energies and low values of the NLD (below $\approx1\cdot10^{3}-2\cdot10^{3}$ MeV$^{-1}$)., Comment: 17 pages, 12 figures

The experimental gamma-ray strength functions (gamma-SFs) of 142,144-151Nd have been studied for gamma-ray energies up to the neutron separation energy. The results represent a unique set of gamma-SFs for an isotopic chain with increasing nuclear deformation. The data reveal how the low-energy enhancement, the scissors mode and the pygmy dipole resonance evolve with nuclear deformation and mass number. The data indicate that the mechanisms behind the low-energy enhancement and the scissors mode are decoupled from each other., Comment: 14 pages and 10 figures

The Nuclear Level Densities (NLDs) and the $\gamma$-ray Strength Functions ($\gamma$SFs) of $^{153,155}$Sm have been extracted from (d,p$\gamma$) coincidences using the Oslo method. The experimental NLD of $^{153}$Sm is higher than the NLD of $^{155}$Sm, in accordance with microscopic calculations. The $\gamma$SFs of $^{153,155}$Sm are in fair agreement with QRPA calculations based on the D1M Gogny interaction. An enhancement is observed in the $\gamma$SF for both $^{153,155}$Sm nuclei around 3 MeV in excitation energy and is attributed to the M1 Scissors Resonance (SR). Their integrated strengths were found to be in the range 1.3 - 2.1 and 4.4 - 6.4 $\mu^{2}_{N}$ for $^{153}$Sm and $^{155}$Sm, respectively. The strength of the SR for $^{155}$Sm is comparable to those for deformed even-even Sm isotopes from nuclear resonance fluorescence measurements, while that of $^{153}$Sm is lower than expected.

The validity of the Brink-Axel hypothesis, which is especially important for numerous astrophysical calculations, is addressed for 116,120,124Sn below the neutron separation energy by means of three independent experimental methods. The $\gamma$-ray strength functions (GSFs) extracted from primary $\gamma$-decay spectra following charged-particle reactions with the Oslo method and with the Shape method demonstrate excellent agreement with those deduced from forward-angle inelastic proton scattering at relativistic beam energies. In addition, the GSFs are shown to be independent of excitation energies and spins of the initial and final states. The results provide a critical test of the generalized Brink-Axel hypothesis in heavy nuclei, demonstrating its applicability in the energy region of the pygmy dipole resonance., Comment: 6 pages, 4 figures, Phys. Understanding the evolution of level densities in the crossover from spherical to well-deformed nuclei has been a long-standing problem in nuclear physics. We measure nuclear level densities for a chain of neodymium isotopes $^{142,144-151}$Nd which exhibit such a crossover. These results represent to date the most complete data set of nuclear level densities for an isotopic chain between neutron shell-closure and towards mid-shell. We observe a strong increase of the level densities along the chain with an overall increase by a factor of $\approx 170$ at an excitation energy of 7.5 MeV and saturation around mass 150. Level densities calculated by the shell model Monte Carlo (SMMC) are in excellent agreement with these experimental results. Based on our experimental and theoretical findings, we offer an explanation of the observed mass dependence of the level densities in terms of the intrinsic single-particle level density and the collective enhancement., Comment: 7 pages, 4 figures

The cascading 3.21 MeV and 4.44 MeV electric quadrupole transitions have been observed from the Hoyle state at 7.65 MeV excitation energy in $^{12}$C, excited by the $^{12}$C(p,p$^{\prime}$) reaction at 10.7 MeV proton energy. From the proton-$\gamma$-$\gamma$ triple coincidence data, a value of ${\Gamma_{\rm rad}}/{\Gamma}=6.2(6) \times 10^{-4}$ was obtained for the radiative branching ratio. Using our results, together with ${\Gamma_{\pi}^{E0}}/{\Gamma}$ from Eriksen et al., Phys. Rev. C 102, 024320 and the currently adopted $\Gamma_{\pi}(E0)$ values, the radiative width of the Hoyle state is determined as $\Gamma_{\rm rad}=5.1(6) \times 10^{-3}$ eV. This value is about 34% higher than the currently adopted value and will impact on models of stellar evolution and nucleosynthesis., Comment: 6 pages, 6 figures

