Background: Although mobile health (mHealth) interventions have shown promise in improving health outcomes, most of them rarely translate to scale. Prevailing mHealth studies are largely small-sized, short-term and donor-funded pilot studies with limited evidence on their effectiveness. To facilitate scale-up, several frameworks have been proposed to enhance the generic implementation of health interventions. However, there is a lack of a specific focus on the implementation and integration of mHealth interventions in routine care in low-resource settings. Our scoping review aimed to synthesize and develop a framework that could guide the implementation and integration of mHealth interventions. Methods: We searched the PubMed, Google Scholar, and ScienceDirect databases for published theories, models, and frameworks related to the implementation and integration of clinical interventions from 1st January 2000 to 31st December 2023. The data processing was guided by a scoping review methodology proposed by Arksey and O'Malley. Studies were included if they were i) peer-reviewed and published between 2000 and 2023, ii) explicitly described a framework for clinical intervention implementation and integration, or iii) available in full text and published in English. We integrated different domains and constructs from the reviewed frameworks to develop a new framework for implementing and integrating mHealth interventions. Results: We identified eight eligible papers with eight frameworks composed of 102 implementation domains. None of the identified frameworks were specific to the integration of mHealth interventions in low-resource settings. Two constructs (skill impartation and intervention awareness) related to the training domain, four constructs (technical and logistical support, identifying committed staff, supervision, and redesigning) from the restructuring domain, two constructs (monetary incentives and nonmonetary incentives) from the incentivize domain, two constructs (organizational mandates and government mandates) from the mandate domain and two constructs (collaboration and routine workflows) from the integrate domain. Therefore, a new framework that outlines five main domains—train, restructure, incentivize, mandate, and integrate (TRIMI)—in relation to the integration and implementation of mHealth interventions in low-resource settings emerged. Joining the tide of global internationalisation of higher education, Chinese universities have embraced English-medium instruction (EMI) as a strategic response. The adoption of EMI is to comply with government mandates and for institutional survival, as it will increase the international ranking and bring in more income from international students. The switch of medium of instruction and pedagogical issues arising therefrom have drawn considerable scholarly attention. However, little attention has been paid to the implementation of EMI in second- or mid-tier universities, and, particularly, to the attendant pedagogical issues. In comparison to top-tier universities, second-tier universities' instructors must deal with amplified tensions created between the pedagogical needs and institutional requirements brought by the EMI policy. This study seeks to shed light on the challenges, and their contributing factors, confronted by educators in these universities. Employing a language policy analysis framework informed by policy enactment theory, the research draws upon an examination of both national and institutional policy documents, as well as interviews conducted with nine educators and administrative leaders across three distinct faculties. The investigation reveals that the emergent challenges in implementing EMI stem from several sources, including lax admission standards for international students and the divergent backgrounds and requirements of local versus international student populations. These findings underscore the imperative for a thorough appraisal of contextual nuances before the formulation and implementation of language-in-education policies. This is particularly salient in second-tier academic institutions, which often grapple with limited resources and may not possess the same level of preparedness to adapt their systems as swiftly as their more resourced counterparts. A rich literature has documented the relationship between age at marriage and girls’ health and educational outcomes. The upheaval caused by the pandemic on household decision‐making has been hypothesized to have influenced the age of marriage, but the direction of impact is unclear. On the one hand, the pandemic may have increased the age at marriage if lockdown policies and negative income shocks to families placed a burden on household wealth and the ability to pay for weddings. On the other hand, the age of marriage could have decreased during the pandemic due to school closures that kept girls out of school, parental deaths that encouraged families to expedite weddings, and lower wedding costs because of government mandates to have smaller weddings. Using data from the National Family Health Survey of 2019–2021 of India, we explore how the pandemic impacted age at marriage for women using district and household fixed effects models. After accounting for secular trends in the age of marriage and contingent on the model and specification, we find a significant increase in age at marriage for women who got married during the pandemic by 1.1–1.2 years as compared with those married before the pandemic. Background: National legislative guidelines for sleep and rest are lacking in the Canadian licensed childcare sector. No review of Canadian legislation for licensed childcare facilities has focused on sleep. This paper provides a review of