The purpose of this article is to argue for a general amnesty for all persons who have violated the Selective Service Act. More than 3,700 persons have now signed a statement entitled "Conscience and Conscription" that was first issued by Clergy and Laymen Concerned About Vietnam in October 1967. The endorsers have pledged themselves to counsel and aid those who, in conscience, cannot today serve in the U.S. armed forces. In affirming this position and in carrying out the deeds to implement it, the endorsers have known that they are "liable to imprisonment for not more than five years or a fine of ten thousand dollars or both."