The new Oslo Scintillator Array (OSCAR) has been commissioned at the Oslo Cyclotron Laboratory (OCL). It consists of 30 large volume (diameter 3.5 x 8 inches) LaBr$_3$(Ce) detectors that are used for $\gamma$-ray spectroscopy. The response functions for incident $\gamma$-rays up to 20 MeV are simulated with $\texttt{Geant4}$. In addition, the resolution, and the total and full-energy peak efficiencies are extracted. Photo-induced reaction cross section data are of importance for a variety of current or emerging applications, such as radiation shielding design and radiation transport analyses, calculations of absorbed dose in the human body during radiotherapy, physics and technology of fission reactors (influence of photo-reactions on neutron balance) and fusion reactors (plasma diagnostics and shielding), activation analyses, safeguards and inspection technologies, nuclear waste transmutation, medical isotope production and astrophysical applications. Since the release of the IAEA Photonuclear Data Library in 1999 however, new experimental data as well as new methods to assess the reliability of experimental cross sections have become available. Theoretical models and input parameters used to evaluate photo-induced reactions have improved significantly over the years. In addition, new measurements of partial photoneutron cross sections using mono-energetic photon beams and advanced neutron detection systems have been performed allowing for the validation of the evaluations and assessments of the experimental data. Furthermore, technological advances have led to the construction of new and more powerful gamma-beam facilities, therefore new data needs are emerging. We report our coordinated efforts to address these data needs and present the results of the new evaluations of more than 200 nuclides included in the new updated IAEA Photonuclear Data Library, where the photon energy goes up to 200 MeV. We discuss the new assessment method and make recommendations to the user community in cases where the experimental data are discrepant and the assessments disagree. In addition, in the absence of experimental data, we present model predictions for photo-induced reaction cross section on nuclides of potential interest to medical radioisotope production.

Photoneutron cross sections were measured for $^{137}$Ba and $^{138}$Ba at energies below two-neutron threshold using quasi-monochromatic $\gamma$-ray beams produced in laser Compton-scattering at the NewSUBARU synchrotron radiation facility. The photoneutron data are used to constrain the $\gamma$-ray strength function on the basis of the Hartree-Fock-Bogolyubov plus quasi-particle random phase approximation using the Gogny D1M interaction. Supplementing the experimentally constrained $\gamma$-ray strength function with the zero-limit E1 and M1 contributions which are unique to the deexcitation mode, we discuss radiative neutron capture cross sections relevant to the s-process nucleosynthesis of barium isotopes in the vicinity of the neutron magic number 82., Comment: arXiv admin note: substantial text overlap with arXiv:1811.00291, arXiv:1804.07654

The Oslo Method has been applied to particle-$\gamma$ coincidences following the $^{239}\mathrm{Pu}$(d,p) reaction to obtain the nuclear level density (NLD) and $\gamma$-ray strength function ($\gamma$SF) of $^{240}\mathrm{Pu}$. The experiment was conducted with a 12 MeV deuteron beam at the Oslo Cyclotron Laboratory. The low spin transfer of this reaction leads to a spin-parity mismatch between populated and intrinsic levels. This is a challenge for the Oslo Method as it can have a significant impact on the extracted NLD and $\gamma$SF. We have developed an iterative approach to ensure consistent results even for cases with a large spin-parity mismatch, in which we couple Green's Function Transfer calculations of the spin-parity dependent population cross-section to the nuclear decay code RAINIER. The resulting $\gamma$SF shows a pronounced enhancement between 2-4 MeV that is consistent with the location of the low-energy orbital $M1$ scissors mode.

In this paper we present the first systematic analysis of the impact of the populated vs. intrinsic spin distribution on the nuclear level density and $\gamma$-ray strength function retrieved through the Oslo Method. We illustrate the effect of the spin distribution on the recently performed $^{239}\mathrm{Pu}$(d,p$\gamma$)$^{240}\mathrm{Pu}$ experiment using a 12 MeV deuteron beam performed at the Oslo Cyclotron Lab. In the analysis we couple state-of-the-art calculations for the populated spin-distributions with the Monte-Carlo nuclear decay code RAINIER to compare Oslo Method results to the known input. We find that good knowledge of the populated spin distribution is crucial and show that the populated distribution has a significant impact on the extracted nuclear level density and $\gamma$-ray strength function for the $^{239}\mathrm{Pu}$(d,p$\gamma$)$^{240}\mathrm{Pu}$ case., Comment: Presented at the 6th International Workshop on Compound-Nuclear Reactions and Related Topics