the Canadian provincial and territorial legislative landscape, regarding sleep, rest, and naps in licensed childcare centers. Methods: Childcare statutes and regulations for each province and territory were identified and downloaded on a particular date. Statutes and regulations were reviewed focusing on sections articulating licensed childcare facility mandates governing sleep, rest, naps, and sleep equipment. An excel file was used to facilitate systematic data retrieval and comparisons across provinces and territories. Two authors developed and discussed themes that summarized data from the documents. Results: No statutes indicated recommendations for sleep, rest, or naps. Only one regulation defined rest (Alberta). Our analysis of regulations identified four themes representing sleep, rest, and naps: programming (general programming, daily programming); space (dedicated space, amount of space, age-specific space); equipment (developmental appropriateness, acceptable sleep equipment, age-specific equipment); and safety (staffing during sleep/rest, sleep position, sleep monitoring, sleep equipment safety, prohibited practices). In Canada, minimal regulatory consistency is evident in required sleep programming, space, acceptability of sleep equipment, and sleep safety considerations. Most jurisdictions' regulations indicated necessity for developmentally appropriate rest or sleep areas and equipment, in particular for infants, but there was minimal consistency in defining infant age groups. Conclusions: Although we identified themes related to sleep across regulations, childcare regulations differ in their definitions of infants and specifications for children's sleep and rest in licensed Canadian childcare facilities. Without adequate definitions in legislative components of appropriate sleep duration linked to children's developmental stages, childcare facilities lack guidance to support healthy sleep for children in their care. Future research can examine translation of healthy sleep guidelines into government legislation and mandates for sleep, rest, and naps among young children in licensed childcare. During the COVID-19 pandemic, wellness influencers used far-right ideologies to spread misinformation about health and wellness on social media. Extending the application of symbolic convergence theory (SCT) in this study, I argue that these influencers are an identifiable rhetorical community that utilize white power discourse to facilitate convergence. A fantasy theme analysis of Instagram posts reveals several important fantasy themes. They include mother-as-warrior, where mothers are situated as revolutionary agents against the state, paramilitary wellness, which highlights influencers' calls for active resistance against health-related government mandates, and homeschooling and homesteading as both forms of resistance and idealized representations of a "well" life. These themes serve as the rhetorical foundations of this community and have several important implications for understanding the proliferation of white power rhetoric in online spaces, including the potential for violence. The surge in global biofuel demand is propelled by intensifying concerns over climate change and effective waste management. Government mandates on biofuel blending further boost this trend, underlining the significance of selecting renewable feedstocks, such as bioethanol and biodiesel, for biofuel production. The importance of selecting an efficient biomass pretreatment method cannot be overstated, given its status as the most energy-intensive and chemical-reliant step in the biofuel production chain. Thus, pretreatment becomes a crucial determinant in the feasibility and economic viability of biofuel technologies. Amid a wide array of pretreatment strategies, identifying a method that is both effective and sustainable is crucial for advancing biofuel commercialization. This review aims to rigorously evaluate both traditional and novel pretreatment techniques and their environmental footprints, leveraging life cycle assessment (LCA) studies from existing literature. By examining the sustainability of various pretreatment methods, this paper provides a holistic and clear view, serving as an essential resource for policymakers and industry stakeholders. It outlines the challenges faced in each phase of an LCA and proposes viable solutions. With heated political and public debate over government vaccine mandates, COVID‐19 offers an opportunity to better understand the role of policy justifications on people's perceptions towards a policy. Through this study, we aim to move beyond the partisan and ideological arguments for and against vaccine mandates to illustrate how individuals' worldviews, based on Cultural Theory, can better explain why people have different perceptions towards vaccine mandates. Using the judiciary and judicial reasoning as the setting, and controlling for individuals' preexisting opinion on COVID‐19 vaccines, we hypothesize that people who prefer vaccine mandates will agree with judicial reasoning that appeals towards individualistic and hierarchical statements. Additionally, we hypothesize that those who have confidence in the judiciary will agree with individualistic and hierarchical statements. Decentralisation has frequently been sold as a means to increase well-being and development. Yet, questions remain as to whether decentralisation improves economic performance. This is possibly because decentralisation processes have often led to 'unfunded mandates', that is, a mismatch between the powers transferred to subnational tiers of government and the resources allocated to them. In this article, we analyse how unfunded mandates shape regional economic growth across 