Particle-$\gamma$ coincidence experiments were performed at the Oslo Cyclotron Laboratory with the $^{181}$Ta(d,X) and $^{181}$Ta($^{3}$He,X) reactions, to measure the nuclear level densities (NLDs) and $\gamma$-ray strength functions ($\gamma$SFs) of $^{180, 181, 182}$Ta using the Oslo method. The Back-shifted Fermi-Gas, Constant Temperature plus Fermi Gas, and Hartree-Fock-Bogoliubov plus Combinatorial models where used for the absolute normalisations of the experimental NLDs at the neutron separation energies. The NLDs and $\gamma$SFs are used to calculate the corresponding $^{181}$Ta(n,$\gamma$) cross sections and these are compared to results from other techniques. The energy region of the scissors resonance strength is investigated and from the data and comparison to prior work it is concluded that the scissors strength splits into two distinct parts. This splitting may allow for the determination of triaxiality and a $\gamma$ deformation of $14.9^{\circ} \pm 1.8^{\circ}$ was determined for $^{181}$Ta.

The nuclear level density and $\gamma$-decay strength of $^{192}$Os have been extracted using particle-$\gamma$ coincidence data from the $^{192}$Os($\alpha,\alpha^\prime\gamma$)$^{192}$Os reaction by means of the Oslo method. The level density is found to be a rather smooth function of excitation energy, approximately following the constant temperature model. The $\gamma$-decay strength is compared to photoneutron cross-section data above the neutron separation energy, and to $E1$ and $M1$ strengths for nuclei in this mass region derived from primary transitions following neutron capture. Our results are in good agreement with these previous data and draw a consistent picture of the $\gamma$-strength function in the range $E_\gamma \approx 1.5-6 $ MeV. Using the measured nuclear level density and $\gamma$-decay strength as input to the nuclear-reaction code TALYS, we provide the first experimentally constrained Maxwellian-averaged cross section (MACS) for the $^{191}$Os($n,\gamma$)$^{192}$Os reaction relevant to $s$-process nucleosynthesis. The systematic uncertainties introduced by the normalization procedure of the level density and $\gamma$-strength function were investigated and propagated to the calculated Maxwellian-averaged cross section. The obtained result of the Maxwellian-averaged cross section at $k_BT=30$ keV, $\langle \sigma \rangle_{n,\gamma}=1134\pm 375$ mb, is in very good agreement with the theoretical estimate provided by the KADoNiS project, giving experimental support to the adopted KADoNiS value. Good agreement is also found with MACS values obtained from other libraries, such as TENDL-2017, ENDF/B-VII.0, and JEFF., Comment: 14 pages, 11 figures, accepted to Phys. Rev C

Photoneutron cross sections were measured for $^{203}$Tl and $^{205}$Tl at energies between the one- and two-neutron thresholds using quasi-monochromatic $\gamma$-ray beams produced in laser Compton-scattering at the NewSUBARU synchrotron radiation facility. Our new measurement results in cross sections significantly different from the previously reported bremsstrahlung experiment, leading to rather different GDR parameters, in particular to lower GDR peak energies and higher peak cross sections. The photoneutron data are used to constrain the $\gamma$-ray strength function on the basis of the Hartree-Fock-Bogolyubov plus quasi-particle random phase approximation using the Gogny D1M interaction. Supplementing the experimentally constrained $\gamma$-ray strength function with the zero-limit E1 and M1 contributions for the de-excitation mode, we estimate the Maxwellian-averaged cross section for the s-process branching-point nucleus $^{204}$Tl in the context of the $^{205}$Pb - $^{205}$Tl chronometry., Comment: 8 pages, 10 figures, to be submitted to PRC

The $\gamma$-ray strength function ($\gamma$SF) and nuclear level density (NLD) have been extracted for the first time from inverse kinematic reactions with the Oslo Method. This novel technique allows measurements of these properties across a wide range of previously inaccessible nuclei. Proton-$\gamma$ coincidence events from the $\mathrm{d}(^{86}\mathrm{Kr}, \mathrm{p}\gamma)^{87}\mathrm{Kr}$ reaction were measured at iThemba LABS and the $\gamma$SF and NLD in $^{87}\mathrm{Kr}$ obtained. The low-energy region of the $\gamma$SF is compared to Shell Model calculations which suggest this region to be dominated by M1 strength. The $\gamma$SF and NLD are used as input parameters to Hauser-Feshbach calculations to constrain $(\mathrm{n},\gamma)$ cross sections of nuclei using the TALYS reaction code. These results are compared to $^{86}\mathrm{Kr}(n,\gamma)$ data from direct measurements., Comment: Submitted to EpJ A Letters

Photoneutron cross sections were measured for $^{58}$Ni, $^{60}$Ni, $^{61}$Ni, and $^{64}$Ni at energies between the one-neutron and two-neutron thresholds using quasi-monochromatic $\gamma$-ray beams produced in laser Compton-scattering at the NewSUBARU synchrotron radiation facility. The new photoneutron data are used to extract the $\gamma$-ray strength function above the neutron threshold complementing the information obtained by the Oslo method below the threshold. We discuss radiative neutron capture cross sections and the Maxwellian-averaged cross sections for Ni isotopes including $^{63}$Ni, a branching point nucleus along the weak s-process path. The cross sections are calculated with the experimentally constrained $\gamma$-ray strength functions from the Hartree-Fock-Bogolyubov plus quasi-particle-random phase approximation based on the Gogny D1M interaction for both $E1$ and $M1$ components and supplemented with the $M1$ upbend., Comment: 9 pages, 7 figures, re-submitted to PRC

In this work, we present new data on the $^{89}$Y($\gamma$,n) cross section studied with a quasi-monochromatic photon beam produced at the NewSUBARU synchrotron radiation facility in Japan contributing torwards resolving a long standing discrepancy between existing measurements of this cross section. Results for $\gamma$-ray strength function below threshold obtained by applying the Oslo method to $^{89}$Y($p,p'\gamma$)$^{89}$Y coincidences combined with the $^{89}$Y($\gamma$,n) data this providing experimental data for the $\gamma$-ray strength function of $^{89}$Y for $\gamma$ energies in the range of $\approx 1.6$ Mev to $\approx$ 20 MeV. A low-energy enhancement is seen for $\gamma$-rays below $\approx 2.5$ MeV. Shell-model calculations indicate that this feature is caused by strong, low-energy $M1$ transitions at high excitation energies. The nuclear level density and $\gamma$-ray strength function have been extracted from $^{89}$Y($d,p \gamma$)$^{90}$Y coincidences using the Oslo method. Using the ($\gamma,n$) and ($d,p\gamma$) data as experimental constraints, we have calculated the $^{89}$Y($n,\gamma$)$^{90}$Y cross section with the TALYS reaction code. Our results have been compared with directly measured (n,$\gamma$) cross sections and evaluations. The $N=50$ isotope $^{89}$Y is an important bottleneck in the s-process and the magnitude of the $^{89}$Y(n,$\gamma)$ cross section is key to understanding how s-process stars produce heavy isotopes., Comment: 18 pages (including references) and 16 figures, to be submitted to PRC

Nuclear level densities and $\gamma$-ray strength functions have been extracted for $^{59, 60}\rm{Ni}$, using the Oslo method on data sets from the $^{60}$Ni($^{3}$He,$^{3}$He$^{\prime}\gamma$)$^{60}$Ni and $^{60}$Ni($^{3}$He,$\alpha\gamma$)$^{59}$Ni reactions. Above the neutron separation energy, S$_n$, we have measured the $\gamma$-ray strength functions for $^{61}$Ni and $^{60}$Ni in photoneutron experiments. The low-energy part of the $^{59,60}$Ni $\gamma$-ray strength functions show an increase for decreasing $\gamma$ energies. The experimental $\gamma$-ray strength functions are compared with $M1$ $\gamma$-ray strength functions calculated within the shell model. The $E1$ $\gamma$-ray strength function of $^{60}$Ni has been calculated using the QTBA framework. The QTBA calculations describe the data above $E_{\gamma}\approx$ 7 MeV, while the shell-model calculations agree qualitatively with the low energy part of the $\gamma$-ray strength function. Hence, we give a plausible explanation of the observed shape of the $\gamma$-decay strength.