518 regions in 30 Organisation for Economic Co-operation and Development countries over the period 1997–2018. There is a negative, statistically significant, and robust impact of unfunded mandates on economic growth. This effect is higher in more politically and less fiscally decentralised regions and in regions with a higher level of wealth. Unfunded mandates thus represent a serious drag on the potential positive economic effect of political decentralisation. Taiwan's presidential-cum-parliamentary elections of January 2024 broke the traditional pattern of power turnover that happened every eight years (or two presidential terms). The political pendulum was stopped. The elections also brought about a Legislative Yuan devoid of a majority party. The direct cause of these two phenomena is to be found iii the rise of a significant third political force, Ko Wenje and his Taiwan People's Party (TPP). It was Ko's injection into the presidential race that divided the opposition and foiled the KNIT's aspiration to stage a political comeback. It is also because of the TPP's strong showing iii the party vote and the proportional seats it received that the party could play the role of a pivot, a veto player iii the new Legislative Yuan. Whether the Ko Wen-je phenomenon will last and the TPP thrive remains to be seen. A comparison with James Soong and his People First Party (PFP) is made. Reversion to the old system is deemed a likely outcome. The political implications of the elections are twofold: domestically the newly elected president will collide with the parliament over cabinet formation; externally mainland China is bound to put even greater pressure on Taiwan now that a pro-independence president has been elected. In mid‐2006, the Chinese central government increased the salaries and pensions of civil servants in the form of an unfunded mandate to local governments in its coastal areas but a funded mandate in others. On the basis of this policy distinction, we use the difference‐in‐difference (DiD) approach and find that this mid‐2006 unfunded mandate to coastal areas triggered their local governments to raise additional budgetary revenue to balance the increase of their budgetary expenditure. This result is robust under other approaches, such as propensity score matching and the combination of DiD with regression discontinuity, as well as with the inclusion of confounding reforms. We also find that the rule of law helped restrict unfunded counties from passing on their financial burdens to the market. Moreover, following this mid‐2006 unfunded mandate, Chinese coastal local governments increased their budgetary revenue by reducing corporate tax non‐compliance and increasing the de facto corporate income tax rate. Due to the COVID-19 epidemic in March 2020, the government is mandated that schools in Indonesia implement School from Home (SFH) and use online instruction. A community-based learning platform called Zedemy was created during the COVID-19 pandemic to connect social media with online learning environments. The use of Zedemy has yet to be prevalent among teachers and students in Indonesia, as shown by the number of participants, 329 for all courses at Zedemy in 2021. This study used the UTAUT approach to assess user interest and acceptability based on users' voluntariness in utilizing Zedemy as an online learning tool during the COVID-19 epidemic. Surveys were sent to Zedemy users who have used at least one other online learning platform. The data will next be examined using the SmartPLS 3 tool and the SEM method. The findings showed that variables such as performance expectancy, effort expectation, social influence were affecting the behavioral intention of the user, meanwhile facilitating conditions was affecting the use behavior of the user. Despite participatory institutions' increasing ubiquity, we know little about their effects on governance and well-being. What we do know comes largely from Brazil, where positive outcomes have been attributed to civil society's role in implementation. Often, however, participatory institutions are imposed by national governments, with little civil society engagement. In these cases, scholars have argued, participatory institutions are unlikely to improve governance and well-being, as civil society is not present to unlock the institutions' potential. We test this proposition in Peru, the first country featuring government mandated participatory institutions for all subnational governments. We find, surprisingly, that Peru's participatory budgeting process increased pro-poor spending and improved citizen's quality of life. We attribute these outcomes to reduced information asymmetries, made possible by the central role played by an influential and autonomous government agency. Background: A healthy diet in young children is crucial for optimal growth and development. However, many toddlers (1-3 y) consume suboptimal diets, and as a result, are at a high risk of experiencing negative health outcomes. Moreover, minimal progress has been made to improve the healthiness of retail food environments for toddlers to date despite the potential and advocacy for the issue. Objectives: To gain insight into stakeholder perceptions and opinions on the healthiness of Australian retail food environments for toddlers, as well as perspectives on the options and barriers to improve their healthiness. Methods: Qualitative, online study utilizing semi-structured individual interviews with 27 key stakeholders from food industry, academia, nongovernment organizations, public health, and government in Australia. Results: Most stakeholders agreed that retail food environments for toddlers were not health promoting. Stakeholders identified that a