The photo-neutron cross sections of $^{162,163}\rm{Dy}$ have been measured for the first time in an energy region from the neutron threshold ($S_n$) up to $\approx$ $13$~MeV. The ($\gamma$,n) reaction was induced with quasi-monochromatic laser Compton-scattered $\gamma$ rays, produced at the NewSUBARU laboratory. The corresponding $\gamma$-ray strength functions ($\gamma$SF) have been calculated from the photo-neutron cross sections. The data are compared to reanalyzed $\gamma$SFs of $^{160-164}\rm{Dy}$, which are measured below $S_n$. The excellent agreement with the photo-neutron data at $S_n$ confirms the principle of detailed balance. Thus, a complete $\gamma$SF is established covering in total the energy region of 1 MeV $\leq$ E$_{\gamma}$ $\leq$ 13 MeV. These mid-shell well-deformed dysprosium isotopes all show scissors resonances with very similar structures. We find that our data predict the same integrated scissors strength as ($\gamma,\gamma^\prime$) data when integrated over the same energy range, which shows that the scissors mode very likely is consistent with the generalized Brink hypothesis. Finally, using the $\gamma$SFs as input in the reaction code TALYS, we have deduced radiative neutron-capture cross sections and compared them to direct measurements. We find a very good agreement within the uncertainties, which gives further support to the experimentally determined $\gamma$SFs.

Prompt fission $\gamma$-rays are responsible for approximately 5\% of the total energy released in fission, and therefore important to understand when modelling nuclear reactors. In this work we present prompt $\gamma$-ray emission characteristics in fission, for the first time as a function of the nuclear excitation energy of the fissioning system. Emitted $\gamma$-ray spectra were measured, and $\gamma$-ray multiplicities and average and total $\gamma$ energies per fission were determined for the $^{233}$U(d,pf) reaction for excitation energies between 4.8 and 10 MeV, and for the $^{239}$Pu(d,pf) reaction between 4.5 and 9 MeV. The spectral characteristics show no significant change as a function of excitation energy above the fission barrier, despite the fact that an extra $\sim$5 MeV of energy is potentially available in the excited fragments for $\gamma$-decay. The measured results are compared to model calculations made for prompt $\gamma$-ray emission with the fission model code GEF. Further comparison with previously obtained results from thermal neutron induced fission is made to characterize possible differences arising from using the surrogate (d,p) reaction.

Experimental results of the $^{237}$Np($d, p \gamma)^{238}$Np reaction are presented, which verifies the generalized Brink-Axel (gBA) hypothesis for $\gamma$ transitions between states in the quasi-continuum. The gBA hypothesis holds not only for specific collective resonances, but for the full dipole strength below the neutron separation energy. We discuss the validity of the gBA hypothesis also for lighter systems like $^{92}$Zr where the concept of a unique $\gamma$-ray strength function ($\gamma$SF) is problematic due to large Porter-Thomas fluctuations. Nuclear level densities and $\gamma$-ray strength functions of $^{56,57}$Fe have been extracted from proton-$\gamma$ coincidences. A low-energy enhancement in the $\gamma$-ray strength functions up to a factor of 30 over common theoretical E1 models is confirmed. Angular distributions of the low-energy enhancement in $^{57}$Fe indicate its dipole nature, in agreement with findings for $^{56}$Fe. The high statistics and the excellent energy resolution of the large-volume LaBr$_{3}$(Ce) detectors allowed for a thorough analysis of $\gamma$ strength as function of excitation energy. Taking into account the presence of strong Porter-Thomas fluctuations, there is no indication of any significant excitation-energy dependence in the $\gamma$-ray strength function, in support of the generalized Brink-Axel hypothesis., Comment: 24 pages, 17 figures, accepted for publication in J. One of the greatest questions for modern physics to address is how elements heavier than iron are created in extreme, astrophysical environments. A particularly challenging part of that question is the creation of the so-called p-nuclei, which are believed to be mainly produced in some types of supernovae. The lack of needed nuclear data presents an obstacle in nailing down the precise site and astrophysical conditions. In this work, we present for the first time measurements on the nuclear level density and average strength function of $^{92}$Mo. State-of-the-art p-process calculations systematically underestimate the observed solar abundance of this isotope. Our data provide stringent constraints on the $^{91}$Nb$(p,{\gamma})^{92}$Mo reaction rate, which is the last unmeasured reaction in the nucleosynthesis puzzle of $^{92}$Mo. Based on our results, we conclude that the $^{92}$Mo abundance anomaly is not due to the nuclear physics input to astrophysical model calculations., Comment: Submitted to PRC