multifaceted approach including nutrition education and strong government mandated regulation were essential to improve the healthiness of retail food environments for toddlers. Interviews also highlighted the main perceived barriers to progress, and reasons for policy inaction in this area are the food industry and government support. Many stakeholders were concerned that child health is being undermined due to the government favoring business needs over public health. Conclusions: Stakeholders in this study overwhelmingly agreed that there is more that can and should be done to create health promoting retail food environments for toddlers in Australia. Stakeholders identified a range of strategies that can be used to improve the healthiness of toddler food environments, but advocacy efforts are being undermined due to government inaction. Stakeholders believed that strong governance is required to create equitable, sustainable healthy retail food environments for young children. Improving the healthiness of retail food environments for young children will not only reduce diet related disease across the lifespan but will help to address financial and societal costs of a poor diet. Historically, the NHS did not routinely collect cost data, unlike many countries with private insurance markets. In 1998, for the first time the government mandated NHS trusts to submit estimates of their costs of service, known as reference costs. These have informed a wide range of health economic evaluations and important functions in the health service, such as setting prices. Reference costs are collected by progressively disaggregating budgets top-down into disease and treatment groups. Despite ongoing improvements to methods and guidance, these submissions continued to suffer a lack of accuracy and comparability, fundamentally undermining their credibility for critical functions. To overcome these issues, there was a long-held ambition to collect "patient-level" cost data. Patient-level costs are estimated with a combination of disaggregating budgets but also capturing the patient-level "causality of costs" bottom-up in the allocation of resources to patient episodes. These not only aim to capture more of the drivers of costs, but also improve consistency of reporting between providers. The change in methods may confer improvements to data quality, though judgement is still required and achieving consistency between trusts will take further work. Estimated costs may also change in important ways that may take many years to fully understand. We end on a cautionary note that patient-level cost methods may unlock potential, they alone contribute little to our understanding of the complexities involved with service quality or need, while that potential will require substantial investment to realise. Many healthcare resources cannot be attributed to individual patients so the very notion of "patient-level" costs may be misplaced. In democracies, electoral mandates are meant to shape public policy. But how much leeway do elected representatives actually have to implement it? Influential scholars think that (horizontal and vertical) institutional hurdles, budget constraints and political pressure dilute mandate responsiveness, but empirical evidence for this important claim remains scarce. This article provides a theoretical model and an empirical account of the extent to which different types of constraints limit the capacity of governing parties to set their electoral priorities on the agenda. Using fixed‐effects Poisson regression on German electoral and legislative priorities over a period of over three decades (1983–2016), we conclude that policies reflect electoral priorities to a greater extent than scholarship has acknowledged so far. We do confirm, however, the constraining effects of Europeanization, shrinking budget leeway, intra‐coalition disagreement and low executive popularity. This article discusses the role of accreditation standards in shaping the current model of assessment in higher education. The diffusion of COVID-19 and related containment measures practically halted tourism flows, which in many countries generate a significant share of GDP. By leveraging Airbnb data covering the main touristic destinations in Europe, we investigate the impact of the pandemic on the market for short-term rentals up to early 2021. We find that the epidemic reduced dramatically both the supply of apartments available for rents and customers' demand, with travellers cancelling many reservations and reducing new bookings even many months in advance. Accommodations relying relatively more on foreign tourism were the hardest hit and reacted by cutting prices. By exploiting the different timing of the epidemic spread across Europe and the timelines and intensity of the measures adopted to contain it, we show that government mandated restrictions had a stronger impact than the spread of the infection itself. A recent study published in the journal Intensive Care Medicine analyzed eight clinical trials on acute respiratory distress syndrome (ARDS) to evaluate the inclusion and outcomes of racialized participants. The study found that the representation of racial and ethnic minority participants in these trials was good compared to other studies, and mortality rates were similar between white and racial minority participants in most trials. The findings suggest that government mandates for inclusiveness and reporting can drive equitable representation in research. However, there is a need for consistent and granular reporting of demographic data to improve the inclusiveness of research and evaluate outcomes for minoritized groups. The study highlights the importance of addressing equity, diversity, and inclusion in clinical trials and extending initiatives to other equity-deserving groups. Teaching the General Capability of Intercultural Understanding is an Australian government mandate, but an ongoing challenge for teachers, many of whom may have little or no experience dealing with the teaching of intercultural understanding and lack confidence to embed this focus in their classrooms. Hence, teacher preparation is a priority to enable this mandate to be fulfilled. This research project reports on the development of intercultural capability as a result of a short-term overseas Wider Field Experience undertaken by preservice teacher education students attending a regional university in Australia. The results were analysed according to two published frameworks. Survey results and qualitative analysis from 22 participants indicated that the wider field experience enhanced preservice teachers' intercultural capability and their readiness and ability to teach this priority upon graduation. In the United States, one in nine women of reproductive age struggles with fertility. Luckily, due to advancements in reproductive technology, there are various options to combat this problem such as in vitro fertilization and cryopreservation. However, these treatments are not guaranteed to work and can be very expensive, leaving low‐income families at a disadvantage. In fact, 31 states do not require insurance companies to pay these costs. A federal mandate directing states to require that insurance companies cover fertility treatments is necessary to allow struggling infertile families an opportunity to reproduce. There is increasing evidence that the COVID‐19 pandemic has had substantial mental health impacts for adolescents. Yet, few definitive studies have investigated which adolescents were at higher risk of poor mental health and well‐being during the pandemic. Data were drawn from the Childhood to Adolescence Transition Study, a prospective cohort study of students in Australia (N = 1211). Prevalence of mental health outcomes (depressive symptoms, anxiety symptoms, self‐harm and good subjective well‐being) was estimated in school Years 5–12, where Years 11 (2020) and 12 (2021) coincided with the pandemic. The age‐ and sex‐adjusted relative risk of each mental health outcome for each priority group during the pandemic were estimated. During the pandemic, over 50% of study participants reported depressive symptoms, and one quarter reported anxiety symptoms. There was a decrease in good subjective well‐being compared with pre‐pandemic years, while self‐harm prevalence remained similar. History of mental health problems, school disengagement and frequent peer victimisation increased the risk of experiencing mental health problems during the pandemic. Schools play a central role in maintaining the mental health and good subjective well‐being of students, and this is particularly important during periods of social disruption, such as the COVID‐19 pandemic. In this article, we contextualise, describe and analyse the last attempt at land reform in Spain—the one passed by the Autonomous Parliament of Andalusia in 1984. The Andalusians had passed their Statute of Autonomy by referendum in 1981, incorporating the mandate to carry out an agrarian reform that would boost the rural economy, generate employment and balance the agricultural structure of this region in Southern Spain, peripheral to both national and European centres of power. The Andalusian socialist government complied with this mandate, pushing the agrarian reform law through and applying a package of reform measures, which met with resistance from landowners and conservative political forces from the outset. Political, economic, legal and administrative obstacles swiftly discouraged the Andalusian socialists from persevering in the endeavour, and at the beginning of the nineties, its dismantling began. Finally, in 2011 the end of the agrarian reform was declared, and with it, the waiver of the right to consider alternative models to the liberal management of the agricultural sector. Archives and newspaper libraries, as well as administrative and legal sources, have been consulted, and the information has been examined using content analysis and cross-checked and triangulated with the specialised literature. Purpose: The current understanding of building information modelling (BIM) adoption often neglects the industry context in which BIM is deployed. This is particularly problematic when policymakers are planning to enact top-down policies to promote BIM adoption in public-funded construction. Therefore, the aim of this study is to establish the industry-level factors that constraint or enable actors' intention to adopt BIM. Design/methodology/approach: Using institutional theory with an emphasis on the cultural-cognitive elements, the authors aim to complement the understanding of BIM adoption by incorporating institutional elements into the unified theory of acceptance and use of technology (UTAUT). The cultural-cognitive elements were extracted from focus groups and interviews with architecture, construction and engineering (AEC) professionals in Peru. A modified UTAUT was empirically tested using confirmatory factor analysis (CFA) and structural equation modelling (SEM) with a dataset from 171 questionnaire responses. Findings: The industry characteristics, standardisation, affordability and technology/methodology definition of BIM were found to be the cultural-cognitive elements having direct effects on individual reactions to BIM. These findings suggest that BIM adoption policies should focus on designing incentives schemes, training/educating professionals on BIM collaborative processes and developing/adapting applicable