The electromagnetic structure of $^{140}$Sm was studied in a low-energy Coulomb excitation experiment with a radioactive ion beam from the REX-ISOLDE facility at CERN. The $2^+$ and $4^+$ states of the ground-state band and a second $2^+$ state were populated by multi-step excitation. The analysis of the differential Coulomb excitation cross sections yielded reduced transition probabilities between all observed states and the spectroscopic quadrupole moment for the $2_1^+$ state. The experimental results are compared to large-scale shell model calculations and beyond-mean-field calculations based on the Gogny D1S interaction with a five-dimensional collective Hamiltonian formalism. Simpler geometric and algebraic models are also employed to interpret the experimental data. The results indicate that $^{140}$Sm shows considerable $\gamma$ softness, but in contrast to earlier speculation no signs of shape coexistence at low excitation energy. We investigated the 238U(d,p) reaction as a surrogate for the n + 238U reaction. For this purpose we measured for the first time the gamma-decay and fission probabilities of 239U* simultaneously and compared them to the corresponding neutron-induced data. We present the details of the procedure to infer the decay probabilities, as well as a thorough uncertainty analysis, including parameter correlations. Calculations based on the continuum-discretized coupled-channels and distorted-wave Born approximations were used to correct our data from detected protons originating from elastic and inelastic deuteron breakup. In the region where the fission and gamma-decay probabilities compete, the corrected fission probability is in agreement with neutron-induced data, whereas the gamma-decay probability is much higher than the neutron-induced data. The level density and gamma-ray strength function (gammaSF) of 243Pu have been measured in the quasi-continuum using the Oslo method. Excited states in 243Pu were populated using the 242Pu(d,p) reaction. The level density closely follows the constant-temperature level density formula for excitation energies above the pairing gap. The gammaSF displays a double-humped resonance at low energy as also seen in previous investigations of actinide isotopes. The structure is interpreted as the scissors resonance and has a centroid of omega_{SR}=2.42(5)MeV and a total strength of B_{SR}=10.1(15)mu_N^2, which is in excellent agreement with sum-rule estimates. The measured level density and gammaSF were used to calculate the 242Pu(n,gamma) cross section in a neutron energy range for which there were previously no measured data., Comment: 9 pages, 8 figures

We have analyzed primary $\gamma$-ray spectra of the odd-odd $^{238}$Np nucleus extracted from $^{237}$Np($d,p\gamma$)$^{238}$Np coincidence data measured at the Oslo Cyclotron Laboratory. The primary $\gamma$ spectra cover an excitation-energy region of $0 \leq E_i \leq 5.4$ MeV, and allowed us to perform a detailed study of the $\gamma$-ray strength as function of excitation energy. Hence, we could test the validity of the generalized Brink-Axel hypothesis, which, in its strictest form, claims no excitation-energy dependence on the $\gamma$ strength. In this work, using the available high-quality $^{238}$Np data, we show that the $\gamma$-ray strength function is to a very large extent independent on the initial and final states. Thus, for the first time, the generalized Brink-Axel hypothesis has been experimentally verified for $\gamma$ transitions between states in the quasi-continuum region, not only for specific collective resonances, but also for the full strength below the neutron separation energy. Based on our findings, the necessary criteria for the generalized Brink-Axel hypothesis to be fulfilled are outlined., Comment: 5 pages, 6 figures