standards. However, a BIM adoption mandate would require policymakers to create collaborative procurement environments in tandem with information management and process standards. Practical implications: Findings can be used by policymakers to significantly promote BIM adoption in contexts without a government mandate for public sector construction. Originality/value: The study of institutional elements on BIM adoption is still limited. This study provides empirical evidence on how the cultural-cognitive elements of the industry context are associated with actors' intention to adopt BIM. The objective of this article is to review the results of the government mandates of Colombia and Mexico between the years 2002 and 2021 regarding the pacification policies used in response to internal armed conflicts. To this end, and based on the Tokatlián diplomacy model, a conceptual restructuring is carried out that allows the construction and adaptation of political categories: forced, negotiated and neutral pacification; and a proposal for the mixed pacification. In methodological terms, it starts from a hermeneutical analysis and uses documentary tracking, analysis and categorization techniques, as well as unstructured interviews with researchers from Universidad Veracruzana de México and the Center for Research and Higher Studies in Social Anthropology (CIESAS for its acronym in Spanish). As a result, negotiated pacification policies, followed by forced pacification policies are conflict-enhancing policies. Mixed pacification policies, which mix forced and negotiated pacification are effective transitional policies to achieve negotiated pacification policies. The use of forced pacification policies has not only been preponderant in both nations, but also the consequences in loss of human lives have been inherent to them. The work concludes with the proposal of a fourth category of analysis: mixed pacification, understood as a political strategy for preparing conditions towards a negotiated pacification policy. Eight U.S. states have enacted legislation that mandates high school seniors to act on the Free Application for Federal Student Aid (FAFSA) before graduation. At least 10 other states are considering implementing similar FAFSA requirements. While proponents of the law believe it will affect postsecondary education and the workforce positively, dissenters argue that the policy is an unfunded mandate that taxes students and parents without offering adequate resources. This article synthesizes existing literature related to policy-related nudge campaigns to provide an Extension-led, cost-effective strategy to achieve the FAFSA mandate's goal and improve citizens' FAFSA completion behavior. In Canada, municipalities are involved in an increasing number of policy areas, but they remain largely absent from the nation's system of intergovernmental relations. Municipal representatives do not attend First Ministers' meetings that gather the Prime Minister and heads of each province and territory. They are also largely excluded from intergovernmental councils or committees focused on specific policy areas. Nor do they participate in the negotiation of most intergovernmental agreements. This paper explores how Canada's intergovernmental infrastructure could be reformed to include municipalities. It does so through an analysis of how other countries have made space for municipalities in their intergovernmental processes. After drawing five lessons from international experience, the paper concludes with four approaches to reforming intergovernmental relations in Canada: (1) ensure municipalities have the capacity, voice and structures to participate effectively in intergovernmental relations; (2) increase municipal involvement in provincial policy-making, including potentially through co-governed intergovernmental councils; (3) as far as possible, eliminate unfunded mandates (ie responsibilities devolved without adequate funding to discharge them) through, for example, provincial legislation or provincial-municipal intergovernmental agreements that require consultation on the fiscal impacts of draft legislation or regulation on municipalities; (4) strengthen trilateral (national/provincial/municipal) relations, including through location-specific or policy-specific agreements, and trilateral intergovernmental councils. Lacy-Nichols and Williams provide important new insights into the ongoing contest over policy space and consumer behavior. I attempt to situate these insights in relation to government mandates and governance norms and situate these norms and mandates in the prevailing economic order. This approach is necessary to understand how corporate practices persist and why governments are receptive to the approaches outlined in the analysis conducted by Lacy-Nichols and Williams. This approach can help explain why governments are often receptive to corporations positioning themselves as 'part of the solution'. The COVID-19 pandemic caused notable changes to the food-related habits of consumers worldwide due to their concerns about the risk of infection and the requirement to follow government mandates. To investigate the impact of the pandemic on Chinese consumers' food safety knowledge, food safety behaviors, and their most recent food poisoning experiences, we compared the results from an online survey (n = 583, Dec 2019) conducted before the pandemic was officially announced with an identical survey (n = 599, Aug 2023) conducted seven months after the Chinese government downgraded restrictions related to COVID-19. Post-pandemic there was a significant decrease in consumers' food safety knowledge and self-reported food safety behaviors and a significant increase in their self-reported experiences of food poisoning. Despite respondents stating that their food safety knowledge and behaviors had improved since the start of the pandemic, the data obtained from the two surveys and the respondents self-reporting of foodborne illness suggest that in fact their safety knowledge and behaviors had decreased. These findings highlight the need to reinforce food safety education and behaviors during times when the food system is disrupted, and consumers are focusing on what they perceive to be more immediate issues. The Chinese government has mandated that the nonferrous metals industry (NMI) achieve carbon peaking before 2030. Consequently, nonscientific mitigation measures, such as indiscriminate closure of production lines, have been implemented. An appropriate carbon peak pathway must be developed NMI. This study designs three carbon peaking pathways for two subsectors within the industrial chain of the NMI according to the latest industry policies and industry characteristics. Subsequently, a novel integrated dynamic assessment model is constructed in this study to evaluate the probability of carbon peaking under various pathways and choose an appropriate one. Results indicate that: (1) Under the baseline development pathway, the likelihood of meeting the target as anticipated is 61.6 % for the nonferrous metal mining and processing industry (MS) and 9.9 % for the nonferrous metal smelting and refining industry (SS). (2) The low-carbon scenario is the most suitable development path for both subsectors. Under this pathway, the likelihood of MS and SS reaching their targets on time increases to 100 % and 87.4 %, respectively. MS likely peaked in 2013, with a peak at 28 Mt. SS is projected to peak in carbon emissions by 2025, with the highest probability of peaking between 417.6 Mt and 424.5 Mt. If no fluctuations will takes place during the implementation of low-carbon policies, then the peak would occur at 423.9 Mt (3) In this pathway, the industrial value added and energy intensity have the greatest influence on the probability of missing the deadline. As part of local governments' mandate to regulate for the "health, safety, and general welfare" of their residents, many have included a parkland dedication exaction on new development in their sub-division regulations. The rules governing the magnitude of the dedication were established in 1994 by the U.S. Supreme Court in Dolan v City of Tigard. The Court ruled there must be "rough proportionality" between a dedication exaction and the projected new demand from a development. The ruling requires a local jurisdiction to be proactive in quantifying the justification for the magnitude of a dedication it imposes, but the Court offered no guidance on how the quantification should be done. This study's two objectives were: (i) to investigate the extent to which cities' ordinances comply with the Supreme Court's ruling, and (ii) to identify best practices among cities' ordinances relating to operationalizing the "rough proportionality" principle. Parkland dedication ordinances were analyzed from 73 Texas cities, supplemented by insights from those of 29 large cities outside Texas. In 65 of the Texas ordinances where "rough proportionality" comparisons could be made, the analyses found percentage under-dedications ranging from 9% to 1,250%. In defiance of the Court's ruling, almost two-thirds of the ordinances showed no evidence of using an empirical quantitative method to establish "rough proportionality." Many of these ordinances provided a service level ratio, but it appeared to be arbitrarily determined. These findings are especially egregious in Texas, since state law requires that the quantification of "rough proportionality" be certified as being appropriate by a professional engineer. Three models of best practice that used empirical methods to derive rough proportionality and met the Supreme Court guidelines are identified, described, and illustrated. Under-dedication often reflects the reluctance of elected officials to antagonize the development community. Thus, four strategies are offered to facilitate their efforts to impose a substantive exaction that relieves the burden on taxpayers, while demonstrating sensitivity to any protests arising from members of the development community. In this paper, we use modified versions of the SIAR model for epidemics to propose two ways of understanding and quantifying the effect of non-compliance to non-pharmaceutical intervention measures on the spread of an infectious disease. The SIAR model distinguishes between symptomatic infected (I) and asymptomatic infected (A) populations. One modification, which is simpler, assumes a known proportion of the population does not comply with government mandates such as quarantining and social-distancing. In a more sophisticated approach, the modified model treats non-compliant behavior as a social contagion. As a result of the COVID-19 pandemic, some governments issued mandates requiring that residential care providers rapidly return children and youth to family. The goal of the present study was to assess outcomes in a sample of families experiencing rapid unprepared return. Specifically, we sought to evaluate the placement stability, assess support services provided to families, and examine how services received impacted parental stress and family functioning. Participants and Setting: 115 families who had experienced rapid unprepared return across five nations, including Ethiopia, India, Kenya, Mexico, and Uganda. Using a quantitative design, results examined (1) placement stability, (2) services received, and (3) the impact of services on family wellbeing. Data revealed the majority of families were still intact after 1 