The $\gamma$-ray strength functions and level densities of $^{73,74}$Ge have been extracted up to the neutron separation energy S$_n$ from particle-$\gamma$ coincidence data using the Oslo method. Moreover, the $\gamma$-ray strength function of $^{74}$Ge above S$_n$ has been determined from photo-neutron measurements, hence these two experiments cover the range of E$_\gamma \approx$ 1-13 MeV for $^{74}$Ge. The obtained data show that both $^{73,74}$Ge display an increase in strength at low $\gamma$ energies. The experimental $\gamma$-ray strength functions are compared with $M1$ strength functions deduced from average $B(M1)$ values calculated within the shell model for a large number of transitions. The observed low-energy enhancements in $^{73,74}$Ge are adopted in the calculations of the $^{72,73}$Ge(n,$\gamma$) cross sections, where there are no direct experimental data. Calculated reaction rates for more neutron-rich germanium isotopes are shown to be strongly dependent on the presence of the low-energy enhancement.

The nuclear level density and the $\gamma$-ray strength function have been extracted for $^{89}$Y, using the Oslo Method on $^{89}$Y($p,p' \gamma$)$^{89}$Y coincidence data. The $\gamma$-ray strength function displays a low-energy enhancement consistent with previous observations in this mass region ($^{93-98}$Mo). Shell-model calculations give support that the observed enhancement is due to strong, low-energy $M1$ transitions at high excitation energies. The data were further used as input for calculations of the $^{88}$Sr($p,\gamma$)$^{89}$Y and $^{88}$Y($n,\gamma$)$^{89}$Y cross sections with the TALYS reaction code. It is almost 80 years since Hans Bethe described the level density as a non-interacting gas of protons and neutrons. In all these years, experimental data were interpreted within this picture of a fermionic gas. However, the renewed interest of measuring level density using various techniques calls for a revision of this description. In particular, the wealth of nuclear level densities measured with the Oslo method favors the constant-temperature level density over the Fermi-gas picture. Particle-$\gamma$ coincidences from the $^{89}$Y($p,p' \gamma$)$^{89}$Y and $^{89}$Y($d,p \gamma$)$^{90}$Y reactions were utilized to obtain $\gamma$-ray spectra as function of excitation energy. The $\gamma$-ray strength function of $^{56}$Fe has been measured from proton-$\gamma$ coincidences for excitation energies up to $\approx 11$ MeV. The low-energy enhancement in the $\gamma$-ray strength function, which was first discovered in the ($^3$He,$\alpha\gamma$)$^{56}$Fe reaction, is confirmed with the ($p,p^\prime\gamma$)$^{56}$Fe experiment reported here. The gamma-ray strength function in the quasi-continuum has been measured for 231-233Th, 232,233Pa and 237-239U using the Oslo method. All eight nuclei show a pronounced increase in gamma strength at omega_SR approx 2.4 MeV, which is interpreted as the low-energy M1 scissors resonance (SR). The total strength is found to be B_SR = 9-11 mu_N^2 when integrated over the 1 - 4 MeV gamma-energy region. The SR displays a double-hump structure that is theoretically not understood. The level densities and $\gamma$-ray strength functions of $^{105,106,111,112}$Cd have been extracted from particle-$\gamma$ coincidence data using the Oslo method. The level densities are in very good agreement with known levels at low excitation energy. The $\gamma$-ray strength functions display no strong enhancement for low $\gamma$ energies. However, more low-energy strength is apparent for $^{105,106}$Cd than for $^{111,112}$Cd. For $\gamma$ energies above $\approx$ 4 MeV, there is evidence for some extra strength, similar to what has been previously observed for the Sn isotopes. The origin of this extra strength is unclear; it might be due to $E1$ and $M1$ transitions originating from neutron skin oscillations or the spin-flip resonance, respectively., Comment: 10 pages, 11 figures

Particle-gamma coincidences have been measured to obtain gamma-ray spectra as a function of excitation energy for 231-233Th and 237-239U. The level densities, which were extracted using the Oslo method, show a constant temperature behavior. The isotopes display very similar temperatures in the quasi-continuum, however, the even-odd isotopes reveal a constant entropy increase Delta S compared to their even-even neighbors. The entropy excess depends on available orbitals for the last unpaired valence neutron of the heated nuclear system. Also, experimental microcanonical temperature and heat capacity have been extracted. Several poles in the heat capacity curve support the idea that an almost continuous melting of Cooper pairs is responsible for the constant-temperature behavior., Comment: 9 figures