year. More robust support services were associated with lower parental stress and better family functioning. Occupational/financial support, such as financial assistance and job training, and material support, such as home repairs and food assistance, were vital to family wellbeing 1 year following rapid unprepared return. Rapid unprepared return creates risks to families and children, and should not be continued or repeated. However, emergency situations, government mandates or unexpected crises may force conditions for rapid unprepared return. For families that have experienced rapid unprepared return, intensive support and appropriate case management can improve the likelihood of positive outcomes and improve family wellbeing. The article evaluates the use of the recall of mandate by the government of the Fourth Transformation in Mexico. The mechanism of recall of mandate, its institutional design, and the process carried out in 2022 are analyzed. The COVID‐19 global pandemic has shone a light on several important ethical questions, ranging from fairness in resource allocation to the ethical justification of government mandates. In addition to these institutional issues, there are also several ethical questions that arise at the interpersonal level. This article focuses on several of these issues. In particular, I argue that, despite the insistence in public health messaging that avoiding infecting others constitutes 'saving lives', virus transmission that results in death constitutes an act of killing. Whether this killing is wrongful depends on several factors. I consider one intuitively plausible view – namely, that in many cases, killing via unintentional transmission is not wrongful, because the parties in question have implicitly waived their rights against this harm, often via reciprocal‐risk imposition. I argue that this view is mistaken, but that its central insight can be better captured by identifying the appropriate standards of blame that we ought to apply during a pandemic. I conclude by showing how these conclusions can be fruitfully applied to certain institutional questions, such as helping to justify restrictive government mandates. [ABSTRACT FROM AUTHOR]

In the early stages of the COVID-19 pandemic, governments enacted guidelines to mitigate the spread of the coronavirus. Public defiance of these guidelines invoked instrumental concerns about the virus and normative concerns regarding government mandates and overreach during the pandemic. Drawing on normative and instrumental explanations for compliance with the law, the current study uses a national sample of 600 American adults surveyed during the beginning of the pandemic to examine defiance of these guidelines. Using structural equation modeling, we find that legal cynicism is positively associated with defiance, while fear and perceived severity of the coronavirus are negatively related to defiance. Use of face coverings has been shown to reduce transmission of SARS-CoV-2. Despite encouragements from the CDC and other public health entities, resistance to usage of masks remains, forcing government entities to create mandates to compel use. The state of Oklahoma did not create a state-wide mask mandate, but numerous municipalities within the state did. This study compares case rates in communities with mandates to those without mandates, at the same time and in the same state (thus keeping other mitigation approaches similar). Diagnosed cases of COVID-19 were extracted from the Oklahoma State Department of Health reportable disease database. Daily case rates were established based upon listed city of residence. The daily case rate difference between each locality with a mask mandate were compared to rates for the portions of the state without a mandate. All differences were then set to a d0 point of reference (date of mandate implementation). Piecewise linear regression analysis of the difference in SARS-CoV-2 infection rates between mandated and non-mandated populations before and after adoption of mask mandates was then done. Prior to adopting mask mandates, those municipalities that eventually adopted mandates had higher transmission rates than the rest of the state, with the mean case rate difference per 100,000 people increasing by 0.32 cases per day (slope of difference = 0.32; 95% CI 0.13 to 0.51). For the post-mandate time period, the differences are decreasing (slope of -0.24; 95% CI -0.32 to -0.15). The pre- and post- mandate slopes differed significantly (p<0.001). The change in slope direction (-0.59; 95% CI -0.80 to -0.37) shows a move toward reconvergence in new case diagnoses between the two populations. Compared to rates in communities without mask mandates, transmission rates of SARS-CoV-2 slowed notably in those communities that adopted a mask mandate. How do votes in direct democratic ballots translate into policy preferences about future outcomes and affect the perceived legitimacy of those outcomes? This article examines these questions in the context of sovereignty referendums: specifically, the 2016 referendum on British membership of the European Union (EU). While the referendum result gave the British government a mandate for Britain leaving the EU, it did not provide any firm guidance as to the kind of Brexit that voters would prefer and consider legitimate. To examine the perceived desirability and legitimacy of different Brexit outcomes, we conducted a nationally representative conjoint experiment measuring attitudes towards different possible negotiation outcomes. Our findings show that 'Leave' and 'Remain' voters were highly divided over what they wanted from Brexit on salient negotiation issues, but also that most voters did not regard any possible outcome as legitimate.
